:01:00. > :01:06.surrounds the fate of two men found dead inside a parked car in North

:01:06. > :01:11.Lincolnshire on Friday. Today it was revealed that one of two men

:01:11. > :01:15.was from Cleethorpes. He was found along with another man from the

:01:15. > :01:24.West Midlands. A sign on the outside of the vehicle warned

:01:24. > :01:29.people not to go near because of harmful chemicals.

:01:29. > :01:33.It is thought the car in which the two men have died may have been

:01:33. > :01:37.driven to this quiet lane deliberately. It possible suicide

:01:37. > :01:42.pact between these two men, who police say knew each other before

:01:42. > :01:47.their debts. One was 43 and from Cleethorpes. The other man was from

:01:47. > :01:52.Wolverhampton and was 30. Outside their core, a sign was. Warning

:01:52. > :01:56.people not to enter because of dangerous chemicals. It follows a

:01:56. > :02:02.similar incident last year, were chemicals had been used in a

:02:02. > :02:07.suicide pact in Essex. It has now led the emergency services to issue

:02:07. > :02:13.guidelines on how cases like this are dealt with. We have crews

:02:13. > :02:16.trained to deal with hazardous incidents. We have officers trained

:02:17. > :02:21.and the equipment to be able to detect and identify what hazardous

:02:21. > :02:24.materials are involved. According to The Samaritans, the use of

:02:24. > :02:29.chemicals is still a relatively unknown method of suicide in

:02:29. > :02:33.Britain. It has now issued a warning about the use of the

:02:33. > :02:42.internet in cases like this. read the papers just like anyone

:02:42. > :02:46.else and we are aware of this way of taking your life. We let them

:02:46. > :02:51.talk and ask the right questions, hopefully. We ask them what they

:02:51. > :02:55.intend to do and if they have any specific plans. Police are now

:02:55. > :02:59.waiting for postmortem results to establish the exact cause of high

:03:00. > :03:02.the two men died. It's tragic case for both men and their families.

:03:02. > :03:09.Our reporter joins me now from Winteringham. What's the latest

:03:09. > :03:14.from the scene tonight? Police tonight say it is likely the

:03:14. > :03:18.names of these two men will not be released until tomorrow. A police

:03:18. > :03:23.spokeswoman has said that this was proving to be quite a challenging

:03:23. > :03:27.investigation. She said that the force had never seen an incident

:03:27. > :03:31.quite like this before. There was a lot of new things for detectives to

:03:31. > :03:35.deal with. Because of that, it could take several more days for

:03:35. > :03:38.the police to reach any firm conclusions. Although the names of

:03:38. > :03:42.these two men have not been released yet, we do know that their

:03:42. > :03:51.families have been informed and the police have confirmed that suicide

:03:51. > :03:58.is one definite line of inquiry. In a moment...

:03:58. > :04:02.As hundreds graduate, fears for the future of university leavers.

:04:02. > :04:05.An unemployed man from Hull who put up posters in his local area to

:04:05. > :04:09.advertise the fact that he was looking for work has been fined by

:04:09. > :04:13.the City Council. 20-year-old Daniel Bird had been looking for

:04:13. > :04:23.work for more than a year before taking the action. Now he has found

:04:23. > :04:24.

:04:24. > :04:28.a job, but also been given a �75 fine for flyposting.

:04:28. > :04:38.Enjoying his new role as a team assistant at Mecca Bingo. Daniel

:04:38. > :04:45.has finaly got a job after a year of searching. It is going good. I

:04:45. > :04:49.am calling out the numbers. When anybody claims command answer them.

:04:53. > :05:00.He got the job after the manager spotted a poster Daniel had put up

:05:00. > :05:05.in the city centre. I saw his posters on the way to work every 10

:05:05. > :05:09.feet or so. I thought it was really proactive and was showing

:05:09. > :05:12.entrepreneurial skills. He was desperately looking for a job.

