:01:09. > :01:11.to ?10 an hour. We invest in our staff,

:01:12. > :01:14.we ask all of our staff to take a level two,

:01:15. > :01:16.level three qualifications and our managers have level five

:01:17. > :01:18.or degree qualifications, But Langdon House is in a more

:01:19. > :01:28.privileged position than many care homes, 80% of its clients

:01:29. > :01:31.are privately funded, Meaning, with careful budget

:01:32. > :01:37.planning they can tackle the living wage rise in salaries head on,

:01:38. > :01:40.or even ahead of time. There are care homes who have closed

:01:41. > :01:47.nationally, over the years. And they will continue to close,

:01:48. > :01:49.particularly small homes, it won't be viable for

:01:50. > :01:51.them to continue. East Anglian law firm

:01:52. > :01:56.Ashton's recently hosted They asked care home bosses

:01:57. > :02:01.which would have more impact, Unexpectedly, two

:02:02. > :02:06.thirds said the latter. The main worry is how much

:02:07. > :02:10.councils will pay for care. The amount which local authorities

:02:11. > :02:13.are able to pay is much lower than the rates

:02:14. > :02:18.which private people pay. And, as wages are the biggest

:02:19. > :02:21.components of fixed costs, anything which drives up costs

:02:22. > :02:25.where revenue is falling, The students hoping to go into this

:02:26. > :02:36.sector said better salaries would encourage more people

:02:37. > :02:39.to do the same. Well, who doesn't like more money,

:02:40. > :02:42.I suppose, but yeah, it sounds like a really good idea

:02:43. > :02:46.and hopefully it will entice more With an ageing population,

:02:47. > :02:51.the demand for care home places The fear is, if managers haven't

:02:52. > :02:58.planned for the salary changes forecast for the next three years,

:02:59. > :03:01.their businesses may not survive. Well, Mousumi Bakshi has been

:03:02. > :03:07.taking a closer look at the story, and Mo just

:03:08. > :03:11.what is the national living wage? Well it was introduced last year

:03:12. > :03:14.for people over the age of 25, to better reflect the cost of living

:03:15. > :03:18.for that age bracket. At the moment it stands

:03:19. > :03:22.at ?7.20 an hour. That will rise to ?7.50

:03:23. > :03:27.in April and by 2020, Now clearly these improved pay

:03:28. > :03:33.rates will attract more A profession that is

:03:34. > :03:36.struggling to recruit. The care home sector has

:03:37. > :03:40.received a lot of bad press. There've have been undercover

:03:41. > :03:43.reports showing abuse in a small number of homes,

:03:44. > :03:48.and the pressures facing staff. The jobs may be rewarding

:03:49. > :03:51.but they're tough so higher Well many care homes are run

:03:52. > :03:59.by charities or nonprofit companies and thousands get funding

:04:00. > :04:02.from local councils. That funding is being outstripped

:04:03. > :04:05.by the sheer number of elderly It's not enough to cover the wage

:04:06. > :04:14.bill and run a care home. So what we're likely to see is more

:04:15. > :04:17.private care home places, or, as you heard in Anna's

:04:18. > :04:19.report, potential closures. All eyes are on tomorrow's

:04:20. > :04:22.budget where we expect the Chancellor to announce extra

:04:23. > :04:26.social care funding. A round-up of those budget headlines

:04:27. > :04:36.tomorrow on Look East. A young offenders centre in

:04:37. > :04:41.Milton Keynes "requires improvement" according to a new

:04:42. > :04:43.inspection report. Oakhill, which is run by G4S,

:04:44. > :04:46.holds up to 80 boys aged between 12 and 18 who've been

:04:47. > :04:48.sentenced or remanded to custody. The report uncovered rising levels

:04:49. > :04:51.of violence, with over 200 assaults on staff and young people

:04:52. > :05:01.in just six months last year. Just months after agreeing to sell

:05:02. > :05:04.its Wootton Hall headquarters, Northamptonshire Police has

:05:05. > :05:07.announced it's staying put. The deal was struck by the previous

:05:08. > :05:11.Police and Crime Commissioner, Adam Simmonds, who agreed the sale

:05:12. > :05:14.on his final day in the job. The force was supposed to move

:05:15. > :05:18.into a new building, That will now be used

:05:19. > :05:23.as an accommodation block. This was meant to be the site

:05:24. > :05:33.of a new headquarters for Police and Fire Services in

:05:34. > :05:36.Northamptonshire. Cherry Hall Road in Kettering

:05:37. > :05:39.will still be built, Selling this site would have netted

:05:40. > :05:49.the force ?3.4 million. The then Police and

:05:50. > :05:50.Crime Commissioner, Adam Simmonds, who approved

:05:51. > :05:53.the sale, said a modern police force A HQ that holds onto 400 people

