:00:32. > :00:36.Two teenagers are being questioned by police, after a seventeen year

:00:37. > :00:39.old was stabbed to death in Northampton last night.

:00:40. > :00:42.The attack happened on St George's Street -

:00:43. > :00:45.where the victim was found with neck injuries, and taken to hospital

:00:46. > :00:47.He's been named tonight as Liam Hunt.

:00:48. > :00:55.A large area cordoned off by police as a murder

:00:56. > :01:00.Police say a 17-year-old was attacked here at around 5.00pm

:01:01. > :01:06.The teenager suffered serious neck injuries.

:01:07. > :01:09.People living nearby believe he was stabbed.

:01:10. > :01:12.One eyewitness has told me the teenager was treated outside

:01:13. > :01:16.He was then taken to hospital, but sadly died.

:01:17. > :01:21.You could see that the police were there, the ambulance

:01:22. > :01:24.was there and somebody was doing CPR, that's it.

:01:25. > :01:32.People don't think, don't stop and think and it's the victim,

:01:33. > :01:34.it's sad for the victim and their family.

:01:35. > :01:36.I came home, just before 6.00pm, I literally came around

:01:37. > :01:43.There was a bunch of people there, standing.

:01:44. > :01:46.Police asked a few guys, basically, to stay behind because I believe

:01:47. > :01:51.It's bad, and especially so close to where we live

:01:52. > :01:56.And I heard somebody was quite young, so when young lives,

:01:57. > :01:59.like that, get involved in things like that, that's the most

:02:00. > :02:01.disturbing thing for anybody, in any neighbourhood,

:02:02. > :02:03.you don't want that kind of things to happen.

:02:04. > :02:06.You don't want lives to be lost or lives to be damaged in that way.

:02:07. > :02:09.Forensic officers are now at work here looking for clues as police

:02:10. > :02:11.search the surrounding streets and nearby industrial estate.

:02:12. > :02:15.The area is also close to a school and local businesses.

:02:16. > :02:18.Police say a separate area of the town, also cordoned off,

:02:19. > :02:24.A 17-year-old boy, arrested on suspicion of murder,

:02:25. > :02:31.Meanwhile, detectives have now also arrested a 15-year-old boy

:02:32. > :02:44.Police say they are keen to hear from anyone who was around here

:02:45. > :02:49.yesterday. Perhaps they were returning from work around five

:02:50. > :02:53.o'clock and saw something. They are also keen to stress that cases like

:02:54. > :02:58.this are very rare, and they say they want to reassure the community

:02:59. > :03:00.that they are working tirelessly to solve this case.

:03:01. > :03:03.Next - the increasing trend for selling new homes

:03:04. > :03:05.on a leasehold basis - without the freehold.

:03:06. > :03:07.It means the buyer's lease can be sold on,

:03:08. > :03:09.with new owners able to change the details and costs.

:03:10. > :03:11.In 2015, almost 9,000 leaseholds were created.

:03:12. > :03:13.And over the past 10 years, around 45,000 leasehold

:03:14. > :03:23.Now there are calls for the law to be changed.

:03:24. > :03:36.It's a riddle the answer to which Louise O'Reardon

:03:37. > :03:40.She is one of a growing number of people who have bought

:03:41. > :03:44.She thought she'd be paying an affordable amount of ground rent

:03:45. > :03:47.But since buying the house, it's emerged that freehold

:03:48. > :03:50.could be sold on with ground rent potentially rising.

:03:51. > :03:57.I feel stupid that I believed what a sales person was telling

:03:58. > :04:00.me and that I didn't investigate it further.

:04:01. > :04:02.But I did trust that what they were telling me

:04:03. > :04:05.was correct because obviously this is the biggest purchase

:04:06. > :04:08.The practice of reselling a freehold is perfectly legal.

:04:09. > :04:15.As the leaseholder, Louise owns the property for the length

:04:16. > :04:22.The freeholder owns the ground outright.

:04:23. > :04:25.Louise says she was led to believe the freehold would never be sold

:04:26. > :04:27.on because it was owned by a local college.

:04:28. > :04:41.Louise isn't the only one who claims she was mislead.

:04:42. > :04:44.You pay ?200 per year, for 499 years, I was told that you have

:04:45. > :04:48.Louise has now taken her concerns to the local MP.

:04:49. > :04:51.It seems to me that the developers are trying to make extra money

:04:52. > :04:54.by selling the house and then also collecting in ground rent

:04:55. > :04:57.and selling the leasehold back to the people they have already sold

:04:58. > :05:04.I think that's an unfair and wrong practice.

:05:05. > :05:08.Louise claims the developers duped her.

:05:09. > :05:15.In a statement the company told us...

:05:16. > :05:32.But that sum could run into the tens of thousands.

:05:33. > :05:43.It was supposed to be a dream home, a first term for Louise and her

:05:44. > :05:46.family. That dream is rapidly turning into a nightmare.

:05:47. > :05:49.Well, there's a group that campaigns for leaseholders in the same

:05:50. > :05:52.Sebastien O'Kelly from the Leasehold Knowledge Partnership

:05:53. > :05:54.joined me to explain why developers do it.

:05:55. > :05:59.If you sell a house leasehold, rather than freehold,

:06:00. > :06:03.you are creating an investment asset class at the expense of the person

:06:04. > :06:07.Sometimes a ground rent rises with retail price inflation,

:06:08. > :06:11.That has a significant impact on the value of the property,

:06:12. > :06:14.but it's an excellent investment, if you happen to own the freehold.

:06:15. > :06:24.A lot of these people are paying ?295 a year for ground rent.

:06:25. > :06:26.What service do they receive for that?

:06:27. > :06:33.Nobody has explained what ground rent is for.

:06:34. > :06:35.It is nothing, except for an artificial construct

:06:36. > :06:37.which produces a significant revenue for the murky investors

:06:38. > :06:46.So what would you like to see happen then?

:06:47. > :06:48.Well, I'd like to stop building leasehold tenure full stop,

:06:49. > :06:50.including for flats, we could go on to commonhold

:06:51. > :06:53.system, which prevails in the rest of the world,

:06:54. > :06:55.including Scotland and Ireland and North America and Australasia,

:06:56. > :06:57.so other jurisdictions, which had a significant influence

:06:58. > :07:00.There's really no reason to perpetuate leasehold tenure,

:07:01. > :07:05.forms of commonhold exist everywhere else.

:07:06. > :07:08.But for people looking to buy now, then, what's your advice to them?

:07:09. > :07:09.What should they be watching out for?

:07:10. > :07:13.If you are offered a leasehold house, you tell the developer

:07:14. > :07:16.straight off that you're very interested in buying it, but you

:07:17. > :07:20.The developer will say - Oh, no, but you can buy

:07:21. > :07:24.You cut through that nonsense and say, you can sell the freehold

:07:25. > :07:27.perfectly easily to me now, and you should do so,

:07:28. > :07:31.For the last few nights, landmarks in Cambridge have been lit up
