:00:12. > :00:17.A Defra investigation gets under way after an outbreak of bird flu in the
:00:18. > :00:21.region. We meet the man from Essex who has been fitted with the
:00:22. > :00:25.smallest pacemaker in the world. And I am at Carrow Road were Norwich
:00:26. > :00:33.have been playing the league leaders on either tonight or football around
:00:34. > :00:36.the region. -- on a busy night of football around the region.
:00:37. > :00:39.Hello, I'm Amelia Reynolds Within hours, 23,000 birds on a farm

:00:44. > :00:46.In December restrictions were imposed throughout the country
:00:47. > :00:49.after outbreaks of bird flu were recorded across Europe.
:00:50. > :00:52.It meant all captive birds had to be kept under cover to stop them
:00:53. > :01:01.Last week Defra announced the restrictions would be lifted
:01:02. > :01:03.at the end of this month in some places.
:01:04. > :01:06.Birds in the white areas of this map could be moved outside.
:01:07. > :01:09.Those in the red areas, the high risk areas,
:01:10. > :01:13.Yesterday came confirmation of the first case of bird flu
:01:14. > :01:18.The H5N8 strain has been found at a farm near Redgrave
:01:19. > :01:23.which isn't in that high risk area.
:01:24. > :01:26.This from our chief reporter Kim Riley.
:01:27. > :01:29.Four chicken sheds here are at the centre of the latest alert.
:01:30. > :01:31.Banham Poultry, one of the biggest producers
:01:32. > :01:36.It says the infection was confirmed after it notified Defra of a number
:01:37. > :01:43.The company says birds at its other farms appear healthy and there is no
:01:44. > :01:50.The development at Redgrave is a blow to the industry.
:01:51. > :01:53.It is concerning times for the industry.
:01:54. > :01:55.It is the most extensive series of outbreaks
:01:56. > :02:00.So, yes, there is concern but there's also determination
:02:01. > :02:10.to work with Defra to stamp out bird flu.
:02:11. > :02:12.Duck producer Gressingham Foods has a large processing
:02:13. > :02:18.It falls within a 10km open water or zone imposed
:02:19. > :02:21.It says that production has been transferred
:02:22. > :02:26.to headquarters near Woodbridge until further notice.
:02:27. > :02:28.The company says it has no connection with Bridge Farm.
:02:29. > :02:29.All its birds are in good health.
:02:30. > :02:31.Given the restrictions imposed in December,
:02:32. > :02:33.one key question is how the infection spread here.
:02:34. > :02:36.At this stage it is impossible to say, really.
:02:37. > :02:40.We will just have to wait for Defra to do their epidemiology work,
:02:41. > :02:43.which means the tracing back of the disease, which is going
:02:44. > :02:49.to take days, if not weeks, to complete until we have a clearer
:02:50. > :02:56.picture as to how it might have entered this flock.
:02:57. > :02:58.The poultry industry is worth ?700 million a year
:02:59. > :03:03.There were hopes that East Anglia could get through the winter
:03:04. > :03:05.without bird flu spreading here, but now producers finding themselves

:03:17. > :03:21.Tonight, Defra said investigations are continuing to try to find
:03:22. > :03:33.Graeme Cooke is the deputy chief veterinary officer.
:03:34. > :03:36.I asked him how this farm could have been infected despite restrictions
:03:37. > :03:48.being in place for two and a half months.
:03:49. > :03:52.Yes, it is disappointing.
:03:53. > :04:00.It causes great concern locally in the Norfolk and Suffolk area. We are
:04:01. > :04:07.doing our best to put control measures in place immediately and
:04:08. > :04:10.decisively. The farm that we are talking about lies outside what
:04:11. > :04:16.Defra is looking at to be a high-risk area. You explain the way
:04:17. > :04:24.that you have designated high and low risk areas? The proposal for
:04:25. > :04:30.higher risk areas is based on the fact or recommendations of a fusion
:04:31. > :04:35.of expert advice, veterinary advice and ornithological advice, migration
:04:36. > :04:39.patterns and assemblage areas for wild birds. Can you give any
:04:40. > :04:45.reassurance to farmers that are worried that the government has been
:04:46. > :04:51.prepared to see them go out of business, because they will no
:04:52. > :04:57.longer have their free range status? This is a devastating disease. Both
:04:58. > :05:04.to the paltry involved but also to the farmers and producers. And Defra
:05:05. > :05:10.has an obligation in common with governments across the world to
:05:11. > :05:17.control it. High risk areas are areas which we have decided upon,
:05:18. > :05:22.based on the best advice but our conclusions are not yet final.
:05:23. > :05:26.Graham Cook, thank you very much. Thank you.
:05:27. > :05:29.Council tax in Essex will rise by 3% from April.
:05:30. > :05:30.It means the average household will pay
:05:31. > :05:34.The decision was taken today at a meeting of
:05:35. > :05:35.the Conservative-controlled Essex County Council.
:05:36. > :05:44.Next tonight a 25-year-old man from Essex whose heart stopped
:05:45. > :05:49.beating has become the first in this region to be
:05:50. > :06:03.The operation was performed at Basildon Hospital.
:06:04. > :06:06.The pacemaker is ten times smaller than those used in the past.
:06:07. > :06:08.Joshua Taylor manages a pharmacy in Essex.
:06:09. > :06:10.Since the age of 11 he's had an irregular heartbeat.
