:00:08. > :00:16.Good evening. They headlines tonight: MPs tell the Prime

:00:16. > :00:22.Minister the police should have been tougher on rioters. Why have

:00:22. > :00:32.our police been disbursing these youths so they can riots in other

:00:32. > :00:37.areas? Why the bus operators are fessing -- are facing the toughest

:00:37. > :00:43.test of a generation? Secret documents relieve -- revealed

:00:43. > :00:50.details of strange sightings in Yorkshire. Workers make this deadly

:00:50. > :01:00.discovery in a shipment. There has been a fair bet of cloud, will it

:01:00. > :01:05.

:01:05. > :01:09.be any better for the weekend? -- appear remote. -- a fair amount.

:01:09. > :01:15.MPs from Lincolnshire and East Yorkshire have demanded a much

:01:16. > :01:19.tougher police response in future riots. Officers have been sent to

:01:19. > :01:24.assist other forces, and politicians say the police must be

:01:24. > :01:30.given more power to tackle criminal gangs. Parliament was recalled

:01:30. > :01:38.today to discuss the violence, with some of our MPs criticised for

:01:38. > :01:42.choosing not to attend. Thankfully, are a career has been spared the

:01:42. > :01:46.violent scenes which blighted many English cities this week. But that

:01:46. > :01:54.did not prevent a number of MPs from East Yorkshire and Lincoln

:01:54. > :02:02.having their say. Why have our police been dispersing these uses

:02:02. > :02:05.so they can riot in other facilities? -- these children. This

:02:05. > :02:11.veteran conservative that suggested the rioters should be rounded up

:02:11. > :02:18.and held at Wembley Stadium. It was clear many MPs wanted a much

:02:18. > :02:23.tougher approach. I do not think the ordinary policeman has got

:02:23. > :02:30.softer. But the management of the police has done, and I am afraid if

:02:30. > :02:37.they are not careful, this will happen again. There were a few

:02:37. > :02:45.notable absentees from Parliament. Alan Johnson could not get back

:02:45. > :02:49.from his holidays in time. Austin Mitchell spoke to us from

:02:49. > :02:57.California. He said it would not be a good use of taxpayers' money to

:02:57. > :03:04.fly back to London. I think it is because of a government economic

:03:04. > :03:10.policy. I have a contribution I want to make, but I will not sit

:03:10. > :03:20.there and listen to various Cabinet members and then squeeze my eight.

:03:20. > :03:21.

:03:21. > :03:26.Into it. There is no reason why I should be there. -- squeeze into it.

:03:26. > :03:31.He should find out what is going on. I will not have a go at him, but if

:03:31. > :03:39.I was in he might -- if I was in his position I would be back at

:03:39. > :03:45.Westminster straight away. another corner of Grimsby, politics

:03:45. > :03:50.was not on the agenda at all stop these young people said they were

:03:50. > :03:54.shocked by the images. Respect in society has gone down for a while,

:03:54. > :04:02.people do not care about other people, everybody is fighting for

:04:02. > :04:07.themselves. It is a shame, because I do not think anyone in my eight

:04:07. > :04:11.friends would do that. Despite not basing this type of trouble,

:04:11. > :04:17.Humberside police have revealed bespoke to a number of people

:04:17. > :04:27.staring up violence on social networking sites. -- starring up

:04:27. > :04:29.

:04:29. > :04:34.violence. -- stirring. They have warned that arrests could follow.

:04:34. > :04:40.Diana Johnson is a Hull North MP. I spoke to her and asked her whether

:04:40. > :04:44.it was worth recalling Parliament. I think it was. It is an

:04:44. > :04:48.opportunity for the prime minister to step out what takes -- set out

:04:48. > :04:52.what steps he has taken. I was concerned the Prime Minister was

:04:52. > :05:02.not listening to questions about the police cuts. That was

:05:02. > :05:03.

