:00:00. > :00:00.Hello and welcome to the Look East late news.

:00:00. > :00:09.a new report says care homes in this region

:00:10. > :00:10.have the highest number of staff vacancies

:00:11. > :00:14.The five plots in Essex at the centre

:00:15. > :00:25.as Basildon council tries to prevent Dale Farm mark two.

:00:26. > :00:30.And a cooler and more changeable weather is on the way. Join me later

:00:31. > :00:34.for the details. The Home Secretary Amber Rudd came

:00:35. > :00:52.to Norfolk today to campaign for Conservative candidates

:00:53. > :00:54.in the forthcoming local In the spotlight

:00:55. > :00:56.today - social care. A new report says care homes in this

:00:57. > :01:00.region have the highest number of staff vacancies than anywhere

:01:01. > :01:02.in the country outside London. So how would the different political

:01:03. > :01:05.parties deal with what's widely One of the Tories' big

:01:06. > :01:09.hitters lending a hand Among the main challenges facing

:01:10. > :01:13.councils is how to look after our The care sector is

:01:14. > :01:19.struggling to retain staff. Our region has the second-highest

:01:20. > :01:20.staff vacancy rate, Nationally, more than 300,000

:01:21. > :01:28.adult social care workers That is equivalent to

:01:29. > :01:38.928 people every day. One of the things we're doing

:01:39. > :01:42.is making sure we have an increasing number of apprenticeships,

:01:43. > :01:44.and last year 87,000 new apprenticeships started

:01:45. > :01:46.in adult social care, a 37,000 increase

:01:47. > :01:52.on the previous year. So there are lots of

:01:53. > :01:54.steps we are taking. It's a really important area

:01:55. > :01:56.here in Norfolk and nationally and we are also putting additional

:01:57. > :02:01.money, another 2 billion, Have you ever thought

:02:02. > :02:04.about working in social care? Norfolk County Council funded this

:02:05. > :02:07.video in March to try and get some more young people into a career

:02:08. > :02:09.in the sector. A career in adult social

:02:10. > :02:14.care will give you more opportunities and satisfaction

:02:15. > :02:16.than you might think. The other parties think

:02:17. > :02:18.they too have what it takes There has always been

:02:19. > :02:25.an issue about, you pay staff the minimum wage,

:02:26. > :02:29.have rotten hours, terms of conditions and hours of working

:02:30. > :02:32.and expect a top class service. We are trying to drive the central

:02:33. > :02:46.funding to get some of the money that goes into overseas aid to bring

:02:47. > :02:51.it back into the system so we can use it for our social services, both

:02:52. > :02:53.adult social care and children's. The Lib Dems are looking

:02:54. > :02:57.at a dedicated NHS and care tax, we will know exactly where the money

:02:58. > :03:00.is going, it will show on your pay packet it would be informed

:03:01. > :03:03.by an independent assessment of how Voting for the local

:03:04. > :03:06.council elections will take Dennis Bacon represents independent

:03:07. > :03:14.care providers across Norfolk. I asked him if we were

:03:15. > :03:18.at crisis point. My personal view is there is a lot

:03:19. > :03:29.happening out there people are not even aware of,

:03:30. > :03:33.and people that need care and support that aren't

:03:34. > :03:39.getting what they need. It's only when something happenes

:03:40. > :03:43.that we get to know about it, Are you saying some of the most

:03:44. > :03:49.vulnerable people in our society Why then is our region particularly

:03:50. > :03:56.bad off when it comes to finding the people and staff

:03:57. > :03:58.to do these jobs? Even then Norfolk,

:03:59. > :04:01.to take it as an example, It has a pretty high population,

:04:02. > :04:05.a high number of people who are old, it is quite affluent,

:04:06. > :04:08.a lot of younger people are not particularly interested

:04:09. > :04:10.in working in the care sector, you can earn more working

:04:11. > :04:12.in a supermarket stacking shelves. Because if it does we will not

:04:13. > :04:18.be able to change this Because the councils

:04:19. > :04:21.do not have any money. It is also about all

:04:22. > :04:26.of the organisations getting together and creating a really good

:04:27. > :04:29.environment, a culture within care organisations so people

:04:30. > :04:33.are interested in care And there are not enough people

:04:34. > :04:42.going in, and the other problem is people coming in to the care

:04:43. > :04:46.sector are often It is one of these,

:04:47. > :04:52.probably the worst sector in terms of the fall out -

:04:53. > :04:55.the number of people dropping So we're not doing a good job

:04:56. > :05:01.at that and when I say The NHS is doing a poor job,

:05:02. > :05:05.local authorities are doing a poor But I think there

:05:06. > :05:08.are reasons for that. If you place the financial reward

:05:09. > :05:11.to one side, it is also a matter of just this constant bad publicity

:05:12. > :05:14.about what a poor job providers are doing,

:05:15. > :05:16.when actually most of them are doing Tributes to three teenagers

:05:17. > :05:21.who were killed in car crash at the spot near Pulham Market where

:05:22. > :05:24.the accident happened last week. Dominic O'Neill, Kyle Warren

:05:25. > :05:27.and Billy Hines died when the car they were in hit a tree

:05:28. > :05:30.and burst into flames. Friends are still placing tributes

:05:31. > :05:32.at the spot, while hundreds of messages have been left on social

:05:33. > :05:43.media sites. to argue its case against

:05:44. > :05:48.what it says could become Evicting 400 travellers

:05:49. > :05:54.from the Dale Farm site in 2011 cost Basildon council more

:05:55. > :05:55.than ?4 million. This second site at

:05:56. > :06:00.Hovefields is just two miles away. Councillors say that once again it's

