:00:00. > :00:00.Hello and welcome to the Look East late news.

:00:07. > :00:09.Ipswich becomes the region's second opportunity area,

:00:10. > :00:11.it will be get millions of pounds to raise

:00:12. > :00:15.An inquest into the death of Dean Saunders at Chelmsford Prison

:00:16. > :00:16.hears there was a "lack of leadership, supervision

:00:17. > :00:21.and support" at the jail and it would be the region's biggest

:00:22. > :00:23.We report on the transport challenges posed by

:00:24. > :00:46.The switch has been named as one of the government's new opportunity

:00:47. > :00:48.centres, the government 's target places where it is not young people

:00:49. > :00:53.are failing to reach their potential. The towel in Sicily

:00:54. > :00:55.intends to develop better ships, create links with universities and

:00:56. > :01:00.colleges in building relationships with employers. Last year Norwich

:01:01. > :01:05.became one of the first opportunity areas in the country.

:01:06. > :01:09.Two months ago this high school was celebrating a leap then it Ofstead

:01:10. > :01:14.rating from requires improvement to good. The government says not enough

:01:15. > :01:19.schools are making progress. It is giving 6 million to schools in

:01:20. > :01:22.Ipswich, to raise aspiration. Each opportunity area including this ends

:01:23. > :01:28.in East Cambridgeshire will have a research school to share evidence on

:01:29. > :01:31.boosting the performance of disadvantaged children. Justin

:01:32. > :01:35.Greening was a Norwich after naming the city among the first batch of

:01:36. > :01:40.opportunity areas. It is vital we leave no stone unturned to find out

:01:41. > :01:46.what it will take to have them aim high and go along way in their

:01:47. > :01:48.lives. Baroness separate former Education Secretary is welcome

:01:49. > :01:53.opportunity areas. We definitely need them, certainly be social

:01:54. > :01:57.mobility commission is delighted when the government announced it

:01:58. > :02:00.would set it up. Because what we have done is identify areas where

:02:01. > :02:06.children from poorer backgrounds were falling behind more rapidly

:02:07. > :02:12.than their counterparts in affluent areas. We needed the extra

:02:13. > :02:16.attention, the extra re-sources and the boost that these areas are going

:02:17. > :02:19.to give us. The thousand word she will have to write them, that is

:02:20. > :02:25.like a university level dissertation. The University of East

:02:26. > :02:30.Anglia has an active programme to tackle the mobility problem, here a

:02:31. > :02:34.Ph.D. Graduates judging the brightest ten and 11-year-olds.

:02:35. > :02:37.Airlie is the key and the earlier you can do things the better it

:02:38. > :02:43.isn't that is one of the problems with policy in this area this point,

:02:44. > :02:46.the earlier you can talk to people about getting a good job and have a

:02:47. > :02:50.negative even going to university and better it is fed them in June.

:02:51. > :02:54.Teaching unions welcomed the government's concern over the impact

:02:55. > :02:56.of deprivation on children's education but they fear the new

:02:57. > :03:05.money will not be enough to offset damage done by spending cuts. The

:03:06. > :03:09.principle of Chantrey Academy in Ipswich joined us and I asked them

:03:10. > :03:14.for a reaction to the opportunity area programme. I think we are very

:03:15. > :03:17.pleased with the announcement, it gives us the opportunity to work

:03:18. > :03:21.with disadvantaged students to raise their aspirations and gives them an

:03:22. > :03:27.opportunity to see what else is out there. There is a huge untapped

:03:28. > :03:29.resource in this area which given the right chance you can get some

:03:30. > :03:34.really talented people into those top positions. But the donor what to

:03:35. > :03:38.expect or how to expected or how to get there. The government says

:03:39. > :03:45.expert has a problem with social mobility. Why is that? Two reasons,

:03:46. > :03:52.one is that a lot of the families in the area don't have the pioneers in

:03:53. > :03:58.the family so they have no idea in terms of what going to university

:03:59. > :04:02.can mean for them and their futures. Secondly, you have the aspirin

:04:03. > :04:05.seeing it is not for me. We have to raise expectations and say it is for

:04:06. > :04:08.you, it is just for students like you and there will be a job at the

:04:09. > :04:15.end of it. After university you will go into a job and into a career.

