:00:15. > :00:16.It has been twelve months since a damning report was published

:00:17. > :00:18.into Children's Services in Northamptonshire.

:00:19. > :00:21.And today the service admits it is still inadequate.

:00:22. > :00:24.A year ago Ofsted found the service consistently poor with

:00:25. > :00:27.staff at tipping point and systemic failures across the board.

:00:28. > :00:32.The council insists improvements are underway.

:00:33. > :00:36.But one ongoing problem is the shortage of social workdrs.

:00:37. > :00:38.So the county has set up its own academy to recruit

:00:39. > :00:45.Northamptonshire's Children's Services.

:00:46. > :00:49.One of just 20 in the country rated as inadequate:

:00:50. > :00:54.the worst possible rating that Ofsted can give.

:00:55. > :00:56.I think it was a shock to some people the degree to

:00:57. > :01:03.I think it was known but I think the depth was a bit

:01:04. > :01:07.In March last year, Ofsted said Northamptonshire was inadeqtate in

:01:08. > :01:14.Then, just five months later, a second inadequate report for

:01:15. > :01:22.Then on 9 October the results of a special case review into thd death

:01:23. > :01:23.of a four`week`old Northamptonshire girl, saying social workers were

:01:24. > :01:32.The announcement of ?12 million to try and improve services.

:01:33. > :01:35.But the real problem here at County Hall is not the shortage of cash, it

:01:36. > :01:44.Up to half of the authority's social workers are temporary agencx staff,

:01:45. > :01:48.so the authority is desperate to recruit and retain more perlanent

:01:49. > :01:56.When we recruit newly qualified social workers who have gond to

:01:57. > :01:59.university and got their degrees, we are putting in an academy where they

:02:00. > :02:02.will be supported in their first year so that they have a highly

:02:03. > :02:06.supportive environment in which to learn their profession

:02:07. > :02:11.Northamptonshire currently has 82 social workers but needs to recruit

:02:12. > :02:15.around 85 to reduce its relhance on agency staff.

:02:16. > :02:22.We are carrying out a recruhtment campaign but the problem is so are

:02:23. > :02:28.We are all searching for good quality social workers, so there

:02:29. > :02:34.To give an indication of the scale of the problem,

:02:35. > :02:37.Ofsted is due to carry out `nother inspection here later this xear

:02:38. > :02:40.The council says, if it manages to move from

:02:41. > :02:42.an inadequate rating to a rdquires improvement rating, then evdn that

:02:43. > :02:55.The planned East`West rail line linking Oxford to Milton Kexnes and

:02:56. > :02:57.Bedford could boost the reghonal economy by over ?70 million a year.

:02:58. > :03:04.This latest figure by independent experts is more than

:03:05. > :03:09.Funding for this line has already been agreed by Government.

:03:10. > :03:12.But the date for completion has been pushed back to 2018.

:03:13. > :03:15.Earlier I asked Iain Stewart the MP for Milton Keynes South

:03:16. > :03:24.The new figures show a doubling of the economic benefits

:03:25. > :03:28.of the project so I am very pleased that it has this further sort

:03:29. > :03:38.I would not say there are huge delays.

:03:39. > :03:40.There is work happening on the ground right now.

:03:41. > :03:43.The first part of the project is the upgrade of the track

:03:44. > :03:50.And they are clearing some of the vegetation in the middle

:03:51. > :03:56.section so that is all going, but the end of the project has slipped

:03:57. > :04:02.You admitted yourself there that there are some delays.

:04:03. > :04:04.Do you think that, when research like this comds out,

:04:05. > :04:09.that it forces those in charge to look at that time scale?

:04:10. > :04:11.When the project got the go`ahead, the next phase was for Network Rail

:04:12. > :04:16.to do some analysis work about what upgrades needed to take place, what

:04:17. > :04:20.civil engineering projects, what crossings are needed and I think as

:04:21. > :04:24.a result of that they found it was going to take a little longdr.

:04:25. > :04:28.So when are we likely to sed the first trains up and running

:04:29. > :04:31.The full project is looking like early 2019 that we will see

:04:32. > :04:38.the full service running, btt you may see services on completdd parts

:04:39. > :04:45.A Cambridge biotech company has won a big research grant to lead the

:04:46. > :04:49.Growing resistance to antibhotics is a huge concern around the world

:04:50. > :04:55.Without a breakthrough, millions of lives could be put at risk.

:04:56. > :04:58.Superbugs are a growing men`ce and all because bacteria have

:04:59. > :05:02.become immune to many antibhotics that save lives.

:05:03. > :05:05.In some countries around thd world, key antibiotics no longer work

:05:06. > :05:14.In Europe alone, it is estilated that 25,000 people die everx year

:05:15. > :05:22.But here near Cambridge, a company is leading the fight back.

:05:23. > :05:25.Phico Therapeutic is developing antibiotic technology to

:05:26. > :05:33.It has just been given a ?1.6 million grant.

:05:34. > :05:38.Its technology will fight hospital superbugs such as LRSA

:05:39. > :05:40.Predominantly we are looking at those that affect patients

:05:41. > :05:48.And there are many multidrug`resistant organisls in

:05:49. > :05:55.intensive care units in hospitals which badly need new antibiotics.

:05:56. > :05:59.The threat of microbial resistance is a big concern.

:06:00. > :06:02.The Prime Minister has launched a global review of the crishs.

:06:03. > :06:05.We are in danger of going back to the Dark Ages

:06:06. > :06:12.of medicine to see infections that were treatable not be treat`ble

:06:13. > :06:14.And the pharmaceutical industry has not been developing new classes

:06:15. > :06:17.of antibiotics, so we need to fix that market failure,

:06:18. > :06:24.The cost of developing new antibiotics is so high that many

:06:25. > :06:27.pharmaceutical companies have pulled out of research

:06:28. > :06:30.but smaller companies with lower overheads could provide the answer.

:06:31. > :06:39.Phico hopes to carry out trhals on humans in a couple of ye`rs.
