:00:25. > :00:34.but no replacement bus services were laid on.
:00:35. > :00:36.Disruption continued through the day but tonight a normal
:00:37. > :00:46.Once again disruption, delays and cancellations on the line
:00:47. > :00:48.between London Liverpool Street and Norwich.
:00:49. > :00:50.Greater Anglia issued a do not travel notice.
:00:51. > :01:04.Commuters were angry vented their frustration on social media.
:01:05. > :01:07.If you look at the morning peak service on the Great Eastern
:01:08. > :01:11.mainline, we run a very many trains, lots of long trains that effectively
:01:12. > :01:13.carry between 20,000 and 25,000 people down that corridor.
:01:14. > :01:18.To actually carry that same number of people with coach and buses
:01:19. > :01:22.would take somewhere in the region of around 400 coaches or buses,
:01:23. > :01:26.and there simply aren't that amount of coaches and buses available
:01:27. > :01:30.to hire, and particularly not that short notice.
:01:31. > :01:35.A small number of buses were laid on the totally between Witham
:01:36. > :01:40.I understand that they can't possibly get 15,000,
:01:41. > :01:43.20,000 people in the peak rush into London by bus,
:01:44. > :01:44.but to have no contingency, no buses whatsoever.
:01:45. > :01:48.The reality is some people can say, yes, I can take the day off,
:01:49. > :01:51.I can work form home, but a lot of people can't,
:01:52. > :01:58.The problem started late last night at around 10.00pm.
:01:59. > :02:01.A train caused damage to a new section of the overhead power
:02:02. > :02:05.The damage initially was at Ingatestone and it
:02:06. > :02:08.carried on all the way through to Chelmsford,
:02:09. > :02:12.so obviously that affects the whole line in the sense that
:02:13. > :02:15.because we need to switch the power off to do the repairs,
:02:16. > :02:18.for our guys to safely do that, that means the whole line has
:02:19. > :02:23.The problem was fixed at eight o'clock this morning and a full
:02:24. > :02:28.Fears of further damage to the overhead cables forced
:02:29. > :02:33.the temporary closure of one of the two lines.
:02:34. > :02:37.I thought they had been fixed, but I think it was just my luck
:02:38. > :02:39.to get it when they needed more repairs.
:02:40. > :02:42.The train I was initially booked on was cancelled and 40 minutes
:02:43. > :02:48.The train drivers were not fully informed of what was going
:02:49. > :02:50.on and were doing their best to help us.
:02:51. > :02:55.After the day of disruption Greater Anglia say that trains
:02:56. > :03:04.Meanwhile Network Rail said today that it won't be able to start work
:03:05. > :03:07.on upgrading the Ely rail junction until 2020 at the earliest.
:03:08. > :03:12.Campaigners had been hoping that the work could begin in 2019,
:03:13. > :03:15.but officials told a rail summit today that the project was complex
:03:16. > :03:20.Enlarging the junction will allow more services
:03:21. > :03:28.to run between Kings Lynn, Norwich and Cambridge.
:03:29. > :03:29.There's more evidence tonight of the serious
:03:30. > :03:34.The Queen Elizabeth in King's Lynn has declared
:03:35. > :03:37.an Internal Critical Incident and can't accept any more patients
:03:38. > :03:40.because too many beds are occupied by people who are medically fit
:03:41. > :03:44.Also in Norfolk a family has contacted Look East to tell us that
:03:45. > :03:48.an elderly woman was denied her wish to die at home because
:03:49. > :03:54.the right sort of care couldn't be found for her.
:03:55. > :03:57.Extra medical and nursing support has been brought in as the hospital
:03:58. > :04:01.Up to a dozen extra beds are available to help ease pressures
:04:02. > :04:06.This is on a background of an increasing number of patients
:04:07. > :04:08.coming to the department week-upon-week, and a large number
:04:09. > :04:13.of patients in the hospital at the moment who are medically fit
:04:14. > :04:15.for discharge but with very limited social care capacity
:04:16. > :04:22.The so-called bed blocking issue is central to the hospital's problems.
:04:23. > :04:26.Meanwhile this man has submitted a formal complaint to the Norfolk
:04:27. > :04:31.The problem, getting it to release his mother
:04:32. > :04:34.so she could come back to the family home.
:04:35. > :04:38.Phyllis was admitted to the hospital last October with a chest infection.
:04:39. > :04:43.The family say they rejected suggestions she should not be
:04:44. > :04:47.They made it very clear that she wanted to die at home.
:04:48. > :04:50.In December they were told she was dying and a fast-track
:04:51. > :04:58.So many people get put in a home and die.
:04:59. > :05:00.I promised her she would never be put in a home.
:05:01. > :05:12.I wanted to be a family and I wanted my mum,
:05:13. > :05:15.when she came to the end of her life, to be with us,
:05:16. > :05:17.and the hospital just made it so difficult for us
:05:18. > :05:24.The family say they arranged for a local care company
:05:25. > :05:31.When I phoned the hospital back and said, I can find carers,
:05:32. > :05:33.they are quite happy to give us the number
:05:34. > :05:38.they said, they cannot deal with them because they are not
:05:39. > :05:45.And if you use them yourself you won't be funded.
:05:46. > :05:49.The Norfolk and Norwich told us its teams worked tirelessly
:05:50. > :05:53.Due to the shortage of suitable carers in certain areas
:05:54. > :05:55.like North Norfolk it can, at times, take longer than it
:05:56. > :05:59.The family want an apology from the hospital, devastated
:06:00. > :06:02.they could not deliver on Phyllis's last wish.
:06:03. > :06:05.Back here at the Queen Elizabeth Hospital the critical incident
:06:06. > :06:15.But I'm told the hospital remains under intense pressure and it's
:06:16. > :06:17.appealed to people with minor ailments to consider other options
:06:18. > :06:28.The Queen received a warm welcome today from crowds
