:00:43. > :00:47.he won't stand for re-election in Clacton and instead will back
:00:48. > :00:51.It was just last month that he stood down from Ukip
:00:52. > :00:55.Now he says after helping win the referendum last June,
:00:56. > :01:00.We'll hear from him in a moment after this report from our political
:01:01. > :01:06.In many ways, today's news is not a surprise.
:01:07. > :01:09.Ever since he left Ukip last month, Douglas Carswell has been
:01:10. > :01:15.telling people he has achieved his long-standing
:01:16. > :01:17.ambition of getting us out of the European Union.
:01:18. > :01:21.Once again, Clacton becomes an important seat to watch.
:01:22. > :01:23.I think Douglas knew he could not win here on an independent
:01:24. > :01:32.This is a Ukip town and he has recognised that.
:01:33. > :01:34.If he supports the Conservative candidate, it does put us
:01:35. > :01:48.I am today leaving the Conservative Party and joining Ukip.
:01:49. > :01:51.His decision to defect to Ukip and when the subsequent by-election
:01:52. > :01:57.At the time, he cited local concerns over housing and GP shortages
:01:58. > :02:00.as his main reason for leaving the Conservatives but it
:02:01. > :02:13.subsequently emerged that this was all part
:02:14. > :02:16.of a plan to pressure on David Cameron not to go back
:02:17. > :02:18.on his promise to call an EU referendum.
:02:19. > :02:22.His stance on issues like immigration often put him
:02:23. > :02:25.There were several attempts to have him thrown out.
:02:26. > :02:28.He tried to undermine everything we stood for for a very long
:02:29. > :02:30.time in terms of policy, in terms of campaigns.
:02:31. > :02:34.He became an MP first for Harwich and Clacton 12 years ago and built
:02:35. > :02:37.One reason why he felt confident about joining Ukip.
:02:38. > :02:39.His decision to become an independent and now
:02:40. > :02:41.to leave altogether may have cost him support.
:02:42. > :02:45.The man cannot make his mind up and now he does not
:02:46. > :02:57.If he keeps changing it about, what chance do we have
:02:58. > :03:05.Rarely out of the news, this part of his career
:03:06. > :03:10.is at an end and for Clacton, a new era begins.
:03:11. > :03:13.When I spoke to Douglas Carswell, I asked him if he'd made
:03:14. > :03:16.the decision to step down because he knew this time
:03:17. > :03:20.In all the time I stood for election, I only lost once and that
:03:21. > :03:23.I am more than happy to fight elections.
:03:24. > :03:27.I want to fight elections if they serve a purpose.
:03:28. > :03:31.We have a Prime Minister who wants to
:03:32. > :03:33.ensure that the Brexit result last June is delivered.
:03:34. > :03:35.That is why I went into politics and I couldn't
:03:36. > :03:42.possibly in all fairness and conscious run against her.
:03:43. > :03:44.When you say job done, you are referring
:03:45. > :03:49.Have you really achieved what you have set out to there?
:03:50. > :03:52.There are enormous pressures on local services and it bothers me
:03:53. > :03:59.I was not as successful as I hoped I would be in terms of
:04:00. > :04:04.I have a solid record of putting local first and
:04:05. > :04:06.make sure we safeguard local services.
:04:07. > :04:07.All politics starts and ends locally.
:04:08. > :04:10.We have been to Clacton, locally today and I have to
:04:11. > :04:13.Most of the reaction has not been very positive, Mr Carswell.
:04:14. > :04:15.We have had people saying you flipped
:04:16. > :04:35.We do not know what he stands for and neither does he.
:04:36. > :04:37.That does not look like a good track record
:04:38. > :04:44.I can look back at his solid record of being returned as
:04:45. > :04:48.the local MP, not of questions to do with Europe or Ukip or at the
:04:49. > :04:51.As a local candidate I put the local people
:04:52. > :04:54.The leader of Tendring District Council said you
:04:55. > :04:57.are a bit like the terminator and he expects you to be bad.
:04:58. > :05:00.That is one of the kinder things people have
:05:01. > :05:03.I do not really think I am like the terminator.
:05:04. > :05:05.For a start, Arnold Schwarzenegger is a
:05:06. > :05:08.I have had a wonderful, wonderful 12 years.
:05:09. > :05:11.It has been a lot of fun and I have really enjoyed it.
:05:12. > :05:14.It is time to say job done and move on.
:05:15. > :05:16.That is right for me and it is right for
:05:17. > :05:20.And that is the end of politics for Douglas Carswell?
:05:21. > :05:28.The family of a man who died in the care of a mental health
:05:29. > :05:37.trusts in this region, say funding cuts are to blame.
:05:38. > :05:42.Neil Jewell had schizophrenia and died in 2014. An inquest found that
:05:43. > :05:49.neglect contributed to his death. Neil Jewell's family back
:05:50. > :05:52.in Norfolk, packing up been living out of during
:05:53. > :06:04.the three week inquest. They have had to wait years
:06:05. > :06:07.to have his story heard. The 42-year-old had paranoid
:06:08. > :06:09.schizophrenia, living independently he was visited weekly by a care
:06:10. > :06:13.worker he knew well but when the trust needed to save
:06:14. > :06:14.money, that changed. He wasn't seen for nine months
:06:15. > :06:17.and ran out of medication. This started a chain of events
:06:18. > :06:20.that led to his death. Against usual policy,
:06:21. > :06:25.he was placed in a private nursing The staff there could not cope,
:06:26. > :06:29.so he was restrained and There he was tranquillised
:06:30. > :06:37.and neither his heart At the mental health unit the next
:06:38. > :06:42.day, he had a cardiac arrest. Having to sit by his
:06:43. > :06:56.bedside holding his hand off the life-support
:06:57. > :06:59.was just awful and just
:07:00. > :07:02.watched him die again. It really affected us quite badly
:07:03. > :07:05.and you just cannot take in what has happened and just
:07:06. > :07:09.to let him go like that was awful. The family is pleased the inquest
:07:10. > :07:11.recognised both neglect and cost When they make these
:07:12. > :07:16.life changing, as it happened, reorganisations,
:07:17. > :07:17.it is the people that
:07:18. > :07:20.must be at the centre of these decisions and
:07:21. > :07:33.The Norfolk and Suffolk foundation trust says it...
:07:34. > :07:39.It says it has already improved training but the
:07:40. > :07:42.family wants those in charge to acknowledge the consequences of
:07:43. > :07:47.More than 300 people have attended a public meeting

:09:04. > :09:07.254 for a small one-bedroom flat up to the house behind us
:09:08. > :09:09.which is beyond the market at ?2.57 million.
