:00:58. > :01:02.with no choice but to wet herself on a long-distance train journey

:01:03. > :01:04.because the disabled Anne Wafula Strike has represented

:01:05. > :01:13.Team GB in wheelchair racing. She's also been awarded the MBE

:01:14. > :01:16.for her charity work She was travelling back to her home

:01:17. > :01:20.in Harlow when the incident happened and says she felt

:01:21. > :01:24.humiliated as result. In a moment my interview with her,

:01:25. > :01:38.but first this from our chief The 42-year-old wheelchair racer is

:01:39. > :01:41.a board member of UK athletics and was awarded an MBE for her services

:01:42. > :01:45.to disability sport. She was returning from a board meeting last

:01:46. > :01:49.month when her train journey of almost three hours turned into a

:01:50. > :01:53.nightmare. The cross-country train's disabled pilot was out of order. A

:01:54. > :01:57.member of the train crew suggested she get off the train at the station

:01:58. > :02:02.to use the pilot there. There were no staff at the station to help her,

:02:03. > :02:06.she could not wait until the train reached Peterborough. Could not hold

:02:07. > :02:09.any more and had to do it, humiliating but I had to. When that

:02:10. > :02:15.happened I realised that you know sometimes when you're different you

:02:16. > :02:20.are so isolated, the world disqualifies you from having a

:02:21. > :02:23.normal life. It is though when you have a disability you do not deserve

:02:24. > :02:28.to have equal rights in the community. The MP for Harlow has

:02:29. > :02:32.taken up her complaint with cross-country trains, describing the

:02:33. > :02:37.service as appalling, totally unacceptable for the 21st century.

:02:38. > :02:41.She's not one of life smoulders, I have never heard her complaint in

:02:42. > :02:48.this way about her disability, she is a positive and wonderful human

:02:49. > :02:52.being and it saddens me that she has had to suffer Bijan deleted by the

:02:53. > :02:56.thrill company in this way. A spokesperson for cross-country said

:02:57. > :02:59.clearly the circumstances of the journey were unacceptable. This is

:03:00. > :03:03.the first time we are aware of such a situation ever happening on one of

:03:04. > :03:06.our trains, we are investigating how our established procedures for

:03:07. > :03:11.caring for a customer in a wheelchair could have failed so

:03:12. > :03:15.terribly. And said she decided to speak out in the hope of bringing

:03:16. > :03:16.about change, too many people with disabilities she said suffer in

:03:17. > :03:19.silence. This afternoon I spoke

:03:20. > :03:21.to Anne Wafula Strike at her home in Harlow and I asked

:03:22. > :03:24.about the moment she realised the disabled lavatory

:03:25. > :03:34.was out of order. I looked at the toilet with the

:03:35. > :03:41.sign, out of order, and I was mortified. I was mortified because I

:03:42. > :03:46.knew I was not alighting on that train in the next ten or 30 minutes,

:03:47. > :03:52.I knew I had a long journey ahead of me. And I knew as a human being, you

:03:53. > :03:58.know, I needed that facility, I needed to use the toilet. It scared

:03:59. > :04:01.me. And he ended up having to wet herself because there were no

:04:02. > :04:07.facilities, which is something that in this day and age seems

:04:08. > :04:16.extraordinary. But for you to have to go through that, what was it

:04:17. > :04:22.like? I was embarrassed, I was very angry and... I just really felt

:04:23. > :04:30.useless. Honestly, you know, I felt very disabled. When that happened.

:04:31. > :04:34.And you are someone who is -- has actually used your disability as an

:04:35. > :04:37.opportunity, you are a Paralympic and Andy patron of many charities in

:04:38. > :04:39.pain and a patron of many charities and the campaigner, you're such a

:04:40. > :04:48.strong person and yet that must have made you feel not strong at all. It

:04:49. > :04:52.sort of just really took away all the confidence that I had spent

:04:53. > :04:59.years working on, it took away my dignity. So many people are

:05:00. > :05:05.struggling, this is happening to some people but because of the

:05:06. > :05:07.self-censorship, people want to regain their dignity, nobody wants

