:00:30. > :00:50.First tonight, inspectors have branded medical staffing levels

:00:51. > :00:55.at one of the region's high security jails as "insufficient".

:00:56. > :00:57.The report into Woodhill Prison in Milton Keynes comes amid concerns

:00:58. > :00:59.over the high number of deaths amongst inmates.

:01:00. > :01:02.The Care Quality Commission said the needs of prisoners

:01:03. > :01:03.who are mentally ill aren't being met.

:01:04. > :01:15.Today's findings will do little to allay the concerns of embattled

:01:16. > :01:19.Already facing a judicial review over its safety procedures,

:01:20. > :01:22.Woodhill's high suicide rate has now prompted calls for better staffing.

:01:23. > :01:24.The report underlines the prison's ongoing problems with recruitment.

:01:25. > :01:26.Inspectors found the mental health team was insufficiently staffed,

:01:27. > :01:29.with just three registered nurses and one lead clinician.

:01:30. > :01:31.Half the roles within the main healthcare team remain

:01:32. > :01:33.unfilled, the conclusion - that there was a potential

:01:34. > :01:45.There are glimmers of hope in this report.

:01:46. > :01:47.There are plans, for instance, to open a specialist 12-bed mental

:01:48. > :01:50.health care unit and all prisoners entering Woodhill at the weekend

:01:51. > :01:52.are assessed for signs of mental illness, an improvement,

:01:53. > :01:54.inspectors say, on the previous regime.

:01:55. > :01:57.Improvements that came too late for Kevin Scarlett.

:01:58. > :01:59.Found hanging in his prison cell in 2013, an inquest

:02:00. > :02:02.found the 30-year-old, who had a history of mental illness,

:02:03. > :02:09.Nobody actually believes that he wanted to kill himself,

:02:10. > :02:14.The prison guards should have found him, should have

:02:15. > :02:16.treated him medically, and then should have dealt

:02:17. > :02:22.Last year it emerged Woodhill Prison had recorded the highest suicide

:02:23. > :02:25.rate amongst inmates over the past three years.

:02:26. > :02:28.The authors of today's report seemed to suggest those numbers could drop

:02:29. > :02:41.Mousumi Bakshi, BBC Look East, Milton Keynes.

:02:42. > :02:44.Well, earlier I spoke to Dr Shamir Patel who runs

:02:45. > :02:46.the Central and North West London NHS Trust that provides mental

:02:47. > :02:50.I asked him if he thought that a team of three nurses

:02:51. > :02:55.No, we do not feel that is adequate and the report, we accept,

:02:56. > :02:57.highlights that improved staffing numbers are essential in order

:02:58. > :03:02.to maintain safety and clinical effectiveness within the prison.

:03:03. > :03:04.Well, the report does highlight that this inadequate level

:03:05. > :03:06.of staffing has gone on for a significant amount of time.

:03:07. > :03:18.Did it take that report to make you get your act together?

:03:19. > :03:20.The clearance process that is required once someone

:03:21. > :03:23.accepts a position within the prison can take between six to 12 months,

:03:24. > :03:26.so what we have found is that a significant number of staff have

:03:27. > :03:29.accepted jobs at HMP Woodhill, but because of the delays

:03:30. > :03:31.in the security process in order for them to be cleared

:03:32. > :03:34.to work within the prison, they have often looked elsewhere

:03:35. > :03:38.But you would accept that six to 12 months is rather a long time?

:03:39. > :03:41.It is long, but that is what it is at the current time.

:03:42. > :03:44.We have a number of mental health staff that are actually

:03:45. > :03:45.accepted into employment and they are awaiting

:03:46. > :03:48.clearance through the vetting process to start work.

:03:49. > :03:51.So how big will the team be when it is at its full stretch?

:03:52. > :03:56.At full stretch we are hoping to have 20 staff.

:03:57. > :03:59.One of the other things that the report highlights is that

:04:00. > :04:01.at present, what you are mainly operating with the mental

:04:02. > :04:03.health team, is a crisis management service.

:04:04. > :04:10.I think we can always do more and if we have more staff,

:04:11. > :04:12.we can always offer more interventions to start.

:04:13. > :04:16.But what we do is try and maintain safety within the prison

:04:17. > :04:19.by assessing risk and providing screening for people that may

:04:20. > :04:21.require mental health interventions and it is interesting

:04:22. > :04:23.that the report concluded that the staff were compassionate

:04:24. > :04:43.A huge housing, leisure and retail complex has been granted planning

:04:44. > :04:45.permission on the site of Luton's old Vauxhall car plant.

