:00:29. > :00:36.fire in Essex has been detained Today, her husband told us he can't

:00:37. > :00:48.understand how Troisi ended up being anyone's neighbour

:00:49. > :01:03.without being cared for. It is nearly a year since Khabi

:01:04. > :01:11.Abree died but on the estate where she lived, her memory lives on. As

:01:12. > :01:15.does the pain of her loss. This is her killer, Lillo Troisi, a paranoid

:01:16. > :01:21.schizophrenic who lived below. On May seven last year he bought a can

:01:22. > :01:27.Khabi Abree's flat. She was found Khabi Abree's flat. She was found

:01:28. > :01:31.unconscious and died in hospital two days later. Eight months pregnant,

:01:32. > :01:38.her baby died from a cardiac arrest. The court heard Lillo Troisi was

:01:39. > :01:44.sciatic and had not been taking medication to control his illness.

:01:45. > :01:50.His sister had raised concerned about her brother's mental state.

:01:51. > :01:55.She was told he could not be forced to take his medication. Khabi

:01:56. > :02:00.Abree's husband Stewart was out that night. The court heard of the

:02:01. > :02:06.devastating impact it has had on him and the irony that him and his wife

:02:07. > :02:11.had helped people with mental health problems. I never wanted him to go

:02:12. > :02:16.to prison as such because I understand his situation working in

:02:17. > :02:25.mental health. So I don't really have anger for him. It is quite

:02:26. > :02:30.served. He has been let down as much as any of us. Lillo Troisi was under

:02:31. > :02:35.the care of the South Essex partnership trust. It declined to be

:02:36. > :02:43.interviewed. The residents association warns a risk of a

:02:44. > :02:48.similar tragedy here remains. Mental health issues, alcohol, drugs.

:02:49. > :02:58.Substance abuse, we seriously have that problem. You feared this case

:02:59. > :03:01.could be repeated? Very much so. Today Lillo Troisi was held under

:03:02. > :03:04.the Mental Health Act for killing Khabi Abree and her on-board child.

:03:05. > :03:06.-- unborn child. Majorie Wallace is the founder

:03:07. > :03:19.and chief executive of the mental It is a really sickening and

:03:20. > :03:29.saddening for the unnecessary waste of life and we rather echo Khabi

:03:30. > :03:35.Abree's husband's comments. It is the basic lack of care and love in

:03:36. > :03:39.the psychiatric system allowing somebody who has got dangerous

:03:40. > :03:44.propensities and a diagnosis of paranoid schizophrenia to be on the

:03:45. > :03:48.eighth floor of a tower block where he is exposing neighbours to the

:03:49. > :03:53.symptoms of his illness and that is without the kind of supervision we

:03:54. > :04:00.would expect. We understand that he had not taken his medication for 18

:04:01. > :04:06.months. When it comes to that, where there is the responsibility lies? He

:04:07. > :04:13.was referred to the trust, we cannot believe somebody should go for 18

:04:14. > :04:16.months without medication with such a diagnosis. You have been working

:04:17. > :04:24.in this whole field for many years now. In your view, are people living

:04:25. > :04:30.in the community with serious mental illness worse off now than a decade

:04:31. > :04:36.ago or better off? Sadly to say I think that while awareness about

:04:37. > :04:41.and is far higher, the actual front and is far higher, the actual front

:04:42. > :04:46.line services have deteriorated because there are more people that

:04:47. > :04:49.we hear about you are living in the community, who may be severely

:04:50. > :04:52.disturbed who are not receiving the kind of care and supervision they

:04:53. > :04:59.need and there is a sense really that being a care in the community

:05:00. > :05:02.is living on a wing on a prayer, that nothing terrible will happen.

:05:03. > :05:05.A coroner examining the death of an 86-year-old man from Suffolk,

:05:06. > :05:07.who was sent the wrong medication by a branch of Boots,

:05:08. > :05:11.said his heart failure was triggered by him not getting

:05:12. > :05:16.Douglas Lemond, who was registered as blind,

:05:17. > :05:20.died in hospital in May 2012, two days after the incorrect package

:05:21. > :05:29.of tablets was delivered to his home in Felixstowe.

