:00:49. > :00:51.following his behaviour during a hunt.

:00:52. > :00:55.He was filmed making lewd comments to a hunt protestor.

:00:56. > :00:58.Until recently, Charles Carter was the master of the West Norfolk hunt.

:00:59. > :01:02.He is also a Conservative councillor for Breckland.

:01:03. > :01:05.Tonight, both the local MP and the leader of the council told

:01:06. > :01:13.Excuse me, didn't you know hunting was banned?

:01:50. > :01:51.And a woman shouldn't be spoken to like that

:01:52. > :02:01.People shouldn't say things like that.

:02:02. > :02:12.He shouldn't be representing anybody with those beliefs anyway.

:02:13. > :02:14.In June 2015, Mr Carter was the master huntsman

:02:15. > :02:19.Look East spoke to him about the ban.

:02:20. > :02:22.Having to look over one's shoulder all the time for fear

:02:23. > :02:26.of being in breach of bad law is not what the country should be about.

:02:27. > :02:31.Tonight, the local MP George Freeman says that

:02:32. > :02:34.while being rude isn't a crime, he believes all in elected public

:02:35. > :02:39.office have a duty to set the highest standards of conduct.

:02:40. > :02:41.North Yorkshire Police have confirmed they were

:02:42. > :02:53.called to an altercation and they are investigating.

:02:54. > :03:00.We made several attempts to contact Mr Carter today, but we've not heard

:03:01. > :03:01.back from him. However, I did speak to

:03:02. > :03:03.William Nunn is the leader of Breckland council,

:03:04. > :03:05.he made the decision to suspend Mr Carter as soon

:03:06. > :03:10.I was pleased to receive Charles' resignation.

:03:11. > :03:13.I felt he had done a dreadful thing, and it was absolutely right

:03:14. > :03:15.he resigned from his position on Breckland Council.

:03:16. > :03:18.And when he spoke to you earlier this evening to say

:03:19. > :03:21.that he was going to resign, what did he tell you?

:03:22. > :03:26.He was sorry he'd brought embarrassment to myself,

:03:27. > :03:28.to the local Conservative group and to Breckland Council.

:03:29. > :03:31.More so, I know that he contacted the protester to apologise

:03:32. > :03:36.to the husband and make it clear it was meant in no way to be rude.

:03:37. > :03:41.But the footage, you say yourself, you are shocked and appalled by it.

:03:42. > :03:45.When you did see it, were you also surprised by it,

:03:46. > :03:48.because you obviously know Mr Carter well?

:03:49. > :03:53.I've known Charles for some years now on the council.

:03:54. > :03:56.I was shocked he had used that sort of language to a person

:03:57. > :04:00.It was an absurd thing for him to do.

:04:01. > :04:06.But he did it, I felt as council leader I had no choice

:04:07. > :04:09.but to immediately suspend him from the Conservative group

:04:10. > :04:11.on Breckland Council, which has, obviously,

:04:12. > :04:17.George Freeman, the local MP, has said he too was appalled.

:04:18. > :04:22.How much damage do you think this has done to the Council and to

:04:23. > :04:28.I hope it hasn't done any damage to the Conservative Party locally.

:04:29. > :04:33.I think, as a party, we've handled it swiftly and appropriately,

:04:34. > :04:36.and I think that's the way it should be dealt with.

:04:37. > :04:40.Of course, for Charles, this is not good,

:04:41. > :04:48.The Norwich Peterborough Building Society brand

:04:49. > :04:54.will disappear from our high streets later this year.

:04:55. > :04:57.28 branches across the East will be closed and hundreds

:04:58. > :05:01.The society is owned by the Yorkshire Building Society,

:05:02. > :05:04.which says it wants to focus on the main brand.

:05:05. > :05:07.It's been a trusted name on our high streets for decades,

:05:08. > :05:14.But soon, the Norwich Peterborough name will completely disappear.

:05:15. > :05:18.It's owner, the Yorkshire Building Society, plans

:05:19. > :05:22.to close 28 N branches, including this one

:05:23. > :05:29.It's a shame, our elderly customers are going to feel the impact more.

