:00:25. > :00:38.Essex could be the first county in the country

:00:39. > :00:41.to have its own Police, Fire and Crime Commissioner.

:00:42. > :00:44.Roger Hirst, the current Police and Crime Commissioner,

:00:45. > :00:47.wants to take on responsibility for the Fire Service as well.

:00:48. > :00:50.He would control budgets and strategy for both,

:00:51. > :00:52.but critics say he would have too much power and be

:00:53. > :01:00.It's a five-year logo that within eight months could be out

:01:01. > :01:06.Essex's police and crime commissioner thinks an even closer

:01:07. > :01:09.collaboration between the police and fire service will be more

:01:10. > :01:14.More can be done, especially since the demands on both

:01:15. > :01:20.Today, his office launched a 12-week public consultation on the proposal.

:01:21. > :01:22.Of the three options on the table, the one he favours

:01:23. > :01:28.If we can align the services and look at doing things

:01:29. > :01:32.like workshops together, doing IT better together,

:01:33. > :01:36.so we don't get duplication, using the assets best where they can

:01:37. > :01:40.be used, if we can look at all of that, we reckon the work

:01:41. > :01:43.we have done with the support of both the fire and rescue service

:01:44. > :01:46.and the police service says that they should be saving

:01:47. > :01:50.It doesn't mean you would have a police officer turn up

:01:51. > :01:53.to help put out a fire or fire crews to help tackle crime,

:01:54. > :01:55.but the two services would be more joined up.

:01:56. > :01:57.These elected representatives, the Essex Fire Authority,

:01:58. > :02:03.It was an idea first mooted by Roger Hirst's predecessor.

:02:04. > :02:06.Today, the Fire authority would not go on camera, but a year ago,

:02:07. > :02:12.It will provide an improving service across Essex,

:02:13. > :02:16.whichever blue light service the public come in contact with.

:02:17. > :02:19.A closer alliance with the police, they say, could erode

:02:20. > :02:26.Norfolk's PCC says his police are looking at closer collaboration

:02:27. > :02:30.with Fire Service colleagues and Suffolk's Police Commissioner

:02:31. > :02:33.says he has no definite plans for a similar merger yet.

:02:34. > :02:36.In Essex, people will have until May to have their say

:02:37. > :02:39.on whether they would want an even closer marriage between their

:02:40. > :02:45.Stephen Robinson is a Liberal Democrat councillor

:02:46. > :02:47.on Essex County Council who is opposed to the plan.

:02:48. > :03:03.Concentrating the power in one person's hands, last year in terms

:03:04. > :03:06.of the oversight of the police and combining that with fire is a

:03:07. > :03:10.mistake because they are not accountable. Once elected for

:03:11. > :03:17.four-year is, they are a law unto themselves. What you're saying is

:03:18. > :03:20.you don't object to these services working closely together, you just

:03:21. > :03:26.don't want Roger Hurst in charge of them? It is not about the individual

:03:27. > :03:31.but if the post of Police Commissioner having their role

:03:32. > :03:36.extended to include fire. The Lib Dems were opposed to the creation of

:03:37. > :03:41.police commissioners and directly elected mayors because they are not

:03:42. > :03:45.as accountable as having local elected councillors. How would you

:03:46. > :03:51.like to see it run? The current Essex Fire authority is a reasonably

:03:52. > :03:56.effective mechanism for oversight because it involves more people. It

:03:57. > :04:00.involves councillors who are elected in their districts and they have

:04:01. > :04:05.oversight of the Fire Service. That will all go and be replaced by one

:04:06. > :04:11.individual. There is no accountability for that one

:04:12. > :04:18.individual. Roger Hurst says doing it his way, you are looking at

:04:19. > :04:24.savings, between 15 and 23 million. The savings have nothing to do with

:04:25. > :04:28.the governance, the way it is one. The savings are to do with the

:04:29. > :04:32.operational between the police officers, firefighters and their

:04:33. > :04:37.operational side, which is operational side, which is

:04:38. > :04:42.absolutely a good thing and would potentially be a good thing with the

:04:43. > :04:45.Ambulance Service as well. The key thing is Public accountability and

:04:46. > :04:47.putting all the power in one person's hands removes

:04:48. > :04:48.accountability. The Independent Police Complaints

:04:49. > :04:51.Commission has launched an investigation into the death

:04:52. > :04:53.of a man after he was arrested Paul Gladwell, who was 38

:04:54. > :04:58.and from Colchester, was detained by staff at Pontins

:04:59. > :05:18.in Pakefield on Tuesday night The investigation was launched by

:05:19. > :05:22.the IP CC after Paul Gladwell was arrested here on Tuesday following

:05:23. > :05:28.what people claim was an altercation. It has been reported

:05:29. > :05:32.that he had Asperger's and he was arrested on suspicion of assault.