:05:30. > :05:35.Professor Robin Fermat a clinical pharmacologist told the coroner that

:05:36. > :05:40.he believed the mistakes over the prescription would have hastened the

:05:41. > :05:44.death of Douglas Lamond. He had a heart attack six weeks after the

:05:45. > :05:50.tragedy. The wrong delivery of medication said the professor left

:05:51. > :05:54.him struggling on two fronts- coping with the cessation of his normal

:05:55. > :05:59.drugs but the effects of the fresh ones. One lowered large sugar levels

:06:00. > :06:04.releasing adrenaline and that put more strain on the heart. The

:06:05. > :06:08.inquest was told the Boots branch handled 2500 prescriptions a month.

:06:09. > :06:16.The dispenser said she had opened and we steeled a package she thought

:06:17. > :06:20.was for Mr Lamond. It was not company policy by something they did

:06:21. > :06:28.in an emergency. The label outside board the pensioner's details, the

:06:29. > :06:33.labels inside did not. Evidence from the pharmacist who has admitted her

:06:34. > :06:38.regret. Asked today widely extra. Tin drugs had not been put into a

:06:39. > :06:44.separate bottle, she said that would have caused confusion. Boots

:06:45. > :06:51.branches were sent a mandatory warning five days after the tragedy.

:06:52. > :06:57.After the hearing, a friend read a statement on behalf of Mr Lamond's

:06:58. > :07:00.family. We would urge any person in receipt of medications to check

:07:01. > :07:06.labels and prescriptions for accuracy because errors happen and

:07:07. > :07:10.the outcome can be both painful and devastating. They said that only

:07:11. > :07:12.wish was to ensure no other family went through such a tragedy.

:07:13. > :07:14.The Conservative Party has been fined for not accurately

:07:15. > :07:17.reporting its expenses during the Clacton

:07:18. > :07:21.The Electoral Commission found 360 hotel rooms

:07:22. > :07:24.were booked for the campaign, but they didn't declare most

:07:25. > :07:27.of the money they spent, which is against the law.

:07:28. > :07:29.The Tories, who failed to win the seat, blame

:07:30. > :07:35.Next tonight, a behind the scenes look at A

:07:36. > :07:40.The number of people waiting more than four hours at A departments

:07:41. > :07:43.across the East has nearly trebled over the last three

:07:44. > :07:49.At midnight last night, a team of reporters from BBC East

:07:50. > :07:54.went into A at Ipswich Hospital and they will be there

:07:55. > :07:57.They've been filming on their phones.

:07:58. > :08:05.Our health reporter Nikki Fox compiled this report.

:08:06. > :08:15.While most were fast asleep, staff at Ipswich are on another shift.

:08:16. > :08:19.Yesterday the A department saw 250 patients. Owen has one word for his

:08:20. > :08:26.weight. His brother told us what happened. We were out, I was

:08:27. > :08:31.performing and he had come to see me. He left and collapsed. Five and

:08:32. > :08:43.a half hours later, Owain has been treated. I am knackered. I would not

:08:44. > :08:51.want to stay here overnight. Another patient has been brought in by

:08:52. > :08:58.ambulance. I woke my wife and she found 111 and could not get a

:08:59. > :09:01.response. She then dialled 999 and got a response. Now quite

:09:02. > :09:07.comfortable and glad I am in the right place. The unit sees at least

:09:08. > :09:12.a third more patience than it did eight years ago. I sometimes cry and

:09:13. > :09:18.hide away and think, what have I done? I need to change career. Then

:09:19. > :09:24.I have my relatives who say, you are meant for this. I have seen sadly

:09:25. > :09:32.patients waiting in corridors because we have not had the capacity

:09:33. > :09:38.to move people through. As most patients told us, they were pleased

:09:39. > :09:41.with how they were treated, but the hospital's chief executive says the

:09:42. > :09:44.NHS needs to be restructured if it is to be fit for the future.
