:00:25. > :00:28.in the latest report by the Inspectorate of Constabularies.

:00:29. > :00:32.It looked at how each force is coping with financial constraints.

:00:33. > :00:36.Northamptonshire Cambridgeshire Thames Valley and Hertfordshire were

:00:37. > :00:43.But in Bedfordshire, the force has had to make savings of ?20 million.

:00:44. > :00:48.These new police recruits are the first from Bedfordshire

:00:49. > :00:53.There will be many weeks before they are patrolling the streets.

:00:54. > :00:57.That can't come soon enough for them or the force.

:00:58. > :01:00.I have joined up because I want to make a difference.

:01:01. > :01:02.I've come into this in a positive light.

:01:03. > :01:04.Training is intense, they want to get us on

:01:05. > :01:09.Bedfordshire Police is required to make more than ?20 million

:01:10. > :01:14.Recruitment numbers in the county have fallen to

:01:15. > :01:20.Today's report by Her Majesty's Inspectorate of Constabulary

:01:21. > :01:25.says the force is at risk of not providing effective policing.

:01:26. > :01:28.It raised concerns about the force's responsibility to

:01:29. > :01:36.It does not do justice to the work we're doing,

:01:37. > :01:41.and the work people are doing working hard to protect the public.

:01:42. > :01:45.The report suggests that the force has not been doing the best job

:01:46. > :01:53.What it reflects is we are in a very difficult set of circumstances.

:01:54. > :01:59.A rurally funded force that faces metropolitain challenges.

:02:00. > :02:03.Bedfordshire is one of three forces in the country needing improvement.

:02:04. > :02:08.The Police Federation says a lack of resources has had an impact.

:02:09. > :02:11.Morale is an issue but it is getting better.

:02:12. > :02:17.It is hard for police officers to maintain their get`go all the

:02:18. > :02:23.The report says the force is now moving in the right direction.

:02:24. > :02:26.It has never made a secret of the challenges it faces

:02:27. > :02:35.but today it became clear just how tough those challenges have been.

:02:36. > :02:38.Earlier, I spoke to our home affairs correspondent, Sally Chidzoy.

:02:39. > :02:40.She told me that this is just another setback

:02:41. > :02:44.for a force that over the years has faced many challenges.

:02:45. > :02:47.Well, Bedfordshire is a small rural police force with metropolitan

:02:48. > :02:52.challenges, with counterterrorism issues, serious crime.

:02:53. > :02:55.They planned to balance savings against recruitment and, basically,

:02:56. > :03:00.What this report highlights is that they've lost too many police

:03:01. > :03:04.officers, they haven't anticipated that, and that creates potentially

:03:05. > :03:09.The force says it was difficult to predict how many they'd lose.

:03:10. > :03:11.And they lost more than they expected.

:03:12. > :03:15.They have to move fast to put things right.

:03:16. > :03:19.58 new recruits by December, they say, and another 30 they plan

:03:20. > :03:23.But it's not just about police on the streets, it's

:03:24. > :03:26.about investing, it's about being efficient, getting IT processes

:03:27. > :03:31.in place so that more police are out there dealing with the public.

:03:32. > :03:35.A couple who died after being hit by a car on the A47 near Wisbech

:03:36. > :03:42.26`year`old Tadas Zaleskas and Nonita Karajevaite were both

:03:43. > :03:46.from Lithuania were engaged and lived in Wisbech.

:03:47. > :03:49.Police believe the Nonita was forcibly pushed into the path of a

:03:50. > :03:56.It appeared to police at first that this was a tragic accident.

:03:57. > :03:59.But then witnesses started to come forward revealing that what they saw

:04:00. > :04:02.was the woman being shoved onto the eastbound carriageway

:04:03. > :04:07.in the split second before both she and the man were struck and died.

:04:08. > :04:10.And to add to the bizarre nature of this tragedy, both were walking

:04:11. > :04:14.It's a case which was left police puzzled.

:04:15. > :04:20.I'm quite satisfied that I know how physically they met their deaths,

:04:21. > :04:23.but what I really don't understand is what has led to that, what's been

:04:24. > :04:27.the catalyst for them apparently walking with very little clothing

:04:28. > :04:33.And it's one I'm very, very keen to unravel.

:04:34. > :04:37.It wasn't just walking barefoot which made the couple distinctive.

:04:38. > :04:40.She was wearing a pink top which was virtually fluorescent in the sun.

:04:41. > :04:44.The earliest sighting of them was at 12:30pm

:04:45. > :04:46.on Sunday lunch time by the A47 at Wisbech.

:04:47. > :04:51.they stopped at this farm shop in Walpole Highway.

:04:52. > :04:54.Police say once they were inside the shop, the couple both separately

:04:55. > :05:02.They didn't appear agitated or under duress.

:05:03. > :05:05.Before officers arrived they had already gone.

:05:06. > :05:10.Less than an hour later, they were both dead on the A47.

:05:11. > :05:13.I think in a small community like this, we're not used to things like

:05:14. > :05:18.I think we feel very much for the Eastern European community

:05:19. > :05:25.And we should spare a thought for the driver who was involved

:05:26. > :05:28.in the collision because he would have had no time to react?

:05:29. > :05:32.And, clearly, he is highly distressed, as you can

:05:33. > :05:34.imagine, from being involved in something of this magnitude.

:05:35. > :05:37.He says it would appear that their stopped at the farm shop

:05:38. > :05:41.suggested they were in need of help but he needs to find out what,

:05:42. > :05:44.in his words, was the catastrophic event that proved the catalyst

:05:45. > :05:55.An investigation is under way after a coach carrying children

:05:56. > :05:58.on a school trip from Cambridgeshire overturned.

:05:59. > :06:01.42 pupils from William Westley Primary

:06:02. > :06:04.in Whittlesford were on board the coach on a trip to the Norfolk

:06:05. > :06:08.coast when the accident happened on the A10 at Hilgay this morning.

:06:09. > :06:11.Children and staff sustained minor injuries.

:06:12. > :06:16.The Coach driver is being treated for back injuries.

:06:17. > :06:18.I think it's expected they'll make a full recovery.

:06:19. > :06:21.Clearly, not a pleasant experience on a school trip, but by the time

:06:22. > :06:24.I'd got here, they were sitting on the bank, having their picnic,

:06:25. > :06:28.talking about their experiences with officers and firemen, and

:07:12. > :07:14.freshen through the day so that will help cool things down a bit.
