:00:51. > :00:52.First tonight, the Defence Secretary Michael Fallon was in Stevenage

:00:53. > :00:55.today announcing half a billion pounds of spending on new missile

:00:56. > :00:58.systems, which are designed and built in the town.

:00:59. > :01:06.The plan will secure 130 jobs at MBDA in Hertfordshire

:01:07. > :01:09.and Henlow, in Bedfordshire, as well as safeguarding hundreds

:01:10. > :01:12.The announcement comes just three days after the general election

:01:13. > :01:15.was called and Stevenage is high on the list of Labour target seats.

:01:16. > :01:23.It's been a week of big political announcements and speeches.

:01:24. > :01:25.Today, the turn of the Defence Secretary here in Stevenage.

:01:26. > :01:33.A ?539 million investment in new missile systems.

:01:34. > :01:37.You are playing your part in helping the Royal Navy

:01:38. > :01:48.The first, the state-of-the-art Meteor missile, seen here,

:01:49. > :01:51.which will be used by both the Royal Air Force and the Navy.

:01:52. > :01:53.The common anti-air module missile, or CAMM -

:01:54. > :02:03.And ?175 million Sea Viper weapons systems.

:02:04. > :02:07.It's aimed to protect Royal Navy destroyers.

:02:08. > :02:09.Three days after a general election was called,

:02:10. > :02:11.I've been told today's briefing brought forward several weeks.

:02:12. > :02:16.Well this is half a billion pounds' worth, ?537 million worth

:02:17. > :02:22.of investment in new missile systems to help keep the Royal Navy safe.

:02:23. > :02:29.This is investment in the Royal Navy, to keep the Navy

:02:30. > :02:31.safe as they keep us here at home safe.

:02:32. > :02:33.This is the Meteor, an air-to-air beyond visual range missile

:02:34. > :02:36.which will be fitted to F-35 stealth fighters like this one.

:02:37. > :02:41.MBDA say this deal will save more than 130 jobs, many of them

:02:42. > :02:46.Today, here in Stevenage, we have around 2,000 people out

:02:47. > :02:54.of 3,600 working at MBDA in the UK, so it is a significant moment

:02:55. > :02:59.to reinforce and keep those people employed for the future.

:03:00. > :03:03.The first of the new missiles will be in service as soon as next year.

:03:04. > :03:06.The Meteor eventually being used on F-35s based

:03:07. > :03:12.Britain's defence budget is the fifth-largest in the world.

:03:13. > :03:14.Contracts like these helping to secure this

:03:15. > :03:30.Our political correspondent Andrew Sinclair joins me now. So how far

:03:31. > :03:35.was today's announcement in Stevenage connected with the general

:03:36. > :03:38.election? Well, MBDA won this contract on merit and it had to be

:03:39. > :03:42.announced some time but I think the fact that the firm is in Stevenage,

:03:43. > :03:46.one of those M1 marginal seats I was talking about last night, it

:03:47. > :03:49.suddenly seemed a very good idea to make the announcement now and send

:03:50. > :03:52.along the Defence Secretary to make it for good measure. It has not been

:03:53. > :03:55.the only government announcement today. Back in the budget, the

:03:56. > :04:00.Government announced extra money to help our hospitals get through next

:04:01. > :04:04.winter and the various pressures it would phase in A Even the winter

:04:05. > :04:10.is some way off, at least the season, the Government decided to

:04:11. > :04:13.allocate that money today, more than ?3 million is coming to this part of

:04:14. > :04:18.the region and most of that money is going to Northampton General, Milton

:04:19. > :04:19.Keynes and Bedford hospitals, all of which happen to be in that

:04:20. > :04:23.electorally important M1 corridor. The seven candidates aiming

:04:24. > :04:25.to become Cambridgeshire's first ever, directly-elected mayor took

:04:26. > :04:27.part in a special TV Whoever's elected will control

:04:28. > :04:31.a multi-million pound budget with powers over housing,

:04:32. > :04:34.apprenticeships, and transport. The county is one of six areas to be

:04:35. > :04:37.given freedom over local decision-making under

:04:38. > :04:40.the Government's devolution deal. Our political reporter

:04:41. > :04:47.Mousumi Bakshi was watching. Seven candidates and just one hour

:04:48. > :04:50.to convince the studio audience and the audience at home to put them

:04:51. > :04:54.in as mayor of Cambridgeshire and Peterborough, and the question

:04:55. > :05:00.on everyone's lips... Why should I be bothered

:05:01. > :05:03.to vote for a mayor? In the Green party, we are against

:05:04. > :05:06.the establishment of this mayor. What a chronic waste

:05:07. > :05:09.of public money. What is the obsession with having

:05:10. > :05:11.an election every time there is something the Tories

:05:12. > :05:13.can't cope with? It was a point echoed

:05:14. > :05:16.by the Ukip candidate, so was he trying to sabotage

:05:17. > :05:18.the system by standing? No, I'm not, I'm here

:05:19. > :05:20.to change the system and the priority I will have,

:05:21. > :05:23.if I'm elected mayor, will be to get rid of at least one, if not two,

