:02:03. > :02:04.site, 920 square metre and 80 feet deep.

:02:08. > :02:12.Corrie went missing from this area of Bury St Edmunds, a rubbish lorry

:02:13. > :02:14.made a collection from here within an hour of his disappearance.

:02:15. > :02:16.The last movements of his mobile phone

:02:17. > :02:18.coincided with the route the lorry took to the landfall.

:02:19. > :02:21.Police say the error over the bins wait was made by

:02:22. > :02:23.the waste company, who provided the data.

:02:24. > :02:25.They say there was no intention to mislead the

:02:26. > :02:29.Had police known at the outset about the true weight of

:02:30. > :02:31.the bin, how different with this investigation had been?

:02:32. > :02:34.It also begs two other questions - firstly, why did it take more

:02:35. > :02:36.than five months for this fact to emerge?

:02:37. > :02:38.And secondly, if Corrie was in that bin,

:02:39. > :02:41.how can a body be taken to landfall like this and for no-one to

:02:42. > :02:44.Frustrated by the apparent slow progress of the

:02:45. > :02:46.investigation, Corrie's family had brought in their own intelligence

:02:47. > :02:48.expert to sift through some of the evidence.

:02:49. > :02:51.We would like to think that we had something to do with

:02:52. > :02:55.From the very outset, and the family hold this opinion,

:02:56. > :02:57.too, there should have been more work done on the bin...

:04:08. > :04:10.Last week the man reported to be from the bin firm was arrested

:04:11. > :04:12.on suspicion of attempting to pervert

:04:13. > :04:17.Both men have been told they will face no further action.

:04:18. > :04:19.All eyes are now focused on this landfill site near Cambridge.

:04:20. > :04:21.Corrie McKeague's family are praying for the best,

:04:22. > :04:31.but are now more than prepared for the worst.

:04:32. > :04:33.Well, Alex Dunlop is still at the landfill site in Milton.

:04:34. > :04:36.A few minutes ago, I asked him about the difference in the weight

:04:37. > :04:39.There must be questions asked about the bin weight.

:04:40. > :04:44.Well, it all hangs on the weight of this bin, which was

:04:45. > :04:46.collected from the area where Corrie McKeague disappeared.

:04:47. > :04:48.At the time, the waste disposal company said that

:04:49. > :04:51.the contents weighed 11 kilograms, but here we are, five months on,

:04:52. > :04:53.they've gone back to the police and said, "Actually,

:04:54. > :04:55.we've done the number crunching, we've made a mistake.

:04:56. > :04:59.It was pure error, but the true weight of that bin was ten

:05:00. > :05:05.Now, if you bear in mind the average weight weight of an

:05:06. > :05:08.adult male is between 70 and 80 kilograms, you don't need me to tell

:05:09. > :05:12.Well, this is a large site to search, isn't it?

:05:13. > :05:20.We are now at the end of day three of the

:05:21. > :05:29.We could have another ten weeks to go.

:05:30. > :05:31.I mean, police are preparing and are ready to

:05:32. > :05:34.invest having million pounds into the search of the site alone.

:05:35. > :05:37.You don't put that sort of money in unless you expect to get some sort

:05:38. > :05:41.Now, if, and it is an "if," Corrie McKeague's remains are

:05:42. > :05:44.discovered, it will then be up to a pathologist to decide how

:05:45. > :05:46.he died and if there were any signs of

:05:47. > :05:49.I think we should stress this is still a

:05:50. > :05:52.Until or unless Corrie McKeague is found dead.

:05:53. > :05:55.But certainly, I found the mood here today among officers to be

:05:56. > :05:58.Let's not forget, Nicola Urquhart, Corrie's mother, she

:05:59. > :06:01.herself is a police officer and she knows how these things work.

:06:02. > :06:05.She certainly is prepared for the worst.

:06:06. > :06:08.Phillip Hammond has unveiled his first Budget as Chancellor.

:06:09. > :06:10.And, as expected, there's more money for the NHS,

:06:11. > :06:12.with an extra ?2 billion earmarked for social care.

:06:13. > :06:14.Over the next three years, hospitals will also benefit,

:06:15. > :06:17.with ?100 million, buying in more GPs to work in A E

:06:18. > :06:20.Science and research and development is another winner,

:06:21. > :06:22.with ?270 million funding new technologies.

:06:23. > :06:25.And a further ?300 million helping to create up to 1,000 PhD places.