:04:16. > :04:19.Somewhere where you have a work ethic and go on and on improving and

:04:20. > :04:23.improving and recognising the fact that your development doesn't just

:04:24. > :04:28.stop at the end of the day. There is money that comes with being an

:04:29. > :04:34.opportunity area, what would you like to see it spent on? We want to

:04:35. > :04:37.see generational change, it is not about the next three or four years,

:04:38. > :04:40.it is about getting the kids the results of the next three or four

:04:41. > :04:44.years to deal with the shortfall but beyond that the knowledge and

:04:45. > :04:46.expertise goes back into the community so the next generation

:04:47. > :04:51.promotes the next generation promotes the next, until you

:04:52. > :05:06.establish a learning culture in this area. Thank you.

:05:07. > :05:11.Dean Saunders electrocuted himself in his cell in prison last January

:05:12. > :05:14.despite warnings from his family that he was suicidal.

:05:15. > :05:20.Day eight of the inquest and Dean Saunders's parents and his partner

:05:21. > :05:23.Clare have had to sit through disturbing evidence. The 23-year-old

:05:24. > :05:27.died in January last year after allegedly hitting himself with a

:05:28. > :05:30.television caught in his prison cell. Within days of arriving he was

:05:31. > :05:36.taken off suicide watch and put on half hourly observation. Health care

:05:37. > :05:39.at the prison operated by care UK, the inquest that heard that none of

:05:40. > :05:42.the team who made the decision to take Dean of constant watch was

:05:43. > :05:48.medically qualified. Today the company's medical director said that

:05:49. > :05:53.was unacceptable. Care UK she said that since tightened up its

:05:54. > :05:57.procedures and the commission must now be part of the team.

:05:58. > :06:01.A review into Dean Saunders's definitely no lack of leadership

:06:02. > :06:04.supervision and support and in her opinion as a former prison GP Doctor

:06:05. > :06:08.Bromley said she felt Dean should not have been in prison, he was

:06:09. > :06:14.clearly unwell she said and it was not the right place to be. Earlier a

:06:15. > :06:18.forensics psychiatrist who assessed Dean before he died still the

:06:19. > :06:21.inquest he was in a place of safety but noted that without safety his

:06:22. > :06:25.mental state with be likely to deteriorate further. Dean hadn't

:06:26. > :06:30.on remand, the Governor of on remand, the Governor of

:06:31. > :06:34.Chelmsford prison for eight after the death except that this was a

:06:35. > :06:37.prison had a duty of care to ensure prison had a duty of care to ensure

:06:38. > :06:41.the prisoners could speak to their families. The review into Dean

:06:42. > :06:46.Saunders's that said it was both predictable and preventable, was

:06:47. > :06:51.killed in prison and care UK city have made a number of changes but a

:06:52. > :07:00.year on some of the recommendations have yet to be fully implement it.

:07:01. > :07:04.We have been looking at plans to build a new power station on the

:07:05. > :07:05.Suffolk coast. The new Sizewell C would be up

:07:06. > :07:09.here, there would be a contractors compounds over

:07:10. > :07:11.here and accommodation for 2,400 Our environment reporter

:07:12. > :07:14.Richard Daniel reports now on the transport challenges

:07:15. > :07:20.for the area around Sizewell. Middleton Moor on a winter's

:07:21. > :07:22.morning, an idyllic scene It sits on the B1122,

:07:23. > :07:29.the main route for Sizewell traffic. EDF estimates nearly 5000 vehicles

:07:30. > :07:34.pass by here each day, the construction of Sizewell C

:07:35. > :07:37.could had another 2000. Plans to improve the road's junction

:07:38. > :07:40.at Yoxford and introduce new speed EDF are talking about putting 1500

