:00:00. > :00:00.Calls for action on financial abuse after a pensioner was conned out

:00:07. > :00:12.More time to search for a missing man's body in a landfill site

:00:13. > :00:18.amid fears the waste there has shifted.

:00:19. > :00:23.And after a wet day today, what are the prospects for tomorrow? Join me

:00:24. > :00:29.later. There are calls for better

:00:30. > :00:32.financial protection for vulnerable older people -

:00:33. > :00:36.after a couple conned an elderly Marjorie Webster from Peterborough

:00:37. > :00:41.gave her neighbour Kim Riley power of attorney -

:00:42. > :00:44.meaning she could make decisions But Kim and her husband Neil stole

:00:45. > :00:52.?150,000 from her account. They were jailed for 18 months

:00:53. > :00:55.and 28 months respectively. Remembering her friend of 40 years

:00:56. > :01:04.almost a year on from her death. Marcia knew Marjorie had made

:01:05. > :01:06.a mistake giving her and describes Kim Riley as a very

:01:07. > :01:12.cunning and intelligent woman. She saw the vulnerability of

:01:13. > :01:16.Marjorie, and as Marjorie's health declined she became closer

:01:17. > :01:21.to her but was always borrowing money from Marjorie,

:01:22. > :01:30.and Marjorie was so kind to them because of their

:01:31. > :01:32.personal circumstances, We just knew that they were no good

:01:33. > :01:36.but without proof there The financial abuse began

:01:37. > :01:41.here in Peterborough. With no family of her own,

:01:42. > :01:42.Marjorie befriended her neighbours over

:01:43. > :01:44.a period of 12 years, to the point

:01:45. > :01:47.where she trusted Kim Riley enough to legally look after

:01:48. > :01:49.her financial affairs, she lived in this house in

:01:50. > :01:58.Peterborough, and she put all her faith in Kim,

:01:59. > :02:01.and believed that Kim Kim played the daughter

:02:02. > :02:05.Marjorie never had, she showered her with affection

:02:06. > :02:07.and love, but it was fake. Only when she died

:02:08. > :02:14.did the executor to her will discover that her neighbours

:02:15. > :02:16.had cleared out Marjorie's bank The care home that

:02:17. > :02:24.she'd been living in got in touch fairly

:02:25. > :02:26.quickly after she died to say that the care

:02:27. > :02:27.home fees hadn't been

:02:28. > :02:29.paid for six months. Now, we knew at that time

:02:30. > :02:32.there should have been enough funds in the estate to have paid

:02:33. > :02:37.those care home fees, The firm of lawyers then

:02:38. > :02:41.reported their suspicions Funds were being used

:02:42. > :02:45.for all sorts of things, family holidays, pubs, restaurants,

:02:46. > :02:51.concert tickets, supermarket transactions, anything and

:02:52. > :02:57.everything, holidays in Egypt, and over a period of three years it came

:02:58. > :03:02.to about ?150,000 which equates to Kim and husband Neil

:03:03. > :03:10.Riley were found guilty earlier this month,

:03:11. > :03:12.and are tonight behind bars, for living the high life

:03:13. > :03:14.at Marjorie's expense. However, Marcia believes

:03:15. > :03:16.the financial abuse could have been avoided had Marjorie

:03:17. > :03:18.instructed two people instead of one The charity Action On Elder Abuse

:03:19. > :03:32.campaign for better Stephen McCarthy joined me earlier

:03:33. > :03:36.to explain what he wants to happen. Firstly, we're were

:03:37. > :03:40.looking for additional criminal charges to make

:03:41. > :03:44.an aggravated crime of elder abuse,

:03:45. > :03:48.so that's regardless of whether it's financial in this situation, or

:03:49. > :03:52.physical, or psychological, We think that as a starting

:03:53. > :03:58.point we think there is a real lack of deterrent

:03:59. > :04:00.at the moment. What about the lawyers, or financial

:04:01. > :04:03.sector, could they do more to prevent that happening

:04:04. > :04:04.in the first place? Banks should be able to keep an eye

:04:05. > :04:08.on this sort of thing. You would have thought they know

:04:09. > :04:11.when someone has made an attorney, they know what that relationship