:06:26. > :06:27.But it was business rates that were the key concern

:06:28. > :06:59.Jethro has run his pub in Cambridge for a decade, his business rates

:07:00. > :07:04.more than ?20,000 a year. He feared they would go up dramatically, a

:07:05. > :07:06.hand-out from the Chancellor however small welcome he says. Anything is a

:07:07. > :07:14.help and yes, ?1000 is not too much help and yes, ?1000 is not too much

:07:15. > :07:19.in the great scheme of things, but anything is a great help. A smooth

:07:20. > :07:23.rate process, that's what the Chancellor has promised. With price

:07:24. > :07:27.caps and a hardship fund for smaller businesses. The Government says this

:07:28. > :07:32.region has come out of it well. Average rates on all these areas

:07:33. > :07:38.will fall. Only in for both PC and increase and then only by 50%. A

:07:39. > :07:44.Government criticised for an unfair system. Today, a pledge to spread

:07:45. > :07:47.the burden. The Chancellor also announced setting up a review into

:07:48. > :07:53.what the digital -based companies pay, because at the moment, it is

:07:54. > :07:58.those who have a physical shop or where has our factory premises that

:07:59. > :08:07.piggy rates. Rates are at Calgary did on the amount businesses pay and

:08:51. > :08:54.The rising cost of social care has been providing a headache

:08:55. > :08:57.People are living longer, but they often have more

:08:58. > :09:00.Our Health Reporter Nikki Fox has been looking at what

:09:01. > :09:15.British from Essex lives with her husband Ronald, who is diabetic and

:09:16. > :09:20.has angina. Carers visit the house twice a day. At the moment, their

:09:21. > :09:24.allowance covers their care costs, but from April, they will have to

:10:42. > :10:46.number of people receiving care in the last five years, we do not know

:10:47. > :10:51.what has happened to those people. They may have had to go into

:10:52. > :10:54.hospital and perhaps if they had been investment in care services,

:10:55. > :10:59.the NHS crisis could be lower and people would not have had to go into

:11:00. > :11:02.hospital. The Government has promised a future funding

:11:03. > :11:07.consultation, but some said the discussion needs to be quicker and

:11:08. > :11:10.wider. We cannot escape from the impossible pressures that the system

:11:11. > :11:18.is under embassy take a more fundamental look at the Hall says

:11:19. > :11:22.some, the whole health and care system. Reductions are already

:11:23. > :11:24.affecting people like Patricia and Ronald, and the unlikely to be

:11:50. > :11:54.region. Will this really make a difference? Every pound is going to

:11:55. > :12:00.help in sorting out how we fund and how we support lots of older people

:12:01. > :12:06.to live at home better. I think the problem arises when we rely very

:12:07. > :12:12.much on Purley paid minimum national levels, home carers, Kerry is in

:12:13. > :12:16.care homes and that is where the line shared this money may end up

:12:17. > :12:21.going. We need to give them the rate pay rises to attract the great

:12:22. > :12:25.workforce so we can do that. It is really detailed and essential work

:12:26. > :12:28.to support people better in their own homes. The Government has says

:12:29. > :12:32.this money will allow them to act now to commission new care packages,

:12:33. > :12:37.that must be a good thing? Of course it is a good thing. The reality is

:12:38. > :12:41.that local Government Association 's have predicted that at the same time

:12:42. > :12:46.that this extra money has been announced, their problem is probably

:12:47. > :12:52.nearer ?6 billion. This is scratching the surface and has to be

:12:53. > :12:55.welcomed, more packages have to be brought out for people living in

:12:56. > :12:59.their own homes, but we have to tackle the fundamentals of long-term

:13:00. > :13:03.funding in social care and if the Government carry on with their work

:13:04. > :13:05.into the autumn to do a green paper and the tip cross-party consensus,

:13:06. > :13:14.we would all be overjoyed about that. What about the ?100 million

:13:15. > :13:20.earmarked for more GPs in A E. In January, nearly all of REM teesra in

:13:21. > :13:26.black alert. We anticipate about ?1 million of that will go to each

:13:27. > :13:30.hospital to do enabling works for better facilities for better care to

:14:10. > :14:20.this budget? First of all, it is this budget? First of all, it is

:15:10. > :15:12.local detail will emerge in the weeks and months to come. We know

:15:13. > :15:17.there will be more money from local road schemes. That money will be

:15:18. > :15:21.given to local councils will hear about that at some stage in the

:15:22. > :15:27.future. Big announcement that jumped out for me was the extra ?270

:15:28. > :15:32.million for research and development. The Government is very

:15:33. > :15:35.keen as Brexit looms that pits were very little money it has entered the

:15:43. > :15:44.Chancellor spoke about space and biotech research, those are all

:15:45. > :15:49.things which go on a lot in our region. I have been told to note

:15:50. > :15:55.that we can expect a fair share of that money to be coming our way.

:15:56. > :16:02.There is always bad news buried somewhere among the budget, have you

:16:03. > :16:06.found it yet? There is one that row developing tonight which concerns

:16:07. > :16:09.national insurance contributions by self-employed people. The Government

:16:10. > :16:14.is going to increase those contributions. It is only by 60p a

:16:15. > :16:18.week, but this is causing controversy on two fronts. It was a

:16:19. > :16:24.Conservative manifesto pledge at the last election not to raise national

:16:25. > :16:29.insurance and secondly, it is being seen as an attack on entrepreneurs.

:16:30. > :16:32.We have a lot of self-employed people in the region. Tonight, you

:16:33. > :16:39.could as saying that the Government has turned its back on weight than

:16:40. > :16:42.men and women. The Government says it is only read that put the

:16:43. > :16:45.employed and the self play pay the same when it comes to these

:16:46. > :16:51.contributions, but this is a road that is going to develop. Thank you,

:17:05. > :17:05.A pioneering sexual assault referral centre

:17:06. > :17:07.has been officially opened at Hinchingbrooke Hospital today.