:04:46. > :04:48.As well as nearly 700 homes, the site will also include

:04:49. > :04:58.This is a vision for Napier Gateway, a mix of nearly 700 one-bedroom

:04:59. > :05:00.and two-bedroom apartments, a hotel, medical centre

:05:01. > :05:01.and gym, all capitalising, the developer says,

:05:02. > :05:05.Luton is a great hot spot right now and many people

:05:06. > :05:11.The area is expanding, the job creation that is

:05:12. > :05:13.going on within Luton, especially at the airport

:05:14. > :05:15.and Vauxhall and other key businesses within Luton,

:05:16. > :05:19.is really expanding the area and making it a real hotspot

:05:20. > :05:26.Boom time may be projected for the area now, but back in 2002,

:05:27. > :05:29.a very different story when the vast Vauxhall car factory

:05:30. > :05:36.Only now is planning permission being granted

:05:37. > :05:39.Supporters have said this project is all about making

:05:40. > :05:41.Luton a destination, a viable place to work.

:05:42. > :05:45.And with nearly a tenth of the homes to be built here for social housing,

:05:46. > :05:47.a viable place to live, despite the recent surge

:05:48. > :05:56.And people I spoke to in the centre were excited.

:05:57. > :05:59.Yeah, I think it will be good for Luton, yes.

:06:00. > :06:03.It will be a good lease of life, I think.

:06:04. > :06:06.We need a change around here, it would be nice.

:06:07. > :06:08.Luton Borough Council have said granting the planning application

:06:09. > :06:10.heralds a fantastic start to the year.

:06:11. > :06:13.But with a large block of flats planned across from existing homes,

:06:14. > :06:24.I guess they don't want to look out of their living room and bedroom

:06:25. > :06:27.windows and see a 21-storey block of flats, even though it is going

:06:28. > :06:31.I can understand that, I am not sure I would really

:06:32. > :06:39.want to be looking at that all of the time.

:06:40. > :06:41.Most, though, focused on the employment, housing

:06:42. > :06:43.and investment opportunities this transformation could offer.

:06:47. > :06:51.But now production is starting again of a very special car - the DB4.

:06:52. > :07:01.Lucky Mike Cartwright is in the showroom.

:07:02. > :07:08.Have a look at the cars behind me, that is the modern-day Aston Martin.

:07:09. > :07:11.About half ?1 million worth of car. The company boat around one and a

:07:12. > :07:16.half thousand vehicles last year but that was not year, that was in

:07:17. > :07:19.Warwickshire. This is the Vanquish. The type of car they last

:07:20. > :07:27.constructed year but for the last decade, they have not built cars

:07:28. > :07:33.here, they have refurbished them and service them. That is all about to

:07:34. > :07:37.change. Rolling, shaping, slipping and crimping. All crafted by hand.

:07:38. > :07:43.How cars were always built here. Skills in recent years used to

:07:44. > :07:49.refurbish old Aston Martin is, now, once more, they are going to make

:07:50. > :07:53.new ones here. This is what they are going to build, the Aston Martin

:07:54. > :08:00.DB4, one of the first-ever car is built here. Dibell bowled 25 of

:08:01. > :08:06.them, each one costing ?1.5 million. This, one of the originals, the DB4

:08:07. > :08:15.Gigi, racing at the man in 1959. Only 75 were made. This is a DB4

:08:16. > :08:19.Syriza one. Built in 1959. 60 years on, building more, the brainchild of

:08:20. > :08:27.Paul spires, all 25 have already been sold. To bring vehicle

:08:28. > :08:31.production back here ten years after the last Vanquish left production is

:08:32. > :08:34.quite an achievement. I know when they close down production ten years

:08:35. > :08:38.ago, nobody thought we would build complete car is here again and to

:08:39. > :08:41.start with the DB4 Gigi which was one of the first car is ever

:08:42. > :08:50.manufactured here, it resets the clock. Charlie has worked years

:08:51. > :08:56.since the 1980s. Yes, I have been a long time and icy production

:08:57. > :09:03.comebacks to Newport Pagnell, fantastic. It is a great opportunity

:09:04. > :09:07.to work on this car, brilliant. We have amalgamated craftsmanship and

:09:08. > :09:11.old world skills with modern digital techniques. That, combined with the