:05:03. > :05:09.disappointing. You spoke about police cuts, at the end of the day,

:05:09. > :05:14.people what the police to be tougher with yobs. -- people want

:05:14. > :05:18.the police. I do not agree with you, Peter. People what the police on

:05:18. > :05:23.the streets. I think their concerns are still there, people are saying

:05:23. > :05:28.to me on a daily basis the 20 % cuts to the police are something

:05:28. > :05:34.they do not want. What do you think went wrong? I do not think there is

:05:34. > :05:40.a simple answer to this. Clearly there was criminality, looting,

:05:40. > :05:45.murderers, so that is all criminal offences. There is other defences.

:05:46. > :05:51.There is also the issue of society, we need to have a long hard think

:05:51. > :05:59.about it, consider what happened, do not rush into making knee-jerk

:05:59. > :06:07.reactions. What are at the other issues? Some areas have not had any

:06:07. > :06:11.problems. -- what are the other issues? Thankfully in sombre side -

:06:11. > :06:15.- in Humberside there has been no problem, but we need to consider

:06:15. > :06:20.issues like what we are saying to young people about their future,

:06:20. > :06:25.what jobs they will have, we must address that. We must think about

:06:25. > :06:32.the benefits system, what we say about encouraging people into work.

:06:32. > :06:38.It is not simple. You are implying it is about people who do not have

:06:38. > :06:42.jobs, some of these people do have jobs. Absolutely. You can see there

:06:43. > :06:47.was a primary-school teacher, someone who has just signed up for

:06:47. > :06:55.the army, an undergraduate, and that is why there is no simple

:06:55. > :06:59.cause for what is going on. There is a whole range of things we

:06:59. > :07:07.should consider. We need to think about what we expect of young

:07:07. > :07:11.people. Diana Johnson, thank you. Then a moment, a waste of money?

:07:11. > :07:18.Boston businesses give their verdict on the group that may pay

:07:18. > :07:21.to promote the town centre. The bus industry is facing the greatest

:07:21. > :07:25.financial challenge for a generation according to a report

:07:25. > :07:30.out today by the Commons transport committee. It says that cuts to

:07:31. > :07:35.rural bus services I damaging access to vital bus services for

:07:35. > :07:43.the young, old and disabled. It warns that even deeper cuts are

:07:43. > :07:53.available -- are possible next year. Bus services have been hit hard by

:07:53. > :07:55.

:07:55. > :08:03.cuts. It is rural areas that are seen services disappear. 6pm, the

:08:03. > :08:07.buses get less and less. Old people are suffering. Jim Taylor has seen

:08:07. > :08:13.the largest number of operators going bust in the last six months

:08:13. > :08:21.than he has ever seen before. He had to cancel services from his own

:08:21. > :08:28.company. We have to cancel services, we are a business. If there is no

:08:28. > :08:36.money from the councils, supporting services in a rural area,

:08:36. > :08:40.unfortunately, they will call by the wayside. It is a reflection of

:08:40. > :08:44.the findings from the transport committee. They say the cuts are

:08:45. > :08:50.damaging the ability of the young, old and disabled to access vital

:08:50. > :08:57.services, and further cuts could make things worse. That is a worry

:08:57. > :09:02.for people like this woman. completely and utterly rely on the

:09:02. > :09:09.bus services, so when I heard a rumour they were going to cut it, I

:09:09. > :09:13.was quite upset about it, because I need this bus service. There are no

:09:13. > :09:18.plans for further cuts, but it is easy to feel the concern in the

:09:18. > :09:26.town. I think there are other cuts that could be made, but cutting the

:09:26. > :09:31.bus service should not happen. government says it is not then, it

:09:31. > :09:41.is local councils that are making the cuts. The government has made

:09:41. > :09:47.

:09:47. > :09:51.no cuts, so we must look at councils. The debate will continue.

:09:51. > :09:58.Chris Briggs is the head of transport in Lincolnshire County

:09:58. > :10:04.Council. I spoke to him and asked him whether he agreed with the cuts

:10:04. > :10:08.being accounts will matter. It is correct, the government supplied

:10:08. > :10:12.the money and the county council makes the decision. The county

:10:12. > :10:18.council has had to make those tough decisions, but having less money

:10:18. > :10:23.means having less services. The decision was to protect other

:10:23. > :10:26.frontline services which are important to people, and therefore

:10:26. > :10:34.1 million was removed from the amount of money used this to

:10:34. > :10:38.subsidise bus services. I think you will find the county council has

:10:38. > :10:43.done all of this, senior management level was reduced by around one-

:10:43. > :10:53.third at the end of last year. about all furred, up a service used

:10:53. > :10:59.

