:00:00. > :00:12.In the programme tonight, the Paralympic enforced to wet herself

:00:13. > :00:20.during a train journey because the disabled pilot was out of action. I

:00:21. > :00:25.was embarrassed, I was very angry and I just really felt useless. And

:00:26. > :00:30.honestly, you know, I felt very disabled. Hands off, the new

:00:31. > :00:35.campaign to stop drivers using mobile phones at the wheel.

:00:36. > :00:40.And plans for the so-called garden town near Harlow, details coming up.

:00:41. > :00:44.First tonight, the paralympian forced to wet herself

:00:45. > :00:46.on a long-distance train journey because the disabled

:00:47. > :00:50.Anne Wafula Strike has represented Team GB in wheelchair racing.

:00:51. > :00:53.She's also been awarded the MBE for her charity work

:00:54. > :00:57.She was travelling back to her home in Harlow when the incident

:00:58. > :00:59.happened and says she felt humiliated as result.

:01:00. > :01:13.The 42-year-old wheelchair racer is a board member of UK athletics and

:01:14. > :01:18.was awarded an MBE for services to disability sport. She was returning

:01:19. > :01:22.from a board meeting last month when a train journey of almost three

:01:23. > :01:28.hours turned into a nightmare. The cross-country trains disabled toilet

:01:29. > :01:30.was out of order. A member of the train crew suggested she get off the

:01:31. > :01:34.train at the station to use the disabled toilet the but there were

:01:35. > :01:39.no staff at the station to help her. She could not wait until the train

:01:40. > :01:42.reached Peterborough. I could not wait any more. I had to do it.

:01:43. > :01:49.Humiliating but I had to do it. I would add that pilot with this sign

:01:50. > :01:55.out of order and I was mortified. I was mortified because I knew I was

:01:56. > :01:59.not letting on that train in the next ten or 20 or 30 minutes and

:02:00. > :02:06.knew I had a long journey ahead of me. I knew as a human being, you

:02:07. > :02:13.know, I needed that facility. I needed to use the toilet. It scared

:02:14. > :02:19.me. The MP for Harlow Robert Hoffman has taken up a complaint with the

:02:20. > :02:20.train company, describing the service is appalling. A spokesperson

:02:21. > :02:41.for cross-country said: sentence case from nobody wants to

:02:42. > :02:45.widen to the public and say that I had this kind of accident. It is not

:02:46. > :02:51.cool in this day and age and people are suffering. And for something

:02:52. > :02:59.like that happened to me, it's not like that happened to me, it's not

:03:00. > :03:03.me so much and made me think of those other people with disabilities

:03:04. > :03:08.who can't even speak for themselves. And hopes talking about her

:03:09. > :03:10.experience will help trigger change. Too many disabled people she said

:03:11. > :03:11.suffer in silence. As we heard the local MP

:03:12. > :03:14.Robert Halfon has been looking into the case and spoke

:03:15. > :03:26.to the railways minister She served her country, she runs

:03:27. > :03:31.charities, she has been recognised by the Queen with an honour, she is

:03:32. > :03:39.hugely respected in Harlow and across the eastern region and for

:03:40. > :03:43.her to be treated in this way is unacceptable and she is not one of

:03:44. > :03:46.life 's mourners, I have never heard her complaint in this way about her

:03:47. > :03:52.disability, in fact she's a very positive, wonderful human being and

:03:53. > :03:56.it's hugely saddens me that she has had to suffer and be humiliated by

:03:57. > :04:04.this rail company in this way. What are you hoping for from the real

:04:05. > :04:07.minister? What needs to change? I have had discussions with the

:04:08. > :04:10.railways minister, he has said that by the end of parliament it will be

:04:11. > :04:14.a requirement for every train carriage to be properly accessible

:04:15. > :04:18.for disabled people, he said he wants really companies to deal

:04:19. > :04:21.properly and be much more spontaneous and other problems

:04:22. > :04:26.affecting disabled people and it is interesting that the number of

:04:27. > :04:30.disabled people applying for disabled real card has gone up by

:04:31. > :04:35.70% service model more responsibility on the real companies

:04:36. > :04:39.to treat disabled people properly. It -- as part of that you think

:04:40. > :04:44.there should be tougher legislation? It is one thing for the company to

:04:45. > :04:47.take a box and say we are providing disabled lose, it is another thing

:04:48. > :04:50.to make sure they are always accessible and working so should

:04:51. > :04:57.there be greater fines if that is not happening? I think that there

:04:58. > :05:04.definitely should be some kind of penalty but if they are not

:05:05. > :05:08.following the law, I mean I have a disability which I don't often talk

:05:09. > :05:11.about but I do all too well when you go on trains or restaurants or

:05:12. > :05:17.whatever it may be, often toilets are not accessible and disabled

:05:18. > :05:21.people face inconvenience every day of the Alliance which is wrong.

:05:22. > :05:23.Little things that should be working, that these big companies

:05:24. > :05:25.don't seem to care about at all. don't seem to care about at all.

:05:26. > :05:27.Thank you. A new campaign's been launched

:05:28. > :05:29.across Suffolk and Norfolk today to warn of the dangers

:05:30. > :05:31.of using a mobile It's called "Hands Off"

:05:32. > :05:46.and is backed by local BBC radio Few people could have a better

:05:47. > :05:52.reason to campaign for change than Alice husband. Two years ago her

:05:53. > :05:59.son, Seth, died after he was knocked down outside of his home. He was

:06:00. > :06:03.seven years old. The car driver was using a mobile phone on loudspeaker.