:09:12. > :09:16.450 technical drawings we have for the car enables us to recreate the

:09:17. > :09:22.DB4 Gigi Black Cats Newport Pagnell some 60 years after the first car

:09:23. > :09:27.was manufactured. First to roll off the production line will appear in

:09:46. > :09:49.are worried they will lose ?Nene Park in happier times, Rushden

:09:50. > :09:54.Diamonds celebrating promotion, Andy, when you look at this place

:09:55. > :09:58.now, it is a sorry state Yes, it is really rundown

:09:59. > :10:02.since I was last here, My heart is telling me

:10:03. > :10:07.what a fantastic time I had here and all my family and friends

:10:08. > :10:10.and the people we met, and to see it like this

:10:11. > :10:12.is really, really sad. The demolition of ?Nene Park

:10:13. > :10:14.is the final chapter The question locally however

:10:15. > :10:28.is what happens next? When I spoke to owner Keith Cousins,

:10:29. > :10:31.the man who used to run this club, he did not wish to comment,

:10:32. > :10:34.but the cruel irony is that a club which was designed

:10:35. > :10:38.for the local community, for the county,

:10:39. > :10:41.is set to be taken away and replaced Dorothy Maxwell has been campaigning

:10:42. > :10:44.to keep a sporting facility on the site but feels powerless

:10:45. > :10:47.against the ambitions It hasn't really hit home exactly

:10:48. > :10:51.what is going to happen now. It is in yesterday's paper,

:10:52. > :10:53.but what can be done? Do they really have any say today

:10:54. > :10:58.in what happens in their area? At the moment, this is totally

:10:59. > :11:00.taken out of our hands I would urge the developer

:11:01. > :11:06.to pause for thought, engage fully with the local

:11:07. > :11:10.community, identify what the needs are and see if they can come up

:11:11. > :11:14.with a mixed-use scheme that would protect at least some,

:11:15. > :11:22.or all of the ?Nene Park Stadium. Also deliver on some of the wider

:11:23. > :11:25.objectives that they have for the site and make it a real home

:11:26. > :11:28.for the community. How important is it that some sort

:11:29. > :11:31.of leisure facility remains here? Yes, I think it is important to keep

:11:32. > :11:34.some leisure centre in the area. We used to have the kids playing

:11:35. > :11:38.over there on the back pictures, and the scholars did

:11:39. > :11:41.all of their school work over there, it was a massive concern

:11:42. > :11:43.for the environment, really, for the county, we want that

:11:44. > :11:45.to continue, definitely. The demolition could begin

:11:46. > :11:47.by the end of January A separate planning application

:11:48. > :11:51.is then expected, bringing to an end James Burridge, BBC

:11:55. > :11:57.turned communities upside down... On this side of the region

:11:58. > :11:59.the weather forecasters predicted heavy snowfalls last night

:13:06. > :13:09.over! In the east of our region, the drummer has been real with the

:13:10. > :13:14.evacuation of thousands of people living on the coast ahead of the

:13:15. > :13:17.predicted tidal surge. Both Hertfordshire and Northamptonshire

:13:18. > :13:21.Fire And Rescue Services have deployed their boat teams to help.

:13:22. > :13:24.They are expecting to have to evacuate over 6000 people in the

:13:25. > :13:29.Great Yarmouth area in preparation for the cause of flooding and if we

:13:30. > :13:34.need to then deploy board cruise, they could assist in flood rescues

:13:35. > :13:38.and assist people to get the area. Those who have not evacuated prior

:13:39. > :13:42.to the coastal flooding. Here, the star was a little bit disappointing,

:13:43. > :13:51.but this tiny small man stood tall despite the odds. -- snowman.

:13:52. > :13:53.Finally, meet Moptimus Prime - a new robotic cleaner at

:14:36. > :14:42.It is going to be a few miles north of Harlow and will be called

:14:51. > :14:54.and business growth falling in it is going to be needed. The county

:14:55. > :14:57.council has already agreed to part fund the scheme, now the government

:14:58. > :15:03.suggests construction work and starred in the next two years little

:15:11. > :15:14.thousands of motorists travelling to and from Harlow and will make it

:15:45. > :15:48.that was starting to worry campaigners but now things have

:15:52. > :15:56.consultations to all those plans and saying that the work will start by

:15:57. > :16:02.2020. There was more good news, local councillors are getting 11.5

:16:03. > :16:06.million this year to tackle pot holes. Also money being made

:16:07. > :16:08.available for safety improvements on smaller roads and that is probably

:16:09. > :16:14.it for now afford big board announcements for the region. The

:16:15. > :16:18.budget is now allocated until well past 2020.

