:01:24. > :01:30.accident has tonight welcomed proposals to introduce tougher

:01:30. > :01:36.penalties for reckless drivers. William Horncastle was left in a

:01:36. > :01:38.coma for three days following the crash in East Yorkshire. The Prime

:01:38. > :01:40.Minister, David Cameron, said today he supports moves by the Hull MP,

:01:40. > :01:47.Karl Turner, to increase the maximum sentence for dangerous

:01:47. > :01:54.driving from two to seven years. We'll hear from him in a moment,

:01:54. > :02:02.but first here's our Political Editor, Tim Iredale. You may find

:02:02. > :02:05.some of the images in his report disturbing.

:02:05. > :02:10.When William Crom Castle was involved in a serious road accident

:02:10. > :02:16.last summer, his family feared the worst. He was a passenger in the

:02:16. > :02:22.car being driven on a rural road in east Yorkshire. We think he must

:02:22. > :02:29.have been going too fast and just lost control. He ended up being

:02:29. > :02:33.thrown out of the car. A doctor and a nurse came mint and just got

:02:33. > :02:37.straight to the point, if they said the early reports from the scene of

:02:38. > :02:43.the accident was that he was unlikely to arrive alive from

:02:43. > :02:47.hospital. William was airlifted to hospital where he remained in, for

:02:47. > :02:51.three days. The driver of the cart was initially charged with

:02:51. > :02:58.dangerous driving but later admitted a lesser charge of

:02:58. > :03:03.careless driving. He received a 12 months ban. I think there should be

:03:03. > :03:08.tougher penalties throughout. Careless driving, dangerous driving,

:03:08. > :03:14.it is ambiguous. The true cost of a car accident is the end result,

:03:14. > :03:18.what happens to the victim. Road safety campaigners have long argued

:03:18. > :03:22.that dangerous drivers who cause serious injury should face tougher

:03:22. > :03:27.penalties and today they Hull MP Carl Turner urged the Prime

:03:27. > :03:30.Minister to support his bid to introduce longer sentences. I do

:03:30. > :03:34.believe there is a problem when you have got a high sentence for

:03:35. > :03:40.causing death by dangerous driving but just a two-year sentence when

:03:40. > :03:46.in this case, someone was really permanently damaged and yet the

:03:46. > :03:51.maximum sentences was for two years. Many accidents are not clear cut

:03:51. > :03:54.and driver error is not always to blame, but the families of car-

:03:55. > :04:03.crash victims what a tougher deterrent for those whose reckless

:04:03. > :04:05.actions at the free world calls a lifetime of pain. -- at the wheel.

:04:05. > :04:11.I spoke to Hull East MP, Karl Turner, about his bill a short time

:04:11. > :04:17.ago and asked him exactly what makes driving "dangerous".

:04:17. > :04:22.Dangerous driving is when the standard of driving falls far below

:04:22. > :04:25.the standard of a reasonable, competent driver. You say on your

:04:25. > :04:30.website you want lunatic drivers to be locked up for longer. But many

:04:30. > :04:35.of those involved in an accident are not lunatic. That is not

:04:35. > :04:44.correct, people who drive badly are normally driving carelessly. That

:04:44. > :04:49.is different to dangerous driving whereas people are going at high

:04:49. > :04:54.speed, going the wrong way down a dual carriageway, and generally

:04:54. > :04:57.risking their own life and that of other people. The Association of

:04:57. > :05:01.British drivers said it is not the drivers for should take the blame

:05:02. > :05:06.for the accidents but the inadequate road safety policies.

:05:06. > :05:10.disagreed with that entirely. That association have recently contacted

:05:10. > :05:14.me to say that they support this idea provided we're not talking

:05:14. > :05:20.about careless driving. It has to be about dangerous driving and that

:05:20. > :05:25.is what my Bill seeks to do. They also said to as a former lawyer and

:05:25. > :05:31.a politician, do you actually have the expertise and knowledge on road

:05:31. > :05:36.safety to make this noise? thinker to have the expertise. I

:05:36. > :05:42.represent constituents and have had constituents coming to me, who has

:05:42. > :05:45.been victims of dangerous driving. When you speak to the victims,

:05:45. > :05:50.people tend to agree that the law is completely inadequate in

:05:50. > :05:55.relation to this. If you kill someone by driving dangerously, it

:05:55. > :06:02.you potentially get 14 years in prison. If you almost kill them,

:06:02. > :06:06.paralyse them for example, you get a matter of months in prison.

:06:06. > :06:10.There's a massive disparity in the lock and it needs to be filled, in

:06:10. > :06:17.my opinion. I'm pleased that the Prime Minister is now saying that

:06:17. > :06:20.the government will look at this. Should the law be changed to make

:06:20. > :06:23.sentences tougher for dangerous drivers? Should there even be a

:06:23. > :06:26.difference between "dangerous" and "careless" driving? Perhaps you

:06:26. > :06:36.feel anyone who is involved in an accident should receive the same

:06:36. > :06:50.

