:00:53. > :00:56.the new town of Northstowe will be built ` just north of Cambrhdge

:00:57. > :00:59.On paper it's said to be the biggest building project in

:01:00. > :01:04.the country ` the largest ndw town to be built since Milton Kexnes

:01:05. > :01:09.When complete there will be 10, 00 new homes, a town centre with shops,

:01:10. > :01:14.community facilities, six primary schools and a secondary school.

:01:15. > :01:17.The first phase of construction is due to start in October.

:01:18. > :01:21.Today plans for the second phase were unveiled.

:01:22. > :01:39.This old airfield was used during World War II and then becamd an

:01:40. > :01:44.immigration centre. A new town is planned to be built here. It'll be

:01:45. > :01:48.the biggest new town in the country for decades. Here, will be the

:01:49. > :01:55.centre for it, but many people have wondered if it would be built. This

:01:56. > :01:59.will be the biggest new town since the 1960s. Thousands of new homes,

:02:00. > :02:12.schools and shops. Paul helped planet. `` plan it. But with this

:02:13. > :02:18.region desperate for new holes, why is this all taken so long? Ht always

:02:19. > :02:24.takes longer than people thhnk. What is important is that we havd worked

:02:25. > :02:29.very well over the past few years through times of austerity to reject

:02:30. > :02:38.the plans and make sure we `re going as quick as you can. Phase two to go

:02:39. > :02:42.appear on this airfield. Pl`ns to build 3500 homes. Phase one,

:02:43. > :02:47.archaeologists now at work before building begins on 1500 new homes

:02:48. > :02:55.and a new school. What is already in place for the new town is this the

:02:56. > :03:04.guided bus. Phase one will go that way, as far as you can see `nd be on

:03:05. > :03:08.that phase two. Northstowe was first proposed in 1988. In 2000, plan

:03:09. > :03:15.stalled as an immigration cdntre opened. Ten years on, the cdntre

:03:16. > :03:27.closed. Reply Michelle, the changes in government also contributed. ``

:03:28. > :03:34.with plans shelved. The first homes and a primary school are dud to open

:04:09. > :04:10.town is to reach its full shze, it needs planning permission for phase

:04:11. > :04:21.two and then phase three. Well, Ian Bates,

:04:22. > :04:23.from Cambridgeshire County council, has been working on the project

:04:24. > :04:29.since it began 16 years ago. I asked him if next year's

:04:30. > :04:34.general election could mean yet I think next year's elections,
