:01:17. > :01:18.health care unit and all prisoners entering Woodhill at the weekend

:01:21. > :01:22.an improvement, inspectors say, on the previous regime.

:01:23. > :01:24.Mental-health staffing and the staffing complement,

:01:25. > :01:25.whilst essential to delivering appropriate interventions,

:01:30. > :01:34.What we see is an ageing population, we see an increasing number of novel

:01:35. > :01:51.psychoactive substances within our prisons, including Bice,

:01:52. > :01:53.including -- spice, which we see

:01:54. > :01:55.And also the complexity of the environment.

:01:56. > :01:58.That's there in mind that this is a category a male prison.

:01:59. > :02:00.Therefore, the complexities of the prison, the complexities

:02:01. > :02:02.of the environment are slightly unique in themselves.

:02:03. > :02:04.Improvements that came too late for Kevin Scarlett.

:02:05. > :02:06.Found hanging in his prison cell in 2013, an inquest

:02:07. > :02:09.found the 30-year-old, who had a history of mental illness,

:02:10. > :02:12.Nobody actually believes that he wanted to kill himself -

:02:13. > :02:16.The prison guards should have found him, should have

:02:17. > :02:18.treated him medically, and then should have dealt

:02:19. > :02:21.Last year, it emerged Woodhill Prison had recorded

:02:22. > :02:23.the highest suicide rate amongst inmates over the past three years.

:02:24. > :02:26.The authors of today's report seemed to suggest those numbers could drop

:02:36. > :02:43.permission on the site of Luton's old Vauxhall car plant.

:02:48. > :02:52.This, is a vision for Napier Gateway, a mix of nearly 700

:02:53. > :02:53.one-bedroom and two-bedroom apartments, a hotel,

:02:54. > :02:57.medical centre and gym, all capitalising, the developer

:02:58. > :03:01.says, on the town's current momentum.

:03:02. > :03:04.Luton is a great hot spot right now, and many people are travelling

:03:05. > :03:09.The area is expanding, the job creation that is

:03:10. > :03:11.going on within Luton, especially at the airport

:03:12. > :03:13.and Vauxhall and other key businesses within Luton,

:03:14. > :03:16.is really expanding the area and making it a real hot spot

:03:17. > :03:21.But back in 2002, a very different story, when the vast Vauxhall car

:03:22. > :03:26.Only now has planning permission being granted

:03:27. > :03:31.Yeah, I think it will be good for Luton, yes.

:03:32. > :03:37.It will be a good lease of life, I think.

:03:38. > :03:40.We need a change around here, it would be nice.

:03:41. > :03:43.I guess they don't want to look out of their living room and bedroom

:03:44. > :03:47.windows and see a 21-story block of flats.

:03:48. > :03:49.Even though it's going to be 350-odd metres away,

:03:50. > :03:55.I'm not really sure I would want to be looking at that all the time.

:03:56. > :03:58.Most, though, focused on the employment, housing

:03:59. > :04:01.and investment opportunities this transformation could offer.

:04:50. > :04:51.The demolition of ?Nene Park is the final chapter

:04:52. > :04:55.The question locally, however, is what happens next?

:04:56. > :04:57.When I spoke to the owner Keith Cousins, the man

:04:58. > :05:00.who used to run this club, he did not wish to comment,

:05:01. > :05:03.but the cruel irony is that a club which was designed for the local

:05:04. > :05:10.community, for the county, is set to be taken away and replaced

:05:11. > :05:21.-- a leisure facility will be taken away.

:05:22. > :05:27.Do they really have any say today in what happens in their area?

:05:28. > :05:29.At the moment, this is totally taken out of our hands

:05:30. > :05:34.I would urge the developer to pause for thought,

:05:35. > :05:37.engage fully with the local community, identify what the needs

:05:38. > :05:40.are, and see if they can come up with a mixed-use scheme that

:05:41. > :05:43.would protect at least some, or all of the ?Nene Park Stadium.

:05:44. > :05:45.Also deliver on some of the wider objectives that they have

:05:46. > :05:48.for the site and make it a real hub for the community.

:05:49. > :05:50.The demolition could begin by the end of January

:05:51. > :05:55.A separate planning application is then expected, bringing to an end
