0:00:03 > 0:00:04In Look East this lunchtime. the weekend, and it will be gradually turning fresher for all.

0:00:04 > 0:00:07A hospital denies wrongdoing after thousands of people the weekend, and it will be gradually turning fresher for all.

0:00:07 > 0:00:10disappeared from its waiting lists.

0:00:10 > 0:00:13We have exclusive access to a wind farm development which will power

0:00:13 > 0:00:16more than 400,000 homes.

0:00:16 > 0:00:18And there'll be lots more sunchine around

0:00:18 > 0:00:22at times at the weekend, but we've also had

0:00:22 > 0:00:23a weather warning issued.

0:00:23 > 0:00:26I'll have the full forecast later on in the programme.

0:00:35 > 0:00:36Good afternoon.

0:00:36 > 0:00:39Thousands of patients have been left waiting for operations

0:00:39 > 0:00:42after a hospital dropped them from waiting lists.

0:00:42 > 0:00:45A Look East investigation found 138 patients suffered

0:00:45 > 0:00:47some harm as a result.

0:00:47 > 0:00:51Kettering General Hospital has denied a whistleblower's claims it

0:00:51 > 0:00:53deliberately fiddled its figures.

0:00:53 > 0:00:55This from Mike Cartwright.

0:00:55 > 0:01:00A hospital already in crisis, in special measures.

0:01:00 > 0:01:02And ?25 million in the red.

0:01:02 > 0:01:07Now, after a BBC investigation, a hospital found to have lost

0:01:07 > 0:01:10track of its patients.

0:01:10 > 0:01:13Thousands disappearing off waiting lists.

0:01:13 > 0:01:16One of them, Michael, an 84-year-old vicar.

0:01:16 > 0:01:20He now can walk comfortably, but only after a two and a half year

0:01:20 > 0:01:24painful wait for a hip operation.

0:01:24 > 0:01:27I went for pre-op, then they discovered arrhythmia

0:01:27 > 0:01:30which is irregular heartbeat, and they said, we can't do that,

0:01:30 > 0:01:32it'll be certain death on the operating table.

0:01:32 > 0:01:34You must go on warfarin and we will treat it.

0:01:34 > 0:01:36Which didn't happen.

0:01:36 > 0:01:38I felt I was working my way up the waiting list

0:01:38 > 0:01:40but very, very slowly.

0:01:40 > 0:01:42I assumed they would be doing their job.

0:01:42 > 0:01:43Just assumed I was in the system.

0:01:43 > 0:01:47Rather disappointed to find that I'd been dropped off it.

0:01:47 > 0:01:50David Phelan is a former hospital manager at Kettering.

0:01:50 > 0:01:53An IT expert and now a whistle-blower.

0:01:53 > 0:01:58He found that hospital waiting lists there were massively under recorded.

0:01:58 > 0:02:00He told senior management.

0:02:00 > 0:02:04The waiting list for the hospital was reduced and 40 to 45%

0:02:04 > 0:02:08of the patients that should have been on the waiting list were taking

0:02:08 > 0:02:10off the waiting list.

0:02:10 > 0:02:16The six exclusions that were put on included excluding any patient

0:02:16 > 0:02:19who'd been on the waiting list for more than 52 weeks.

0:02:19 > 0:02:20Which is disgraceful.

0:02:20 > 0:02:22Why were they taken off?

0:02:22 > 0:02:25I believe they were taken off to...

0:02:25 > 0:02:30certain senior managers wanted to look good to their superiors.

0:02:30 > 0:02:33It's thought the hospital lost track of around 6,000 patients.

0:02:33 > 0:02:37We asked the trust how many of those had been harmed by not

0:02:37 > 0:02:39receiving treatment.

0:02:39 > 0:02:41They told us 18.

0:02:41 > 0:02:43We questioned that number.

0:02:43 > 0:02:48Today, they revised that figure upwards considerably, to 138.

0:02:48 > 0:02:52The vast majority of those not harmed seriously, the hospital said.

0:02:52 > 0:02:56David Phelan says it was deliberate.

0:02:56 > 0:03:00The point about these exclusions is that they were targeted.

0:03:00 > 0:03:01It was like a magic bullet.

0:03:01 > 0:03:07So for the trust to say that it was accidental

0:03:07 > 0:03:09or whatever, it was so specific at excluding significant

0:03:09 > 0:03:11numbers of patients.

0:03:11 > 0:03:13Those they lost have been found.

0:03:13 > 0:03:15All will be treated, the trust said.

0:03:15 > 0:03:18But people were waiting months for operations oblivious

0:03:18 > 0:03:25they'd been forgotten.

0:03:25 > 0:03:28In a statement, Kettering Hospital denied deliberately

0:03:28 > 0:03:31manipulating waiting times and blamed computer anomolies.