:05:24. > :05:27.tiers of local government. By far and away the biggest talking

:05:28. > :05:31.point of the night was the scarcity James Palmer's solution,

:05:32. > :05:37.to create land trusts run by the local community to develop

:05:38. > :05:41.and build local homes. And we use the uplift

:05:42. > :05:44.in the value of the land to provide new housing,

:05:45. > :05:46.affordable housing, to people 70% of the market rate in Cambridge,

:05:47. > :05:51.that is not affordable, is it? 70% of the market rate

:05:52. > :05:53.in this particular scheme, where land is worth more,

:05:54. > :05:57.the market rate will come down, The Liberal Democrats answer,

:05:58. > :06:04.build more low-cost homes. I'm keen to support a 50% ratio

:06:05. > :06:07.on affordable housing I'm keen to support a 50% ratio

:06:08. > :06:10.of affordable housing on key sites and also,

:06:11. > :06:12.I'm keen to explore something called local living rent

:06:13. > :06:14.and that is something where, instead of charging the market

:06:15. > :06:16.rent minus a discount, you actually charge a third

:06:17. > :06:18.of someone's income. And spreading fairness

:06:19. > :06:20.across the county was also One of the things I would want to be

:06:21. > :06:26.look at doing is a fairness commission, to ensure that everybody

:06:27. > :06:32.gets a really, really Whoever's elected will have

:06:33. > :06:35.?20 million a year to spend on transport, but will it be

:06:36. > :06:42.on the road or rail? You probably know several issues

:06:43. > :06:45.yourself, whether they are car pinch I don't want lots more trains

:06:46. > :06:48.whizzing through Whittlesea to Cambridge, I want more trains

:06:49. > :06:53.stopping other where people to Cambridge, I want more trains

:06:54. > :06:55.stopping where people want to get on because we can

:06:56. > :06:57.relieve congestion that way. What Wisbech needs is business

:06:58. > :07:00.and business means good transport and there is no plans of opening

:07:01. > :07:02.that line for goods, so I think if we are going to spend

:07:03. > :07:06.money on Wisbech, it should be Two weeks from now, we will know

:07:07. > :07:12.who the new mayor is and find out just how ready they are for life

:07:13. > :07:20.in the spotlight. 300 children marched

:07:21. > :07:22.to the council offices in Milton Keynes today to demand

:07:23. > :07:26.improvements to the town's redways. They say the network

:07:27. > :07:30.of footpaths are neglected, This year, the town celebrated

:07:31. > :07:35.its 50th birthday and the children are calling for 50 improvements

:07:36. > :07:39.to be made. The redways are as much a feature

:07:40. > :07:47.of MK as its roundabouts, but there are concerns that this

:07:48. > :07:51.network of paths is in need of some TLC, so today,

:07:52. > :07:54.these children set off along the redways to the council,

:07:55. > :08:02.to deliver a very clear message. We can actually change the redways

:08:03. > :08:05.so it will be safer, we will be able to go in there,

:08:06. > :08:08.and so people who are our age, like, seven and stuff,

:08:09. > :08:10.they will be safe to go I don't like the redways

:08:11. > :08:15.at the minute, there is too much litter, dog fouling,

:08:16. > :08:17.and there's lots of graffiti I don't find them safe

:08:18. > :08:25.because there is also As part of this project,

:08:26. > :08:31.all of the schools carried out a survey which found that 80%

:08:32. > :08:35.of their students actually used these redways, but it also found

:08:36. > :08:38.that 40% of them didn't feel En route, the children also took

:09:23. > :09:25.will take place. The children say they will hold

:09:26. > :09:28.the council to that promise and say they will also continue

:09:29. > :09:30.to do their bit to keep The controversial Conservative MP

:09:31. > :09:39.for Northampton South is facing a de-selection battle

:09:40. > :09:42.within his own party Even before the general election,

:09:43. > :09:48.local members have been seeking to remove him,

:09:49. > :09:51.over his part in a Borough Council loan to the town's football club,

:09:52. > :09:54.which saw millions of pounds of public money

:09:55. > :09:58.apparently disappear. Mr Mackintosh has always

:09:59. > :10:10.denied any wrongdoing. The local party in that building

:10:11. > :10:13.will decide if David Mackintosh is reselected, normally straightforward

:10:14. > :10:17.but not this time. There are 20 members on the executive, we have

:10:18. > :10:22.spoken to 16 and 11 told us they wouldn't vote for him, four wouldn't

:10:23. > :10:23.say and one is undecided. The future of him being MP here is far from

:10:24. > :10:24.certain. I have helped over 20,000 cases

:10:25. > :10:26.and seen many hundreds Outside Parliament,

:10:27. > :10:29.posted on the internet, David Mackintosh proudly sets out

:10:30. > :10:33.what he's achieved. And in the Commons on Wednesday,

:10:34. > :10:40.wanting new roads in the region, wanting the Prime Minister's support

