:01:11. > :01:14.transferred to other nearby hospitals where there is bed space.
:01:15. > :01:18.Day units could soon be staxing open overnight
:01:19. > :01:21.and all local GPs have been sent a letter asking them to think twice
:01:22. > :01:27.We'll be talking to the Chief Executive of Addenbrooke's
:01:28. > :01:39.First let's go to Mike Cartwright, who is at the hospital now.
:01:40. > :01:46.Addenbrooke's Hospital, world`renowned and expanding. But,
:01:47. > :01:49.for the last fortnight, fall. Despite that, this letter w`s sent
:01:50. > :01:54.to GPs in this part of Cambridgeshire Peterborough and out
:01:55. > :02:01.into Suffolk asking the question, can patients be treated elsdwhere
:02:02. > :02:05.because here they are full. For Anthony Fleming, this is hugely
:02:06. > :02:10.frustrating. His hip replacdment order been cancelled once. Last
:02:11. > :02:15.week, with no beds, a nurse told him it was cancelled again. She was
:02:16. > :02:18.extremely sorry that I will not be having that operation due to a
:02:19. > :02:22.shortage of beds. Because what beds they did have, they were reserved
:02:23. > :02:28.for cancer patients which is understandable. But I was
:02:29. > :02:32.devastated. I just wanted to get this job over and done with because
:02:33. > :02:38.it has been playing me up for some time. This is the letter th`t
:02:39. > :02:45.Addenbrooke's Hospital sensd to GPs. Pressures were severe they said
:02:46. > :02:49.With no spare beds for planned operations, there were no bdds in
:02:50. > :02:54.AMD. They say staff shortagds are a big part of the problem. Ond of the
:02:55. > :02:59.biggest problems is staff. Hf you're looking to say can cut in that
:03:00. > :03:05.area, maybe vacancies don't get filled as fast as they might
:03:06. > :03:09.otherwise. The number of posts is also smaller and that is a challenge
:03:10. > :03:12.and it will continue to be so. Bucklers have more than doubled in
:03:13. > :03:20.recent years at Addenbrooke's Hospital.
:03:21. > :03:26.Only last week reported that the hospital's rid maternity unht was
:03:27. > :03:32.having to ten expectant mothers away. They closed 15 times last
:03:33. > :03:37.year. Addenbrooke's Hospital is one of our fastest growing hosphtals but
:03:38. > :03:43.for the last fortnight, it has been full. So what does this mean for
:03:44. > :03:50.patients? Other hospitals that macro hospital Sabin primed to take in
:03:51. > :03:54.some patients. But those hospitals have their own pressures. This is a
:03:55. > :04:00.black alert in the summertile so many people are asking what it will
:04:01. > :04:01.be like in the winter time when things such as flu, coughs `nd colds
:04:02. > :04:02.Well, earlier I spoke to Dr Keith McNeil, the chief dxecutive
:04:03. > :04:05.of Addenbrooke's hospital and asked him what had gone wrong.
:04:06. > :04:09.The crux of the problem is the in demand on all our servicds,
:04:10. > :04:12.both the emergency room but also on the for us to provide spdcialist
:04:13. > :04:19.care in and surgery, cancer and obstetrics ` across the board.
:04:20. > :04:25.Could this not have been foreseen and better planned for
:04:26. > :04:32.In 2010 and 2011 the hospit`l was on Black Alert for 89 days,
:04:33. > :04:35.the following year 124 and the one after that for 090.
:04:36. > :04:39.There is a pattern emerging here isn't there?
:04:40. > :04:44.We do plan for a rise in demand every year and, in fact,
:04:45. > :04:51.we had planned last year for demand to go up by about 5% on historical
:04:52. > :04:55.growth targets and what we knew was happening with the population.
:04:56. > :04:57.We have over the last coupld of months been surprised
:04:58. > :05:04.by the extent of the demands compared to this time last xear
:05:05. > :05:07.Has the hospital bitten off more than it can chew?
:05:08. > :05:14.It will take a little while for our plans to come to frtition,
:05:15. > :05:17.but we will cope and we will deal and provide safe, high`qualhty care
:05:18. > :05:23.I have no doubt that when the patients are able to get
:05:24. > :05:27.into your hospital about the care is good and high`qtality
:05:28. > :05:32.It is the fact that some patients can t
:05:33. > :05:37.access your hospital becausd you are telling them we have not thd space?
:05:38. > :05:42.If patients need to access our hospital we will absolutely
:05:43. > :05:46.provide and find the space they need to receive the care they nedd.
:05:47. > :05:50.What are asking is that it if they can find
:05:51. > :05:55.a suitable alternative and they can get that care in another setting,
:05:56. > :05:58.they should access that rather than coming to us in the first instance.
:05:59. > :06:03.So how long do you think is current situation with
:06:04. > :06:10.It is a day`to`day prospect, so it changes.
:06:11. > :06:14.We were amber and red last week on Sundays and some days this week we
:06:15. > :06:31.And if you've had an operation cancelled
:06:32. > :06:33.or you've been told there are no beds free in your local hospital,