0:03:31 > 0:03:33A spokesman said...

0:03:33 > 0:03:36"We believe that all of the patients affected by long waits have

0:03:36 > 0:03:37now been identified.

0:03:45 > 0:03:47Two men are being questioned on suspicion of murder

0:03:47 > 0:03:50after a motorcyclist was killed in a collision with a car.

0:03:50 > 0:03:53Stuart Hutchings died on Wednesday after suffering head injuries

0:03:53 > 0:03:56on Eastern Avenue North in Northampton.

0:03:56 > 0:03:58This morning police said the men, both from Daventry,

0:03:58 > 0:04:01had been arrested.

0:04:01 > 0:04:04Essex Police have launched their summer anti-drink

0:04:04 > 0:04:06and drug driving campaign.

0:04:06 > 0:04:07It'll run all of next month.

0:04:07 > 0:04:10Officers say it will focus on how it feels for the emergency services

0:04:10 > 0:04:16to attend road traffic collisions involving drink or drug drivers.

0:04:16 > 0:04:21The BBC has been given exclusive access to a ?1.5 billion wind farm

0:04:21 > 0:04:24being built off the Norfolk coast.

0:04:24 > 0:04:27The Dudgeon wind farm is around 20 miles off Cromer.

0:04:27 > 0:04:31When complete it will power more than 400,000 homes

0:04:31 > 0:04:34around Great Yarmouth.

0:04:34 > 0:04:36These giants in the sea are the latest example

0:04:36 > 0:04:39of the UK's increasing use of offshore wind energy.

0:04:39 > 0:04:44When complete, the 67 turbine Dudgeon wind farm off the Norfolk

0:04:44 > 0:04:47coast will power nearly half a million homes in the Great

0:04:47 > 0:04:51Yarmouth area and it's also creating jobs.

0:04:51 > 0:04:56In Great Yarmouth, we will have some 70 permanent people

0:04:56 > 0:04:58employed at Dudgeon.

0:04:58 > 0:05:01It's the closest port to us and it's an efficient existing

0:05:01 > 0:05:03port when we chose it.

0:05:03 > 0:05:06But it's important for us and globally important

0:05:06 > 0:05:09to Great Yarmouth I think as well.

0:05:09 > 0:05:16The different parts of these wind turbines have been

0:05:16 > 0:05:17manufactured all over Europe, including Spain, the

0:05:17 > 0:05:18Netherlands and Denmark.

0:05:18 > 0:05:20They were brought together in Hull and partly assembled,

0:05:20 > 0:05:23and then loaded onto this ship, the Sea Challenger,

0:05:23 > 0:05:26and finally brought here, 20 miles off the Norfolk coast.

0:05:26 > 0:05:28Once the parts are brought to the site, they take

0:05:28 > 0:05:30just 24 hours to build.

0:05:30 > 0:05:33And their size is awe-inspiring.

0:05:33 > 0:05:36The installations themselves are impressive, huge,

0:05:36 > 0:05:39from the water level and up to the top of the blade,

0:05:39 > 0:05:41it's 184 metres.

0:05:41 > 0:05:47These nozzles where the blades are held into are so big that

0:05:47 > 0:05:51you can actually park two double-decker buses in them.

0:05:51 > 0:05:54The first working turbines here are already powering thousands

0:05:54 > 0:05:57of homes, and once finished at the end of this year,

0:05:57 > 0:06:04the Dudgeon wind farm is expected to operate for at least 25 years.

0:06:07 > 0:06:10In sport, Northampton Saints will have extra security measures

0:06:10 > 0:06:13in place for their European Champions Cup play-off

0:06:13 > 0:06:15final with French club Stad Francais this evening.

0:06:15 > 0:06:18The club says fans should allow extra time to get

0:06:18 > 0:06:21into Franklin's Gardens and be prepared for queues.

0:06:21 > 0:06:24A win for Saints will earn them a place in next

0:06:24 > 0:06:26season's Champions Cup, the top tier European

0:06:26 > 0:06:28rugby union competition.

0:06:28 > 0:06:30They've got some real world-class players,

0:06:30 > 0:06:33I think their pack are very very strong, their halfbacks are good.

0:06:33 > 0:06:35And then they can finish out wide.

0:06:35 > 0:06:39So we're going to have to play to our best, and if we do that,

0:06:39 > 0:06:40there's no doubt we can win.

0:06:40 > 0:06:43The University of Cambridge has appointed the world's

0:06:43 > 0:06:45first Professor of Lego.

0:06:45 > 0:06:48Professor Paul Ramchandani, a specialist in child development,

0:06:48 > 0:06:51will work at the university's centre for play in education,

0:06:51 > 0:06:53development and learning.

0:06:53 > 0:06:56The department was established two years ago with a ?4 million grant

0:06:57 > 0:07:02from the Lego Foundation.

