:00:22. > :00:39.First tonight, MPs from this region are spearheading a cross-party
:00:40. > :00:43.campaign to solve the crisis in NHS funding.
:00:44. > :00:46.The North Norfolk MP and former health minister Norman Lamb has
:00:47. > :00:48.brought together MPs from all parties, including
:00:49. > :00:53.They believe the issue is so important it can't
:00:54. > :00:59.And they've now secured a meeting with Prime Minister Teresa May.
:01:00. > :01:01.In a moment, we'll speak to Norman Lamb,
:01:02. > :01:06.It's been described as the toughest winter yet for the NHS.
:01:07. > :01:20.GPs are struggling to cope with demand, A E departments
:01:21. > :01:23.are full to capacity, and problems with the social care
:01:24. > :01:24.system mean patients are stuck in hospital
:01:25. > :01:28.Today, Norman Lamb asked the Prime Minister to sit down
:01:29. > :01:30.and talk to his cross-party group of concerned MPs.
:01:31. > :01:32.Would the Prime Minister the prepared to meet
:01:33. > :01:35.with us just to discuss it, so she can hear our case?
:01:36. > :01:37.Well, I recognise obviously the interest and attention
:01:38. > :01:39.that the honourable gentleman has given to these issues.
:01:40. > :01:42.And of course, he is a former health minister himself.
:01:43. > :01:46.And I will be happy to meet with him and others as he suggests.
:01:47. > :01:49.Among the group of MPs and former health secretaries
:01:50. > :01:52.is Dr Dan Poulter, the former Conservative health minister
:01:53. > :01:57.He has seen the pressures for himself.
:01:58. > :02:00.Speaking as somebody who also works in the NHS,
:02:01. > :02:03.and has been working in the NHS this week, I've seen the real pressure
:02:04. > :02:05.that many front-line staff face in delivering high
:02:06. > :02:10.It's probably the worst situation I can remember in my decade
:02:11. > :02:14.Real pressure, and it is time to find more money
:02:15. > :02:18.Cold weather can be seriously bad for your health.
:02:19. > :02:25.The NHS is always asking us to think carefully before
:02:26. > :02:29.At the surgery in Beccles in Suffolk, they operate
:02:30. > :02:32.To filter out calls that aren't urgent.
:02:33. > :02:34.Hello, Dr Morton from the surgery here.
:02:35. > :02:41.That still leaves 300-400 call-backs every day for the GPs.
:02:42. > :02:45.The promises that Government have been talking about the last two
:02:46. > :02:48.years, we've yet to really see them on the front line.
:02:49. > :02:53.We wait in hope, but I think hope is rapidly fading.
:02:54. > :02:56.And it is feelings like that that will provide a stark backdrop
:02:57. > :03:06.to the forthcoming meeting between the MPs and Theresa May.
:03:07. > :03:10.A short while ago, I put it to Norman Lamb that
:03:11. > :03:12.good care costs money, and there isn't any,
:03:13. > :03:17.And so the question is, how much are we prepared to how pay
:03:18. > :03:20.in order to ensure our loved ones get care where they need it?
:03:21. > :03:24.From my point of view, I would be prepared to pay a bit more.
:03:25. > :03:28.I realise you must ensure you don't overburden people with tax,
:03:29. > :03:31.but I think if people could see, if there was an independent
:03:32. > :03:34.assessment of how much the system needed, if we had a dedicated health
:03:35. > :03:38.and care tax, which is something we are looking into,
:03:39. > :03:40.I think you could take people with you.
:03:41. > :03:43.How much more do you think we are talking
:03:44. > :03:50.The equivalent of 1p on Income Tax would make a big difference.
:03:51. > :03:54.It would bring a significant amount of extra resources
:03:55. > :03:57.which could have a really positive impact on both the health
:03:58. > :04:04.That would be a start, but I want to see,
:04:05. > :04:07.and what I have launched today, is a cross-party process.
:04:08. > :04:12.We are calling on the Government to establish what we are calling
:04:13. > :04:15.a NHS and Care Convention to engage with the public, level with people
:04:16. > :04:19.about the challenge we face, how much money we are prepared
:04:20. > :04:22.to pay in order to ensure that we have a good and effective
:04:23. > :04:38.Would you describe the NHS as in crisis currently?
:04:39. > :04:44.The Government says more people than ever before are being cared for.
:04:45. > :04:46.We are seeing significant, record numbers of people stuck
:04:47. > :04:48.in hospital long after their due date of discharge.
:04:49. > :04:52.We have seen people stuck in ambulances waiting to get into A E
:04:53. > :04:56.Record numbers of operations being cancelled.
:04:57. > :05:02.Wherever you look across the system, it is under impossible strain.
:05:03. > :05:05.We are relying, I think, on the goodwill of staff who are
:05:06. > :05:13.We are the fifth or sixth largest economy in the world -
:05:14. > :05:16.I think we are capable of doing better than this.
:05:17. > :05:24.The inquest into the suicide of a 25-year-old man at Chelmsford
:05:25. > :05:26.Prison has heard an accusation that a mental health assessment
:05:27. > :05:29.of him was "bent" to a pre-determined outcome.
