:00:49. > :00:53.They have been charged with racially aggravated assault,

:00:54. > :00:58.perverting the course of justice, and misconduct in public office

:00:59. > :01:01.It follows an incident in Ltton earlier this year where

:01:02. > :01:04.an autistic man, Faruk Ali, claims he was attacked.

:01:05. > :01:07.The case has exposed tensions between police and the commtnity

:01:08. > :01:11.in Luton with court hearings being held today in Aylesbury and Amersham

:01:12. > :01:20.Let's go live to Neil Bradford who has been in court.

:01:21. > :01:27.Very serious charges for thdse police officers? Extremely serious

:01:28. > :01:31.because as police officers, they are used to putting others throtgh the

:01:32. > :01:36.court system but today it w`s themselves in the dock, not once but

:01:37. > :01:41.twice, in two separate courts. This morning, they were formally charged

:01:42. > :01:44.at Aylesbury magistrates before pleading not guilty to the charges

:01:45. > :01:46.in front of a judge here at Amersham Crown Court.

:01:47. > :01:49.Leaving court this afternoon, two Police Constables who themselves

:01:50. > :01:54.PC Christopher Thomas is ch`rged with racially aggravated assault

:01:55. > :01:57.and along with his colleagud, Christopher Pitts,

:01:58. > :02:01.perverting the course of justice and misconduct in public office

:02:02. > :02:04.There are both accused of lying to senior officers

:02:05. > :02:09.and falsifying notes followhng the alleged assault on Luton man,

:02:10. > :02:14.It is alleged the 33`year`old, who has severe autism, was beaten

:02:15. > :02:20.The alleged incident straindd community relations with police

:02:21. > :02:23.Following an angry public mdeting, both officers were suspended

:02:24. > :02:27.and Leicestershire Police wdre asked to investigate under

:02:28. > :02:30.the supervision of the Independent Police Complaints Commission.

:02:31. > :02:32.Faruk Ali's family say the proceedings have caused

:02:33. > :02:38.It has been difficult for us, it has upset our daily routhne.

:02:39. > :02:41.Faruk is very unpredictable at the moment.

:02:42. > :02:44.He is not his normal self, his behaviour has changed.

:02:45. > :02:49.It has put on additional stress and anxiety onto the family.

:02:50. > :02:52.This morning, after a six`month investigation

:02:53. > :02:56.the two officers were formally charged at Aylesbury Magistrates

:02:57. > :02:59.before appearing in front of a judge at Amersham Crown Court where they

:03:00. > :03:05.The Ali family lawyer says he is pleased the case is

:03:06. > :03:10.Justice is being sought by both the courts and the

:03:11. > :03:16.Therefore we are very pleasdd with the way things are movhng

:03:17. > :03:19.very swiftly and we hope justice will be done swiftly also.

:03:20. > :03:23.PC Christopher Thomas and Christopher Pitts were both

:03:24. > :03:28.They remain suspended from the Bedfordshire force and will

:03:29. > :03:42.Both of today's hearings were equally as short. The chargds are so

:03:43. > :03:46.serious they cannot be dealt with via Magistrates' Court and that is

:03:47. > :03:50.why they came here to the Crown Court but it is unusual for a case

:03:51. > :03:53.to be held both in magistrates and Crown Court in the same day, perhaps

:03:54. > :03:56.an indication of how seriously this case is being treated. Both officers

:03:57. > :04:00.return here in October. This week Kettering Hospital is

:04:01. > :04:02.undergoing one The Care Quality Commission,

:04:03. > :04:07.which oversees standards in all hospitals, recently rated it

:04:08. > :04:10.as one of five hospitals in England Its last inspection

:04:11. > :04:15.in January said Kettering f`iled to meet standards in staffing

:04:16. > :04:18.and the management of medichnes In a moment, we will be talking to

:04:19. > :04:24.the head of inspections for the CQC. It has been a hospital in crisis,

:04:25. > :04:29.concerns over care, staffing and Built to cope with half

:04:30. > :04:37.the number of people it now treats, it has struggled to keep pace with

:04:38. > :04:41.growing demand. An inspection took place in January

:04:42. > :04:45.and the Care Quality Commission noted there had been improvdments

:04:46. > :04:48.in patient care, but the hospital still faildd to

:04:49. > :04:52.meet standards in how medichne is I think there have been

:04:53. > :04:59.improvements but we are constantly We know that we get it right

:05:00. > :05:03.for most of our patients but we know we still have some areas

:05:04. > :05:07.for improvement and that is what we Accident and Emergency has been

:05:08. > :05:13.an area of major concern but the hospital now seems to have

:05:14. > :05:17.turned waiting times around. The government says 95%

:05:18. > :05:21.of people should be seen at A within four hours but back hn April

:05:22. > :05:26.2013, that figure A year later, figures had

:05:27. > :05:35.improved so 99% of patients were Now people who use

:05:36. > :05:42.the hospital are being asked to have their say on what they think

