:00:00. > :00:00.Hello and welcome to the Look East late news.

:00:00. > :00:07.A Brexit bounce for our boatbuilders.

:00:08. > :00:08.Exporting companies say they're benefiting

:00:09. > :00:17.An abortion clinic in Norwich says it has made major changes

:00:18. > :00:26.And windy but mild for the Christmas weekend. All the details coming up

:00:27. > :00:31.later. First tonight a Brexit boom

:00:32. > :00:36.for our boatbuilders. Most of the luxury yachts

:00:37. > :00:39.built in this country go to overseas buyers,

:00:40. > :00:43.predominantly in America and Europe. The value of the pound

:00:44. > :00:45.against the dollar and the Euro means British boats are now

:00:46. > :00:47.cheaper to foreign buyers. British companies are having to pay

:00:48. > :00:54.more for parts and raw materials. This from our Business

:00:55. > :01:01.Correspondent Richard Bond. Building luxury yachts

:01:02. > :01:03.for millionaires. It's big business in this region,

:01:04. > :01:06.and since the referendum, The drop in the value of the pound

:01:07. > :01:12.has made British yachts This is a boat for an American

:01:13. > :01:18.client, it is about ?2 million. At this yard in Norfolk,

:01:19. > :01:23.they have felt the benefit. We have had a great last four

:01:24. > :01:26.months, we have sold six boats, all to foreign buyers -

:01:27. > :01:30.half to America, and half They are taking advantage

:01:31. > :01:34.of the exchange rate, it is very clear our boats have

:01:35. > :01:38.become cheaper to foreign buyers. About 15-20%, so on a boat the size

:01:39. > :01:47.behind me, that's nearly $500,000. The yachts made by the yard

:01:48. > :01:51.cost up to ?2.5 million. Nine out of every

:01:52. > :01:54.ten are sold abroad. The post-referendum bounce has

:01:55. > :01:58.helped other boat builders too. Spirit Yachts of Ipswich makes

:01:59. > :02:02.powerboats and sailing yachts Today it opened a new factory,

:02:03. > :02:08.doubling the size of its premises There is a disadvantage of a weak

:02:09. > :02:13.pound for manufacturers. It makes that imported raw materials

:02:14. > :02:18.such as wood more expensive. But the upturn of orders has revived

:02:19. > :02:21.an industry which has been But the terms of Britain's exit

:02:22. > :02:27.from the EU will be important. A cheap pound may have given

:02:28. > :02:31.a short-term boost to this industry, but companies like Spirit know

:02:32. > :02:34.that the outcome of international trade deals yet to be conducted

:02:35. > :02:38.will decide whether the industry Well, Nigel Stuart is

:02:39. > :03:00.the managing director It has been a big day.

:03:01. > :03:03.It has, been an exciting day. We have doubled the size of our

:03:04. > :03:09.premises, we have filled the shed for the next year. Really positive.

:03:10. > :03:15.How much do you put the success down to the Brexit factor?

:03:16. > :03:21.Obviously, the Brexit factor, the lower pound, and it has affected

:03:22. > :03:24.stocks and shares, this has allowed us to make the decision a bit

:03:25. > :03:28.earlier. But we have done a hard drive on sales and marketing in the

:03:29. > :03:31.last two and a half years. It has made people have the desire to have

:03:32. > :03:37.the boat in the first place. They are not just buying all of a sudden

:03:38. > :03:40.because the pound is low. We heard the reports that many

:03:41. > :03:44.companies such as are now having to pay more for imported, raw

:03:45. > :03:49.materials. Is that something that is having an impact?

:03:50. > :03:54.It is having a small impact, but our boats are completely built from

:03:55. > :03:58.wood, and the majority of the cost of building is Labour. It is

:03:59. > :04:01.allowing us to be very competitive in the market.

:04:02. > :04:04.I'm sure you would have seen highs and lows over the years that you

:04:05. > :04:11.there is a lot of uncertainty about there is a lot of uncertainty about

:04:12. > :04:17.the future. No business, no matter what you are in, likes uncertainty.

:04:18. > :04:21.Yes, I agree with that. I think with what is quick to happen with Brexit

:04:22. > :04:25.and how the trade deals are, it could have a huge effect. But boats

:04:26. > :04:32.can be registered around the world, at which the value of boats, people

:04:33. > :04:36.can register in a country outside Europe, even if they are European.

:04:37. > :04:41.We will have to see where it goes, it will be very interesting to see

:04:42. > :04:42.which boats are flying which flags. Thank you very much indeed.

:04:43. > :04:45.An abortion clinic in Norwich says it has made major changes

:04:46. > :04:47.since a highly critical report by health inspectors.

:04:48. > :04:51.Services at the Marie Stopes Centre were stopped from August to October

:04:52. > :04:54.this year after an inspection by the Care Quality

:04:55. > :05:03.They found 60% of staff at the Norwich centre hadn't

:05:04. > :05:06.They found only 40% of staff at the Norwich centre has been trained in

:05:07. > :05:08.consent. And that clinicians were "bulk

:05:09. > :05:10.signing" up to 60 consent forms at a time, without meeting patients

:05:11. > :05:12.or considering their There was also found to be no clear

:05:13. > :05:17.action plan to lower the risk of infection and "multiple surgical

:05:18. > :05:22.termination products left "in a single open hazardous waste

:05:23. > :05:26.bin in a sluice room next Earlier I spoke to our

:05:27. > :05:33.Health Reporter, Nikki Fox. Well, some of the findings

:05:34. > :05:36.really were quite shocking, particularly around consent,

:05:37. > :05:40.which is so important when it comes A woman is required by law to get

:05:41. > :05:47.the approval of two doctors before And that is supposed to give them