:06:04. > :06:07.MSN every day and so do his brothers and the rest of the family. It has

:06:08. > :06:12.changed my life and is something I would never wish to anybody. If

:06:13. > :06:18.there was anything I could change my life it would be not to lose him.

:06:19. > :06:19.Despite new tougher fines and new tactics from the police is this

:06:20. > :06:28.footage and Suffolk shows drivers footage and Suffolk shows drivers

:06:29. > :06:32.seem happy to risk it. We want you to pledge not to use your mobile

:06:33. > :06:36.simple as that. We are one radio simple as that. We are one radio

:06:37. > :06:40.station but with radio Norfolk involved in the local newspapers we

:06:41. > :06:44.can really get the message across and it is brilliant that the local

:06:45. > :06:47.media were to get behind this. The campaign is backed by the police and

:06:48. > :06:51.an air today from Worcester 's overwhelming support and no shortage

:06:52. > :06:53.of skilled stories. Your Mac the coach was coming round the

:06:54. > :06:57.roundabout, the coach driver had one roundabout, the coach driver had one

:06:58. > :07:01.hand on the wheel and one hand on his mobile phone to his ear. When

:07:02. > :07:05.you're on the phone part of your brain will visualise the person

:07:06. > :07:10.you're talking to, but that part of the brain is apparent that should be

:07:11. > :07:17.sorting out hazards. Having someone sitting next to you is not an issue

:07:18. > :07:19.but having some on the phone is. A string of tragedy shows that how in

:07:20. > :07:25.a split-second everything can change. The advice on mobiles is

:07:26. > :07:27.simple, do not be tempted to touch it at all, if there is any doubt put

:07:28. > :07:33.it in the boot out of reach. Next tonight the latest government

:07:34. > :07:35.idea to meet the housing The campaign group the Town

:07:36. > :07:38.and Country Planning Association says 30,000 new homes are needed

:07:39. > :07:41.every year in the East in 2014/15 just over

:07:42. > :07:44.20,000 were built. Today people in Essex have been

:07:45. > :07:46.reacting to plans for a so-called But can this idea succeed

:07:47. > :08:04.where others have failed. Artists impressions of what Gilson

:08:05. > :08:09.Park to the north of Harlow might look like, it can have thousand

:08:10. > :08:15.will have a rural feel. This will be will have a rural feel. This will be

:08:16. > :08:20.part of a government plan to create three new garden towns and 14 garden

:08:21. > :08:25.villages across the country. But not everyone is thrilled at the

:08:26. > :08:29.prospect. Gilson Park would be at the bottom of Spike Hughes's garden

:08:30. > :08:38.and he says Harlow's infrastructure just work out. There are no plans

:08:39. > :08:41.for the employment in this area, it really is just a sprawling housing

:08:42. > :08:48.estate of 10,000 houses. And a lot of them, we will want to go on the

:08:49. > :08:54.train to London or too dry. On the trains can't accept more people and

:08:55. > :08:56.neither can the roads. You will not get a new hospital road improvements

:08:57. > :09:00.without the housing investment both in terms of the direct contribution

:09:01. > :09:06.that it will make to the infrastructure development but also

:09:07. > :09:13.with the demand. As a region we need more houses but new houses often

:09:14. > :09:17.attract opposition. In 2008 plans were announced for garden towns but

:09:18. > :09:22.eco-towns, one of them was racking on the outskirts of Norwich was up

:09:23. > :09:28.to 5000 new homes planned. The vision of the then Labour Housing

:09:29. > :09:32.Minister Jen -- John Healey. Living here in the future in the eco-town

:09:33. > :09:35.will be a new type of living but the eco-town will have everyone living

:09:36. > :09:39.in houses so they can reach the services they need and shops they

:09:40. > :09:47.need within ten minutes walk. But when Labour lost power in 2010 the

:09:48. > :09:50.plan was dropped. Will the new garden settlement succeeds were

:09:51. > :09:55.eco-towns failed? The government is talking about ?7.4 million of what

:09:56. > :10:00.amounts to seed money to help developers provide 200,000 homes. In

:10:01. > :10:03.Harlow some welcome the project saying it will help regeneration.

:10:04. > :10:06.Others are talking of urban sprawl. That's all from me, coming up now

:10:07. > :10:20.the weather with Alex. Not so cold the night as last night

:10:21. > :10:24.with more motoring across the region, the bulk of the night looks

:10:25. > :10:28.like it will stay dry by the end of the night we might start to see some

:10:29. > :10:31.light rain or drizzle coming into northern counties. This is how we

:10:32. > :10:34.end the night, temperatures down to 2 degrees but rising by the end of

:10:35. > :10:38.the night as the weather front moves on. It will introduce cold air

:10:39. > :10:42.behind it and also a strengthening northerly winds that will make it

:10:43. > :10:45.feel cold but we will wake up to a lot of cloud. Some might regard

:10:46. > :10:48.result of the morning and then it should brighten up and we will see

:10:49. > :10:52.lots of pleasant winter sunshine. You will need to wrap up warm

:10:53. > :10:56.because it will be around six or 7 degrees. As the afternoon goes on

:10:57. > :10:58.the win strengthening from the north-west bringing someone three

:10:59. > :11:00.showers to part of Norfolk and Suffolk. The National

:11:01. > :11:09.milder later in the week. That is it from me but coming up next is the

:11:10. > :11:13.national picture. Good evening. But frost or not of frost, that is the

:11:14. > :11:17.weather question for tomorrow and the answer is no, probably not

:11:18. > :11:18.because of this weather front