:16:19. > :16:23.And Sunday politics is back this week. Yes, taking a close look at

:16:24. > :16:24.the crisis over social care and also Stewart has an exclusive interview

:16:25. > :16:27.with Jeremy Corbyn. The region's business leaders

:16:28. > :16:29.were told today they could win contracts worth hundreds

:16:30. > :16:31.of millions of pounds if the Sizewell C nuclear

:16:32. > :16:33.power station goes ahead. Energy giant EDF, which is behind

:16:34. > :16:36.the project in Suffolk, is urging businesses to sign

:16:37. > :16:50.up now as suppliers. Concrete, you need an awful lot of

:16:51. > :16:55.it for a new nuclear power station. It since this company down to the

:16:56. > :16:59.ground. It is already selling its retaining walls to the Hinkley point

:17:00. > :17:06.station in Somerset. That is currently under construction. Being

:17:07. > :17:10.just on the road from Sizewell puts it in prime position to supply

:17:32. > :17:37.seek urge to local companies to become suppliers. More than 1000

:17:38. > :17:40.have already signed up. If you take the example from Somerset where

:17:41. > :17:47.there's a war for under the ?60 million worth of contracts already

:17:48. > :17:51.placed, so the stage -- so the opportunities are large especially

:17:52. > :17:55.for this region. There have been lots of delays in getting Sizewell C

:17:56. > :17:59.of the ground, the planning application has yet to be submitted

:18:00. > :18:07.but with Hinkley point under way the prospect of Sizewell draws neither.

:18:08. > :18:08.It would provide 7% of the UK's electricity was 25,000 employment

:18:09. > :18:14.opportunities through the lifetime of the project. Most of the major

:18:15. > :18:18.components would have to be imported but local companies like this now

:18:19. > :18:22.they can trade quite happily from other contracts for years to come,

:18:23. > :18:25.safeguarding jobs in the Suffolk countryside.

:18:26. > :18:28.Well, despite the bad weather, we are expecting a full programme

:18:29. > :18:39.Snow does not affect groundsmen, it offers insulation to the pitch to

:20:45. > :20:51.Let's get the latest from Stewart in Great Yarmouth.

:20:52. > :20:56.Thank you. Mike Johnson is with me from the Environment Agency. What is

:20:57. > :21:04.the latest as far as you know? Looking around the coast, we have

:21:05. > :21:08.many severe flood warnings here in Great Yarmouth, Lowestoft, locations

:21:09. > :21:12.on the Suffolk coast and also in Essex, places like J Wick. There are

:21:13. > :21:16.a number of locations where we are working closely with emergency

:21:17. > :21:22.services, where we are really concerned about people safety and

:21:23. > :21:28.water coming over the defences. This would be as a result of the tidal

:21:29. > :21:31.surge in strong wind. We have a couple of hours before the high tide

:21:32. > :21:35.comes but it is a strong wind that will make the difference. They are

:21:36. > :21:43.the uncertainty that will add that extra dimension to the tidal surge

:21:44. > :21:48.and hence why we are, why we have agreed with the Norfolk flood

:21:49. > :21:53.control to issue these warnings. These winds from the north which

:21:54. > :21:57.makes it difficult. The currently more westerly but the coming

:21:58. > :22:01.north-west and that drives the see further down the North Sea. We have

:22:02. > :22:05.had these warnings in the past, coupled years ago we had warnings

:22:06. > :22:11.and people say they left their homes but actually it did not turn out too

:22:12. > :22:15.badly. And people are very complacent about. What is your

:22:16. > :22:19.message for them? Remain vigilant, take the advice and heed the advice

:22:20. > :22:22.of the emergency services so if they do ask you to temporarily leave your

:22:23. > :22:29.premises I would recommend that you do so. It is about people safety and

:22:30. > :22:34.it is a risk to life if the water does come over. We were telling

:22:35. > :22:37.people last night and we should see again, if you are not supposed to be

:22:38. > :22:43.here then don't be here, .com and have a look. Absolutely, and exposed

:22:44. > :22:47.locations where there will be strong waves crashing against defences and

:22:48. > :22:51.promenades, it is a very dangerous place to be so please stay away.
