:00:41. > :00:43.And it means many children are at risk of falling behind

:00:44. > :00:49.A report by the charity found that in Peterborough 67%

:00:50. > :00:57.of children at independent nurseries don't have a qualified teacher,

:00:58. > :01:02.in Milton Keynes, where Sam Read spent the day.

:01:13. > :01:16.at nursery in Milton Keynes are learning too.

:01:17. > :01:19.Bosses here say that is partly because there is a qualified

:01:20. > :01:26.My knowledge and expertise provide a better environment

:01:27. > :01:30.All children want to learn `nd it's just providing those opporttnities

:01:31. > :01:35.for them and seizing those loments where you see that you can `dd a bit

:01:36. > :01:38.of extra or teach them something new that they wouldn't

:01:39. > :01:43.But a report by Save the Chhldren says other nurseries

:01:44. > :01:48.The boss here say there is a recruitment crisis

:01:49. > :01:50.and while that is partly about salaries, operators s`y

:01:51. > :01:56.You can't have champagne nurseries with lemonade funding.

:01:57. > :01:58.If the funding levels are not sufficient to provide

:01:59. > :02:02.high-quality care and education then either the standards whll have

:02:03. > :02:05.to slip and corners will be cut or there just won't be

:02:06. > :02:11.There's currently 15 hours free childcare for three

:02:12. > :02:16.That's set to double to 30 hours but providers say the amount paid

:02:17. > :02:20.by the government for that care is not high enough.

:02:21. > :02:25.The Department for Education says the proportion of full-time nursery

:02:26. > :02:27.staff who have at least A levels is rising and that

:02:28. > :02:30.by the end of the parliament, it will be investing record

:02:31. > :02:34.But some in the industry remain concerned.

:02:35. > :02:39.What we know is that if children start behind when they start school,

:02:40. > :02:42.they are four times likely to be behind at 11 at that crucial stage

:02:43. > :02:48.And so they are just set up to stay behind for the rest

:02:49. > :02:53.That's why we have got to act early, we have got to try and invest

:02:54. > :02:55.in nurseries to help childrdn before they start school.

:02:56. > :02:57.Charities and nurseries say they want this month's Autumn St`tement

:02:58. > :03:04.They say the Chancellor needs to act if every child is to get

:03:05. > :03:15.Well, with pressures on nursery providers so gre`t,

:03:16. > :03:17.why is the government doublhng the amount of free childcard

:03:18. > :03:23.I asked our political reporter Tom Barton to explain.

:03:24. > :03:26.Well, Clare, this was a manhfesto commitment from the Conserv`tives at

:03:27. > :03:29.the last election to providd 30 hours of free childcare to families

:03:30. > :03:36.Of course, the point is to try and address the high cost

:03:37. > :03:41.It is going to be introduced from September next year

:03:42. > :03:45.and it's for parents of thrde and four-year-old children where

:03:46. > :03:49.both parents earn at least ?6,0 0 a year and neither parent e`rns more

:03:50. > :03:57.Of course though this is going to just increase the

:03:58. > :03:59.demand on an industry which, as we have just heard,

:04:00. > :04:06.Well, those who represent ntrseries say that the impact is going to

:04:07. > :04:10.According to the Preschool Learning Alliance,

:04:11. > :04:13.as many as half of their melbers say that they might have to close

:04:14. > :04:18.as a result of the funding shortfall in this scheme

:04:19. > :04:22.and while almost all nurserhes currently offer 15 hours

:04:23. > :04:25.of free childcare, as many as seven in ten

:04:26. > :04:28.say that they're considering not taking part in the extended scheme

:04:29. > :04:33.Now, it is worth noting that the Government has

:04:34. > :04:37.increased the amount of funding available by 7% but providers say

:04:38. > :04:41.that that increase to ?4.88 an hour just isn't enough

:04:42. > :04:50.Peterborough gymnast Louis Smith has been banned by his professional body

:04:51. > :04:52.after a video was leaked online showing him mocking Islam.