:10:59. > :11:08.to run on two days, and it had been cut to one day. -- Alford. That

:11:08. > :11:13.sounds like coppers. It does, but we need to make the savings.

:11:13. > :11:17.three years' time, will there be less bus services in Lincolnshire?

:11:18. > :11:21.I hope not, because the county council made the decision to make

:11:21. > :11:26.the savings at the front end, so hopefully there will be no further

:11:26. > :11:36.cuts if the government funding remains as promised, and we will do

:11:36. > :11:39.

:11:39. > :11:43.If you have got a view on this one then throw it open. The best way of

:11:43. > :11:53.providing bus services in rural areas, should do routes be

:11:53. > :12:06.

:12:06. > :12:09.We will have some of your stories. Some more news now, the company

:12:10. > :12:14.wanting to build a new power- station in North Lincolnshire,

:12:14. > :12:18.creating hundreds of jobs, says there will not proceed with the

:12:18. > :12:23.plans and silicates reassurances from the Government. The plant was

:12:23. > :12:27.given the go-ahead yesterday, but says it will not progress unless

:12:27. > :12:31.the Government gives guarantees of future subsidy levels.

:12:31. > :12:35.Plan is for a tidal power device in the Humber to generate electricity

:12:35. > :12:39.have been approved by Parliament. The device is thought to be the

:12:39. > :12:43.first in its kind in the country. It will use the tidal power of

:12:43. > :12:51.their estuary to create electricity to power the D in Hull. It is

:12:51. > :13:01.expected to be deployed in autumn. -- The Deep in Hull. We'd talked

:13:01. > :13:03.about the controversy surrounding this Hull bed -- BID of which

:13:03. > :13:07.provides help for companies by charging them.

:13:07. > :13:13.Not everybody wants is we have heard from companies in Boston who

:13:13. > :13:19.are not happy with their BID organisation.

:13:19. > :13:24.This picture has been paying the compulsory levy to Boston Business

:13:24. > :13:29.improvement District, or BID, 43 years. Like the majority of

:13:30. > :13:33.businesses in Boston he did not join -- board for this. When the

:13:33. > :13:39.form came through the post, I have felt it was junk mail and I ignored

:13:39. > :13:46.it. Maybe we were the only people who didn't know it, but because we

:13:46. > :13:56.did that it felt that was a vote of yes. End Boston, beds are entitled

:13:56. > :13:56.

:13:56. > :14:02.to take 1% of the value. -- BIDs. For a small shop, annual fee is one

:14:02. > :14:07.on -- a couple of hundred pounds. This shopkeeper believes the

:14:07. > :14:13.organisation is a waste of money. And at the moment, I think the BID

:14:13. > :14:16.is operating the way they always have operated, which is just too

:14:16. > :14:22.write things down on paper, give us a list of what they are proposing

:14:22. > :14:28.to do, and never actually doing it. Boston BID says its achievement is

:14:28. > :14:35.to create a safer shopping area and more welcoming town. That has

:14:35. > :14:40.benefited is is is directly area. A number of town ranges are claimed

:14:40. > :14:45.to have greatly improved the shopping area. This shop owner says

:14:45. > :14:50.there BID is worth every penny of the compulsory levy. It is all to

:14:50. > :14:54.promote and enhance the town of Boston. We do a lot of things

:14:54. > :14:59.behind the scene which people do not realise. It is not possible for

:14:59. > :15:03.us to do something for every single business, what we try to do is do

:15:03. > :15:08.something that is good for Boston. That will then have a knock-on

:15:08. > :15:11.effect for the businesses in Boston. It will be another two years before

:15:11. > :15:14.businesses can vote on whether they want to keep the Business

:15:14. > :15:24.improvement District, until then opinions are likely to remain

:15:24. > :15:24.

:15:24. > :15:30.divided. If you have got a local bed, how does it work? Do you think

:15:30. > :15:37.you get value for money, get in touch.