:05:12. > :05:15.It was posters like these that Daniel had put up on lamp posts.

:05:15. > :05:24.But Hull City council have now issued him with a �75 fine for

:05:24. > :05:30.doing so. In a statement, Hull City Council

:05:30. > :05:33.have told us... Was the commitment it to find a job is to be commended,

:05:33. > :05:39.fly-posting is illegal and we cannot allow this type of activity

:05:39. > :05:43.to growth. It is so difficult to find a job these days. I do not see

:05:43. > :05:48.any problem with that. He is proactive and doing his bit.

:05:48. > :05:52.think it shows initiative. I cannot fault the guy for that. It is

:05:52. > :05:55.heavy-handed bureaucracy that has led to a fine. The gang is trying

:05:55. > :06:00.his best to get a job and the Council are obviously trying to

:06:00. > :06:03.stop them from doing that. Good on him if he has got a job.

:06:04. > :06:13.So it seems most people think he deserves a pint not a penelty for

:06:14. > :06:15.

:06:15. > :06:20.his actions. We have heard tonight that the

:06:20. > :06:23.bingo employers are going to pay Daniel's fine. But are the council

:06:23. > :06:26.right to penalise them? I'm sure you'll have your own

:06:26. > :06:29.thoughts on this one. Are the council right to fine him for

:06:29. > :06:39.putting these posters up? Or should they be applauding him for his

:06:39. > :06:45.

:06:45. > :06:49.initiative when so many people are A Lincolnshire woman is facing a

:06:49. > :06:51.life sentence after admitting to the murder of her mother. 32-year-

:06:51. > :06:56.old Lisa Traves had previously denied murdering Priscilla Traves,

:06:56. > :06:59.who was 61, last November, but today she changed her plea. Traves,

:06:59. > :07:04.from Horncastle, was arrested after her mother's body was found with

:07:04. > :07:06.multiple stab wounds. Post mortem tests on a runner who

:07:06. > :07:10.collapsed during the Humber Bridge half marathon have found he died

:07:10. > :07:15.from heat exhaustion. 32 year-old Matthew Good collapsed less than a

:07:15. > :07:19.mile from the finish line in the race two weeks ago. His family have

:07:19. > :07:21.now set up a charitable foundation in his name.

:07:21. > :07:26.Volunteers working with homeless people in Boston say the local

:07:26. > :07:30.authority is refusing to recognise the scale of the problem. One

:07:30. > :07:32.charity says it helps around 40 homeless people each month. But

:07:32. > :07:37.Boston Borough Council estimates the number of rough sleepers in the

:07:37. > :07:44.town at just 12. The authority argues it needs agencies to provide

:07:44. > :07:49.more information. One of 34 lunches served on a

:07:49. > :07:54.typical day at this Boston Soup Kitchen. It's Manuel's only hot

:07:54. > :08:03.meal of the week. He's been homeless for three years but can't

:08:03. > :08:12.return to Portugal, as he no longer has a passport. The very difficult

:08:12. > :08:17.for a job. My passport was very expensive. I got �100 for it. I am

:08:17. > :08:26.working two days a week to try and get it back. Do you want to go

:08:26. > :08:30.home? Yes. The foreign nationals who are in work, over in work. When

:08:30. > :08:34.the contracts are finished, they are out of work. That also means

:08:34. > :08:36.they are out of accommodation. The work is time to the accommodation.

:08:36. > :08:39.The Government's annual Homeless Survey has previously required

:08:39. > :08:47.local councils to walk the streets and do a headcount. This camp was

:08:47. > :08:52.on the banks of the River Witham. But this year, the rules have

:08:53. > :08:57.changed. The Government has said an estimate can be submitted instead.

:08:57. > :09:00.In doing so, they must consult and agree with the agencies that work

:09:00. > :09:03.with homeless people on a day-to- day basis.

