:00:08. > :00:11.Good evening and welcome to BBC Look North.
:00:11. > :00:17.The headlines tonight. Extreme measures - fears half a
:00:17. > :00:22.million people will struggle to pay their fuel bills this winter.
:00:22. > :00:26.at the beginning of autumn really worried about January's bills.
:00:26. > :00:28.in the air - the Red Arrows perform for the first time since the death
:00:28. > :00:32.of one of their pilots. The east coast seals under attack
:00:32. > :00:42.from an infectious disease. As one of the most luxurious trains
:00:42. > :00:44.
:00:44. > :00:48.in the world arrives in Hull, we climb aboard. And join me for that
:00:48. > :00:56.all-important weekend weather forecast live from the Hull Freedom
:00:56. > :00:58.Festival. There are warnings more than half a
:00:58. > :01:01.million households across Yorkshire and Lincolnshire could struggle to
:01:01. > :01:08.pay their bills this winter. Rising prices means a growing number of
:01:08. > :01:16.people are facing fuel poverty and can't afford to heat their houses.
:01:16. > :01:23.Siobhan Robbins has more. Cutting wood for the winter. It may
:01:23. > :01:28.only be September but this man says a lack of insulation means heat and
:01:28. > :01:33.money are seeping out through the walls. Through the upstairs, could
:01:33. > :01:41.be 60% going through the walls and downstairs, 50%. By that
:01:41. > :01:47.calculation, we could save 50% -- blues that the descent of gas money
:01:47. > :01:52.going through the walls. When you walk in from outside, you feel the
:01:52. > :01:57.temperature drop immediately. Recent price rises mean future fuel
:01:57. > :02:03.bills are a worry. I'm sad that the beginning of autumn really worried
:02:03. > :02:07.about January's bills. We need to eat as well as heat. A lot of money
:02:07. > :02:13.has to go on the bills and a lot of people cannot afford to eat. This
:02:13. > :02:19.is a question of poverty. Rising prices mean that even net cost of
:02:19. > :02:23.boiling a kettle -- settled can be a worry. Gas prices up 18% and
:02:23. > :02:29.electricity 10%. It means more than half a million households across
:02:29. > :02:34.Yorkshire may struggle to pay the bills. Struggling finances mean
:02:34. > :02:41.elderly people are often hit the hardest when prices rise. It's
:02:41. > :02:46.cheaper for people do come in here. Bills are getting bigger and bigger
:02:46. > :02:48.and it is becoming harder to enjoy other things in your life.
:02:48. > :02:55.smaller businesses like this Grimsby glass company are also
:02:55. > :03:00.feeling the pressure. I do not pass gas and electric pace is on to the
:03:00. > :03:04.customer. It eats into your bottom line so the profit margins a law
:03:04. > :03:07.under four and it affects the whole business. Phil's now building a
:03:07. > :03:12.shelter to protect from the cold. Just one of many fighting to stay
:03:12. > :03:15.warm over winter. I spoke to Pete Moorey from the
:03:15. > :03:18.consumer group Which and asked him whether he was surprised that half
:03:18. > :03:28.a million people across Yorkshire and Lincolnshire are facing fuel
:03:28. > :03:28.
:03:28. > :03:32.poverty this winter. Unfortunately, it is not surprising that these
:03:32. > :03:37.kind of figures are being announced today. With energy price hikes of
:03:37. > :03:42.anywhere between 10, 15 or 20% this winter for all consumers, it really
:03:42. > :03:48.is not a surprise that so many people are slipping into fuel
:03:48. > :03:53.poverty and struggling to pay their bills. They are huge figures. What
:03:53. > :03:57.help is available? It is difficult really for consumers to know what
:03:57. > :04:02.to do. There are some simple things that too many people are not doing
:04:02. > :04:06.in the face of rising bills. Things like looking at whether they can be
:04:06. > :04:11.in a better payment scheme. If people pay by direct debit rather
:04:11. > :04:16.than by cheque, they would be saving money. Energy companies
:04:16. > :04:20.would be giving them discounts. Or, if they were able to pay online.
:04:20. > :04:24.Equally, if they decided to get both the gas and electricity from
:04:24. > :04:30.one supplier, each of these things would ensure that they would get
:04:30. > :04:38.discounts from their suppliers and save money. Do we have to help
:04:38. > :04:48.ourselves. The film was saying that there so much can be lost. There
:04:48. > :04:50.
:04:50. > :04:55.are some simple steps in terms of insulation. Loft insulation and
:04:56. > :04:59.cavity wall insulation need not cost a lot of money. Some suppliers
:04:59. > :05:02.may supplied to you for free or subsidised. Consumers should be
:05:02. > :05:12.calling the energy companies and finding out whether there are deals
:05:12. > :05:13.
:05:13. > :05:17.available. They should take those options where they are available.
:05:17. > :05:25.Very briefly, five out of six energy companies have increased
:05:25. > :05:29.prices. Will this continue? We should expect this. This is partly
:05:29. > :05:32.due to investment needed an hour energy infrastructure. Consumers be
:05:32. > :05:42.to help themselves but energy companies need to answer the tough
:05:42. > :05:47.
:05:47. > :05:52.questions about whether these price rises are justified. Thank you.
:05:52. > :05:57.Let us know your thoughts and us. How What's your view on this
:05:57. > :06:00.tonight? Are you one of the half a million people who are going to be
:06:00. > :06:09.in this situation this winter? If so let me know how you're planning
:06:09. > :06:12.to cope. And what needs to be done to help.
:06:12. > :06:21.In a moment - the 500,000 homes helping to revive the caravan
:06:22. > :06:24.industry. The Lincolnshire based Red Arrows
:06:24. > :06:29.have performed in public for the first time since the death of one
:06:29. > :06:32.of their pilots. Flight Lieutenant John egging died almost two weeks