:15:37. > :15:41.It time is 6:45pm. Still ahead: the striker spotted on YouTube but who

:15:41. > :15:44.is hoping to help Lincoln City bounce back into the Football

:15:44. > :15:54.League. The deadly stowaways discovered by

:15:54. > :15:57.

:15:57. > :16:03.Do not forget if you have got a photograph you are proud of, send

:16:03. > :16:10.it in. Tonight's is taken by Paul McCafferty. It is of Rippingale in

:16:10. > :16:14.Lincolnshire. Thank you for that. Goody evening, Lisa. What of

:16:14. > :16:19.confidence for you say that Peter has been very cruel to Lisa this

:16:19. > :16:28.week but is she not giving him back as much as she gets, good on you,

:16:28. > :16:33.Karel! I do not know what they are It has been a mild day to day, we

:16:33. > :16:36.have reached 22 degrees are but we are set for some cloud but there

:16:36. > :16:40.will be some brightness. If you look at the pressure charts for

:16:40. > :16:47.tomorrow, we have a weather front out in the Atlantic which is

:16:47. > :16:53.heading our way. It stars to Brighton and then clouds over.

:16:53. > :16:58.Today, you can see on the satellite picture that there is some cloud.

:16:58. > :17:02.There have been some heavy showers. Overnight we are going to see some

:17:03. > :17:08.patchy light rain and drizzle. That will tend to die away by the end of

:17:08. > :17:16.the night. It will be a mild night with temperatures of 13 or 14

:17:16. > :17:26.degrees. Looking at the Sun, it rises in the morning and sex at

:17:26. > :17:33.8:37pm. Their next -- sects in the evening. Tomorrow will not be too

:17:33. > :17:36.cold, there will be a fair amount of cloud. As we go through the day

:17:36. > :17:44.we see the damp mist clearing and the Clyde will start to break we

:17:44. > :17:51.will see some brighter spells. The cloud will be thickening from the

:17:51. > :17:56.West. Temperatures tomorrow are run roundabout 19 degrees as a high. It

:17:56. > :18:00.may be 21 in Boston. Rain to come on Friday evening, there will be

:18:00. > :18:05.further rain on Saturday morning. Once that clears away the rest of

:18:05. > :18:15.the weekend is brighter. There will be a scattering of showers but many

:18:15. > :18:21.

:18:21. > :18:26.Turn the sound down, it looks like Lincoln City are preparing to kick

:18:26. > :18:29.off the new season when they travelled to size port. Fans will

:18:29. > :18:36.hope for a strong start to the season as they try to bounce back

:18:36. > :18:42.into the Football League. BBC Lincolnshire's sports editor has

:18:42. > :18:44.been assessing their chances. The last three months have been

:18:44. > :18:51.pretty traumatic for Lincoln City supporters have they has replayed

:18:51. > :18:56.the goals that relegated them again and again. It seems to be, looking

:18:56. > :19:01.at other football teams, the longer you're out the harder it is to get

:19:01. > :19:09.back in. They have to make every effort to get back. Said the has

:19:09. > :19:16.had to cut its budget. The fault of a no confidence vote. In has been a

:19:16. > :19:22.difficult last few months, lot of things going on. The relegation to

:19:22. > :19:25.non-league, lots of cost cutting is to be made. A hopefully we have

:19:25. > :19:29.come through all of that and we are looking forward to starting the new

:19:29. > :19:37.season. Among the news seized -- faces, striker Bradley Baraclough

:19:37. > :19:43.who posted a video of his goals at college in America on YouTube.

:19:43. > :19:50.There are other new starters as well. There are any up -- lot of

:19:50. > :19:57.New Lad. We're not thinking about last season. When you come into the

:19:57. > :20:01.next season, it does not feel like that. They hope the new squad can

:20:01. > :20:08.help the squad bounce-back. It will take time to gel but a lot will

:20:08. > :20:16.depend on injuries. We have got a small squad. If we pick up to work

:20:16. > :20:21.he injuries to key players it will not help us, but we stay injury-

:20:21. > :20:24.free, who knows. Where in they were last relegated the bounced back at

:20:24. > :20:33.the first time. They will hope that his team does the same this time