:05:54. > :06:00.who are not actually police officers, but back office

:06:01. > :06:02.staff, isn't necessary. They can be in police stations,

:06:03. > :06:05.they can be in other But ten months and one

:06:06. > :06:09.new Police and Crime It's not fit for purpose,

:06:10. > :06:14.it's not fit for purpose now. What the PCC now, Stephen Mold, has

:06:15. > :06:17.said is he will invest in this site. That's an option that

:06:18. > :06:19.wasn't available before. If we do nothing on this site

:06:20. > :06:22.but leave it as it is, it will become even less fit

:06:23. > :06:27.for purpose in the future. Good news for police staff though,

:06:28. > :06:30.is bad news for Wootton Park School. The plan had been for it

:06:31. > :06:35.to move into Wootton Hall That won't now happen,

:06:36. > :06:40.meaning its students will continue to be taught in these temporary

:06:41. > :06:43.classrooms while plans are drawn up for a new,

:06:44. > :06:46.permanent home elsewhere A site which, ten months ago,

:06:47. > :06:52.was remote and not fit for purpose will now be retained

:06:53. > :06:55.and in some parts, rebuilt. Northamptonshire Police said that

:06:56. > :07:03.overall the decision not to leave Wootton Hall will actually

:07:04. > :07:05.save money in the long term. But questions remain over how much

:07:06. > :07:08.has been spent on legal fees in pursuit of an ambitious move

:07:09. > :07:12.which now won't happen. Well, earlier I spoke

:07:13. > :07:16.to Northamptonshire's Police I began by asking him why he decided

:07:17. > :07:22.to pull the plug on the deal It's the best thing

:07:23. > :07:27.to do for the taxpayers of Northamptonshire,

:07:28. > :07:29.it drives the best value, but also it's good for the staff

:07:30. > :07:32.and provides them certainty And thankfully, with the great

:07:33. > :07:38.work we've been doing with the education funding

:07:39. > :07:40.authority, it means that actually we can keep the school

:07:41. > :07:43.there and we can build on the bonds that were originally

:07:44. > :07:47.conceived for the idea. But this is a complete U-turn

:07:48. > :07:49.on what your predecessor Adam Simmonds had planned,

:07:50. > :07:53.it's quite a bold move, isn't it? Well, it was kind of

:07:54. > :07:57.a situation that I inherited. The deal was signed on the afternoon

:07:58. > :08:01.after I was elected but before I took office, and quite frankly,

:08:02. > :08:04.I was given some significant costs And really, given the challenge

:08:05. > :08:11.of keeping people safe in Northamptonshire,

:08:12. > :08:17.it's right that we do the right thing, but also we get

:08:18. > :08:20.to keep the school as well. So are you saying that the sale

:08:21. > :08:23.was the wrong decision Let's put it this way,

:08:24. > :08:27.it's not a decision I would have made had I been the Police

:08:28. > :08:30.and Crime Commissioner at that time, otherwise we would not have made

:08:31. > :08:33.the decision we have got now And what about the financial

:08:34. > :08:37.implications here? How much money has already been

:08:38. > :08:41.spent that could have been saved? To be honest, yes, there has been

:08:42. > :08:44.some money that has been spent, But actually it is the human cost

:08:45. > :08:49.that worries me more because actually we've created

:08:50. > :08:53.uncertainty for police staff, it's But some money has already

:08:54. > :09:03.been sent hasn't it, But some money has already

:09:04. > :09:14.been spent hasn't it, that the site in Kettering,

:09:15. > :09:16.the development is underway? The Kettering site, the original

:09:17. > :09:19.concept for the site in Kettering was actually to bring together some

:09:20. > :09:22.of that, you know we have Corby police station,

:09:23. > :09:24.some of those site there, the cells at Corby police station

:09:25. > :09:26.are not fit for purpose. So literally, the original concept

:09:27. > :09:29.was to actually deliver that. We can now, if you like, return it

:09:30. > :09:32.to its original core purpose, will still be using that,

:09:33. > :09:35.we have 36 buildings across We want to make sure we bring that

:09:36. > :09:39.down and bring our people together A scheme to reduce congestion at one

:09:40. > :09:43.of the region's busiest road junctions has been put

:09:44. > :09:44.to public consultation. The Black Cat roundabout