:06:32. > :06:42.ago litany a festival in Bournemouth. The remaining eight
:06:42. > :06:42.
:06:42. > :06:47.planes today performed a world famous routine.
:06:47. > :06:53.Back in the air at less than two weeks after the loss of Red four.
:06:53. > :06:59.The show must go on, and the Red Arrows are now only 80 number. For
:06:59. > :07:06.those watching the comeback display at a country fair, the side brought
:07:06. > :07:10.mixed emotions. It is amazing, a fantastic shot. Really amazing and
:07:10. > :07:16.encouraging to see them back up there. It's been quite emotional
:07:16. > :07:21.but it was fantastic. You feel very attached to them really. It is a
:07:21. > :07:26.great loss. The flight lieutenant was killed when his jet crashed
:07:26. > :07:29.following a display at the Bournemouth their festival. Back in
:07:29. > :07:33.line to show whether there are also based, well-wishers left their
:07:33. > :07:37.tributes. Crash investigators began their work, and the display team
:07:37. > :07:41.were grounded than their engagements cancelled. Initial
:07:41. > :07:45.inquiries cleared the jet to fly once more. The Red Arrows return to
:07:45. > :07:49.base last Saturday and began practising for displays using an
:07:49. > :07:54.eight aircraft formation instead of the usual nine. Before the display,
:07:54. > :07:58.the squadron leader said, the fortitude, resilience and pride
:07:58. > :08:02.that he showed in life were the qualities which defined our armed
:08:02. > :08:12.forces, and it is these which will enable us to get back in her feet
:08:12. > :08:14.
:08:14. > :08:17.and move on. Today marks the Red Arrows return to public displays.
:08:17. > :08:25.The displays are dedicated to the memory of Flight Lieutenant John
:08:25. > :08:29.begging. A few minutes ago, I asked a
:08:29. > :08:33.reporter to describe the mood among the public. The Red Arrows has
:08:33. > :08:36.hugely popular with crowds bought here at in the UK and across the
:08:36. > :08:41.world. They got a fantastic reception today at Chatsworth
:08:41. > :08:47.Country Fair. There was a slight sense of sadness surrounding the
:08:47. > :08:52.whole display. The display today with eight aircraft instead of the
:08:52. > :08:57.usual nine. A very poignant for those watching. Today's display
:08:57. > :09:02.takes place just 24 hours before or the flight lieutenant is laid to
:09:02. > :09:09.rest near his home in Rutland. Everywhere on, tribute was paid to
:09:09. > :09:18.the fortitude of his wife, and said she was an example that the team
:09:18. > :09:21.could look upon as they continued with their display season.
:09:21. > :09:24.A light aircraft has crashed near Market Deeping. The plane went down
:09:24. > :09:26.near the village of Wansford, close to the A1 after hitting power lines.
:09:26. > :09:32.The A1 and surrounding roads have been closed while police
:09:32. > :09:42.investigate the accident. It is likely to be shut until tomorrow
:09:42. > :09:43.
:09:43. > :09:47.afternoon. It is an industry hit hard by the
:09:47. > :09:51.recession, but because of caravans were to the in an upbeat mood ahead
:09:51. > :09:54.of their to Rachel. It hopes to attack by us in their thousands,
:09:54. > :10:02.but surprisingly, it is a luxury end of the market that is giving
:10:02. > :10:08.cause for optimism. Caravanning does not get more
:10:08. > :10:12.luxurious than this. Nearly 500,000 worth of mobile home, and
:10:12. > :10:16.said to be selling well. You could be forgiven for thinking the
:10:16. > :10:24.economy was booming. Some of these buildings cost a phenomenal amounts
:10:24. > :10:28.of money, upwards of five under 1,000. The absolutely luxurious.
:10:28. > :10:33.All the electronic gadgetry and so on. Nicer than many homes that have
:10:33. > :10:37.been built. They are built to last as well these days. You can get
:10:37. > :10:43.mortgages on a man finance. It is a great lifestyle if you can afford
:10:43. > :10:47.it. Caravan camping - they do it yourself holiday made easy. From
:10:47. > :10:50.their early days of the budget holiday, the industry has become
:10:50. > :10:56.more sophisticated. As the finishing touches are made to this
:10:56. > :11:02.year's show, it is hoped the new season's caravans will prove to be
:11:02. > :11:11.bestsellers and support local jobs. The caravan industry in Hull is
:11:11. > :11:14.very dependent on people and jobs. We're confident about the future
:11:14. > :11:19.and feel we have products customers will be very interested in this
:11:19. > :11:24.weekend. The industry is highly sensitive to the market. It is only
:11:24. > :11:29.a few weeks since global manufacturer Swift announced
:11:29. > :11:31.redundancies. Manufacturers are keen to counter out that so
:11:31. > :11:37.economic downturn can mean fewer people are buying caravans, it can
:11:37. > :11:42.also mean that more people are choosing to holiday in this country.
:11:42. > :11:50.Guess where they are staying? This holiday park in East Yorkshire is
:11:50. > :11:55.benefiting from the so-called state occasion. This year, more caravans
:11:55. > :11:57.have been sold. We have done very well this year. When the public
:11:57. > :12:03.come through the doors here tomorrow, they will be able to see
:12:03. > :12:12.just about everything this industry has to offer. Manufacturers will be
:12:12. > :12:15.hoping they are in a buoyant mood. Thanks be up e-mails, texts and a
:12:15. > :12:25.tweets about the hundreds of 1000 pounds spent in East Yorkshire by
:12:25. > :12:27.council's cleaning up fly-tipping. The survey, by the Countryside
:12:27. > :12:29.Alliance, says most of our authorities are struggling to
:12:29. > :12:32.reclaim their costs with just 15,000 recovered in fines. Here's
:12:32. > :12:35.just a few of your comments: Phil in Lincoln suggests local

