:04:10. > :04:17.8 million will go towards completing the Northhampton, north-west relief

:04:18. > :04:21.The bid we needed was considerably more than 59

:04:22. > :04:27.I appreciate the situation the government is in, they can

:04:28. > :04:30.only give us a certain amount of money and the money announced today

:04:31. > :04:34.It will allow us to get on with the planning

:04:35. > :04:37.of the route but when it comes to actually constructing the northern

:04:38. > :04:41.ring road around Northampton, we will need multimillions to be

:04:42. > :04:49.The funding will set the wheels in motion for the M1-A6

:04:50. > :04:53.link road north of Luton which will receive ?22 million.

:04:54. > :04:55.The town will also benefit from a ?4 million

:04:56. > :05:03.If you look round the whole area, they have

:05:15. > :05:16.While some argue our share of the cash could

:05:17. > :05:20.be greater, others say it will make a big difference.

:05:21. > :05:28.This comes on top of ?206 million of investment into the

:05:29. > :05:32.A further 59 million will enable us to work on

:05:53. > :06:00.make the greatest possible contribution to Britain's future.

:06:01. > :06:08.That is what council leaders here are hoping for.

:06:09. > :06:11.Earlier I spoke to our political reporter Tom Barton who explained

:06:12. > :06:13.why parts of this region are affected by growth

:06:14. > :06:20.Of course, Luton is practically in London.

:06:21. > :06:26.People who live there do not look towards Birmingham.

:06:27. > :06:33.Because of local enterprise partnerships, government

:06:34. > :06:36.funding for the Midlands is spread over a huge area.

:06:37. > :06:41.All the way over to the Welsh border in the West and

:06:42. > :06:46.all the way to the Lincolnshire coast in the opposite direction.

:06:47. > :06:51.Just as from the previous Chancellor we heard about the 'northern

:06:52. > :06:54.powerhouse', it seems that Philip Hammond's priority

:06:55. > :07:03.Those parts of our region which find themselves in that area

:07:04. > :07:10.could well find more money coming their way.

:07:11. > :07:13.But on the day after a budget which has seen very little

:07:14. > :07:16.other money for the rest of the East of England,

:07:17. > :07:23.themselves feeling a little short-changed tonight.

:07:24. > :07:25.It's been a day of chaos for rail passengers using

:07:26. > :07:28.the Virgin East Coast services through Stevenage and Peterborough.

:07:29. > :07:30.Overhead power line problems between Retford and Newark meant

:07:31. > :07:32.many services were either severely delayed or cancelled.

:07:33. > :07:35.Network Rail says it's working to repair the cables and a normal

:07:36. > :07:41.service will be in place in time for tomorrow morning's rush hour.

:07:42. > :07:44.Cereal farmers in our region say they have been badly hit

:07:45. > :07:46.after a major grain merchant went into administration.

:07:47. > :07:50.Cambridgeshire Wellgrain stopped trading at the end of last month.

:07:51. > :07:52.Many farmers are still owed thousands of pounds

:07:53. > :08:05.and have no idea if they'll get any of it back.

:08:06. > :08:07.Now four year old boys can rarely sit still -

:08:08. > :08:12.still for 20 hours every day in an area the size of a single bed?

:08:13. > :08:14.That's what life's like for Ishmail Ali from Luton.

:08:15. > :08:18.He's one of only a hundred people across the world who has a liver

:08:19. > :08:20.disease called "lifetime jaundice" and needs to stay under ultra-violet

:08:21. > :08:26.Four-year-old Ishmail has spent almost his entire life like this.

:08:27. > :08:28.A rare liver condition called Crigler-Najjar means he eats,

:08:29. > :08:37.phototherapy lights for a minimum of 20 hours a day.

:08:38. > :08:42.Because he's missing an enzyme in his liver to

:08:43. > :08:45.break down what we call jaundice, he hasn't got that at all, so

:08:46. > :08:51.unfortunately because it builds up, it's like a toxin in the blood and

:08:52. > :08:56.as a toxin, if it goes to the brain, first thing they've said is it

:08:57. > :08:59.will go past the ears etc, he will become deaf,

:09:00. > :09:02.he will get some sort of brain damage, maybe permanent.

:09:03. > :09:05.He has to be cooped up in his medical phototherapy bed.

:09:06. > :09:09.because we have a seven-year-old sister, so he just wants to run

:09:10. > :09:11.around like a normal four-year-old boy and just run around the house

:09:12. > :09:16.and play around with her, but it is almost like a prison for him.

:09:17. > :09:25.The family have a carer that comes for six hours a

:09:26. > :09:28.week, but they're hoping to raise money through a crowdfunding page

:09:29. > :09:32.Our little sister, the seven-year-old, she's

:09:33. > :09:35.not getting any quality of life either because she says, you know,

:09:36. > :09:38.we're basically spending all the time with him, in and out of

:09:39. > :09:43.hospital, so we don't ever get to play with her so if

:09:44. > :09:47.someone can be with him, we can at least get a bit of a break,

:09:48. > :09:50.a little bit of a rest and then be able to

:09:51. > :09:52.concentrate on caring for him even more.

:09:53. > :09:56.It is very likely that Ishmail will spend the rest of his life

:09:57. > :10:04.Frustrating for an energetic and cheeky little boy, but his family

:10:05. > :10:08.say they will do everything they can to make sure he has the best quality

:10:09. > :10:18.Just time to leave you with the weather and Alex.

:10:19. > :10:22.After plenty of fine weather today, a cold night

:10:23. > :10:25.Through the evening and night temperatures

:10:26. > :10:30.could go down to two or three degrees.

:10:31. > :10:33.More cloud coming in from the West so the temperature should recover.

:10:34. > :10:35.Tomorrow, we have this weather system coming in from the West.

:10:36. > :10:38.High-pressure holding on so looks like fine weather in the morning.

:10:39. > :10:41.A bit of a fresh start after the chilly night, we should

:10:42. > :10:45.see good spells of sunshine in the morning.

:10:46. > :10:47.Into the afternoon, more cloud coming from the West.

:10:48. > :10:50.Remaining dry but the odd spot of light drizzle and colder because

:10:51. > :11:01.National weather coming up and here is the outlook.

:11:02. > :11:03.Turning unettled for the weekend, cooler and

:11:04. > :11:11.day. On Sunday, cloudier, maybe spots of rain.

:11:12. > :11:18.Good evening, in the spring sunshine we saw temperatures as high as 17.5

:11:19. > :11:22.Celsius. Not as warm or Sonning on Friday. Still a lot of dry, settled

:11:23. > :11:26.weather in the forecast for the next few days. This was the sunset

:11:27. > :11:29.captured by one of our Weather Watchers. Clear skies there. We have

:11:30. > :11:33.had increasing amounts of cloud moving in from the West. Through the

:11:34. > :11:36.remainder of tonight we will continue to see that cloud across

:11:37. > :11:39.the south-west of England, the Channel Isles, weaving in across

:11:40. > :11:43.Wales, Northern Ireland and western Scotland. Bringing with it some

:11:44. > :11:47.outbreaks of drizzly rain, particularly around the coast and

:11:48. > :11:50.the hills. Further east, clear skies and the coldest temperatures. We are

:11:51. > :11:52.likely to see frost across eastern
