:01:23. > :01:29.investigation in Boston tonight into an explosion which killed five

:01:29. > :01:36.men and seriously injured another man. It happened a on the

:01:36. > :01:40.Broadfield Industrial Estate in the town shortly before 7:30pm. Police

:01:40. > :01:46.found equipment for making alcohol inside the building. The men who

:01:46. > :01:53.died have still not been identified. We can go live now to Boston and

:01:53. > :01:56.our reporter. What has been happening there today? Members of

:01:56. > :02:04.the emergency services, police and fire, have been making their way

:02:04. > :02:09.through the cordon here along the road to the scene that you see

:02:09. > :02:12.behind me. That is a major investigation on the goal. It

:02:12. > :02:18.culminated in sombre scenes earlier wrong when a number of dark

:02:18. > :02:24.vehicles made their way along here. Inside were the bodies of those who

:02:24. > :02:28.died. And the legal distillery in the centre Rob Austin. The

:02:28. > :02:35.production of black-market alcohol has let five men dead and another

:02:35. > :02:40.fighting for his life. -- in the centre of Boston. It is now more

:02:40. > :02:48.than 24 hours since emergency services were called to an

:02:48. > :02:53.explosion here. Fire fighters met a rapid and intense fire. When we

:02:53. > :03:03.arrived one casualty had come out of the building. The second group

:03:03. > :03:04.

:03:04. > :03:11.quell the fire, which was very hot. it had set fire to a car outside.

:03:11. > :03:15.It is believed the blast killed the five men instantly. Some people who

:03:15. > :03:22.lived near by came and told me that they believed that there was

:03:22. > :03:27.illegal alcohol. One came out with his arm on fire. I was told one was

:03:27. > :03:31.smoking a cigarette and threw it behind him. The equipment they use

:03:31. > :03:41.for the brewing of the alcohol exploded and five of them were

:03:41. > :03:42.

:03:42. > :03:51.killed. Among those who attended the scene, the rector of Boston.

:03:51. > :03:55.are very sad about this. Today, police confirmed the unit had been

:03:55. > :04:04.used as a distillery. Her we have found chemicals on the premises

:04:04. > :04:08.which indicate the manufacture or production of alcohol. The bodies

:04:08. > :04:16.have been removed and the other man transferred to a specialist burns

:04:16. > :04:22.unit in Boston. Police say he has been undergoing surgery for up much

:04:22. > :04:26.of the day. The police will now try to identify those who were killed.

:04:26. > :04:32.Officers are also working with trading standards and HM Revenue

:04:32. > :04:38.and Customs. At the moment the police have no idea who these men

:04:39. > :04:43.are. There were unconfirmed reports that they were foreign nationals.

:04:43. > :04:51.An appeal has been sent out to anyone, perhaps residents,

:04:51. > :04:56.relatives, friends, who had someone who did go out and not come back to

:04:56. > :05:06.get in touch with the police. Keith Owen from Lincolnshire police joins

:05:47. > :05:54.the names of these men. How is the victim in a hospital? The last I

:05:54. > :06:04.heard was he was undergoing surgery, and that will run on into the

:06:04. > :06:11.evening. We have not had an update. You obviously want to speak to him.

:06:11. > :06:15.How soon will that be? As soon as he is ready. We have officers there

:06:15. > :06:20.who are monitoring the situation. Hopefully he will shed some light

:06:20. > :06:23.on the situation. The appeal we have for the wider community is if

:06:57. > :07:04.The fire service have been working all day to establish what has

:07:04. > :07:08.happened. Thank you very much. The problem of illegal alcohol in

:07:08. > :07:16.Boston has been the subject of a major investigation by the police

:07:16. > :07:23.and trading standards. Many shops were found selling counterfeit

:07:23. > :07:28.alcohol containing cleaning fluid. For some time, customs officers and

:07:28. > :07:33.police have been it confiscating illegal alcohol from off-licences

:07:33. > :07:39.around the time. Today, these two shops had their licences revoked

:07:39. > :07:44.for selling counterfeit vodka. Pub landlords have been warned not to

:07:44. > :07:52.buy and sell it. Some of the fake bobcat contains potentially lethal

:07:52. > :08:00.chemicals. -- vodka. We have been warned by the police to be aware of

:08:00. > :08:09.it and we are aware of it. Anyone who finds dodgy alcohol must

:08:09. > :08:15.reported. -- report it to us. Lincolnshire Police strongly

:08:15. > :08:21.suggest that illegal alcohol was being produced. This man, who work

:08:21. > :08:27.near by, describes the victims as young Eastern Europeans.

:08:27. > :08:35.surprises me because there was no signs of any illegal goings-on. It

:08:35. > :08:39.was just a warehouse that was used for storage. For some time there

:08:39. > :08:43.has been concern about the illegal manufacturing of alcohol in

:08:43. > :08:52.Lincolnshire. The potato fields provide plenty raw-material, and

:08:52. > :08:57.there is a large market as there is a large eastern European Community.