0:07:02 > 0:07:05Now, it's another hot day out there but will it continue over

0:07:05 > 0:07:06the Bank Holiday weekend?

0:07:06 > 0:07:06Here's the weather with Elizabeth Rizzini.

0:07:06 > 0:07:09Here's the weather with Elizabeth Rizzini.

0:07:09 > 0:07:10Hello, good afternoon.

0:07:10 > 0:07:12It's particularly glorious outside today, lots of

0:07:12 > 0:07:13blue sky and sunshine.

0:07:13 > 0:07:15A bit cooler towards coastal areas, but inland temperatures

0:07:15 > 0:07:16are certainly rising.

0:07:16 > 0:07:19But is the heat going to hang on for the bank holiday weekend?

0:07:19 > 0:07:22Well, I think for some of us, it will do.

0:07:22 > 0:07:24It's certainly looking like a warm start, very warm again tomorrow,

0:07:24 > 0:07:28perhaps a touch fresher by the time we get to Sunday in some places,

0:07:28 > 0:07:30we could see a cooler bank holiday Monday as well.

0:07:30 > 0:07:32We're also going to see some heavy, thundery downpours.

0:07:32 > 0:07:35All the detail on that in just a moment, some

0:07:35 > 0:07:36thunder and lightning, but there'll also be

0:07:36 > 0:07:37plenty of sunshine too.

0:07:37 > 0:07:40Let's go back to this afternoon, the sun will continue to shine

0:07:40 > 0:07:43for the rest of the afternoon, it's going to be a lovely

0:07:43 > 0:07:46evening as well.

0:07:46 > 0:07:48Watch out, because the UV levels are high.

0:07:48 > 0:07:51You could get burned quite quickly.

0:07:51 > 0:07:54We've got a fairly brisk south-easterly wind so coastal areas

0:07:54 > 0:07:57are going to be cool.

0:07:57 > 0:08:00The highest of today's temperatures will of course be inland.

0:08:00 > 0:08:0326 or maybe even 27 Celsius.

0:08:03 > 0:08:04So sunshine hanging on until this evening.

0:08:04 > 0:08:07With the sun setting around about nine o'clock these days.

0:08:07 > 0:08:08Overnight tonight, it could be an uncomfortable

0:08:08 > 0:08:10night's sleep for some, certainly feeling quite muggy

0:08:10 > 0:08:12as we head towards tomorrow morning.

0:08:12 > 0:08:14Overnight lows of about 15 to 17 degrees.

0:08:14 > 0:08:18Staying dry and clear, but you might just see a few showers

0:08:18 > 0:08:22creeping in behind me.

0:08:22 > 0:08:26We're likely to see some showers through the middle part of the day,

0:08:26 > 0:08:29not for everywhere but certainly somewhere across the East.

0:08:29 > 0:08:32We will get some showers, we might even get a rumble or two of thunder.

0:08:32 > 0:08:34And then it will clear away quite quickly to leave

0:08:34 > 0:08:37us with a lovely dry, sunny afternoon for the most part,

0:08:37 > 0:08:39and again, some pretty high values.

0:08:39 > 0:08:4126 or 27 Celsius.

0:08:41 > 0:08:43Once more, it will be a little bit cooler towards the coast

0:08:43 > 0:08:46and we might see a little bit of coastal fog lapping ashore

0:08:46 > 0:08:48at times towards the North.

0:08:48 > 0:08:50For the moment it's only a small possibility.

0:08:50 > 0:08:52Now, it wouldn't be bank holiday weekend without a weather warning.

0:08:52 > 0:08:56We do have one for bank holiday Monday, this is to cover the period

0:08:56 > 0:08:57between midday on Sunday into bank holiday Monday.

0:08:57 > 0:08:59We could see some heavy, thundery showers.

0:08:59 > 0:09:02It's likely to be a dry start to Sunday, it will feel

0:09:02 > 0:09:05just a touch fresher, there will be some cloud around.

0:09:05 > 0:09:08Many of us will get away with a dry day but there's a risk of some

0:09:08 > 0:09:12showers spreading up from the south as we head towards the late

0:09:12 > 0:09:14afternoon and into the evening and for the overnight

0:09:14 > 0:09:15period as well.

0:09:15 > 0:09:17The showers should clear away on Monday, many of us

0:09:17 > 0:09:18should see a dry day.

0:09:19 > 0:09:22That's all from us for now, we'll be back with Look East at 6.30pm.

0:09:22 > 0:09:23Have a good afternoon.

0:10:03 > 0:10:07In Japan, art and life are intrinsically connected.

0:10:12 > 0:10:15unlocks the mysteries of Japanese culture.

0:10:17 > 0:10:21Join James Fox as he gets beneath the skin of Japan's landscapes,
