:02:05. > :02:12.senior consultant until eight hours after admission. He was waiting to
:02:13. > :02:15.see our cardiologist but his referral was delayed. Doctors could
:02:16. > :02:21.have referred him soon after detecting a heart murmur whdn he was
:02:22. > :02:32.just one`day`old. It was also detected that subsequent adlissions.
:02:33. > :02:37.It was not referred until J`nuary. Something was wrong and you would
:02:38. > :02:42.say please help me? It was horrible. I wanted him to bd seen
:02:43. > :02:48.and knew there was something wrong. Following a two`day inquest, the
:02:49. > :02:57.senior coroner said throughout his life...
:02:58. > :03:05.The inquest acknowledged Luca Downie's condition would not have
:03:06. > :03:12.been curable even if it had been detected sooner but have apologised
:03:13. > :03:17.for lapses in its clear and have implemented a number of changes in

:03:27. > :03:29.In the week the Tour de France comes to Britain, the Government linister

:05:09. > :05:16.region. You have to prepare space for cycling. That makes people feel
:05:17. > :05:22.safe and gets people onto bhcycles, gets people moving around the city
:05:23. > :05:28.quicker. But if you take out a lane of traffic, there is alreadx a queue
:05:29. > :05:33.of cars over there, well th`t not make traffic jams even worsd? What
:05:34. > :05:38.you do is if you make places that feels safe for people cycling, then
:05:39. > :05:43.you get more people out of cars and onto their bikes. With ?2 mhllion of
:05:44. > :05:50.government funding still to be spent, plans for Cambridge hnclude a
:05:51. > :05:52.new kind of bus stop. The plan is to build on its reputation as the UK
:05:53. > :05:54.cycling capital. A short while ago I spoke to
:05:55. > :05:57.Robert Goodwill, the Governlent s cycling minister, and asked him
:05:58. > :06:10.if he was concerned so many people Cycling is relatively safe `nd the
:06:11. > :06:15.number of casualties last ydar came down again and indeed, I am taking
:06:16. > :06:24.steps to make sure the actu`l street environment is safe and we hntend to
:06:25. > :06:29.make further progress. We are giving Cambridge ?2.8 million and where
:06:30. > :06:34.they lead, the others will follow. The thing is that people do not feel
:06:35. > :06:39.safe. You mentioned the mondy coming to Cambridge but that has to be
:06:40. > :06:46.spent by next year, and there was a cyclist today saying if the major
:06:47. > :06:51.roads had been funded like that they would never have been built. We made
:06:52. > :06:56.an announcement about the money for this year but this is not something
:06:57. > :07:01.that will be gone tomorrow. It is a long project to get more people
:07:02. > :07:05.cycling and it is also about having better road markings and better
:07:06. > :07:11.signalling and making sure where we can and we can have designated areas
:07:12. > :07:16.for cyclists to write. You say it is not just about money but if you look
:07:17. > :07:22.at the Netherlands, half of all school children go to school on
:07:23. > :07:26.their bike, and we are at about 1%, and one of the reasons is bdcause
:07:27. > :07:34.the amount of money being invested over the errors so much gre`ter
:07:35. > :07:42.They tell you it is ?10 per head in the Netherlands. It is actu`lly ?24
:07:43. > :07:50.in the Netherlands. Bearing in mind in the Netherlands, in some cities
:07:51. > :07:55.40% of journeys are by cyclhng. The Prime Minister is clear he wants to
:07:56. > :07:58.see a cycling revolution and I have to say that in Cambridge and so more

:08:05. > :08:08.revolution if half the population does not feel safe enough to take
:08:09. > :08:17.part? Maybe people will be hnspired by the Tour de France and indeed on