:07:01. > :07:03.North he feared for his life when an arsonist firebombed his home.

:07:03. > :07:07.An attacker, wielding a hammer and wearing a balaclava, started the

:07:07. > :07:11.fire early yesterday morning. The farm, near Market Rasen, breeds

:07:11. > :07:14.animals for medical testing. A van was also burnt out during the

:07:14. > :07:22.attack. Police have started a nationwide search for the arsonist,

:07:22. > :07:26.who they think could be an animal rights protester.

:07:26. > :07:32.There has been incidents here before as a result of how the farm

:07:32. > :07:35.makes its living, breeding animals used in medical research. We

:07:35. > :07:42.believe this attack is motivated because of that. But whatever you

:07:42. > :07:45.believe, to put people's lives in danger, it is not acceptable.

:07:45. > :07:48.Meanwhile, a woman whose house was set on fire while she slept has

:07:49. > :07:51.spoken of how she's "terrified" to return home. Danielle Hewson and

:07:51. > :07:56.her boyfriend had to be rescued after a sofa and rubbish was set on

:07:56. > :08:01.fire, right outside their front door. It left them trapped in their

:08:01. > :08:11.Hull flat. Siobhan Robbins has been to meet

:08:19. > :08:22.sole fault,. Melted and charred remains - visual reminders of the

:08:22. > :08:32.weekend's fire. Danielle and her partner escaped without any major

:08:35. > :08:40.injuries. But the fire has left its mark in other ways. I cannot get

:08:43. > :08:53.just a heap of springs. The flames blocked the door, leaving them

:10:10. > :10:12.assault on a teenager in Grimsby last night. It's alleged the 16-

:10:12. > :10:17.year-old was attacked on a path between Laceby Road and the

:10:17. > :10:19.Nunsthorpe estate. It happened at around midnight.

:10:19. > :10:23.The population of migrant workers in Boston remains high, despite the

:10:23. > :10:25.recession, a new report shows. Last year 20 percent fewer overseas

:10:25. > :10:30.workers registered for National Insurance in Lincolnshire, compared

:10:30. > :10:32.with three years ago. But the number in Boston went up.

:10:32. > :10:35.First Hull Train passengers have suffered disruption again today, as

:10:35. > :10:39.more services to and from London were cancelled. The company blamed

:11:02. > :11:05.It's being claimed the amount of money needed to rebuild and improve

:11:05. > :11:07.schools in East Yorkshire runs into half a billion pounds. It comes as

:11:07. > :11:11.a review is ordered into the state of primary and secondary schools

:11:11. > :11:15.across the county. Labour launched "Building Schools for the Future"

:11:15. > :11:24.in 2004. It had the aim of rebuilding secondary schools across

:11:24. > :11:26.the country. It would have cost �55 billion. But last year that funding

:11:26. > :11:34.was cut by the Coalition. Now, council leaders say their schools

:11:34. > :11:38.are falling into disrepair. Phil Connell has more.

:11:38. > :11:44.1 East Yorkshire school inspectors have declared unfit for purpose.

:11:44. > :11:49.Hornsea School had been in line to benefit for -- from the building

:11:49. > :11:55.schools from the future fund but it was scrapped last year. Since then

:11:55. > :12:01.the school has been left in limbo. It does not look any different from

:12:01. > :12:04.when I was there and that was some time ago. During the floods and in

:12:04. > :12:11.climate whether it that we have, often at the school has to close

:12:11. > :12:16.certain areas. East Yorkshire has 18 secondary-school as and all are

:12:16. > :12:22.experiencing similar problems. Nine of those need rebuilding and the

:12:22. > :12:28.remainder need varying degrees of refurbishment. It is actually

:12:28. > :12:32.ambition, that is something I feel we should hold on to. We need

:12:32. > :12:37.decent school environments to support teachers to teach and young

:12:37. > :12:43.people to learn. Most years this school spends around �65,000 on

:12:43. > :12:48.things like books, paint and sports equipment. But last year at �65,000

:12:48. > :12:54.was spent on patching up the leaking roof. According to the head

:12:54. > :12:58.teacher it is a case of robbing Peter to pay Paul. The councillor

:12:58. > :13:01.with responsibility for the young people of the county fields east

:13:01. > :13:06.Yorkshire has been treated unfairly and has ordered a review to assess

:13:06. > :13:11.the problem and launched a plan of action. Neighbouring of authorities

:13:11. > :13:17.she says received more than �400 million prior to the funding being

:13:17. > :13:22.scrapped. We are badly treated in the East Riding and we need to say

:13:22. > :13:25.that it is not good enough and we want more for pupils in the East