:09:03. > :09:07.Boston Borough Council estimate 12 rough sleepers live on the town's

:09:07. > :09:15.streets. A figure which angers John Marshall. He runs an outreach

:09:15. > :09:20.centre. If that is the figure that is being presented, there is no

:09:20. > :09:25.resemblance to the true picture. In June, we had 41 people presented to

:09:25. > :09:30.us as rough sleeping. In my view, governments, locally and nationally,

:09:30. > :09:35.it has been in their interest to keep figures low. Have you been

:09:35. > :09:42.asked by the council to help with their estimates? We have not been

:09:42. > :09:49.asked for approach at all. I think that the council are basically

:09:49. > :09:52.wrong. We listen to everybody who comes to us with information. We

:09:52. > :09:56.would like to have those information -- agencies coming back

:09:56. > :09:59.to us what specific details as to where these people are located. We

:09:59. > :10:02.cannot afford to spend a lot of money on what is essentially

:10:02. > :10:05.perhaps a wild goose chase. Other local councils have told Look

:10:05. > :10:08.North they'll also be estimating homeless numbers for this

:10:08. > :10:14.Government survey. But in Boston, the debate has moved from the size

:10:14. > :10:21.of that estimate to who is best- placed to make it.

:10:21. > :10:30.Joining me now is Duncan Shrubsole from the charity, Crisis. So, whose

:10:30. > :10:35.figures give the most accurate picture - charities or councils?

:10:35. > :10:37.Be a partnership. As we think it should be a partnership. The

:10:38. > :10:43.Government changed the guidelines this year and I think they changed

:10:43. > :10:47.it in the wrong way. There should be a pint and agencies should be

:10:47. > :10:51.spoken to for a proper information. So the council's need to spend more

:10:51. > :10:55.money on this? Or the Government should give them more money?

:10:56. > :11:00.Councils need to know the full extent of homelessness. Many people

:11:00. > :11:06.are hidden away out of sight for safety were other reasons. It is

:11:07. > :11:10.important that you take as wide as possible approach to count people.

:11:10. > :11:13.Homelessness is already rising and we are really worried that the

:11:13. > :11:16.resources for the services are being cut and it will only get

:11:16. > :11:21.worse. But there will be plenty of people watching tonight saying this

:11:21. > :11:26.is not a problem. Consuls of much bigger fish to fry right now than

:11:26. > :11:31.this. Anyone who is homeless in 21st century Britain - it is a

:11:31. > :11:36.scandal. Whether it affects one person or 100 people - it is

:11:36. > :11:40.potentially a life wasted. We should all do more to help tackle

:11:40. > :11:44.homelessness and make sure people do not become homeless when ever

:11:44. > :11:48.housing benefits cuts come in. When people go to their local authority,

:11:48. > :11:54.they should be able to get the help they need to get back into society

:11:54. > :11:59.and a job. The bigger problem these days is those people struggling to

:11:59. > :12:02.make ends meet to have been forced to move back in with their parents

:12:02. > :12:09.or on the floors of friends' houses. There are the real home was at the

:12:09. > :12:13.moment, are say? You are right. Homeless this includes those people.

:12:13. > :12:20.People have had to go back and stay on friends' floors, squats etc.

:12:20. > :12:30.That is homelessness. There is a broad range and we need to tackle

:15:31. > :15:41.will either be not working or in non-graduate jobs within six months

:16:35. > :16:41.after the summer and will have to move back to live with her parents

:16:41. > :16:46.to save money. But she is confident that there will be jobs out there.

:16:46. > :16:52.You do lose confidence a little bit. But at the moment because their

:16:52. > :16:56.jobs are still coming out I do not feel completely despondent.

:16:56. > :17:02.Challenging conditions come as no surprise. A recent survey shows

:17:02. > :17:08.there is only one job for every 83 graduates. Double the number two

:17:08. > :17:14.hears ago. Applicant numbers have risen by more than 20% whilst
