:00:48. > :00:49.At the moment, the Environment Agency is responsible

:00:50. > :00:57.But a committee of MPs says that has to change.

:00:58. > :01:02.A new English Rivers and Coastal Authority to take over.

:01:03. > :01:05.A national floods commissioner, and regional boards to make sure

:01:06. > :01:09.Developers who build on flood plains should share the cost

:01:10. > :01:14.And warnings about the risk of flooding must be simplifhed.

:01:15. > :01:20.The threat to this region from flooding is clear,

:01:21. > :01:27.Communities suffer, whatever the reason.

:01:28. > :01:29.Whether it is freak heavy rainfall or devastating sea surges

:01:30. > :01:35.But according to MPs on the Environment, Food

:01:36. > :01:39.and Rural Affairs committee, the policy for dealing

:01:40. > :01:43.with the threat needs a major overhaul.

:01:44. > :01:45.A new national floods commissioner, they say, would oversee flood

:01:46. > :01:49.protection around rivers and along the coast.

:01:50. > :01:53.The MPs argue that climate change will mean more

:01:54. > :01:56.intense storms to come, but the Floods Minister has

:01:57. > :02:03.I'll be honest, I really think that we should, instead of worrying

:02:04. > :02:06.about structures at the moment, make what we've got work.

:02:07. > :02:08.It is working better than it used to.

:02:09. > :02:11.And I think that further disruption won't actually help people

:02:12. > :02:14.in their homes, business people who want to be

:02:15. > :02:19.For 18 years, Malcolm Kirby has fought to defend the his village

:02:20. > :02:33.For him, there is one central problem.

:02:34. > :02:35.It is not reorganisation, it's money.

:02:36. > :02:37.Well, I'm blessed(!) They keep missing the point.

:02:38. > :02:39.They can have report after report after report.

:02:40. > :02:43.You can shuffle the cards as the top, but it won't make any

:02:44. > :02:45.difference if you do not adequately fund the problem.

:02:46. > :02:47.And we are so massively underfunded, all the fiddling around

:02:48. > :02:52.the edges won't make a scrap of difference.

:02:53. > :02:54.Today, some temporary relief for homes and businesses

:02:55. > :03:01.in Lowestoft, which was hit so hard by the storms surge in 2013.

:03:02. > :03:06.In 2020, the Environment Agdncy will complete a multi-million pound

:03:07. > :03:10.flood defence scheme, but until then, this kit and parts

:03:11. > :03:13.could prove critical - nearly a mile of temporary flood

:03:14. > :03:20.barriers, they cost ?300,000 and will be stored at key locations.

:03:21. > :03:21.They are well-tested, they are well-known

:03:22. > :03:27.And we'll only know the fin`l proof if something happens.

:03:28. > :03:31.Let's hope for the next few years that we don't need to use them.

:03:32. > :03:33.Flooding is a blight on homds, businesses and communities.

:03:34. > :03:35.And it is going to happen more often.

:03:36. > :03:43.People at risk are desperatd for solutions.

:03:44. > :03:46.Neil Parish is the MP who headed up the Commons Committee who ptblished

:03:47. > :03:52.I put it to him that the Floods Minister was unimpressed

:03:53. > :03:55.and that the current structure is working.

:03:56. > :03:59.At the moment, we have a very bitty approach across the country.

:04:00. > :04:03.So I'm going to be saying to the Minister, it is time

:04:04. > :04:13.that we have a Netherlands `pproach where we've got somebody in charge

:04:14. > :04:15.and then it rows down to local communities

:04:16. > :04:24.And so, I think the Governmdnt needs to listen.

:04:25. > :04:28.What the Minister will tell you is that actually

:04:29. > :04:31.what we have got is working, giving a chance,

:04:32. > :04:33.and structure is not the priority here.

:04:34. > :04:35.I mean, there is lots else in the report.

:04:36. > :04:40.So I would hope that they would look at the report and see some very good

:04:41. > :04:44.Tides, seas are rising, we are getting lots of flash

:04:45. > :04:46.flooding, we have got to concentrate more on floods

:04:47. > :04:51.There are a number of proposals, you are absolutely right,

:04:52. > :04:54.and we put some of those to one of our coastal campaigners today.

:04:55. > :04:57.In his words, he said, isn't this just sort

:04:58. > :05:01.I don't think it is because it's not just what happening now,

:05:02. > :05:05.And making sure that Government doesn't just react to where a flood

:05:06. > :05:08.is, that we have a plan of how we deal with the rising floods

:05:09. > :05:12.So that is the whole idea of the plan.

:05:13. > :05:16.It is not just what is happening now, it is is happening fivd, ten,

:05:17. > :05:23.We mustn't react, we must be proactive.

:05:24. > :05:26.But in order to do that effectively, surely we need more money.

:05:27. > :05:31.And that doesn't seem to be forthcoming, does it?

:05:32. > :05:34.Some money can directly comd through the Department of Defra,

:05:35. > :05:43.but also as we move out of the EU, we will be looking at agricultural

:05:44. > :05:46.policy and there may be somd policies where we can use some money

:05:47. > :05:49.to hold water on farmlands and stop floods by sending as much money

:05:50. > :05:53.getting down to villages and towns so quickly.

:05:54. > :05:55.That is where some money could come from.

:05:56. > :05:58.I think we've got to have a plan, stick to it and look

:05:59. > :06:07.An F-15 pilot from RAF Lakenheath in Suffolk has been grounded

:06:08. > :06:11.after flying too fast and causing a sonic boom.

:06:12. > :06:15.The airbase has issued an apology and says it will continue

:06:16. > :06:18.to emphasise airspeed restrhctions in flight briefings.

:07:26. > :07:27.William Drake assaulted a member of AFC Sudbury, damaged

:07:28. > :07:31.a fire extinguisher, and spat at the crowd.

:07:36. > :07:37.Today, when he arrived at Ipswich Magistrates' Court,

:07:38. > :07:44.We heard from the prosecution of how he spat at the crowd while swearing

:07:45. > :07:48.and shouting after he was sdnt off by the referee for elbowing Sudbury

:07:49. > :07:53.As he began to walk through the players'

:07:54. > :07:56.entrance, he grabbed a fire extinguisher and let it off.

:07:57. > :07:59.That is when AFC Sudbury steward Thomas Crofton

:08:00. > :08:04.But Mr Drake punched Mr Crofton in the face.

:08:05. > :08:08.Mr Crofton, who is near retirement age, was left very shaken.

:08:09. > :08:11.AFC Sudbury club director David Webb was at the game,
