:00:24. > :00:27.Join me later for all the details. An inquest opened in Milton Keynes

:00:28. > :00:31.today into the death of an inmate at Woodhill prison -

:00:32. > :00:34.the seventh at the jail this year. The man, thought to have had mental

:00:35. > :00:37.health problems, died just a day Pressure groups say Woodhill has

:00:38. > :00:55.the highest rate of inmate Woodhill prison officers attended

:00:56. > :00:59.the inquest opening into the death of a man with mental health issues

:01:00. > :01:04.who was sent to the jail for the weekend ahead of an appearance in

:01:05. > :01:08.court on a charge of dangerous driving. Prison officers had

:01:09. > :01:12.reported him for his bizarre behaviour and within 24 hours of

:01:13. > :01:17.being put inside Woodhill prison he was found dead at his cell. One

:01:18. > :01:22.prisoner, and so many to end their lives behind bars here. So far this

:01:23. > :01:40.Year Seven prisoners have died at Wood Hill, more per head of prison

:01:41. > :01:44.population than any other jail in the country. He was sent to Wood

:01:45. > :01:47.Hill on December the tenth and he was known to mental health services

:01:48. > :01:50.and of December the 11, he was seen by an officer at 7:15am and found

:01:51. > :01:52.unconscious at five past eight. He had been found hanged in his cell

:01:53. > :01:55.and police say that he was arrested on the M1, he had been a passenger

:01:56. > :01:57.on a bus when he grabbed the steering wheel causing the vehicle

:01:58. > :02:01.to crash. A paranoid schizophrenic, the least described him as highly

:02:02. > :02:05.vulnerable. Coroners, the prison and probation ombudsman who investigated

:02:06. > :02:10.the death and the Inspectorate of prison have repeatedly spoken out

:02:11. > :02:14.about their concerns that the recommendations made following the

:02:15. > :02:16.deaths are simply not being implemented by Woodhill prison. The

:02:17. > :02:21.fact that death after death happens fact that death after death happens

:02:22. > :02:25.at Wood Hill in very similar circumstances suggest that things

:02:26. > :02:28.are fatally wrong at Woodhill prison. Kevin Scarlet had mental

:02:29. > :02:34.health problems when he killed himself at the prison in 2013. Staff

:02:35. > :02:39.had missed the warning signs, his self harming, his previous suicide

:02:40. > :02:43.attempts. His stepbrother says no lessons have been learned. It is

:02:44. > :02:47.shocking, especially when you think that the highest rate of self harm

:02:48. > :02:54.in prison is within the first three days. And if he is showing bizarre

:02:55. > :02:59.behaviour anyway, why is he not being monitored a bit more? Why is

:03:00. > :03:05.he being put in a position where he can take his own life and why are

:03:06. > :03:10.the safer sales not been utilised? The inquest into the latest death

:03:11. > :03:13.was an postponed until next June. It is in the wake of legal action being

:03:14. > :03:18.taken by families of prisoners who have died, they have launched a

:03:19. > :03:22.review to enforce safety procedures in the prison. In a statement, the

:03:23. > :03:26.Ministry of Justice then we have invested in mental health training

:03:27. > :03:31.for officers, allocated more funding for prison safety and launched a

:03:32. > :03:36.suicide and self harm reduction process.

:03:37. > :03:38.Well the Howard League for Penal Reform campaigns

:03:39. > :03:41.Rob Preece from the organisation joined me earlier to explain

:03:42. > :03:49.We have seen a rise in prison population which makes overcrowding

:03:50. > :03:54.a huge problem in Woodhill prison has got room for about 550 prisoners

:03:55. > :03:59.and it is currently holding more than 700. That means you're finding

:04:00. > :04:01.prisoners crammed into small spaces without being able to get out of

:04:02. > :04:05.their sails because there is not enough staff to take them to

:04:06. > :04:09.training, education, exercise and to get the skills they might require to

