:00:17. > :00:17.with new state-of-the-art radiotherapy machines

:00:18. > :00:25.There'll also be a focus on mental health services,

:00:26. > :00:27.with more beds available for children and young people,

:00:28. > :00:29.and mental health staff will offer round-the-clock emergency care

:00:30. > :00:37.NHS England East say services will be more joined-up,

:00:38. > :00:40.but waiting times for routine surgery are likely to get longer due

:00:41. > :00:49.NHS England claims the planned upgrade in cancer services

:00:50. > :00:54.will save many lives, though this region will not

:00:55. > :00:57.be getting one of four new one-stop testing centres -

:00:58. > :01:03.Leading hospitals will be receiving new or upgraded machines.

:01:04. > :01:06.The Royal College of Radiologists says the aim of speedy diagnosis

:01:07. > :01:08.and treatment is admirable but unlikely to be realised

:01:09. > :01:11.because of a serious shortage of radiologists.

:01:12. > :01:16.Four months ago Look East filmed at a specialist mental health unit

:01:17. > :01:19.at Broomfield Hospital in Chelmsford.

:01:20. > :01:22.The birth of her baby Paris led to Velvet Pearson becoming seriously

:01:23. > :01:24.unwell with a conditions that affects one in 1,000 new mums.

:01:25. > :01:30.The location of a new mother and baby unit in the region should

:01:31. > :01:34.Beds at this ?1 million children's mental health unit in Lowestoft

:01:35. > :01:38.have been standing empty because of a shortage of funding.

:01:39. > :01:40.Today, a commitment to increase the number of mental health beds

:01:41. > :01:49.Within two years many of the region's A departments

:01:50. > :01:51.will include mental health staff offering round-the-clock support

:01:52. > :01:54.and there's a commitment to new urgent treatment centres,

:01:55. > :01:56.and evening and weekend access to GP services.

:01:57. > :01:59.You could actually throw a lot of money at the issues we're facing

:02:00. > :02:02.currently but it won't resolve the fact that we're trying

:02:03. > :02:06.to and finding it very difficult to recruit more GPs,

:02:07. > :02:11.Norman Lamb, a former health minister, welcomes

:02:12. > :02:16.the prioritising of cancer care and mental health services.

:02:17. > :02:19.There is, though, a big downside to this, and that is that they are

:02:20. > :02:22.acknowledging that people will wait longer for operations,

:02:23. > :02:29.The Health Secretary Jeremy Hunt was on a visit to a Norwich care home.

:02:30. > :02:31.We were told he wasn't available to be interviewed.

:02:32. > :02:34.He was ushered out of the back door and sped away

:02:35. > :02:41.Simon Evans is the regional director of NHS England.

:02:42. > :02:44.I asked him whether the measures proposed would really help ease

:02:45. > :02:49.I think they'll make a big difference.

:02:50. > :02:52.Two and a half years ago, we announced the five-year forward

:02:53. > :02:54.view and today's announcement is a stock-take on what we've

:02:55. > :02:58.achieved over the last two and a half years and what we're

:02:59. > :03:01.going to focus on over the next two years.

:03:02. > :03:05.And we're focusing on areas that our patients are telling us

:03:06. > :03:08.they want us to focus on and that's in terms of improving cancer

:03:09. > :03:11.services, improving A performance, increasing the access to GPs

:03:12. > :03:17.and improving access to mental health services.

:03:18. > :03:20.Just touching upon the point about access to GPs,

:03:21. > :03:22.extended access, in some parts of this region, we're

:03:23. > :03:26.struggling to fill vacancies that we've already got,

:03:27. > :03:34.In the east of England, we've invested over ?2 million

:03:35. > :03:40.in practices to support recruitment and to support practices that might

:03:41. > :03:45.be vulnerable and improve resilience for those practices.

:03:46. > :03:48.One of the costs of these new plans announced today is that

:03:49. > :03:51.some routine operations, people may have to wait a little

:03:52. > :03:55.Do you think patients will understand that?

:03:56. > :04:00.We are focusing on the areas we're being told that patients want us

:04:01. > :04:05.to focus on and we will continue to try to deliver the 18-week

:04:06. > :04:11.targets for treatment, and clinicians and managers,

:04:12. > :04:15.GPs will work together to ensure that we can deliver

:04:16. > :04:26.The children's services department at Norfolk County Council has

:04:27. > :04:28.received an encouraging review from Ofsted.

:04:29. > :04:31.The department was rated as inadequate 18 months ago.

:04:32. > :04:35.The latest report by the education watchdog praises management changes

:04:36. > :04:41.But it says the department is still not providing a good

:04:42. > :04:48.One of the country's most technically advanced cinemas

:04:49. > :04:56.Films at the new 14-screen Empire complex will be

:04:57. > :05:03.As Kevin Burch reports, it's the first of its kind in the region.

:05:04. > :05:07.Excited staff and exposure galore as the Empire opens its doors.

:05:08. > :05:12.Giving Ipswich a total now of 27 screens.

:05:13. > :05:15.Look back to 1961 and the cinema really was the only place to be.

:05:16. > :05:18.And in Ipswich, too, look back through some old snapshots

:05:19. > :05:22.and the pictures have always been paramount - no pun intended.

:05:23. > :05:24.Remember the good old days when film used to be

:05:25. > :05:27.about the crackle of celluloid, the projectionist doing the business

:05:28. > :05:37.David was once a projectionist, now he's in charge of this control

:05:38. > :05:48.room and computers which pretty much run all 14 laser screens unaided.

:05:49. > :05:57.I mean, I do miss film - I expect every projectionist that's

:05:58. > :05:59.out there that used to be a projectionist misses film -

:06:00. > :06:02.but you have to move with the times and things move on.

:06:03. > :06:04.Sometimes you see technology presented and you go, OK,

:06:05. > :06:07.I can't really see the customer benefit, but this one

:06:08. > :06:10.The picture quality, the colours, the sharpness,

:06:11. > :06:12.the brightness off the screen is really like nothing

:06:13. > :06:16.The Empire's taken two years to create, converting

:06:17. > :06:18.what was a huge retail chunk of the butter market,

:06:19. > :06:23.There is a drive under way to rejuvenate this corner of town.

:06:24. > :06:25.The Empire team say they're delighted and excited