:17:08. > :17:09.The Elms aims to put the victim first

:17:10. > :17:11.by focusing on their health and wellbeing,

:17:12. > :17:13.while at the same time gathering evidence for prosecution.

:17:14. > :17:22.Louise Hubball has been to take a look around.

:17:23. > :17:24.Opened today by Baroness Newlove, the Government's

:17:25. > :17:28.Her husband, Gary, was murdered ten years ago.

:17:29. > :17:31.For her, this new centre for such a assault

:17:32. > :17:36.victims is a national model, merging police and medical care under one

:17:37. > :17:40.So, I think it works very well, because there is nothing worse

:17:41. > :17:48.It means having the strength to go and visit another place to

:17:49. > :17:50.speak to another individual, where this builds on the relationship.

:17:51. > :17:55.This is from the victims' perspective.

:17:56. > :17:57.This whole centre is focused on the victim.

:17:58. > :18:00.There are examination rooms with those who

:18:01. > :18:05.have just been attacked, and also homely counselling spaces.

:18:06. > :18:10.This young women was raped and has been

:18:11. > :18:11.supported by a similar referral centre.

:18:12. > :18:13.Words, spoken by an actor, to protect her identity.

:18:14. > :18:20.There was a nurse and a support worker.

:18:21. > :18:22.They made me feel at ease and examined me.

:18:23. > :18:27.The room we are in now, it's beautifully furnished.

:18:28. > :18:30.There are flowers, how much a difference does

:18:31. > :18:33.that kind of thing make when having to go through something

:18:34. > :18:40.You need to feel in aplace that is warm and relaxing and right.

:18:41. > :18:42.You don't want to be in a dreary room, where there's nothing

:18:43. > :18:49.It'll just make you feel more low and scared.

:18:50. > :18:51.What do you think about the new centre here?

:18:52. > :19:00.The purpose here is to help victims cope and recover.

:19:01. > :19:03.The presence of a video link system means they can also give evidence

:19:04. > :19:09.By having a court link room within the facility, it

:19:10. > :19:12.actually means that we can bring them into an environment where they

:19:13. > :19:19.are still feeling comfortable and calm and hopefully have some

:19:20. > :19:22.confidence around the support system that's in place.

:19:23. > :19:24.So, the importance of that is that they can give the

:19:25. > :19:29.The results of a specialised section for children.

:19:30. > :19:31.Whatever the age of those who have been abused,

:19:32. > :19:40.the goal to allow them to rebuild their lives.

:19:41. > :19:41.Every year more than 200 people are admitted

:19:42. > :19:47.to hospital in Bedford with liver disease.

:19:48. > :19:49.A fifth of cases are alcohol related.

:19:50. > :19:51.premature death rate from liver disease

:19:52. > :19:55.So today, members of the public have been

:19:56. > :19:57.offered free scans to test for early signs.

:19:58. > :19:58.Kate Bradbrook has been to meet one man

:19:59. > :20:14.Living and working with liver disease, Anthony Richardson is 54

:20:15. > :20:20.and from Bedford. As a teenager, he used needles to take drugs and in

:20:21. > :20:25.later life, well working as a prison officer, turned to drink to deal

:20:26. > :20:29.with the stress. It took its toll. Alcohol destroys your lover as well.

:20:30. > :20:36.It also destroys normal life. It destroyed my marriage, it ended me.

:20:37. > :20:44.I lost everything. I was homeless. I ended up with no real hope. In the

:20:45. > :20:50.last four years, Anthony has turned his life around and no work here at

:20:51. > :20:55.this charity. I'm 54, I changed my life at 50. I wish I had listened to

:20:56. > :21:01.what friends, family, doctors had been saying to me a lot earlier.

:21:02. > :21:05.Here at Bedford Hospital today, staff and members of the public like

:21:06. > :21:12.Anthony are being tested for liver disease to try and spot the signs

:21:13. > :21:18.early. It shouldn't hurt. We are creating a wave on the patient's

:21:19. > :21:24.skin of the liver and measure how quickly that we've transmits across

:21:25. > :21:27.the liver. If we have a soft, normal liver, the wave takes an increased

:21:28. > :21:33.time to pass through the liver. Risk factors include diabetes,

:21:34. > :21:39.recreational drug use and access alcohol consumption, but there are

:21:40. > :21:44.others. I'm not concerned about my drinking, but I thought I had excess

:21:45. > :21:49.sugar in my diet, so I thought I would pop down. What did they tell

:21:50. > :21:58.you? Really please, not abuse sugar anyway. Liver disease is known as

:21:59. > :22:03.the silent killer. It is important to have test like this. We have

:22:04. > :22:08.chose science, because there is a much higher rating of liver disease

:22:09. > :22:13.in Luton and Bedford for the call of the east of England. Anthony has now

:22:14. > :22:19.begun a new chapter, having made simple lifestyle changes. Around 90%

:22:20. > :22:22.of cases are preventable and the hoped his stories like as will

:22:23. > :22:23.encourage others to seek help sooner.