:06:01. > :06:03.the travellers who are in the wrong. Today they took their fight

:06:04. > :06:05.to the High Court. Once again, Basildon Borough Council

:06:06. > :06:11.and travellers are embroiled in legal disputes, and there is a lot

:06:12. > :06:15.at stake here at the High Court. The council accuses

:06:16. > :06:16.the travellers of being in contempt because it says

:06:17. > :06:22.they have continued to make changes to a number of pitches, despite

:06:23. > :06:25.court rulings banning them The travellers deny it,

:06:26. > :06:30.but if found to be in contempt their lawyer has told me they could

:06:31. > :06:35.potentially face prison sentences. And these are the pitches

:06:36. > :06:43.today's hearing was about, in an area called

:06:44. > :06:45.Silver Lodge kennels. The council says touring caravans

:06:46. > :06:47.have been replaced by mobile homes and a shed with toilets

:06:48. > :06:51.inside is being built, Hovefields's neighbours have told us

:06:52. > :06:54.they are worried about Work has continued over the last

:06:55. > :07:00.three or four weeks, This dispute has brought back

:07:01. > :07:04.unpleasant memories. Hovefields is less than two miles

:07:05. > :07:07.from Dale Farm, once the largest Years of legal wrangling

:07:08. > :07:22.lead to a costly and Now, six years on,

:07:23. > :07:28.Basildon Council and travellers once again face each

:07:29. > :07:30.other across a courtroom. Work on other parts of Hovefields

:07:31. > :07:34.is in legal dispute too. The travellers urged

:07:35. > :07:36.the judge, Mr Justice Kerr, Their lawyer, Paul Clark,

:07:37. > :07:40.said taking action impact on the lives of the 12

:07:41. > :07:46.children, including two newborn babies, who live on those

:07:47. > :07:47.five pitches, and Gypsy culture is under threat

:07:48. > :07:53.and said the European Court of Human Rights had acknowledged

:07:54. > :07:55.they need protection. More evidence will be

:07:56. > :08:03.heard tomorrow. As the flat racing season

:08:04. > :08:05.in Newmarket gets underway there's one particular horse you might

:08:06. > :08:08.want to keep an eye on. one of the most successful

:08:09. > :08:20.racehorses of all time. Tom Williams has been to see

:08:21. > :08:27.Eminent in training. As with all the fame comes

:08:28. > :08:33.a great expectation. All eyes on Eminent,

:08:34. > :08:35.centre of attention The first offspring for the unbeaten

:08:36. > :08:38.wonder-horse Frankel. Not a trainer around that wouldn't

:08:39. > :08:42.want to work with a mini-Frankel. It is a real privilege to do this,

:08:43. > :08:46.and knowing that he has got ability. The way that he won his maiden

:08:47. > :08:49.was fantastic, and everything he has done for us since has lived

:08:50. > :08:51.up to that. How much pressure is

:08:52. > :09:02.on your shoulders, Luckily he doesn't know about it too

:09:03. > :09:08.much, so that's all right. That's why he's yawning

:09:09. > :09:11.and he is quite happy, but for me This is a great hope for us to be

:09:12. > :09:16.able to put the yard on the map and hopefully he will live up

:09:17. > :09:19.to everything we expect of him. Frankel is widely regarded

:09:20. > :09:22.as the greatest ever racehorse, unbeaten in 14 outings,

:09:23. > :09:26.a Guineas winner, ending an illustrious career with victory

:09:27. > :09:28.on British Champions Day. Eminent has started his career well

:09:29. > :09:33.with a debut win at Newmarket, suggesting Frankel's foals

:09:34. > :09:36.are growing into Eminent will race at Newmarket's

:09:37. > :09:45.Craven meeting next week. A traditional trial for his Guineas,

:09:46. > :10:04.where he will hope to follow Good evening. We will turn to

:10:05. > :10:09.something cooler in the next few days and into the Easter weekend

:10:10. > :10:14.with changeable weather. Tonight we have clear skies across much of the

:10:15. > :10:20.region, cloud coming and from the north-west through the night and the

:10:21. > :10:26.odd spot of rain. A more mild night. This weather system comes into model

:10:27. > :10:30.and the cold front is introducing fresh air and bringing in a small

:10:31. > :10:36.amount of rain but also means the winds will pick up throughout the

:10:37. > :10:43.day. Develop public mail start, more flying across the region compared to

:10:44. > :10:48.today. -- more cloud across the region. As this cold front moves

:10:49. > :10:53.through it brings some rain and introducing fresh ear and a much

:10:54. > :11:00.colder night tomorrow. Here is the outlook. Thursday we see some

:11:01. > :11:05.rain but it will be brighter later. On Sunday, on the cool side for East

:11:06. > :11:22.itself. Good evening. Grace of all it -- it

:11:23. > :11:28.is greatest of all in Scotland. A weather front is on the move. The

:11:29. > :11:31.rain edging down into south-western parts of Scotland and northern

:11:32. > :11:37.Ireland. Much of England and Wales will have a dry note but not quite

:11:38. > :11:42.as Chile to start tomorrow. Let's deal with the wet weather first

:11:43. > :11:47.thing tomorrow. It will be a damp start for Scotland and Northern

:11:48. > :11:51.Ireland. Heaviest rain on the hills towards the coast and east of the

:11:52. > :11:52.Pennines, not too much rain at