:04:53. > :04:56.British Gymnastics has suspdnded him from competing for two months,

:04:57. > :05:02.Our reporter Waseem Mirza joins me now.

:05:03. > :05:16.We all know Lewis Smith as ` British Olympics hero. He won silver in the

:05:17. > :05:22.London 2012 and just this stmmer, in Rio. He became famous to a luch

:05:23. > :05:26.wider audience on the BBC's Strictly Come Dancing programme. Last month,

:05:27. > :05:30.video appeared online in whhch he and fellow gymnasts Luke Carson seen

:05:31. > :05:38.mocking his arm. He appears to be laughing while Carson is filmed

:05:39. > :05:40.mimicking prepositions. Smith later told BBC Look East he was ddeply

:05:41. > :05:41.sorry. I've caused big offence

:05:42. > :05:43.to the Muslim community and to the people that follow Islam,

:05:44. > :05:46.to the people that support le. You know, I've let,

:05:47. > :05:48.honestly, let so many people down, you know, it w`s a very

:05:49. > :05:51.silly and drunken moment th`t I thought would always stay

:05:52. > :05:53.behind closed doors, you know, it's the moment where you cringe

:06:05. > :06:08.Lewis Smith had been trying to rebuild bridges with the Muslim

:06:09. > :06:11.committee. He visited a mospue in London just a few weeks ago saying

:06:12. > :06:16.he needed to learn more abott the religion of Islam. I spoke to the

:06:17. > :06:20.head of the Browne today who said that we should cut him some slack

:06:21. > :06:25.for doing that but given Smhth's position, he said the ban w`s a fair

:06:26. > :06:27.punishment. -- the head of Ramadan Foundation.

:06:28. > :06:29.Young people growing up in our schools look up

:06:30. > :06:31.to him as a role model, not just through his

:06:32. > :06:34.sports but through his various public figures on TV

:06:35. > :06:38.You know, there seems to be a different standard applied when we

:06:39. > :06:40.talk about criticising Islal or mocking Islam, people talk about

:06:41. > :06:43.freedom of speech but when ht is the Jewish faith or the Chrhstian

:06:44. > :06:46.faith or the Hindu faith, there seems to be a different script

:06:47. > :06:49.so I think, you know, I think it is the right dechsion.

:07:54. > :07:54.companies are doing. Their combined sales were up by just

:07:55. > :07:57.1%, less than previous years. What we are seeing again is people

:07:58. > :08:08.having the confidence in the future of Cambridgeshire

:08:09. > :08:11.to grow and develop. We have seen employee numbers go up

:08:12. > :08:14.significantly and we have sden And we have seen investment

:08:15. > :08:26.in property plant Across the 100 companies,

:08:27. > :08:28.employment increased Average pay, at ?31,700,

:08:29. > :08:32.is above the UK average of ?28, 00. Technology remains the biggdst

:08:33. > :08:34.sector within the top 100 companies. But even it has seen a drop in sales

:08:35. > :08:38.and profits over the last 12 months. The perennial challenge

:08:39. > :08:45.for technology and for many other sectors in the county is access

:08:46. > :08:49.to people but what we are sdeing is that companies are incre`sing

:08:50. > :08:54.their people numbers and I think that is really good

:08:55. > :08:58.and a real strong... Something that we should be

:08:59. > :09:01.proud of for the county. Access to people is a big issue

:09:02. > :09:05.for this software company. Redgate employs nearly 300

:09:06. > :09:09.people in Cambridge. If we want to grow, there's not that

:09:10. > :09:12.many people in Cambridge, so we are poaching from somdone else

:09:13. > :09:15.who is then poaching from us. So it's hard to get enough skilled

:09:16. > :09:19.people into the business. A concern for this and other

:09:20. > :09:22.companies in the survey is that Brexit will make it even harder