:05:08. > :05:16.to attend the public can say that I have this kind of accident. People

:05:17. > :05:19.are suffering. You say it is not cool to talk about it but I would

:05:20. > :05:24.say it is very cool what you're doing now, having the bravery to

:05:25. > :05:31.speak out about something that was so awful for you at the time. I am

:05:32. > :05:35.so pleased that I have spoken about this, because I am hoping that it is

:05:36. > :05:42.going to generate debate. It is already doing that. It is doing that

:05:43. > :05:48.in Sweden, in Italy, in Spain. I have had so many people, hundreds

:05:49. > :05:52.and hundreds of tweets and e-mails, people who have suffered in silence

:05:53. > :05:57.and they feel as though I am speaking on their behalf. The system

:05:58. > :06:00.should not let this happen. By taking this decision to speak out

:06:01. > :06:04.and getting the reaction you have, does that make you feel that

:06:05. > :06:13.something good may be able to come of this awful experience? Your Mac I

:06:14. > :06:19.am hoping that through this companies, organisations, even our

:06:20. > :06:24.government, will go back and look at the legislation. I think the

:06:25. > :06:27.community now and many companies will take a box because they want to

:06:28. > :06:32.be seen as giving or providing for someone with a disability. But the

:06:33. > :06:36.government should impose huge fines on some of these people who just

:06:53. > :06:55.The government wants to build 14 garden towns and garden villages

:06:56. > :06:58.across the country and says they would mean a total

:06:59. > :07:08.Gareth George is at Harlow Civic Centre now, Gareth.

:07:09. > :07:16.Here in Harlow able be celebrating the news, it is the 70th anniversary

:07:17. > :07:20.this year. Harlow was the original garden town when it was built, it

:07:21. > :07:23.was landscape a separate neighbourhoods and now the

:07:24. > :07:27.government wants councils to press forward with plans for more garden

:07:28. > :07:31.town 's Garden villages, too. But not everyone is happy.

:07:32. > :07:39.The demand for new homes far exceeds supply so the government is plans

:07:40. > :07:44.for what it calls new garden town 's, with 10,000 houses or more as

:07:45. > :07:48.well as smaller garden villages. One new garden town could go here just

:07:49. > :07:52.outside Harlow near the village of Gilson. The village for the park is

:07:53. > :07:56.for a green and pleasant place with schools, doctors surgeries and

:07:57. > :07:59.parks. Housing and planning Minister Gavin Barwell said locally led

:08:00. > :08:04.garden towns and villages have enormous potential to deliver the

:08:05. > :08:07.homes and communities need. But there is opposition, the development

:08:08. > :08:12.would be at the bottom of this man's garden, he said the description of a

:08:13. > :08:17.garden town of the emitted conjurers is a spurious one. There are no

:08:18. > :08:24.plans for the employment in this area, it really is just a sprawling

:08:25. > :08:28.housing estate of 10,000 houses. Everyone getting on the train to

:08:29. > :08:32.London. A lot of them will want to get on the train and a lot of them

:08:33. > :08:37.will want to drive in the drinks can accept what people are neither can

:08:38. > :08:41.the roads. At the council HQ I asked the council leader if he thought the

:08:42. > :08:45.existing infrastructure could cope. The seats on the trains, hospital

:08:46. > :08:51.struggling, the last thing you need is another 10,000 houses, isn't it?

:08:52. > :08:55.This is a Catch-22 situation, you will not get a new hospital road

:08:56. > :08:58.improvements without the housing investment both in terms of the

:08:59. > :09:03.direct contribution this will make towards infrastructure development

:09:04. > :09:08.but also that critical mass, it is about doing those things is part of

:09:09. > :09:12.an overall package. In Harlow itself there also seems to be support for

:09:13. > :09:15.the garden town. It will bring rejuvenation to the town because it

:09:16. > :09:22.has lost a lot of shops and businesses. How big is it? 10,000

:09:23. > :09:28.houses. That is a lot because I -- but I do think houses are needed.