:05:30. > :05:34.They rely upon the convenience on their doorstep of being able

:05:35. > :05:37.to withdraw their money and spend it at local businesses.

:05:38. > :05:41.In the vast majority of cases, it's matter of a couple of miles

:05:42. > :05:47.Of course, there are other ways we could help them as well,

:05:48. > :05:50.and what we'd certainly urge customers to do, if they have

:05:51. > :05:53.any concerns, please come and talk to us,

:05:54. > :05:57.pop into the branch and we'll do anything we can to help them.

:05:58. > :06:01.They're in branches and at N's headquarters in Peterbrough.

:06:02. > :06:03.After the closures, only 17 branches will remain under

:06:04. > :06:09.The Yorkshire says the banking market is changing.

:06:10. > :06:13.More customers are conducting their business online,

:06:14. > :06:18.and use of High Street branches like this is declining by 7% a year.

:06:19. > :06:23.Further investment in that network can't be justified.

:06:24. > :06:26.But that argument will disappoint thousands of members who expect

:06:27. > :06:30.a building society to provide a good branch network in places where

:06:31. > :06:36.These are some of the places set to close.

:06:37. > :06:39.The changes are due to take effect from September this year.

:06:40. > :06:42.Members are being encouraged to embrace online banking,

:06:43. > :06:50.but some elderly customers may find that difficult to do.

:06:51. > :06:52.Earlier, I asked Richard whether he was surprised

:06:53. > :07:00.Building societies are supposed to be different from banks.

:07:01. > :07:06.They're mutual organisations, owned by members, not shareholders.

:07:07. > :07:08.Building societies are supposed to use the money they save by not

:07:09. > :07:12.paying dividends to do good stuff for members,

:07:13. > :07:15.such as paying good interest rates and maintaining

:07:16. > :07:23.I think today's announcement risks making

:07:24. > :07:25.the Norwich Peterborough look like any old bank.

:07:26. > :07:28.So are we expecting some of our other smaller

:07:29. > :07:34.We're got the Ipswich and the Cambridge.

:07:35. > :07:36.I spoke to the Ipswich earlier today, they have nine branches,

:07:37. > :07:42.We had about 50 regional building societies in the 1950s,

:07:43. > :07:50.Plans to provide an extra 1200 school places in Essex

:07:51. > :07:52.Two weeks ago, our coastline was bracing itself

:07:53. > :07:55.for the devastating effects of strong winds and spring tides.

:07:56. > :07:57.But while many places were left counting the cost,

:07:58. > :07:59.at Orford Ness in Suffolk, they were counting their blessings.

:08:00. > :08:01.There, the waves dumped thousands of tonnes of shingle

:08:02. > :08:04.on the shoreline, and that could prove vital in a battle

:08:05. > :08:11.Once again, the volunteers are stepping into the

:08:12. > :08:17.This, the latest phase of work costing more than ?6,000

:08:18. > :08:21.to try to delay the now-redundant structure's collapse,

:08:22. > :08:25.using what they call these shingle-filled sausages.

:08:26. > :08:27.While they feared the worst as the most recent storm

:08:28. > :08:32.sea swelled, for once, the waves proved friend, not foe.

:08:33. > :08:36.Built in 1792 using three quarters of a million bricks,

:08:37. > :08:41.Below, there's another 20 feet, as the profile

:08:42. > :08:46.Once powered by whale oil, it was decommissioned in 2013.

:08:47. > :08:50.It's now owned by a trust driven by passion and pride.

:08:51. > :08:53.It's a landmark that everybody loves.

:08:54. > :08:56.When you drive into Orford, the first thing you see out

:08:57. > :09:02.Orford without a lighthouse would be disastrous.

:09:03. > :09:06.Do you have any vision of how many years you've got left?

:09:07. > :09:10.We will take it year by year, and at the end of each winter

:09:11. > :09:14.we will be able to assess how she's got through the winter.