:04:12. > :04:14.is and you would expect banks to be able to pick up on large sums of

:04:15. > :04:17.money transferring from the actual rightful owner of that money

:04:18. > :04:19.through to that attorney, and to then raise those concerns

:04:20. > :04:22.with the police or social services, but most importantly

:04:23. > :04:24.it is about raising that concern. So what sort of thing should people

:04:25. > :04:27.be watching out for, then, whether they work

:04:28. > :04:29.in a bank or perhaps work and social services

:04:30. > :04:31.and have some contact People pick up often

:04:32. > :04:34.on the disparity between the living conditions that the person might be

:04:35. > :04:37.in and their supposed financial situation.

:04:38. > :04:38.That's one. As well, people are not

:04:39. > :04:40.often able to pay bills all of a sudden

:04:41. > :04:42.when that shouldn't really be the case,

:04:43. > :04:43.and I believe that was a factor

:04:44. > :04:48.in this case as well. With older people needing help

:04:49. > :04:50.with their finances, If you are going to set up

:04:51. > :04:54.a power of attorney for yourself, to maybe look at more

:04:55. > :04:57.than one person to be attorneys. That way, one person

:04:58. > :04:59.can keep an eye on It's all about setting that power

:05:00. > :05:02.of attorney up correctly, but even within that there

:05:03. > :05:04.are limitations to power of attorney, and how safe someone

:05:05. > :05:10.can keep themselves financially. A 74 year old grandfather

:05:11. > :05:13.who was attacked in his own home was unlawfully killed

:05:14. > :05:14.a coroner ruled today. David Brickwood had 35 wounds

:05:15. > :05:17.to his body when he was found still conscious at his Northampton

:05:18. > :05:19.home 20months ago. He died despite the

:05:20. > :05:21.efforts of paramedics. His killer or killers

:05:22. > :05:23.have never been found. Police are appealing for anyone

:05:24. > :05:32.with information to come forward. I can't stress the importance

:05:33. > :05:35.enough of people coming forward, but people that have got

:05:36. > :05:38.evidence, there's been a lot of rumour and a lot of

:05:39. > :05:39.speculation, but somebody out there must know

:05:40. > :05:41.what happened, and it's those people

:05:42. > :05:49.that we want to come forward. The search for the body of missing

:05:50. > :05:52.airman Corrie Mckeague at a landfill site near Cambridge will continue

:05:53. > :05:55.for another three weeks. Mr McKeague went missing

:05:56. > :05:57.after a night out in Police believe he may have climbed

:05:58. > :06:01.into a commercial waste bin that was then emptied

:06:02. > :06:20.at the Milton landfill site. Clackamas specialist officers have

:06:21. > :06:24.been searching here for the past 11 weeks and so far they have found not

:06:25. > :06:28.a single link to the disappeared. What I have found as items relating

:06:29. > :06:33.to the date he went missing, and also to the location where he was

:06:34. > :06:36.last seen in Bury St Edmunds. It has been announced today that the

:06:37. > :06:38.searches to be extended, and to night his mother has paid tribute to

:06:39. > :06:39.officers involved. On a day like this, it really

:06:40. > :06:42.will be so difficult for them, and myself and the boys,

:06:43. > :06:45.our whole family, we really do appreciate what they're

:06:46. > :06:47.doing, and how difficult We've always said that,

:06:48. > :06:52.from the very start. The individual officers are having

:06:53. > :06:56.to put in so many hours and so much hard work for us,

:06:57. > :07:09.we really, really do appreciate it. When the police started the search

:07:10. > :07:16.they identify did a quarter of an area sized -- quarter of an acre

:07:17. > :07:21.sized area. Rubbish has shifted to fill that void, and that is why the

:07:22. > :07:23.search has been extended and is expected to go on for another three