:08:48. > :08:54.on the real issues that we `re talking about here in Scotl`nd. What

:14:55. > :15:00.provide colleges to 70 people in a nearby infant school. That number is
:15:01. > :15:06.likely to rise to around 150, delivered in hot containers by

:15:59. > :16:03.attainment improvement is greatest when there is an offer that applies
:16:04. > :16:08.to everyone, and in those areas where the pilots took place,
:16:09. > :16:13.children are doing about two months ahead of children in other parts of
:16:14. > :16:17.the country. We know that providing a hot meal at lunch time will help
:16:18. > :16:21.children to remain focused for the rest of the day and it helps to
:16:22. > :16:23.support an improvement in bdhaviour across the school.
:16:24. > :16:31.that you know that a hot me`l achieves that, and yet, you are
:16:32. > :16:35.prepared to accept that somd schools will only be offering a cold meal. A
:16:36. > :16:39.tiny portion of schools will, in the short term, be looking at ddlivering
:16:40. > :16:43.a cold option whilst they gdt their facilities in place for the longer
:16:44. > :16:47.term, but it is a small minority of schools. The vast majority will be
:16:48. > :16:53.serving hot and healthy lunches and those that cannot right now, will be
:16:54. > :16:58.getting support in the future. Why do you not spend this money on
:16:59. > :17:03.teachers so that we have better paid teachers and not industrial action?
:17:04. > :17:11.I agree that we need to support a string then `` and to strengthen the
:17:12. > :17:17.workforce. But I also know that teachers will find jobs easher in
:17:18. > :17:21.the classroom if they have children who have been well fed, bec`use
:17:22. > :17:26.their concentration levels `re so much greater. As you know, there are
:17:27. > :17:29.some counties in this region which are struggling to attain thd levels
:17:30. > :17:34.of education that the government wants. They have now had to worry
:17:35. > :17:38.about finding where their school meal is going to be cooked, about
:17:39. > :17:43.building a kitchen, rather than worrying about driving up standards.
:17:44. > :17:47.This is an important part of helping schools to drive up standards,
:17:48. > :17:52.because of the range of bendfits that can come from delivering meals
:17:53. > :18:00.to children, to make sure they are well said so that they can focus in
:18:01. > :18:05.class. This is one part of the puzzle that is being solved. Are you
:18:06. > :18:07.saying parents do not know what to feed their children? I would
:18:08. > :18:10.that schools have to providd meals to a very high standard of
:18:11. > :18:17.nutrition, and that ultimatdly will bring long`term benefits to those
:18:18. > :18:21.individuals, and also, to otr health services, and other statutory
:18:22. > :18:24.services that are struggling to deal with the impact of issues lhke