:05:43. > :05:46.of treatment here as inspectors The CQC also uses data such

:05:47. > :05:55.as mortality rates and waiting times to monitor

:05:56. > :05:59.hospitals in between inspections. In July that led to Kettering

:06:00. > :06:03.General being rated one of the most The hospital disputes the d`ta

:06:04. > :06:08.so earlier I asked the CQC's head of inspections how

:06:09. > :06:21.robust the information is. You have to take data at a certain

:06:22. > :06:28.point in time and it depends on how long it takes the trust to lonitor

:06:29. > :06:33.systems so they can be a delay and we have always been open and honest

:06:34. > :06:38.so you can see that the dat` reuse is old data by going onto the site

:06:39. > :06:42.and asking the trust to supply us with the most recent data, we can

:06:43. > :06:47.see just where the trust is at. Let's take a look at the inspection

:06:48. > :06:51.because you have overhauled the way the CQC dolls inspections, they are

:06:52. > :06:56.meant to be tougher, how so? We take a team of about 30 for people into

:06:57. > :07:02.the hospital. We separate into subroutines which cover the eight

:07:03. > :07:04.core services so they will be one team going into the Accident and

:07:05. > :07:11.Emergency department, medichne wards, surgical wards, paternity,

:07:12. > :07:18.children's, outpatients and a team looking at end of life care.

:07:19. > :07:24.Critical care as well. It mdans we take in specialists so we t`ke in

:07:25. > :07:28.doctors, nurses, experts by experience so that we can t`lk to

:07:29. > :07:32.patients, we can talk to st`ff, we can top to medical staff and have

:07:33. > :07:36.those people on board who h`ve an understanding of what it is like a

:07:37. > :07:40.king in an NHS Trust. One of the things you want to do is he`r from

:07:41. > :07:44.the public, that will be tolorrow night, is there not a danger that

:07:45. > :07:48.only people who have had a bad experience with the hospital will

:07:49. > :07:51.come forward and tell you? Ht is interesting, when they first started

:07:52. > :08:00.this programme, that is what I thought, only the people who believe

:08:01. > :08:04.that would turn up but varidty do turn up. People who have had a good

:08:05. > :08:07.experience come and say, I have had a good experience of the hospital.

:08:08. > :08:12.Also people who are just interested in the process and want to hear from

:08:13. > :08:17.other people and can maybe `dd something to the inspection. It is

:08:18. > :08:22.tomorrow night at 6:30 at the corn market Hall.

:08:23. > :08:25.A man who supplied a sawn off shotgun used to shoot a Luton

:08:26. > :08:27.accountant has been jailed for 15 years.

:08:28. > :08:29.23`year`old Matthew McCafferty was involved with the shooting of

:08:30. > :08:34.Mr Ali was shot in the leg after a dispute over a girlfriend.

:08:35. > :08:36.Both the hitman and Shahzah Mahroof, who ordered the attack,

:08:37. > :08:42.The number of people reporthng cases of rape is on the increase

:08:43. > :08:45.but the number of investigations and convictions is going down.

:08:46. > :08:50.It is something Cambridgeshire Police wants to

:08:51. > :08:53.change by encouraging more rape victims to come forward.

:08:54. > :08:55.In August a similar scheme was launchdd

:08:56. > :08:59.by Hertfordshire police but how effective is an awareness c`mpaign

:09:00. > :09:21.Just come forward and tell somebody. Eight Ripa victim urges

:09:22. > :09:24.others to come forward. The message is aimed at those who keep silent

:09:25. > :09:29.about what has happened to them They speak directly to a tr`ined

:09:30. > :09:32.officer so they are not going to have two speak to a number of

:09:33. > :09:36.strange people because this is an upsetting time for them and they

:09:37. > :09:41.need to feel safe and confident that they have the trust in the police to

:09:42. > :09:53.deal with it and staying with one officer help that process. Hn

:09:54. > :10:00.Peterborough, victims of rates and indecent assault can come to this

:10:01. > :10:02.centre for help. Police forces are under government pressure to be

:10:03. > :10:09.proactive to encourage more victims of six crimes to come forward. It is

:10:10. > :10:23.a very difficult subject to talk about. We try and support them, we

:10:24. > :10:29.believe them and we try and support them to make sure their needs are

:10:30. > :10:36.met. In Cambridge between April and December 20 12, cases were reported,

:10:37. > :10:41.119 of them historic offencds inspired by the Jimmy Savild case.

:10:42. > :10:48.In 2013, there were 4032 cases and so far this year, 381. The trend is

:10:49. > :10:52.significantly up. It is good that people are coming forward and the

:10:53. > :10:55.number of reports are going up but the case is getting to court are

:10:56. > :11:01.actually going down and that gap is really concerning. The reasons why

:11:02. > :11:05.that is happening are not clear but victims who respond to camp`igns

:11:06. > :11:07.like this will only come forward if they have confidence of the Criminal

:11:08. > :11:10.Justice System. 50 years ago today the

:11:11. > :11:13.Royal Anglian Regiment was formed. It was born out of the mergdr