:12:45. > :13:04.
:13:04. > :13:08.be left, as private firms charge a There was a big response on that
:13:08. > :13:15.story after the programme last night. Thank you for those. Still
:13:15. > :13:22.ahead: The course is one of the toughest anywhere in the world, and
:13:22. > :13:27.can be very confusing. 50 years on, we will look at the

:14:21. > :14:24.natural hair colour, I have not died it! What is your excuse?
:14:24. > :14:29.Somebody said yesterday you were on holiday that long you have probably
:14:29. > :14:36.gone grey! It is really nice to be here. There is a lot going on. The
:14:37. > :14:40.crowds are building now as you can see. Will we get a wave? Yes we
:14:40. > :14:44.will. There is lots going on with the Freedom Festival, five venues
:14:44. > :14:48.across the city, and I have good news for tomorrow, because it looks
:14:48. > :14:58.as though it will be mostly fine and drive across all five events.
:14:58. > :15:02.Get yourself into Hull. 23 degrees Let's look at the graphics for this
:15:02. > :15:06.evening. Very pleasant with variable crowd -- cloud and
:15:06. > :15:11.sunshine possible before the sun sets. Overnight dry it with broken
:15:11. > :15:15.cloud. Temperatures down to 12 degrees, quite mild for the early
:15:15. > :15:21.part of September. Tomorrow looks promising, the best weather in the
:15:21. > :15:25.morning, dry and bright with some hazy sunshine. Clouds will
:15:25. > :15:29.gradually increase, and the afternoon looks cloudy. There will
:15:29. > :15:33.be one or two spots of rain in western parts of East Yorkshire and
:15:33. > :15:41.Lincolnshire, but basically it looks like it will be mostly dried
:15:41. > :15:46.with good temperatures, 22-23 Cup Mar-24 around the Wash.
:15:46. > :15:51.Some uncertainty about Sunday, more and settles with patchy outbreaks
:15:51. > :15:56.of rain for a time, but the signal next week is a taste of autumn with
:15:56. > :16:00.it turning windier and a risk of rain at times. That is the forecast.
:16:00. > :16:06.This is a prestigious festival for this city, and you turn up like
:16:06. > :16:10.that! Nice of you to make an effort! There is nothing wrong with

:16:15. > :16:19.contradiction in terms is what I would say! Have a nice weekend.
:16:19. > :16:24.would say! Have a nice weekend. you later.'s his it is a sickness
:16:24. > :16:27.that it is very infectious and its spreading through a colony of grey

