:00:19. > :00:20.had its contract for new placements suspended over concerns about

:00:21. > :00:28.SixteenPlus is paid by the council to provide supported accommodation

:00:29. > :00:33.for 16 to 18-year-olds who have recently left care.

:00:34. > :00:36.It follows a report by BBC Look East showing the poor conditions some

:00:37. > :00:38.of those young people were living in.

:00:39. > :00:41.And today, Norfolk County Council announced the contract

:00:42. > :00:43.for new placements had been suspended pending an investigation.

:00:44. > :00:48.This from our health reporter, Nikki Fox.

:02:07. > :02:07.He says he made repeated complaints to SixteenPlus

:02:08. > :02:12.Loud music at two and three o'clock in the morning.

:02:13. > :02:18.You can clearly hear plates, glasses, cups

:02:19. > :02:23.Everything being trashed. I do think, why?

:02:24. > :02:26.Where is the people who are meant to be there constantly

:02:27. > :02:46.No new teenagers will be placed with SixteenPlus

:02:47. > :02:51.The council can't say how long that will take.

:02:52. > :02:56.Earlier, I spoke to Nikki and asked her if Norfolk is

:02:57. > :03:02.the only place SixteenPlus is operating.

:03:03. > :03:04.No, the company is also being used by Cambridgeshire

:03:05. > :03:09.Now, Cambridgeshire cancelled all new placements the day before

:03:10. > :03:14.Norfolk, but Suffolk says it has carried out numerous visits

:03:15. > :03:16.and is fully satisfied, so it will continue to place young

:03:17. > :03:23.Even though we are not talking about a large

:03:24. > :03:26.number of young people, these contracts are substantial.

:03:27. > :03:30.Norfolk County Council have paid to SixteenPlus ?4 million over

:03:31. > :03:36.And in Suffolk, the company has just won a large joint contract

:03:37. > :03:39.with another company worth ?7 million.

:03:40. > :03:44.And that is to take on more than 100 teenage asylum seekers.

:03:45. > :03:48.Campaigning has got underway in the local elections.

:03:49. > :03:51.They're on May 4th, and this year we'll be deciding

:03:52. > :03:54.who we want to represent us on our county councils.

:03:55. > :03:57.They're the top tier of local government and oversee things

:03:58. > :04:01.like social services, care for the elderly

:04:02. > :04:06.At the moment, all councils in Norfolk, Suffolk and Essex

:04:07. > :04:08.are under Conservative control, as our political correspondent,

:04:09. > :04:14.The Transport Secretary, Chris Grayling, visiting a relief road

:04:15. > :04:21.Today, the Conservatives promised that, if re-elected,

:04:22. > :04:24.they will complete the final stretch and turn it into a ring road.

:04:25. > :04:27.He was also shown the site of the third river

:04:28. > :04:32.And he launched his party's manifesto.

:04:33. > :04:34.The Tories will talk a lot about their commitment

:04:35. > :04:41.That and their promise to keep down costs and protect public services.

:04:42. > :04:48.One thing people can be certain about if a Conservative council

:04:49. > :04:51.with a good majority is elected in May, that

:04:52. > :04:54.with a good majority is elected in May, that they will

:04:55. > :04:58.The money they are visiting this year is going to be well

:04:59. > :05:05.Which party is best placed to keep providing

:05:06. > :05:10.That is the main issue in every county in these elections.

:05:14. > :05:15.Councils should be using more of their reserves to ease the pain.

:05:16. > :05:19.If we invest in improving some of the things that we need to do,

:05:20. > :05:22.like helping people to stay at home when they are elderly and frail,

:05:23. > :05:24.like helping families to stay together when the children

:05:25. > :05:27.are in difficulty or families are in difficulty, we will

:05:28. > :05:30.All the parties have a lot to prove in the elections.

:05:31. > :05:32.Neighbour wants to show that, despite its problems nationally,

:05:33. > :05:39.The Liberal Democrats, once the main opposition

:05:40. > :05:43.If residents have experienced a Liberal Democrat county councillor,

:05:44. > :05:48.they will invariably vote again for the Liberal Democrats.

:05:49. > :05:52.The Greens sometimes surprise, while Ukip certainly did last time.

:05:53. > :05:56.People now realise that Ukip are not just that one policy party.

:05:57. > :06:00.Also, we have nobody telling us how to vote.

:06:01. > :06:09.We do what is right for our local people.

:06:10. > :06:11.Behind the sound bites some very real issues.

:06:12. > :06:16.So who we choose to sit on our council chambers will be important.

:06:17. > :06:19.Ipswich Town has announced that it's putting up season ticket prices

:06:20. > :06:25.An adult season ticket will rise on average by 1.5% and concessionary

:06:26. > :06:32.rates will only be available for the over-65s.

:06:33. > :06:36.But under-12s will be able to watch all home games for under ?50.