:05:48. > :05:54.the chance to fully understand But the CQC found that

:05:55. > :06:00.40% of staff did not Clinicians admitted to bulk

:06:01. > :06:09.signing forms as well, anything between 30-60

:06:10. > :06:13.at any one time. The second main criticism was around

:06:14. > :06:18.infection control, and as you know, with surgical procedures like this,

:06:19. > :06:23.that is of the utmost importance. Abortions were resumed in October

:06:24. > :06:31.after improvements were made. They perform around 700

:06:32. > :06:34.abortions each year. Today, in a statement, they said

:06:35. > :06:37.that since the inspections, they have made considerable changes

:06:38. > :06:42.to their management and governors, and that includes a lot

:06:43. > :06:45.of training of staff, but the CQC said that

:06:46. > :06:47.while they recognised progress has been made,

:06:48. > :06:50.they will continue to monitor the service very closely,

:06:51. > :06:54.and it will not hesitate to take Nine centres in Harlow have

:06:55. > :07:03.received specialist training from Essex Police to open

:07:04. > :07:08.as Hate Incident Reporting Centres. It follows the death of Arek Yosvik,

:07:09. > :07:12.a Polish man from the town who was attacked and killed

:07:13. > :07:16.earlier this year. As well as the centres,

:07:17. > :07:19.200 members of the local community The Queen and the Duke of Edinburgh

:07:20. > :07:27.have delayed their annual Christmas They were due to repeat

:07:28. > :07:32.last year's travel arrangements, when the Queen and the Duke took

:07:33. > :07:35.the train from King's Cross to Kings Lynn before being driven

:07:36. > :07:40.to Sandringham House. A spokesman today said the Queen

:07:41. > :07:47.and Prince Philip have heavy colds. Harbour users in Southwold have

:07:48. > :07:50.accused Waveney Council of "bungling incompetence" over

:07:51. > :07:54.a multi-million pound project Bollards to tie up boats

:07:55. > :07:59.were never installed, making the quay unusable

:08:00. > :08:02.for larger vessels. The council has admitted

:08:03. > :08:08.mistakes were made. Spring 2010,

:08:09. > :08:10.Southwold's historic harbour wall, Later that year, a ?4 million

:08:11. > :08:18.project to rebuild it and make other improvements was announced -

:08:19. > :08:21.to the delight of locals. Bunkering for diesel,

:08:22. > :08:25.new crane, new electrics, And hopefully we will keep

:08:26. > :08:30.the bollards, which are the only Trouble is, despite giving many

:08:31. > :08:35.years of sterling service, those bollards were not reinstalled

:08:36. > :08:38.on top of the harbour wall. New ones were specified

:08:39. > :08:43.at a cost of ?64,000. But, for whatever reason,

:08:44. > :08:47.they were never installed. Instead, mooring rings

:08:48. > :08:52.were installed, which are not strong enough for

:08:53. > :08:55.commercial vessels. And the tragedy is the fact

:08:56. > :08:59.that we can't earn a living from the wall, so there

:09:00. > :09:02.is no money coming in. So, you've got boats queueing up

:09:03. > :09:05.to use this quayside that We've got spaces here to take boats

:09:06. > :09:09.that want to use it, but we can't use them,

:09:10. > :09:12.because of this problem Waveney Council admits it has

:09:13. > :09:17.signed off the project. It will now have to

:09:18. > :09:21.pay to sort it out. It's been described

:09:22. > :09:24.as bungling incompetence. I mean, obviously, there has been

:09:25. > :09:28.an oversight with regards to the fixing arrangements

:09:29. > :09:31.of the bollards. It could be, in actual

:09:32. > :09:34.fact, it was the wrong But to call it bungling incompetence

:09:35. > :09:39.I don't think is the case. The council says it will now

:09:40. > :09:41.install the bollards needed Some of the old ones, made in 1908,

:09:42. > :09:47.did not go to waste. A couple are now protecting a car

:09:48. > :09:57.park ticket machine instead. Coming up now,

:09:58. > :09:59.the weather with Alex. But from the rest of

:10:00. > :10:11.the late team, goodnight. Good evening. After a relatively

:10:12. > :10:13.mild day, we have got chilly conditions overnight tonight. The

:10:14. > :10:17.weather front that brought patchy rain for some of us today has

:10:18. > :10:21.cleared to the south-east, and we are left with clear skies. Some

:10:22. > :10:24.patchy mist and fog around, temperatures dropping boats to

:10:25. > :10:30.freezing, if not below in frost prone spots. The risk of frost and

:10:31. > :10:34.perhaps some icy patches where we have had that earlier rain. Chilly

:10:35. > :10:37.start to the day tomorrow. High-pressure building in from the

:10:38. > :10:43.South West for tomorrow, a fine forecasters expected. A bit of a

:10:44. > :10:46.chilly start, mist and fog to clear first thing, then long spells of

:10:47. > :10:51.sunshine through the morning. It will be on the chilly side, highs of

:10:52. > :10:55.around 6-7 , and into the afternoon increasing cloud coming in from the

:10:56. > :10:59.west. The winds will pick up overnight, and with more cloud

:11:00. > :10:59.moving in. Here is the outlook staying

:11:00. > :11:04.good for us. Mild by the time we reach Christmas Day.

:11:05. > :11:09.Hello there, there is wet and very windy weather on the way in the

:11:10. > :11:14.run-up to Christmas. The worst of the weather to the northern half of

:11:15. > :11:18.the UK. We have a strengthening jet out of North America that is

:11:19. > :11:22.propgating across the Atlantic. Rushing our way. Picking up low

:11:23. > :11:27.pressure, deepening them, tracking them to the north-west of Scotland,

:11:28. > :11:28.hence the wind and rain. Tonight, we have gale