:08:57. > :09:04.It is alcohol but it is cleansing fluid and is not fit for human

:09:04. > :09:08.consumption. Illegally producing alcohol has long been linked to the

:09:08. > :09:18.black market economy and organised crime, and now to the tragic loss

:09:18. > :09:20.

:09:20. > :09:25.of the likes of five men. -- lives. Where does this leave the

:09:25. > :09:33.investigation into the vodka? Clearly there is a possibility that

:11:04. > :11:10.about immigration issues, it does raise problems, but we are a

:11:10. > :11:14.multicultural society, so we must live with it. It is very tragic, it

:11:14. > :11:21.is a loss of life. Whether they are foreign nationals are not, it is

:11:21. > :11:28.tragic. They can learn from this tragedy, but in many parts of the

:11:28. > :11:33.town, there is horror at a loss of life. It is a cause of concern

:11:33. > :11:38.across society, and it is an issue that we face here. There may be

:11:38. > :11:44.questions for the future of Boston and how it reacts, but today is all

:11:44. > :11:50.about the lives of five men and how they were killed.

:11:50. > :11:55.Earlier I spoke to the MP for Boston, I questioned him about how

:11:55. > :12:03.he feels about what happened. initial reaction is one of shock at

:12:03. > :12:09.the terrible tragedy where five people lost their lives. We need to

:12:09. > :12:18.initially allow the police to get on unhindered and do a thorough

:12:18. > :12:22.investigation to establish the facts. Many people have been

:12:22. > :12:28.talking about this illegal brewing which may have caused the explosion.

:12:28. > :12:33.Early in the year you know that counterfeit alcohol was on sale.

:12:33. > :12:38.Have you been a weird when talking to your constituents about this? --

:12:38. > :12:43.have you been made aware. Certainly the problem seems to be alcohol

:12:43. > :12:48.going wrong, although the full investigation must be completed.

:12:48. > :12:53.Some months ago there were a series of raids, by Lincolnshire police,

:12:53. > :12:57.Customs and Excise, and trading standards, and they confiscated

:12:57. > :13:05.significant sums of alcohol. The sale of illegal alcohol was quite

:13:05. > :13:10.well known about in the Boston area. Until the tragedy last night, there

:13:10. > :13:18.was no evidence of production of illegal alcohol in Boston. It looks

:13:18. > :13:26.like that has changed. Is there anything you can do to tackle this

:13:27. > :13:30.issue? The first thing we need to do is allow the police to do their

:13:30. > :13:38.investigation thoroughly. Once the facts are established about what

:13:38. > :13:44.happened here and who the poor people were who died, their

:13:44. > :13:48.respective agencies need to sit down, learned the lessons, and make

:13:48. > :13:58.sure we eradicate the sale illegal alcohol, the production of illegal

:13:58. > :14:04.

:17:34. > :17:39.Who could forget the floods of 2007? At the time, we were told it

:17:40. > :17:43.was a freak event but there were warnings it could happen again.

:17:43. > :17:48.What is an abnormal event may become more frequent in the decades

:17:48. > :17:54.to come. And those warnings are mentioned in this report out today

:17:54. > :17:59.by the Committee on climate change. And so also is this from our local

:17:59. > :18:04.authorities. For not taking the warning seriously enough and for

:18:28. > :18:32.the top of the list of their priorities when it comes to

:18:32. > :18:36.planning. We are going through a process which looks set all the

:18:36. > :18:41.various sites that landowners and the council have put forward as

:18:41. > :18:46.sites for the future. One of the fundamental first steps in that

:18:47. > :18:50.assessment of their sides is what are the flood risks? If they cannot

:18:50. > :18:56.be mitigated four, cross it off. The problem is increasing demand

:18:56. > :19:01.for new homes. It is estimated that by 2026, the population in Hull

:19:01. > :19:08.will rise by 10,000 meaning that 15,000 new homes will be needed. In

:19:08. > :19:13.the East Riding, the population is set to rise by 47,000. Creating the

:19:13. > :19:16.need for 20,000 new homes. But with large amounts of Hull and East

:19:16. > :19:22.Yorkshire line in flood risk areas, it means greater effort is needed

:19:22. > :19:27.to make sure that any new homes can withstand flooding in the future,

:19:27. > :19:31.something the council say they are confident of achieving.

:19:31. > :19:35.The government has announced that the coastguard station at Great

:19:35. > :19:40.Yarmouth in Norfolk will close. However, the Transport Secretary

:19:40. > :19:44.has said the base in Bridlington will continue to operate 24 hours a

:23:01. > :23:08.a young Assem Allam. I was doing my masters and I used to take

:25:14. > :25:20.prepared loads, like today, I came here at 4:30am. But after all the