:10:41. > :10:45.beyond the election. And will the next Conservative

:10:46. > :10:48.government continue to support me The Northampton MP fighting

:10:49. > :10:55.for his political future. Members of his local party

:10:56. > :10:57.telling us, campaigning in the council elections,

:10:58. > :11:02.voters are critical of him. His name mentioned on the doorstep

:11:03. > :11:05.following his role in the ?10.25 million loan

:11:06. > :11:11.to Northampton Town Football Club when he was leader of the Borough

:11:12. > :11:13.Council. Funds to develop the stadium,

:11:14. > :11:16.but work went unfinished and much What happened here

:11:17. > :11:20.being investigated by Their inquiry looking

:11:21. > :11:26.at Mr Mackintosh's involvement. The MP in the past telling the BBC

:11:27. > :11:31.that he welcomed the investigation In Northampton today,

:11:32. > :11:37.David Mackintosh not seen with senior Conservatives

:11:38. > :11:41.on the campaign trail. The Government fully aware

:11:42. > :11:46.of the political row bubbling here. It is always for the local party

:11:47. > :11:49.to decide who their candidate should be, so that's not something I should

:11:50. > :11:52.get involved in, it would be Mr Mackintosh, did you know

:11:53. > :11:56.about the source of the donations? David Mackintosh has repeatedly

:11:57. > :12:00.refused to answer our questions about the Sixfields loan,

:12:01. > :12:04.but in this shortest of statements, he told us simply, "I intend

:12:05. > :12:19.to stand for re-election." The process will begin on the 2nd of

:12:20. > :12:24.May. First, the executive will vote and then the 160 members. If they

:12:25. > :12:29.choose David Mackintosh, he is the candidate. If not, the Conservative

:12:30. > :12:33.Central office will offer of three candidates. If David Mackintosh

:12:34. > :12:36.chooses to be one of them, he can, but then the local party will

:12:37. > :12:41.decide. There is much speculation here that people here want someone

:12:42. > :12:44.local. One prominent Northampton name has been mentioned, but we

:12:45. > :12:48.won't know for certain for a few days.

:12:49. > :12:50.A production by Northampton's Royal and Derngate is to open

:12:51. > :12:52.in Cambridge next month, despite the recent death

:12:53. > :12:56.Tim Pigott-Smith was due to star in Arthur Miller's play

:12:57. > :12:59.Death of a Salesman, but died earlier this month.

:13:00. > :13:01.The play will come to the Cambridge Arts Theatre

:13:02. > :13:03.on 4th May at the start of its national tour.

:13:04. > :13:06.It will return to the Royal and Derngate, in Northampton in June.

:13:36. > :13:37.people who are taking part in Sunday's London Marathon.

:13:38. > :13:39.Tonight, it's the turn of Ryan Cameron, a PE

:13:40. > :13:44.Ryan has been diagnosed with early onset Parkinson's disease.

:13:45. > :13:51.He says he will carry on teaching for as long as he can,

:13:52. > :13:52.and is determined to complete the Marathon

:13:53. > :14:09.This special needs school in Luton is full of children with remarkable

:14:10. > :14:15.Appropriately, their PE teacher, Ryan Cameron, has one of his own.

:14:16. > :14:17.Diagnosed with Parkinson's disease three years ago at just 31,

:14:18. > :14:20.his decision to run the London Marathon this weekend

:14:21. > :14:25.I like to think I am an active person, a positive

:14:26. > :14:31.So even with something with this I just want to get on with life.

:14:32. > :14:39.People have been asking me if I'm nervous and I...

:14:40. > :14:45.I have been thinking about this, obviously, for a while and I have

:14:46. > :14:48.pitched myself to get over the finish line, whether that is

:14:49. > :14:50.crawling or walking, but because I have done the mental

:14:51. > :14:56.side of things and psychologically I know I am going to do it.

:14:57. > :15:00.Last year Ryan was too ill to make the start line.

:15:01. > :15:02.His grit and positivity has earned him the admiration

:15:03. > :15:08.Last year he had to pull out because of his health,

:15:09. > :15:13.and this year there has been ups and downs and his health has not

:15:14. > :15:16.been great some days, but he has come back every week,

:15:17. > :15:18.every day, with determination and I believe he can do it.

:15:19. > :15:21.And for these young people it is incredibly inspiring.

:15:22. > :15:24.I think people will see disability as a limitation

:15:25. > :15:27.and we do not believe that here, we think our children

:15:28. > :15:29.can achieve anything, what the right support and the right

:15:30. > :15:38.motivation and I think Ryan is a very good example of that.

:15:39. > :15:41.And he is already looking to his future sporting ambitions.

:15:42. > :15:44.I am hanging up my running shoes after the marathon and I am

:15:45. > :15:47.going to move on to cycling, purely because it is easier

:15:48. > :15:49.for someone with Parkinson's to cycle that it is more

:15:50. > :15:55.advantageous than running because it does not affect your joints as much.

:15:56. > :16:02.But for now he is giving up for this weekend.

:16:03. > :16:09.For 26 miles, inspiring and raising awareness every step of the way.
