:01:02. > :01:12.It is still unclear as to how this fire started. Specialist teams have
:01:13. > :01:15.been going in and out of this property just behind me all day
:01:16. > :01:17.trying to establish what happened here. Emergency services were called

:03:11. > :03:18.Neighbours say it tore through the house at speed. Some tried to help

:03:24. > :03:30.fire? My husband ran downstairs to try to get a hammer to try to break
:03:31. > :03:34.down the window. By the time we got there, it has literally come
:03:35. > :03:41.through. The whole roof was alight. It really went quickly. It kept
:03:42. > :03:45.stopping in starting up again. A fundraising page has been setup to
:03:46. > :03:50.help the family. Already thousands of pounds have been raised. Tonight
:03:51. > :03:53.at the Catholic Church in Braintree, days before Christmas, the time to
:03:54. > :03:59.remember the mother and daughter who lost lives in the fire.

:04:35. > :04:41.Beds at the private hospital are often taken up by NHS
:04:42. > :04:47.patients if no provision can be found elsewhere.
:04:48. > :04:50.Mundesley Hospital wants to become a renowned centre of excellence.
:04:51. > :04:52.Its Victorian building is said to be more like a hotel
:04:53. > :04:54.than a private hospital, but the CQC has rated
:04:55. > :05:02.It was inspected after Terence O'Shea from the Campaign
:05:03. > :05:04.to Save Mental Health Services reported their concerns
:05:05. > :05:10.to both the local mental health trust and the CQC.
:05:11. > :05:13.I think it is unusual that you can register a 27-bed
:05:14. > :05:15.psychiatric hospital, start admitting patients
:05:16. > :05:20.in February, only be inspected in September and have action taken
:05:21. > :05:26.During all of that time, people have been receiving what appears to be
:05:27. > :05:32.This hospital used to be home to a drug and alcohol treatment centre.
:05:33. > :05:37.It has since been taken over by Elijah Adeyemi and Lee Allison,
:05:38. > :05:40.who suffered a breakdown 16 years ago.
:05:41. > :05:43.He wanted to change the way mental health is viewed and treated,
:05:44. > :05:46.but the hospital has been criticised for staff not completing
:05:47. > :05:52.Strangulation risk assessments had also not been reviewed.
:05:53. > :05:56.Amongst the criticisms in this CQC report was that the hospital never
:05:57. > :05:59.reported any serious incident since it opened, despite
:06:00. > :06:03.In one case, a detained patient left the hospital,
:06:04. > :06:07.was absent without leave, the police were involved,
:06:08. > :06:23.but the CQC wasn't informed and the staff did not log it fully.
:06:24. > :06:30.These are serious failings. The sea QC has acted decisively on them. The
:06:31. > :06:34.sea QC found the quality of care given by staff was good but they
:06:35. > :06:36.have to address these failings. In the last six months,
:06:37. > :06:39.the local mental health trust has sent 171 patients here,
:06:40. > :06:41.allowing them to be treated The trust says it has been
:06:42. > :06:47.reassured they are safe. No-one was available
:06:48. > :06:49.from the hospital to talk to us today but, in a statement,
:06:50. > :06:52.it says they are undoubtedly With their ongoing developments,
:06:53. > :06:57.they are in a much different place now to what they were three months
:06:58. > :07:03.ago when the inspection took place. The CQC says it will carry out
:07:04. > :07:05.further inspections, including unannounced visits,