:20:33. > :20:37.around. Thank you, good luck to them. The

:20:37. > :20:42.Court of Hull Kingston Rovers has broken his silence about leaving

:20:42. > :20:48.the club. Justin Morgan says it was mutual. Today he revealed he could

:20:48. > :20:52.be heading home to Australia. Still in charge but not for much

:20:52. > :20:57.longer, Justin Morgan addressed the issues of his departure for the

:20:57. > :21:02.first time since it became known. We had a good chat on Thursday

:21:02. > :21:08.about a few different things. It was not anything that came out of

:21:08. > :21:12.the blue. It is something that has been on topic for a little while.

:21:12. > :21:17.Despite the timing, Rovers are still have a chance of making this

:21:17. > :21:23.season's play-off. He was the man who ended many years with promotion

:21:23. > :21:26.to Super League in 2007. Since then he has moved them into two plea of

:21:26. > :21:32.finishes and lead them into a Challenge Cup semi-final, no wonder

:21:32. > :21:38.fans are sad to see him go. Just great for for what he has done for

:21:38. > :21:43.us. I think Justin Morgan has done brilliant for Rovers. It is a shame

:21:43. > :21:48.really, I think he will be well mist. He had the flair and optimism.

:21:48. > :21:51.I think he passed it on to the team. More can revealed today that he may

:21:51. > :21:56.find work home in Australia up with interest from clubs there. Have

:21:56. > :22:00.often got dialogue with them anyway, so now that might situation has

:22:00. > :22:05.become a little bit clearer, we have spoken a little bit more on a

:22:05. > :22:10.professional level, I have spoken to a couple of clubs at the moment.

:22:10. > :22:17.We will see if anything happens. More akin leaves with the fans'

:22:17. > :22:22.best wishes as they wait to see who will be returned as their new coach.

:22:22. > :22:26.Government files released today show a series of UFO sightings in

:22:26. > :22:30.Lincolnshire and East Yorkshire. Some of the incidence bait -- date

:22:30. > :22:34.back more than 30 years. The files, from the Ministry of Defence, have

:22:34. > :22:41.been stored in the national archives. Our reporter has been

:22:41. > :22:44.taking a look. It is the early hours of October

:22:44. > :22:50.5th, 1996. Reports comment of a red and green rotating light over

:22:50. > :22:55.Boston. Bright, no noise, spotted by police, members of the public,

:22:55. > :23:00.even the crew of a ship in the North Sea. It is just one of many

:23:00. > :23:04.unexplained sightings of UFOs over East Yorkshire and Lincolnshire,

:23:04. > :23:08.released today by the Ministry of Defence. The have received

:23:08. > :23:13.thousands of support -- reports since they end of the Second World

:23:13. > :23:16.War. When people hear the truth, which is that there has never been

:23:16. > :23:22.the resources for staff to investigate the. Nobody will

:23:22. > :23:27.believe that. The police a feature in many of the documents, in one

:23:27. > :23:33.incidents in 20031 witness even described how the Humberside police

:23:33. > :23:38.helicopter was being observed by a bright light over Hull. One a

:23:38. > :23:42.police officer runs a website which locks sightings. I had what one

:23:42. > :23:46.case where I have 70 police officers from six different vantage

:23:46. > :23:54.points geographically all watching the same object, why does that not

:23:54. > :24:00.get on the news? Perhaps one of the stranger sightings is that of a

:24:00. > :24:04.flying cigar spotted by five people over Hull and Scunthorpe in 1976.

:24:04. > :24:09.With more recent incidents in Lincolnshire, including wind

:24:09. > :24:19.turbines sector have been hit by UFOs, there is plenty of people who

:24:19. > :24:22.think theory is something out there. Thank you. Imagine being at work

:24:22. > :24:26.and suddenly seeing this just a few inches from your face. That

:24:26. > :24:30.happened to one Engineer in North Lincolnshire. He was dismantling a

:24:30. > :24:36.jet engine that was shipped in from America up when he got a rather

:24:36. > :24:41.nasty surprise. It has razor-sharp fangs and its

:24:41. > :24:47.venom can kill. Imagine their shock when engineers discovered this a
