:01:38. > :01:40.people that they were insidd. It sounds bizarre but that is what it
:01:41. > :01:47.appears to be. We heard frol the Ambulance Service who sent ` rapid
:01:48. > :01:50.response vehicle team here, all 15 people were assessed at the scene,
:01:51. > :01:53.one man treated for a hand hnjury but no one needed
:01:54. > :01:56.treatment. What more do we know treatment. What more do we know

:03:12. > :03:16.started a fire outside Khabh's flat. She was found unconscious
:03:17. > :03:19.and died two days later. her unborn baby suffered
:03:20. > :03:25.a cardiac arrest. Today, her husband was at
:03:26. > :03:29.the Old Bailey, where Lillo Troisi, who is 48 and unemployed, admitted
:03:30. > :03:33.killing Khabi. He also admitted arson,
:03:34. > :03:36.but denied charges of murder Back in Southend, members
:03:37. > :03:41.of the residents' association say since the tragedy,
:03:42. > :03:44.they have pushed for improvdments They are glad Lillo Troisi has
:03:45. > :03:50.admitted manslaughter and arson because it means residents
:03:51. > :03:52.from the flats will not havd I'm so relieved that he has accepted
:03:53. > :04:02.the responsibility of his actions. I'm so relieved that people are not

:07:21. > :07:23.campaigner based in Norfolk. When she was 22, she lost all four
:07:24. > :07:27.limbs to meningitis. Earlier this evening,
:07:28. > :07:29.I asked her what having A blue badge for me means
:07:30. > :07:35.the ability to park, it means I can get into widdr
:07:36. > :07:38.bays with my wheelchair, it just makes life easier when I can
:07:39. > :07:42.park close to shops. Generally, the blue badge scheme
:07:43. > :07:46.is a really good scheme, and when it works well,
:07:47. > :07:48.it is a fantastic way for disabled people to have
:07:49. > :07:52.access and accessibility. We are hearing that thousands
:07:53. > :07:57.of these blue badges We've had people getting in touch
:07:58. > :08:04.with us today saying actually, the scheme is not fit for ptrpose,
:08:05. > :08:08.it should be scrapped. I don't think I would scrap
:08:09. > :08:11.the scheme, but I do feel that what some people are saying is true,
:08:12. > :08:15.that it is abused so much in some places, and the reason it is abused
:08:16. > :08:19.is because no-one is making any checks as to who
:08:20. > :08:22.is using these badges. If you have a scheme
:08:23. > :08:24.where there are no checks, So are you saying that on the whole,
:08:25. > :08:31.councils do not take their role Unfortunately, the majority
:08:32. > :08:37.of councils in England and Wales do not enforce the scheme
:08:38. > :08:40.properly at all. People know there are absolttely no
:08:41. > :08:45.consequences for abusing thd scheme. Isn't the irony here, though,
:08:46. > :08:50.that the people that are misusing the blue badge are either
:08:51. > :08:54.the holders, or friends, or family? All people that will be
:08:55. > :08:59.absolutely acutely aware You're absolutely right,
:09:00. > :09:06.it is a very sad fact, and people do not always thhnk
:09:07. > :09:10.sometimes, all they are thinking about is saving a few quid
:09:11. > :09:13.on their parking fees, so I urge people to think
:09:14. > :09:18.twice about doing this. I hope that the fact
:09:19. > :09:21.that there is now a chance that people could be caught,
:09:22. > :09:25.end up in court, ?1,000 find, will also deter them
:09:26. > :09:28.from doing this. But how you get the message across,