:05:33. > :05:36.His family say he got in a dispute over one of his children and they

:05:37. > :05:44.claim he was head-butted by another man. He was arrested by police, put

:05:45. > :05:47.into a police van and taken to the investigation Centre in Great

:05:48. > :05:53.Yarmouth and while on the way to that centre, the officers became

:05:54. > :05:57.concerned for his welfare. He was treated at the scene and taken to

:05:58. > :06:02.hospital in a serious condition and this afternoon it was confirmed he

:06:03. > :06:09.died in hospital. What has the IP CC said today? It has issued a

:06:10. > :06:14.statement today. It has offered its condolences to Mr Gladwell's family

:06:15. > :06:19.at this extremely difficult time, but it has told us about the

:06:20. > :06:22.investigation and teams have been on site today, there have been

:06:23. > :06:27.door-to-door enquiries as well as CCTV being looked at. All of this

:06:28. > :06:32.information will be gathered to work out what happened surrounding Vista

:06:33. > :06:36.Gladwell's death and the interaction he had with police.

:06:37. > :06:39.The cull of 23,000 chickens affected by an outbreak of bird flu

:06:40. > :06:41.in Suffolk is expected to finish shortly.

:06:42. > :06:44.The outbreak is the first case of birdflu in this

:06:45. > :06:49.The chickens are at a poultry farm at Redgrave near Diss.

:06:50. > :06:52.Tomorrow, once the birds are removed, the farm will be

:06:53. > :06:57.The East of England Ambulance Service has been issued

:06:58. > :07:00.with two official warnings, which accuse it of failing to ensure

:07:01. > :07:06.The notices were imposed by the Health and Safety Executive.

:07:07. > :07:10.They relate to staff working more than 48 hours a week.

:07:11. > :07:14.The ambulance service says it has now "agreed a way

:07:15. > :07:19.All staff must now complete an opt out form if they want to work more

:07:20. > :07:25.Next tonight, the Newmarket jockey Freddy Tylicki has given his first

:07:26. > :07:27.television interview since a terrible fall left him

:07:28. > :07:33.It was during a race at Kempton in October that Freddy was involved

:07:34. > :07:38.Today, he told our reporter Tom Williams that riding horses

:07:39. > :07:42.is "like a drug" and getting back on one will help him

:07:43. > :08:01.So how are you coping with learning to adapt to a new way of living?

:08:02. > :08:04.You get good days and you get bad days obviously.

:08:05. > :08:10.Freddy had been an emerging force in the saddle.

:08:11. > :08:14.A former champion apprentice, last year his best season yet.

:08:15. > :08:18.At 30 years old he was tipped for the top before tragedy struck,

:08:19. > :08:23.falling in a four horse pile-up at Kempton in October.

:08:24. > :08:29.Worse still a T7 paralysis, meaning he has no movement

:08:30. > :08:33.in the lower half of his body. To be honest a couple of lads

:08:34. > :08:38.watched the race again and they said to me that I was very lucky

:08:39. > :08:45.Apparently it was a horrible fall, I have not seen it.

:08:46. > :08:51.I was there, so there is no point in looking at it again.

:08:52. > :08:54.In some ways I am lucky to be here, yes.

:08:55. > :08:56.After weeks in intensive care, Freddy's rehabilitation

:08:57. > :09:04.Experts at the London spinal cord unit keep him busy.

:09:05. > :09:07.Specialist equipment keeps his muscles moving.

:09:08. > :09:11.I would never regret being a jockey, I love my job,

:09:12. > :09:16.I live for the industry, I live for my job.

:09:17. > :09:20.I started riding racehorses when I was 11 or 12 years of age

:09:21. > :09:24.and it is like a drug, once you start wth

:09:25. > :09:28.Do you think there might be a chance you could ride again?

:09:29. > :09:33.Most definitely, I have a riding lesson next Wednesday.

:09:34. > :09:36.So you really are getting straight back on a horse?

:09:37. > :09:43.It will not be a racehorse, something slower, but life goes

:09:44. > :09:45.on and you have to make the most of it.