:06:11. > :06:12.Just before Christmas his heart stopped
:06:13. > :06:21.I was getting ready for bed, just stood up, had my usual warning
:06:22. > :06:23.signs, so pressure underneath the nose
:06:24. > :06:25.and the eyes, I became dizzy and that's all I remember.
:06:26. > :06:29.Then coming round, having my legs in the air to help the blood flow,
:06:30. > :06:36.To regulate his heartbeat Joshua
:06:37. > :06:38.was fitted with the smallest pacemaker in the world.
:06:39. > :06:41.The conventional pacemaker has a generator that sits on the muscle
:06:42. > :06:44.on the front of the chest beneath the skin but would have
:06:45. > :06:49.It is quite a large system, as you can see.
:06:50. > :06:52.The new system is one tenth of the size, it has no extra lead.
:06:53. > :06:54.Instead of being fitted outside the heart, it is inserted
:06:55. > :06:57.into a vein in the leg, pushed into the heart,
:06:58. > :06:59.and sends electrical impulses to the organ,
:07:00. > :07:07.In a young person if he goes on holiday and what is this it
:07:08. > :07:10.by the swimming pool without a top on, it would be obvious if he had
:07:11. > :07:15.There is a scar and you can see it, but with something like this,
:07:16. > :07:21.Back at work just two weeks after the operation,
:07:22. > :07:31.Joshua is hoping he's seen the end of his blackouts.
:07:32. > :07:33.Football, and it's been a big night with Norwich and Ipswich
:07:34. > :07:35.playing the two top teams in the Championship.
:07:36. > :07:41.Tom Williams is at Carrow Road for us now.
:07:42. > :07:47.A pulsating game at Carrow Road tonight. Ultimately a point apiece
:07:48. > :07:52.but that hardly does justice to the excitement witnessed this evening as
:07:53. > :07:57.Norwich held the leaders Newcastle to a 2-2 draw. Newcastle went in
:07:58. > :08:03.front after just 23 seconds with the Norwich defence caught cold, and
:08:04. > :08:10.Perez and space slotting home. Cameron Jerome then it's skipped
:08:11. > :08:14.down the wing to cross for Jacob Murphy. And then quite comical
:08:15. > :08:19.fashion, the Newcastle goalkeeper missed his kick. Cameron Jerome
:08:20. > :08:23.could not miss. Norwich held up until nine minutes from time when
:08:24. > :08:28.Newcastle equalised. They had hit the post and the bar beforehand so
:08:29. > :08:31.the draw was about right. Norwich tonight indebted to goalkeeper John
:08:32. > :08:35.Ruddy for a string of fine saves. They stay seventh in the table.
:08:36. > :08:43.Let's get the reaction from some fans here tonight.
:08:44. > :08:45.We've got to defend better, but they are good side.
:08:46. > :08:49.This time last year, we thumped them.
:08:50. > :09:00.Norwich were the team on top in the so I would settle for a draw.
:09:01. > :09:01.Newcastle are really good, aren't they?
:09:02. > :09:03.And I thought they did brilliantly, actually, yeah.
:09:04. > :09:07.And I thought Tettey was good, Hoolahan was amazing,
:09:08. > :09:09.and Ruddy, God, he saved so many goals, didn't he?
:09:10. > :09:11.We thought he was fabulous, didn't we?
:09:12. > :09:21.A creditable draw for Ipswich, drawing 1-1 Brighton who were second
:09:22. > :09:25.in the table. Luke Chambers scored, then Brighton equalised with a
:09:26. > :09:28.penalty. The main talking point was a yellow card for Tom Lawrence who
:09:29. > :09:34.will miss the east Anglian derby in a couple of weeks' time as a result.
:09:35. > :09:38.In League 1, Oxford Nell, Southend two, Southampton and sing back from
:09:39. > :09:44.defeat at the weekend. Colchester losing 3-2 against Crawley. A mixed
:09:45. > :09:48.fortune for the Essex side, one point each for Norwich and Ipswich,
:09:49. > :09:50.and an entertaining night all round. BBC Radio Norfolk and Suffolk will
:09:51. > :09:53.have more on those games tomorrow. That's all from me, coming up now
:09:54. > :09:55.the weather with Alex, but from the rest of the late team,
:09:56. > :10:03.goodnight. Good evening. A much milder forecast
:10:04. > :10:10.for this week starting with tonight. Lots of Proud around. Any earlier
:10:11. > :10:13.rain has now cleared. -- lots of cloud. Temperatures well above
:10:14. > :10:17.freezing as we end the night. Tomorrow, some uncertainty in the
:10:18. > :10:21.forecast with a weather system coming in from the South West.
:10:22. > :10:27.Bringing some rain, but not necessarily for everyone. The bulk
:10:28. > :10:30.of the day and try half of the region. Some rain and cloud first
:10:31. > :10:35.thing but it should brighten up through the middle part of the day.
:10:36. > :10:39.Temperatures well into double figures at around 11 Celsius with a
:10:40. > :10:44.light, southerly wind. You will see this rain coming in from the South
:10:45. > :10:48.West. It may affect northern parts, and well you see that splash of rain
:10:49. > :10:53.it could be on the heavy side with the odd rumble of thunder. The
:10:54. > :10:58.National weather is coming up, but here is the outlook, and it is
:10:59. > :10:59.stained fine and dry for Thursday and Friday,
:11:00. > :11:04.weather into the weekend. A bit of fog around to watch out for. Jon
:11:05. > :11:05.Hammond with the national forecast now.