:04:10. > :04:12.fine work on the outside. Does the government need to build more

:04:13. > :04:16.prisons? The government has announced plans to build more

:04:17. > :04:21.prisons but we do not think it will work. By the time you have built

:04:22. > :04:25.these projects, the prison population has risen by such an

:04:26. > :04:29.extent that the older prisoners that you planned to close, you have to

:04:30. > :04:33.keep them open because the prison population has grown by so much. We

:04:34. > :04:36.need to be serious about this and recognise that we will only solve

:04:37. > :04:41.this problem by reducing the number of people in prison. Why do you want

:04:42. > :04:43.to reduce the number of people in prison? Victims groups might say if

:04:44. > :04:47.a criminal has done something wrong they should be incarcerated for the

:04:48. > :04:52.good of the public. Reoffending rates after prison are much higher

:04:53. > :04:57.than after community punishments. They enable people to be in the

:04:58. > :05:03.community with support from family, better axis to drugs services,

:05:04. > :05:08.alcohol, debt, although services that will better tackle the root

:05:09. > :05:12.causes of offending. What happens in prisons, we put people in

:05:13. > :05:17.overcrowding positions, deprive them of axis to training, exercise and

:05:18. > :05:19.education and we set ourselves up to fail because when it comes to

:05:20. > :05:21.release those people from prison, they are less prepared for the world

:05:22. > :05:27.outside them when they went dead. One person has died and three people

:05:28. > :05:30.have been taken to hospital after a multiple-crash

:05:31. > :05:32.on the A142 in Cambridgeshire. It happened at 6am in Mepal

:05:33. > :05:34.and involved three cars - The road remains closed

:05:35. > :05:37.with diversions. Weetabix factories in Corby

:05:38. > :05:40.and Kettering which will be hit by strike action in the New Year,

:05:41. > :05:42.could be up for sale. Chinese owners The Bright Food

:05:43. > :05:45.Group, which is a major stakeholder, is reported to be working on a deal

:07:48. > :07:50.which has been the force headquarters since the 1960s. There

:07:51. > :07:55.will be a big upheaval for the force. This is a really exciting

:07:56. > :08:00.opportunity, we have not invested in our estate for quite some time and

:08:01. > :08:04.the building we have was built for old police purposes and this is a

:08:05. > :08:09.bespoke building that has everything we need for modern policing. The new

:08:10. > :08:12.headquarters was due to has 20 sales and the forces investigation centre

:08:13. > :08:15.and is learning and development centre and out it will be joint

:08:16. > :08:18.headquarters with the Northamptonshire Fire and Rescue

:08:19. > :08:22.Service. The police have decided they are moving out and into the

:08:23. > :08:27.stew building. We discussed about the fact that we wanted to go with

:08:28. > :08:31.them, we wanted to continue our collaboration,. In the new

:08:32. > :08:35.headquarters, senior police and fire officers will sit side-by-side

:08:36. > :08:39.rather than being on separate floors. It's another example of the

:08:40. > :08:43.police and Fire Service working closer together, something the

:08:44. > :08:46.government has been encouraging. Northamptonshire 's previous police

:08:47. > :08:52.and crime commissioner decided to shut down the old force headquarters

:08:53. > :08:56.and sell it for ?3.5 million. Given that we are an emergency service, it

:08:57. > :09:02.is imported to get that right, and off a lot of work has gone into

:09:03. > :09:05.making sure that it works. It is the new commissioner who has chosen to

:09:06. > :09:10.move it to this new building and sharing with the Fire Service. I

:09:11. > :09:13.will give you some idea, across Northamptonshire we have 37

:09:14. > :09:19.buildings, they've got 22, by bringing some of those buildings

:09:20. > :09:22.together, we can get a better service,, some places were

:09:23. > :09:27.co-located about sharing of knowledge and resources has got some

:09:28. > :09:32.real benefits. The first people should be there to this new building

:09:33. > :09:33.next summer and the police headquarters staff will start moving
