:00:31. > :00:33.Research by Independent Age, the older people's charity,
:00:34. > :00:37.reveals that 81% of our care homes are good or outstanding.
:00:38. > :00:40.Peterborough and Bedford lead the way, where over
:00:41. > :00:46.But in Luton and Central Bedfordshire, 21% of homes
:00:47. > :00:51.Emma Baugh has been to a home in Peterborough, to see how
:00:52. > :00:57.they manage to provide a good service in tight financial times.
:00:58. > :01:01.Creating a home from home - letting people have pets to stroke
:01:02. > :01:06.The home has been ranked as the best in the city,
:01:07. > :01:08.by the relatives of those living here.
:01:09. > :01:13.She has been at Philia Lodge for 17 years.
:01:14. > :01:17.For her, it's the way she's looked after.
:01:18. > :01:20.I'm treated properly, with respect, and
:01:21. > :01:39.Many of our residents may have had to have left many of their personal
:01:40. > :01:42.We've facilitated for them to be able to bring those
:01:43. > :01:45.personal possessions here, to make it that home-from-home experience,
:01:46. > :01:48.so that they haven't had to have gone without.
:01:49. > :01:51.While the care system is facing financial pressures, this
:01:52. > :01:55.home is helped by the economy of scale of being part of a
:01:56. > :02:00.It pays above the living wage, with an emphasis on training and
:02:01. > :02:08.It is the staff, as I said, the commitment,
:02:09. > :02:13.Your staff are your most important asset
:02:14. > :02:17.within a care home, because they are the people
:02:18. > :02:20.that make the difference in delivering the care.
:02:21. > :02:22.The home here has been rated as good for the
:02:23. > :02:26.quality of care it gives its residents, along with 90%
:02:27. > :02:31.But, with increasing pressure on funding and an ever
:02:32. > :02:36.ageing population, how sustainable is that for the future?
:02:37. > :02:38.Like many towns and cities across the UK, we
:02:39. > :02:41.are a growing city - we have high growth targets
:02:42. > :02:45.for Peterborough, so we have started to work now on the five-year
:02:46. > :02:47.view for Peterborough, what that might look like, and what
:02:48. > :02:51.So then we can start to commission new
:02:52. > :02:54.services and different services now, so that they are ready to go from
:02:55. > :02:57.the point at which the population needs them.
:02:58. > :03:00.The City Council also has schemes to ease pressures
:03:01. > :03:04.on the care system by modifying people's homes so they can stay
:03:05. > :03:19.So now I can get in and out with my rollator,
:03:20. > :03:24.and it's wonderful, it's really smashing.
:03:25. > :03:27.But when it comes to care homes, Peterborough has one of the
:03:28. > :03:30.highest number rated good or above and, overall,
:03:31. > :03:34.this region fares better than the rest of the country.

:03:39. > :03:40.People in Bedfordshire are not being well served
:03:41. > :03:42.by their police force - that's the verdict of
:03:43. > :03:48.Six weeks ago the constabulary received a rating of inadequate.
:03:49. > :03:51.Now its yearly inspection has concluded plans to improve the Force
:03:52. > :03:55.Mike Cartwright is here with the details.
:03:56. > :03:58.It's called the annual Peel Assessment report -
:03:59. > :04:02.it combines all of Her Majesty's inspectorate's findings and it tells
:04:03. > :04:04.us that Bedfordshire remains one of the poorest
:04:05. > :04:09.The report has serious concerns about its performance.
:04:10. > :04:12.It says the Force doesn't have a neighbourhood police presence
:04:13. > :04:16.across the whole of the county, so crime is not being
:04:17. > :04:20.It's not identifying risks to vulnerable children -
:04:21. > :04:22.particularly children who've gone missing from care homes.
:04:23. > :04:25.The inspectors recognise Bedfordshire has limited
:04:26. > :04:27.resources to work with, but they say they need to use
:04:28. > :04:31.We spoke the Her Majesty's Inspector earlier, and you get
:04:32. > :04:33.a sense of her frustration from about the lack
:04:34. > :04:40.I don't see a Force Improvement Plan - I've not seen one yet.
:04:41. > :04:43.I've asked the Force to provide me with a
:04:44. > :04:45.plan that sets out exactly what policing across the whole of
:04:46. > :04:48.Bedfordshire is going to look like next year and the next five
:04:49. > :04:51.years, so that we can see whether or not it has enough police
:04:52. > :04:56.officers in the right place to keep the public of Bedfordshire safe.