:09:29. > :09:33.New houses are needed all over the place because people can't afford to

:09:34. > :09:37.live in London any more. Campaigners say they are preparing for a legal

:09:38. > :09:41.fight that could go on for decades. And they don't call it Gilson Park,

:09:42. > :09:46.the college Harlow North and they say they have been fighting similar

:09:47. > :09:50.proposals for more than 20 years, as well as the garden town proposed

:09:51. > :09:53.here on the Essex Harlow border of are three other garden town

:09:54. > :09:57.proposals elsewhere in Essex and they all face stiff opposition, too.

:09:58. > :10:01.And if you think the idea of garden towns sounds familiar you would be

:10:02. > :10:02.right. Back in 2008 Prime Minister Gordon

:10:03. > :10:04.Brown announced plans, It was narrowed down to four

:10:05. > :10:09.locations across the country, and one of them was Rackheath

:10:10. > :10:23.on the outskirts of Norwich. The eco-town proposals lead to a

:10:24. > :10:28.wave of protest, the plan was to build greenhouses and greenfield

:10:29. > :10:32.sites and lots of people did not like it. This was the vision of the

:10:33. > :10:37.then Labour Housing Minister John Healey. Living here in the future in

:10:38. > :10:41.the new eco-town will be a greener type of living but also the eco-town

:10:42. > :10:45.will have everybody living in houses so that they can reach the services

:10:46. > :10:51.they need, the shops in it, within ten minutes walk. The plan for

:10:52. > :10:56.Iraqis, 5000 new and existing homes on a former bomber base north of the

:10:57. > :10:59.village but when Labour lost power in 2010 enthusiasm for the scheme

:11:00. > :11:06.disappeared and in the face of opposition that was dropped. Stephen

:11:07. > :11:11.Hurd campaign against the plans. They did not want a big new

:11:12. > :11:16.showpiece development. We are not NIMBY, we understand the need for

:11:17. > :11:21.housing, personally, we all have families and we all understand the

:11:22. > :11:25.need for housing but we would like these families to be in our own

:11:26. > :11:29.community. I would love my daughter and granddaughter to be in the

:11:30. > :11:33.village but they have to move away because there is no housing in the

:11:34. > :11:37.village. What happened here over the eco-town is mirrored in communities

:11:38. > :11:42.across the East. Whenever big housing developments are announced

:11:43. > :11:47.that is nearly always strong local opposition and that is one reason we

:11:48. > :11:53.are falling well short of house-building targets. The campaign

:11:54. > :11:56.group the town and country planning Association says 30,000 new homes

:11:57. > :12:04.are needed every year in the East to meet demand. In 2014-15 just over

:12:05. > :12:09.$20,000. In Iraq EC eco-town may be dead but it could be replaced by

:12:10. > :12:13.another major development. Plans for 3000 homes are in the pipeline,

:12:14. > :12:16.nearly as many as before and construction could start in the same

:12:17. > :12:21.greenfield next year. A 38-tonne articulated lorry became

:12:22. > :12:24.wedged between two buildings The driver got into trouble

:12:25. > :12:28.at the junction of Northgate Street The lorry and trailer were cleared

:12:29. > :12:39.several hours later. A new campaign's been launched

:22:46. > :22:48.exotic pet refuge near Peterborough. It would not have lasted overnight,

:22:57. > :23:01.dangerous or fatal. It would only really sting if provoked. This

:23:02. > :23:06.morning little bundles of scorpion joy, even harder to spot than the

:23:07. > :23:10.month. There are three small babies that I can see, after they have

:23:11. > :23:13.grown up little that they will sit on their mums back and head to ride

:23:14. > :23:18.around with her, she will feed them for a couple days and then they will

:23:19. > :23:21.feed on small box themselves. It is fantastic, we want to go and visit

:23:22. > :23:26.the rescue centre in Peterborough so we should do that at some stage. My

:23:27. > :23:31.daughter is really interested in animals and would like to study

:23:32. > :23:34.zoology so we are very pleased. The train was delayed by only seven

:23:35. > :23:39.minutes but the scorpion and her babies continue to make headlines,

:23:40. > :23:40.they will live out their days at the refuge quietly away from the

:23:41. > :23:50.cameras. No paparazzi!
