:00:00. > :00:12.That's all from us. Now it's time for the news where

:00:13. > :00:15.The Care Quality Commission has served a number of formal notices,

:00:16. > :00:17.after concerns were raised about the treatment of elderly

:00:18. > :00:20.and vulnerable patients, at a care home in Peterborotgh.

:00:21. > :00:21.Werrington Lodge has been told it must improve

:00:22. > :00:23.after inspectors originally found eight serious breaches.

:00:24. > :00:38.Residents were not protected from the risk of infection `nd some

:00:39. > :00:41.Cambridgeshire police is also investigating after a series

:00:42. > :00:55.The care home under increashng scrutiny. Today, the Care Qtality

:00:56. > :01:01.Commission gave its verdict on Werrington Lodge. Some of the

:01:02. > :01:07.report's shocking findings hnclude patients left in wet and sohled

:01:08. > :01:12.beds. Calls from patients for help ignored. And patients were `lso at

:01:13. > :01:17.risk of falls and injury. The commission visited the home back in

:01:18. > :01:22.May. So concerned with what it found, it contacted the council

:01:23. > :01:30.safeguarding team. Warning notices were served. After initial concerns,

:01:31. > :01:34.city councillors made their own unannounced visit. We wanted to make

:01:35. > :01:38.it clear to the people who `re now looking to rectify the situ`tion

:01:39. > :01:43.that as a local ward councillor we have a role to fulfil. And we are

:01:44. > :01:47.there to support them, if they themselves require it. But the mood

:01:48. > :01:55.was positive. And we cannot ignore the fact that the CQC report

:01:56. > :02:01.highlights significant concdrns The management of the care home said

:02:02. > :02:05.it was deeply concerned that standards had fallen well bdlow what

:02:06. > :02:09.they expect from residents. The company running the home has

:02:10. > :02:13.declared to be interviewed. But they have issued a statement sayhng that

:02:14. > :02:18.as soon as they were mere aware of the findings, they take immddiate

:02:19. > :02:25.action. Investment has been made. They movie has dashed they know they

:02:26. > :02:31.have made progress and this has been recognised by external parthes. We

:02:32. > :02:37.were very concerned. We havd taken robust enforcement action using our

:02:38. > :02:40.powers to warm the provider of the action they need to take to make

:02:41. > :02:45.sure that residents are getting the quality of care and support that

:02:46. > :02:52.they have every right to expect The Care Quality Commission says while

:02:53. > :02:55.some progress has been made, much work still needs to be done. The

:02:56. > :02:57.plan more unannounced inspections. Flash flooding left commuters

:02:58. > :02:59.stranded at rush hour in Cambridgeshire this evenhng,

:03:00. > :03:01.some of them for several hotrs. March, Wisbech,

:03:02. > :03:03.Dry Drayton and Bar hill ard worst affected, with police warning

:03:04. > :03:06.drivers not to venture out tonight. Fourteen hundred homes were without

:03:07. > :03:08.power earlier ` Our reporter has been out tonight

:03:09. > :03:12.in March, where one couple tried in vain to stop the storm flooding

:03:13. > :03:31.their new bungalow. This gives you an idea of how bad it

:03:32. > :03:44.has been for some people. This bungalow in March has been flooded.

:03:45. > :03:49.The carpet is absolutely so`king. This all happened this afternoon.

:03:50. > :04:01.Let's speak to the owners. How quickly did this happen? Wh`t damage

:04:02. > :04:06.occurred? It started at 2pm. We don't have an upstairs to ptt

:04:07. > :04:13.anything. We had to hope th`t the best. We are insured, thankfully. We

:04:14. > :04:18.have been in touch with thel and were waiting for the assessor to

:04:19. > :04:31.round. We have lived here shnce February. This was our retirement

:04:32. > :04:40.home. We thought, great. Were back square one with the decorathng. We

:04:41. > :04:44.were going to buy a carpet tonight for the lounge. We won't be doing

:04:45. > :04:49.that now. It has not just bden peoples homes that have been

:04:50. > :05:01.affected. It has caused real problems on the road. This road left

:05:02. > :05:09.cars stranded, the A428. Also the Tesco supermarket at bar Hill needed

:05:10. > :05:17.to close. The Fire Service said they have received hundreds of c`lls and

:05:18. > :05:17.have been pumping water out of dozens of homes across

:05:18. > :05:20.Cambridgeshire. The number

:05:21. > :05:21.of parents being fined for taking their children out of school in this

:05:22. > :05:24.region has risen dramatically. Since September last year,

:05:25. > :05:26.headteachers can no longer grant pupils up to 10 days leave

:05:27. > :05:28.in special circumstances. Now each parent is

:05:29. > :05:30.fined ?60 per child. The BBC asked all of our local

:05:31. > :05:33.authorities how many parents they As you can see

:05:34. > :05:43.from those that replied, all In Luton alone they fined over ,200

:05:44. > :05:53.parents ` an increase of ovdr 6 %. And in Bedford they prosecuted 32,

:05:54. > :06:00.an increase of more than 1000%. But there are concerns that

:06:01. > :06:14.the system isn't fair. I think if I would be critical of

:06:15. > :06:18.the policy as it stands, it is that the guidance to headteachers of what

:06:19. > :06:22.constitutes exceptional circumstances is not clearlx defined

:06:23. > :06:25.are we doubtful stop one arda where government could make a difference

:06:26. > :06:27.is to make it clear to headteachers what does and does not constitute

:06:28. > :06:29.exceptional circumstances. More than 100 Royal Mail st`ff

:06:30. > :06:32.in Peterborough walked out today The action began at the firl's

:06:33. > :06:35.Orton Southgate building just Postal deliveries to

:06:36. > :06:38.around 4,000 customers A union representative said staff

:06:39. > :06:41.returned this afternoon and talks were continuing to try to

:06:42. > :06:59.resolve the dispute We have an area of heavy and

:07:00. > :07:02.thundery rain moving across the region over the next few hotrs. That

:07:03. > :07:12.will start to clear north`e`st words. Tonight will be cooldr than

:07:13. > :07:17.last night. Tomorrow, it is shaping up quite nicely. There will be some

:07:18. > :07:22.sunshine around. Workload for the afternoon. Possibly an isol`ted

:07:23. > :07:25.shower. For most of us, it should stay dry right through the day. It

:07:26. > :07:31.is looking pretty pleasant for the afternoon. Here is our outlook.

:07:32. > :07:42.Turning wet and Good evening. We saw some torrential

:07:43. > :07:46.thunderstorms earlier today. Tomorrow looks like a better day for

:07:47. > :07:49.most places. It will go downhill into Sunday. This is heading our

:07:50. > :07:56.way. This is a couple of day's worth of satellite imagery. This is what

:07:57. > :07:59.was the hurricane. Moving from North America, heading towards the United

:08:00. > :08:04.Kingdom, pushed along by the jet stream. Heading towards the United

:08:05. > :08:09.Kingdom for Sunday. A lot of thunderstorms today. The worst was

:08:10. > :08:11.this afternoon and the evening over the north of England.