:04:57. > :04:58.What do Bedfordshire Police have to say?
:04:59. > :05:00.Bedfordshire Police say they are disappointed -
:05:01. > :05:02.the inspection failed to acknowledge the huge amount
:05:03. > :05:04.of work being carried out to restructure the Force.
:05:05. > :05:06.They say they've invested heavily in teams -
:05:07. > :05:10.tackling domestic abuse, sexual offences, cyber crime -
:05:11. > :05:13.and improved how they protect vulnerable young people, working
:05:14. > :05:20.Six weeks ago, at the last inspection, the Force received an
:05:21. > :05:25.We spoke to the Chief Constable then - this what he told us.
:05:26. > :05:28.This Force is literally being rebuilt, and that's been happening
:05:29. > :05:32.I'm really looking forward to the HMIC
:05:33. > :05:35.coming here later this year, because I have absolutely no doubt
:05:36. > :05:39.the credit that the Force deserved, actually, in the last inspection
:05:40. > :05:42.will definitely be provided in the next inspection because we're
:05:43. > :05:46.We have to modernise in Bedfordshire, we have to be smarter
:05:47. > :05:51.than other people, and the officers and staff of this Force do an
:05:52. > :06:04.The inspection Chief Constable talking about there is in December.
:06:05. > :06:06.The Force say it's important to recognise they're
:06:07. > :06:10.Next tonight, the Chinese community in Milton Keynes is demanding police
:06:11. > :06:12.do more to protect them, following the murder
:06:13. > :06:17.64-year-old Hang Yin Leung died in hospital, after a gang
:06:18. > :06:19.of men forced their way into her home in January.
:06:20. > :06:22.But Thames Valley Police says there's no evidence the Chinese
:06:23. > :06:26.Kate Bradbrook has been to met Hang Yin-Leung's son, Keith.
:06:27. > :06:28.I at least accept what has happened now.
:06:29. > :06:31.It is now two months since Keith Leung's mother,
:06:32. > :06:35.Hang Yin, died following a burglary here at her home in Milton Keynes.
:06:36. > :06:42.Dad has lost one of his closest friends, actually.
:06:43. > :06:48.And there is no one for Dad to come home to any more.
:06:49. > :06:52.The six men forced their way in, knocking Mrs Leung,
:06:53. > :06:55.who was a retired Hong Kong police officer, to the ground.
:06:56. > :06:58.No one has yet been charged with her murder.
:06:59. > :07:02.The fact that these people are still at large, I really
:07:03. > :07:05.hope that nobody has to go through the trauma that we had to go
:07:06. > :07:11.through, or have their homes and houses ransacked.
:07:12. > :07:15.The family run a takeaway restaurant and there is
:07:16. > :07:18.concern within the Chinese community that criminals are targeting
:07:19. > :07:22.Now three Chinese churches in the area have
:07:23. > :07:26.written to the Chief Constable of Thames Valley Police, seeking
:07:27. > :07:31.A lot of them, if they are in the catering trade, the
:07:32. > :07:34.perception is that they are a cash community, they will have a lot
:07:35. > :07:41.of cash at home or in the business - they can take advantage of that.
:07:42. > :07:44.Do you feel that the police, the council are doing enough to
:07:45. > :07:51.Because we feel that we have been let down by the authority,
:07:52. > :07:57.and a lot of the time when incidents happen it seems we are only left
:07:58. > :08:05.This is the letter outlining the community's concerns, and this
:08:06. > :08:07.is the reply from Thames Valley Police.
:08:08. > :08:15.They say only 4% of burglaries in Milton Keynes affect the
:08:16. > :08:18.Both the council leader here and also police officers have
:08:19. > :08:20.now spoken with members of the church.
:08:21. > :08:24.The Force says it's doing all it can to bring the killers

:08:40. > :08:45.December, to try to protect them from the H5N8 strain of avian flu.
:08:46. > :08:49.Poultry farmers are still being warned they must still stay on guard
:08:50. > :08:51.and take precautions, and experts say the virus
:08:52. > :08:57.We will find, I think, every year that there is some sort
:08:58. > :09:03.of threat from avian flu, so we cannot ever not be alert.
:09:04. > :09:08.If we are lucky, we will see a similar picture to this
:09:09. > :09:13.year - where disease arises first in Europe and we can see what sort
:09:14. > :09:17.of pattern is emerging and then work with our poultry sector to
:09:18. > :09:21.understand that risk and consider our best options.