:16:30. > :16:34.sealpox in the last few weeks and an animal charity has been carrying
:16:34. > :16:37.out regular checks on the colony. Caroline Bilton was given exclusive
:16:38. > :16:41.access to join them. Her report contains images you may find
:16:41. > :16:45.upsetting. Flamborough is not the first place
:16:45. > :16:49.you would come to to seize seals. You would probably end up further
:16:49. > :16:55.down the coastline, where there is a colony of around 4500, but what
:16:55. > :16:59.we have here is effectively a seal motorway. Hiding in caves up and
:16:59. > :17:06.down this stretch of coastline, there will be hundreds of seals.
:17:06. > :17:10.Keeping a close eye on them is the charity East Coast Seal Rescue.
:17:10. > :17:15.day job is a nurse for Humberside and North Yorkshire police. In my
:17:15. > :17:18.spare time, I rescue seals. It is an outbreak of sealpox keeping
:17:18. > :17:22.Lesley and her team busy at the moment. These are the images of
:17:22. > :17:26.their latest rescue of a seal suffering from pox. Its flippers
:17:26. > :17:31.are covered in sores. As a result they're carrying out regular checks
:17:31. > :17:35.and today they have invited me to join them. Being escorted by the

:17:44. > :17:48.This is a cave underneath Flamborough, where the grey seals
:17:48. > :17:52.had been suffering from sealpox. We are coming down to check that the
:17:52. > :17:56.one we had the here the other day is all right and none of the others
:17:56. > :18:01.are suffering. We also checking for blood on the rocks because that
:18:01. > :18:06.would indicate that the seals with sealpox are still using this cave.
:18:06. > :18:11.We might have won in front of us. We can hear it. I am quite happy
:18:11. > :18:15.with that seal. There is no blood on it. It looks healthy so it has
:18:15. > :18:22.been feeding and it has this wonderful big eyes looking at us.
:18:22. > :18:26.In the last month we have been real busy with three fours in one day
:18:26. > :18:31.Sundays. At other times we don't have any call-outs. This is all
:18:31. > :18:35.time they devote voluntarily. Rachel is a full-time mum with a
:18:35. > :18:40.love for seals. I am actually from Lancashire and move to Bridlington
:18:40. > :18:44.and wanted to put something back into the community. I thought it
:18:44. > :18:48.was a perfect opportunity. Today there is no evidence of poorly
:18:49. > :18:52.seals, so how serious is this latest outbreak of sealpox? Sealpox
:18:52. > :18:55.is not a serious issue, it is like chickenpox in humans, but the
:18:55. > :19:00.problem is when they get it on their flippers or a place where it
:19:00. > :19:05.doesn't heal. Then we need to check the more, and the healthy one is
:19:05. > :19:15.now coming to metres. For now, this pup is free of sealpox, but Lesley
:19:15. > :19:20.and her team will be back to keep They do some great work, and some

:19:31. > :19:37.celebrating its 50th year and to mark the anniversary, we have been
:19:37. > :19:44.looking back into the archives. They are the world's best risers,
:19:44. > :19:51.and Burghley is one of the events they all want to win -- best riders.
:19:51. > :19:57.Stanford's famous horse trial is in its 50th year and its it has been
:19:57. > :20:04.every rider's dream to win here since the start.
:20:04. > :20:08.50 years on, the same requirements apply, though back in the Sixties,
:20:08. > :20:13.health and safety was never really a serious concern. We were very
:20:13. > :20:19.lucky. Yes we had falls but most of us were lucky enough to get out. It
:20:19. > :20:26.wasn't like it is now. It was far more basic. It was equally good fun
:20:26. > :20:30.and challenging, though. She parted company with her rider, apparently
:20:30. > :20:36.with no harm done. The way the fences are built now are so
:20:36. > :20:42.different to how they used to be. Back then, a fence like this was
:20:43. > :20:46.never heard of. The royal party enjoyed a sporting times. Over the
:20:46. > :20:51.years, royalty have been regular visitors to Burghley, though these
:20:51. > :20:56.days family members are more than spectators. This year, the Queen's
:20:56. > :21:04.granddaughter is riding, just five weeks after her marriage to a rugby
:21:04. > :21:12.star. What takes priority, horses or rugby? Both. We both work hard
:21:12. > :21:16.in our sports, and we both supported other, and it is part of
:21:16. > :21:21.our lives. The challenge of these enormous fences will test all 80
:21:21. > :21:31.riders tomorrow. It is a sport which over the last 50 years here
:21:31. > :21:32.
:21:32. > :21:36.has been seen as the ultimate test It has been warm their today
:21:36. > :21:39.apparently. Zara Phillips will be competing on Saturday and Sunday.

:22:19. > :22:23.full of confidence. We have been here for a couple of days so the
:22:23. > :22:27.players are looking forward to it. In terms of preparation, everything
:22:27. > :22:33.has gone smoothly. Rovers come into this match fresh from their best
