:00:48. > :00:50.Look East that jails have become "dumping grounds" for people

:00:51. > :00:52.who are mentally ill. Dean Saunders was on remand

:00:53. > :00:55.after attacking family members with a knife and trying

:00:56. > :00:58.to kill himself. He was initially placed on suicide

:00:59. > :01:02.watch, but a decision was made against his family's wishes

:01:03. > :01:05.to reduce his observations. Just days later, in January last

:01:06. > :01:09.year, the 25-year-old On Friday, an inquest jury ruled

:02:08. > :02:09.surrounded by his family. He wouldn't have been shut away

:02:10. > :02:12.thinking nobody cared about him. He suffered for another 14 days,

:02:13. > :02:17.to die in a cell on his own. He was getting no comfort,

:02:18. > :02:30.no love, no phone calls. I feel that they just took away

:02:31. > :02:35.all of his human rights, stuck in a cell and just

:02:36. > :02:37.left him to die. The health care in the prison

:02:38. > :02:40.was run by Care UK. Just last week, a report

:02:41. > :02:43.by the prison's Independent Monitoring Board raised concerns

:02:44. > :02:46.about the company's running Care UK have since announced it is

:02:47. > :02:51.quitting its contract at the prison. A former prisoner told me

:02:52. > :02:55.about his experience Fights in the queue

:02:56. > :02:58.to get into medical. People going, "Oh, my needs

:02:59. > :03:00.are greater than yours". Just because in case

:03:01. > :03:03.someone doesn't get seen. Then, at this point,

:04:14. > :04:19.that in the prison system people are trying to save money,

:04:20. > :04:23.so not proper care and attention So, of course that's an issue,

:04:24. > :04:28.but I think this is an issue across the prison system

:04:29. > :04:31.in the sense of, you know, there are just far too many people

:04:32. > :04:34.in prison who don't need There are far few staff,

:04:35. > :04:40.there are far few staff able to cope with the vulnerabilities

:04:41. > :04:43.of the prison population. What we desperately need to do

:04:44. > :04:48.is to dramatically reduce the prison population and then you can invest

:04:49. > :04:52.in the proper mental health provision and the proper regimes

:04:53. > :04:56.that can address the reasons behind people's offending and actually

:04:57. > :04:59.rehabilitate people, because at the moment

:05:00. > :05:03.what we are doing with prison is pretty much not more

:05:04. > :05:07.than warehousing people in extremely The Ministry of Justice have told us

:05:08. > :05:16.that improvements have been made. Does that go any way

:05:17. > :05:20.to reassure you at all? I have to say that following every

:05:21. > :05:27.inquest where failings have been identified by coroners

:05:28. > :05:30.and by juries, we hear the very empty words

:05:31. > :05:34."lessons will be learned". Well, I'm sorry, if lessons

:05:35. > :05:37.had been learned then Dean Saunders would not have died

:05:38. > :05:41.in such appalling circumstances. Too many people are going to prison

:05:42. > :05:44.who simply shouldn't be there. We also need a Government that

:05:45. > :05:48.properly invests in mental health facilities so that prisons don't

:05:49. > :05:52.become dumping grounds for people Plans to widen 19 miles of the A12

:05:53. > :06:05.in Essex have been unveiled One plan is for three lanes each

:06:06. > :06:09.way between Chelmsford The preferred option will be

:06:10. > :06:14.decided in the summer. Highways England hopes

:06:50. > :06:56.the Government's new industrial strategy will particularly benefit

:06:57. > :07:00.this region with its emphasis on supporting science,

:07:01. > :07:04.research and innovation. He came to Norwich to unveil

:07:05. > :07:07.the new policy, which could see millions of pounds of investment

:07:08. > :07:11.coming to our science parks. In the new Leaf Laboratory

:07:12. > :07:17.at the Norwich Research Park, the Science Minister learns how

:07:18. > :07:20.plants are producing proteins, This is where the next cure

:07:21. > :07:27.for Ebola or Zika could be found and it's because of research

:07:28. > :07:30.like this that the Government is upgrading the role of science

:07:31. > :07:34.in post-Brexit Britain. We are world class at science,

:07:35. > :07:37.but you've got to continue to invest in your science base

:07:38. > :07:40.to stay world class. We always said we would put science

:07:41. > :07:43.and innovation at the heart of the industrial strategy and,

:07:44. > :07:45.today, we can see The growth of the Norwich Research

:07:46. > :07:49.Park is proof that science has been getting a higher profile

:07:50. > :07:52.in recent years. Putting it at the top

:07:53. > :07:55.of this new industrial Ministers see a sector

:08:42. > :08:43.British scientists. Labour gave today's plans a cautious

:08:44. > :08:47.welcome, saying science needs the extra investment,

:08:48. > :08:49.but some scientist groups sais that to succeed there would have to be

:08:50. > :08:55.a good Brexit deal which allows staff to move freely and take

:08:56. > :08:58.part in EU research. Today was a very positive Government

:08:59. > :09:03.vision for the East, Coming up now is the weather