:07:41. > :07:49.trucks per day down this road, that is 100 an hour down

:07:50. > :07:53.a little country road. Now to give you a sense of scale,

:07:54. > :07:56.there are sections of motorway in this country that don't take that

:07:57. > :08:01.number of HGVs. EDF points to the Hinkley C project

:08:02. > :08:04.in Somerset where contract worth ?460 million have

:08:05. > :08:05.already been placed. It says Sizewell C would bring

:08:06. > :08:09.similar economic benefits. But that could also mean an extra

:08:10. > :08:12.1300 vehicles per day passing This hazardous corner in Farnham may

:08:13. > :08:19.have to be widened or Farnham and neighbouring Strafford St Andrew

:08:20. > :08:26.could be bypassed. His caravan business

:08:27. > :08:32.relies on passing trade. Massive implications,

:08:33. > :08:34.I don't think we really know what those implications are until it

:08:35. > :08:36.actually happens but it is a little bit late then,

:08:37. > :08:39.we are as seasonal business, that relies on passing traffic,

:08:40. > :08:41.we've been here since the 60s and we would like to see it

:08:42. > :08:50.continue like that. EDF is proposing to park and ride

:08:51. > :08:54.sites at Wickham Market and Darsham. And up to five freight train Friday,

:08:55. > :08:58.possibly on a new track built That would mean upgrades

:08:59. > :09:05.to the east Suffolk line EDF say Sizewell C would bring

:09:06. > :09:15.significant benefits to the local economy but campaigners say not

:09:16. > :09:17.at any price. The battle lines are

:09:18. > :09:19.already being drawn. This region is bucking the trend

:09:20. > :09:27.in the latest unemployment figures. The national figure

:09:28. > :09:29.is down, but here it's up 4.6% of the workforce

:09:30. > :09:32.here is unemployed compared One of the biggest hospitals

:09:33. > :09:42.in the region has come out The Care Quality Commission says

:09:43. > :09:45.significant improvements have been made at Addenbrooke's Hospital

:09:46. > :09:47.in Cambridge thanks to In 18 months it has has moved

:09:48. > :09:53.'from inadequate' to 'good". It follows a visit by

:09:54. > :09:58.inspectors last September. Football, Norwich City's

:09:59. > :10:00.third-round FA Cup replay And there's another third

:10:01. > :10:06.round replay, Norwich City go to Southampton of the Premier

:10:07. > :10:14.League. Coming up next the weather

:10:15. > :10:24.with Chris But from me, goodnight. Dry weather with others across the

:10:25. > :10:28.region tonight, we see clear spells as well but especially the further

:10:29. > :10:33.south and east, arts of Essex could drop off 2-3 or 4 degrees and maybe

:10:34. > :10:39.even a -5 for a low tonight. North and of the region near freezing

:10:40. > :10:42.under more cloud and into Thursday cloudy conditions, Misty and murky

:10:43. > :10:46.for West Norfolk but otherwise some bright spells breaking through the

:10:47. > :10:51.cloud at times and highs on Thursday reaching around 4-6 . About average

:10:52. > :10:56.but feeling chilly under cloudy conditions. Misty and murky I think,

:10:57. > :10:59.or in the way of cloud on Friday and high-temperature reaching up to 6

:11:00. > :11:01.degrees, maybe seven at the coast. The National forecast is up next,

:11:02. > :11:05.this is the next few days, no great changes over

:11:06. > :11:12.the next few days, more sunshine on the way.

:11:13. > :11:20.Despite high-pressure sitting across the country so only slow changes in

:11:21. > :11:25.the weather, we have had a variety of different weathers, for example

:11:26. > :11:29.this beautiful sunset in Southampton which was shared by a Weather

:11:30. > :11:33.Watcher, but grey and misty in Derby thanks to an awful lot of cloud

:11:34. > :11:36.around and very little deviation by day or night from the rather grey

:11:37. > :11:42.routine. That is because we have a weather

:11:43. > :11:43.front, albeit very weak and very little wind to move the cloud and