:07:24. > :07:25.or three and a half weeks. As you may have seen

:07:26. > :07:28.on the national news, the Liberal Democrats

:07:29. > :07:29.launched their manifesto today. Our political reporter

:07:30. > :07:33.Mousumi Bakshi has been assessing how their pledges might affect

:07:34. > :07:37.the technology community in one Lunchtime in the city known

:07:38. > :07:42.as the heart of Silicon Fen. More than 5000 people work

:07:43. > :07:45.in the Cambridge science park. The city's importance is writ

:07:46. > :07:47.large in the manifesto, with peldges to double innovation

:07:48. > :07:51.and research sepdning. A key pledge acording to this

:07:52. > :07:56.financial technology director. I am the father of two young

:07:57. > :07:59.children so the future is something that is important to me

:08:00. > :08:02.because I have to consider sort of their well-being and welfare and

:08:03. > :08:05.what they are actually really going to do when they grow up, and really

:08:06. > :08:08.the rate of change within technology is so great that we really don't

:08:09. > :08:12.know what sort of jobs and the world and Britain is going to look

:08:13. > :08:17.like in another 20 years' time. The Lib Dems are also

:08:18. > :08:19.promising to protect the science budget but is such a narrow

:08:20. > :08:21.focus on a specialist sector the right course

:08:22. > :08:25.of action for voters? They are right to

:08:26. > :08:27.focus on science and technology. If you look at where the income

:08:28. > :08:31.and all the value and the jobs come from, it is very uniquely

:08:32. > :08:33.around Cambridge, Science is both critical

:08:34. > :08:43.for Cambridge but essential for the broader UK economy,

:08:44. > :08:45.so I think they are very Cambridge voted overwhelmingly

:08:46. > :08:50.to remain in the EU, so the promise today of a second

:08:51. > :08:53.treferendum has been welcomed here. A measure of success

:08:54. > :08:55.for the Liberal Democrats win back tightly

:08:56. > :09:02.contested like Cambridge. As well as focusing on Brexit,

:09:03. > :09:06.the party revealed it would build up to half a million

:09:07. > :09:08.a affordable homes over the next five years, but

:09:09. > :09:10.will it be enough in places like Cambridge

:09:11. > :09:12.where the average cost As well as the affordable

:09:13. > :09:23.homes building programme, the party also announced

:09:24. > :09:25.it would create a new start-up allowance which could play well

:09:26. > :09:27.in parts of this county. Last year, over 2,500 new

:09:28. > :09:29.companies began trading. And while it may go

:09:30. > :09:32.against the rest of the country, reversing Brexit plays well

:09:33. > :09:41.for this start-up company. We have 80% of our employees

:09:42. > :09:43.are non-British citizens. It isn't so much that

:09:44. > :09:47.we are trying to hire foreigners, we have had a hard time finding

:09:48. > :09:54.the right talent. The party is trying

:09:55. > :09:58.to win back Cambridge by gambling on Brexit,

:09:59. > :09:59.but whether that gamble pays

:10:00. > :10:12.off remains to be seen. That is the latest news here. Here

:10:13. > :10:20.is the weather. Wet weather continues this evening

:10:21. > :10:23.and for the first part of the night it is associated with this

:10:24. > :10:26.low-pressure weather system. It has picked up speed and will continue to

:10:27. > :10:30.play eastwards as we go through the night, still some further heavy

:10:31. > :10:34.bursts of rain possible, and then for the second half of the night it

:10:35. > :10:38.looked largely dry with some clear spells across the west. A little

:10:39. > :10:43.cooler than last night, temperatures holding at nine or 10 degrees for

:10:44. > :10:46.most of us. A different day entirely tomorrow, looking like a bright

:10:47. > :10:51.start and actually some good spells of sunshine through the day. There

:10:52. > :10:55.may be one or two isolated showers but for most of us it will stay dry

:10:56. > :10:59.through the day, cooler and fresher, highs of 17 or 18 degrees. The

:11:00. > :11:03.national weather is coming up but here is the outlook, and it looks

:11:04. > :11:04.like a regime of sunshine and showers for Friday and into the

:11:05. > :11:05.weekend.