:05:30. > :05:34.Dean Saunders, from Basildon, was jailed - not sectioned -
:05:35. > :05:37.after attacking members of his own family
:05:38. > :05:43.Lynn Johnston, who organised the assessment for the local
:05:44. > :05:45.mental health trust, told the jury she honestly couldn't
:05:46. > :05:48.recall whether she had told the doctors that Dean had made
:05:49. > :05:51.clear his determination to take his life.
:05:52. > :05:55.Sean Horstead, representing Dean's family, said she had an abundance
:05:56. > :05:59.He'd made a serious assault on family members,
:06:00. > :06:04.It would have been a gross failure on her part if she hadn't
:06:05. > :06:08.In his view, the assessment at Basildon police station was,
:06:09. > :06:11.as he put it, "bent" to a predetermined outcome.
:06:12. > :06:16.Come what may, Mr Saunders was to go through the criminal justice system.
:06:17. > :06:19.This afternoon, Abdul Kallon, a mental health nurse
:06:20. > :06:21.at Chelmsford Prison Hospital, said when he met Dean,
:06:22. > :06:25.he found him suspicious, guarded, clearly paranoid with scratches
:06:26. > :06:30.He was saying, I just want to end it all.
:06:31. > :06:36.Dean's parents and partner and other family members have listened
:06:37. > :06:41.Tomorrow, they and the jury will hear from a head of health care
:06:42. > :06:43.and a number of prison officers at the jail.
:06:44. > :06:46.Well, we heard strong criticism of Lynn Johnston from the Saunders
:06:47. > :06:51.Miss Johnston said she believed she had followed all the correct
:06:52. > :06:54.processes and hopes she had shared all the key information.
:06:55. > :06:57.She said the team didn't believe that Mr Saunders met the criteria
:06:58. > :07:05.to be detained under the Mental Health Act.
:07:06. > :07:08.Next tonight, the supermarket cracking down on drivers parking
:07:09. > :07:10.in spaces set aside for drivers with disabilities or
:07:11. > :07:16.A Co-op supermarket in Suffolk has brought in a private
:07:17. > :07:23.Around 50 parking charges are being issued every day.
:07:24. > :07:28.This isn't a knee jerk reaction by the East
:07:29. > :07:30.of England Co-op - quite the reverse.
:07:31. > :07:33.In 2014, it started putting up warning signs and had people
:07:34. > :07:37.in the car park in its store at Combs Ford, urging drivers
:07:38. > :07:41.From last month, it has been relying on an enforcement firm.
:07:42. > :07:48.Over a ten day period, more than 500 fines were issued.
:07:49. > :07:52.It demonstrates, says the company, apathy among drivers to the people
:07:53. > :08:00.I need that room to get in and out of my car.
:08:01. > :08:05.You dare not say anything because, if you do, you get a load of abuse.
:08:06. > :08:08.There are 100 spaces in the car park, with eight set aside
:08:09. > :08:11.for drivers with disabilities, six for young families,
:08:12. > :08:15.and one for people making a quick stop to use the cash machine.
:08:16. > :08:18.The Co-op says, while there is always discretion with every case,
:08:19. > :08:23.it has a duty to keep the designated areas free for those who need them.
:08:24. > :08:26.I think we got to the point where we tried education,
:08:27. > :08:29.we tried to speak to people, we tried that on a one-to-one basis.
:08:30. > :08:31.And in some cases, actually, we received abuse
:08:32. > :08:35.The punishment is ?60 if paid within two weeks, ?100 if not.
:08:36. > :08:38.All the money goes to the enforcement company.
:08:39. > :08:43.Of the 500 or so fines already issued, 125 have been paid,
:08:44. > :08:48.The position with the remainder is so far unclear.
:08:49. > :08:51.But some drivers are determined to dig in.
:08:52. > :08:53.Parked at the ATM bay with my kids and partner.
:08:54. > :08:58.She used the ATM bay, three minutes, three or four days later I got
:08:59. > :09:03.The Co-op has around 120 food outlets in the region.
:09:04. > :09:07.As for whether more sites could follow suit, it says any
:09:08. > :09:18.decisions will be made on a case-by-case basis.
:09:19. > :09:21.But with wintry showers forecast for tomorrow,
:09:22. > :09:23.Alex has been to a gritting depot in Norfolk.
:09:24. > :09:26.Hello there, I'm at Ketteringham Depot just outside Norwich,
:09:27. > :09:28.where the gritting trucks have already been out on the roads.
:09:29. > :09:30.They will be doing another run at 3am.
:09:31. > :09:33.They form part of teams across the county that, together,
:09:34. > :09:38.will distribute 300 tonnes of grit to make our roads safer.
:09:39. > :09:41.And tonight, our temperatures are certainly going to drop away
:09:42. > :09:46.Under clear skies across much of the region, we can expect
:09:47. > :09:49.temperatures as low as one or 2 degrees, bringing a risk
:09:50. > :09:55.Tomorrow's weather is going to be shaped by this weather system coming
:09:56. > :10:00.It is going to bring a spell of rain, but there is an increasing
:10:01. > :10:03.likelihood that that rain could turn to sleet or snow by the afternoon.
