:00:00. > :00:10.In the programme tonight, it is all change at the top

:00:11. > :00:13.as the police and Fire Services in this region look

:00:14. > :00:22.At least one in six needs an urgent repair.

:00:23. > :00:38.When this soprano teamed up with a tenor.

:00:39. > :00:42.First tonight one boss. Double the responsibility.

:00:43. > :00:47.Why Essex could be the first county in the country to have the same

:00:48. > :00:51.person governing both the fire and police service.

:00:52. > :00:52.Those in favour say it would help deliver

:00:53. > :00:57.a more efficient and effective emergency service.

:00:58. > :00:59.But the fire brigades union said today they would oppose it.

:01:00. > :01:03.This from our chief reporter, Kim Riley.

:01:04. > :01:05.The police and crime bill given Royal assent in January

:01:06. > :01:08.places a duty on current police commissioners to consult on the case

:01:09. > :01:12.for adding fire and rescue to their responsibilities.

:01:13. > :01:14.The Government keen to see progress in that direction.

:01:15. > :01:17.We will continue to have a Fire Service and a police

:01:18. > :01:20.We will continue to have firefighters and police

:01:21. > :01:28.This is about the governance that means we get better decisions

:01:29. > :01:32.Roger Hirst is really moving forward there.

:01:33. > :01:38.Public consultation on the county's PCC becoming the PFCC continues

:01:39. > :01:44.If we can align the services and look at doing things

:01:45. > :01:46.like workshops together, IT better together so we

:01:47. > :01:55.We are using the assets best where they can be used.

:01:56. > :01:58.If you look at all of that, we reckon the work we have done

:01:59. > :02:01.with the support of both the Fire and Rescue Service and the police

:02:02. > :02:03.service says that there should be savings somewhere between

:02:04. > :02:07.Across the region, the police and Fire Service often

:02:08. > :02:11.The main opposition to the plan so far has come

:02:12. > :02:13.from the Fire Brigades union across the region.

:02:14. > :02:16.It is worried that the two services becoming ever more closely

:02:17. > :02:19.It says firefighters are generally liked by the public.

:02:20. > :02:23.In some areas, police officers are not.

:02:24. > :02:27.One would be surrounding the neutrality of the

:02:28. > :02:29.Fire and Rescue Service, a very important part

:02:30. > :02:31.of the Fire Service's ability to be able to access

:02:32. > :02:33.vulnerable communities is its neutral status.

:02:34. > :02:38.The Fire and Rescue Service is a humanitarian service,

:02:39. > :02:40.and the police service is more of an enforcement.

:02:41. > :02:43.Supporters of the Government's plans say police commissioners

:02:44. > :02:45.represent the public and hold the Chief Constable to account.

:02:46. > :02:50.As Fire Commissioner, he or she would guard the public

:02:51. > :02:55.interest and hold the chief fire officer to account.

:02:56. > :02:57.I think we should worry chiefly about

:02:58. > :03:01.making sure that the public gets the best service they can from their

:03:02. > :03:04.We should not worry so much about the police identity,

:03:05. > :03:06.the fire identity, or indeed the Police and Crime Commissioner's.

:03:07. > :03:09.It is about, let's get those public services as good as

:03:10. > :03:12.Now, Home Office proposals to open the way for

:03:13. > :03:15.civilians to compete with senior officers for the job of

:03:16. > :03:19.It is all change in our blue light services.

:03:20. > :03:21.Lorne Green is the Police and Crime Commissioner for Norfolk.

:03:22. > :03:24.He's been holding a public meeting about the force in Cromer tonight.

:03:25. > :03:30.Would you like to take on responsibility for

:03:31. > :03:47.I wouldn't use the words relish, I want the best services for the

:03:48. > :03:52.people of this county. Both fire and rescue and constabulary. I am

:03:53. > :03:59.respectful of historical traditions. We will see if a case can be made or

:04:00. > :04:05.not. We are collaborating extensively, the commanders of both

:04:06. > :04:08.control room services will be shared control room services will be shared

:04:09. > :04:14.in the autumn. Let's see whether a case can be made or not. You don't

:04:15. > :04:20.sound as convinced as your counterpart in Essex. The challenge

:04:21. > :04:25.is to see if a local case can be made. I want to be respectful of the

:04:26. > :04:31.traditions and specialisms of the two forces. Where will this take is?

:04:32. > :04:37.I don't know. Let's see how the collaboration goes first. I am not

:04:38. > :04:44.trying conclusions at this point. I am interested in your take on the

:04:45. > :04:46.fact that chief constables could be recruited from the civilian

:04:47. > :04:55.workforce. Is that something that could work in Norfolk? That is

:04:56. > :05:00.academic. In Norfolk. A Chief Constable as to combine a breadth of

:05:01. > :05:05.experience and vision. We have an outstanding Chief Constable in

:05:06. > :05:11.Norfolk. Whether that would be thinkable at this moment, I don't

:05:12. > :05:17.know, it is not necessary in Norfolk at the moment. The current one has

:05:18. > :05:21.experience and a wide vision. If there are people who can, from

:05:22. > :05:28.outside or elsewhere, combine experience with the breadth of

:05:29. > :05:34.vision, we will take a look at the best possible people. You wouldn't

:05:35. > :05:38.rule it out? Agyei for joining us. -- thank you.

:05:39. > :05:40.There has been strong criticism today.

:05:41. > :05:42.Of the state of the roads in this region.

:05:43. > :05:44.The report claims that one in six local roads

:05:45. > :05:49.Some may be forced to close altogether.

:05:50. > :05:51.Another tough shift collecting rubbish for this crew.

:05:52. > :05:54.But theirs is a bin lorry with a difference.

:05:55. > :05:57.It is fitted with a camera, and has the lorry does its rounds,

:05:58. > :05:59.the camera captures footage of almost all the area's road network.

:06:00. > :06:03.It is hoped that the information it gathers will help them point

:06:04. > :06:04.which roads need repairs, also help engineers predict

:06:05. > :06:11.Particularly potholes and surface defects in the roadway.

:06:12. > :06:19.Between April and September, we jet patched, which is an intermediary

:06:20. > :06:24.Probably about three times what the Government

:06:25. > :06:29.We have an issue, yes, our roads are wearing out

:06:30. > :06:31.and we have to protect them as much as we can.

:06:32. > :06:34.But today's survey says councils need to do more than just

:06:35. > :06:38.It says our local roads are in terminal decline

:06:39. > :06:41.because of decades of underfunding and wetter winters,

:06:42. > :06:47.In a document it calls the Alarm Report, the Asphalt

:06:48. > :07:03.Our county councils would each have to spend...

:07:04. > :07:06.One in six roads on average across the country have only got

:07:07. > :07:11.Which means in the next five years, they either need to invest heavily

:07:12. > :07:14.in repairing and replacing them, or the ultimate sanction they have

:07:15. > :07:20.Look East filmed this team carrying out road repairs in Norfolk.

:07:21. > :07:24.But the survey claims nationally the gap between the amount councils

:07:25. > :07:28.say they need to keep the roads up to scratch and the amount

:07:29. > :07:31.they actually receive is almost 733 million.

:07:32. > :07:40.It also says the number of potholes being filled has dropped.

:07:41. > :07:44.Two buskers from the region are attracting worldwide attention.

:07:45. > :07:50.After a video of them went viral on the internet.

:07:51. > :07:52.When soprano Hayley Moss and tenor Benjamin Lake sing

:07:53. > :07:57.Everyone stops to listen. And for the first time,

:07:58. > :08:00.the pair are preparing to swap the street for the stage.

:08:01. > :08:06.# Quando sono solo sogno all'orizzonte e mancan le parole

:08:07. > :08:11.# Si lo so che non c'e luce in una stanza quando manca il sole #.

:08:12. > :08:15.The soprano and the tenor in Norwich at lunchtime.

:08:16. > :08:18.Until a year ago, Hayley Moss and Ben Lake had performed alone.

:08:19. > :08:23.And now, together, they are stopping people in their tracks.

:08:24. > :08:34.It is nice to hear the male and the female

:08:35. > :08:40.Singing the big classics like Time To Say Goodbye as a duet.

:08:41. > :08:48.I've been working on my own a long time.

:08:49. > :08:52.I have lovely Hayley singing with me.

:08:53. > :08:54.We can sing all of these fantastic duets that I've always

:08:55. > :08:57.wanted to sing and I always have to singon my own.

:08:58. > :09:01.Now, when I sing on my own, I want to be singing with Hayley.

:09:02. > :09:08.They should be seen at La Scala in Milan.

:09:09. > :09:12.Hayley and Ben's appeal is going global.

:09:13. > :09:16.Videos of them online are attracting hundreds of thousands of views.

:09:17. > :09:19.This weekend, they are doing their first stage show together at

:09:20. > :09:24.I didn't know there was a tenor as well.

:09:25. > :09:29.On a Saturday, in Sheringham. Wonderful.

:09:30. > :09:48.Coming up now, the weather with Alex.

:09:49. > :09:57.But from me and the late team, goodnight.

:09:58. > :10:03.A much milder night tonight compared with the last few nights. A weather

:10:04. > :10:08.system coming in, bringing a lot of cloud and some patchy rain through

:10:09. > :10:12.the night. Much of this cleared the way by the end of the night, cloud

:10:13. > :10:17.left behind. Overnight temperatures stay mild. We start the day with

:10:18. > :10:23.temperatures close to double figures. We have this weather system

:10:24. > :10:29.coming in from the West, a cloudy picture. It looks as though it will

:10:30. > :10:34.stay mostly dry. Some brighter spells, perhaps some sunshine.

:10:35. > :10:39.Temperatures not quite as high as today, 17 degrees today. Tomorrow,

:10:40. > :10:45.more like 15. A noticeable south-westerly wind coming in. The

:10:46. > :10:48.afternoon, a better prospect of seeing some more brightness and

:10:49. > :10:53.sunshine. The national weather coming up, here is the outlook, with

:10:54. > :10:58.temperatures climbing for Thursday and Friday, good spells of sunshine.

:10:59. > :11:02.One area from the south. Eventually, rain spreading in later on Friday.

:11:03. > :11:02.Much fresher conditions for the weekend with

:11:03. > :11:06.times, but fairly mild for the time of year. This stay tuned for the

:11:07. > :11:11.national weather forecasts with John Hammond.

:11:12. > :11:15.Good evening. Your parents might have told you once that life 's not

:11:16. > :11:18.fair and they were right. He is the proof. Over the next few days some

:11:19. > :11:22.of us will enjoy some lovely sunshine, temperatures in the low

:11:23. > :11:26.20s. It will feel like early summer. For others, quite a lot of rain

:11:27. > :11:31.around and it will feel like late March. This is showers earlier on

:11:32. > :11:35.today and dampness this evening in the West Country and Wales. That is

:11:36. > :11:39.heading north eastwards. A different sort of night. A lot of cloud

:11:40. > :11:40.around, quite damp and misty in places.
