:00:05. > :00:08.Good evening and welcome to BBC Look North. The headlines tonight:

:00:08. > :00:15.Town versus country. Claims that rural areas pay more tax but lose

:00:15. > :00:20.out to urban centres on vital services.

:00:20. > :00:25.An investigation is underway after a toddler drowns at a caravan park.

:00:25. > :00:30.Bed was bad for us that were standing by, so I cannot imagine

:00:30. > :00:33.what that family is going through. It is just so upsetting.

:00:33. > :00:37.The speed camera repair bill that runs into hundreds of thousands of

:00:37. > :00:43.pounds. Why this seaside town is one of the

:00:43. > :00:47.top tourist destinations in the country.

:00:47. > :00:53.And that taste of autumn in the next couple of days, the forecast

:00:53. > :00:56.coming up shortly. People living in rural areas in

:00:56. > :01:00.Yorkshire and Lincolnshire are getting a raw deal when it comes to

:01:00. > :01:03.Government spending. That's the finding of a new report claiming

:01:03. > :01:10.people in the countryside pay on average 100 more in council tax,

:01:10. > :01:14.but get 50% less money. The Rural Services Network is now calling on

:01:14. > :01:22.ministers to address the issue. Our communities correspondent Vicky

:01:22. > :01:27.Johnson has the story. But it might be green and it might

:01:27. > :01:31.be pleasant, but many people living in a rural areas feel they are

:01:31. > :01:36.paying way over the odds for the privilege. This woman has lived in

:01:36. > :01:42.East Yorkshire for the past 15 years. I think we already been off.

:01:42. > :01:46.We are certainly being more than a lot of people who live in and are

:01:46. > :01:50.then environment. He this is not just a perception. A new study

:01:50. > :01:55.reveals that if you live in the East Riding of Yorkshire or line

:01:55. > :02:03.future, the average amount of government money spent per head is

:02:03. > :02:07.around 300. But in Hull, that amount is doubled to 600. That is

:02:07. > :02:11.despite people in rural areas paying more in council tax than

:02:11. > :02:16.their Aardman counterparts. This woman works for a charity that

:02:17. > :02:21.supports rural communities. There is a perception that people that

:02:21. > :02:25.live in rural areas are more affluent. That is a method. The

:02:26. > :02:34.need support and the monies into them to keep them sustainable and

:02:34. > :02:40.viable. If regular bus services, two pubs and shops mean that people

:02:40. > :02:50.here still enjoy a country life. They worked together, rather than

:02:50. > :02:51.

:02:51. > :02:55.simply relying on their council. in a council house, it they would

:02:55. > :03:02.look and see why the Electric had gone off rather than wait for the

:03:02. > :03:06.council. Those living in the more remote villages with fewer

:03:06. > :03:09.amenities certainly feel more hard done by.

:03:09. > :03:13.Graham Stuart is the MP for a rural area Beverley and Holderness, and

:03:13. > :03:17.also chairs the Parliamentary Group on Rural Services. I put it to him

:03:17. > :03:25.that big cities and urban areas were bound to need more money than

:03:25. > :03:31.a country area. The truth this the cost of delivery in the rural areas

:03:31. > :03:36.is higher. There are more primary fires per head in a rural areas and

:03:36. > :03:41.there are in our been at is. They tend to be more serious. A road

:03:41. > :03:46.traffic accidents are another big business, if you like, for the Fire

:03:46. > :03:51.Service. But are they coming off that badly? Many people that live

:03:51. > :03:56.in a rural areas are affluent. Why should they not pay more?

:03:56. > :04:01.average income in a rural areas is are actually at war than that on

:04:01. > :04:09.the urban areas. They are paying higher council tax and then they

:04:09. > :04:13.receive substantially less just to support services. I planned to

:04:13. > :04:17.pressure this government until the move to make a fairer system.

:04:17. > :04:21.are no longer in opposition, you are in government now, so you can

:04:22. > :04:26.change it. And the Government has inherited this terrible financial

:04:26. > :04:30.mess. It is much more difficult to change the system when you have so

:04:30. > :04:35.little money. But we have to make the case and get changed because it

:04:35. > :04:39.is not fair that we should have this continuation, whether it is

:04:39. > :04:46.health care or the skills, that are all more expensive to run than the

:04:46. > :04:52.RN it relate -- are been areas and yet his soul much less money. I

:04:52. > :05:02.applied to pressure I've is this government. -- I plan to pressurise

:05:02. > :05:07.this Government. If you do it, then they are been at is will miss out

:05:07. > :05:13.on money and then a Labour MP will be on the complaining. Is there a

:05:13. > :05:17.fairer way? It should be based on need and be transparent. We have

:05:17. > :05:21.had Labour using the formula to push money into a been at is at the

:05:21. > :05:25.expense of a rural areas. I do not want a repeat of that the other way

:05:25. > :05:35.round. I want a transparent system that gives the full support to

:05:35. > :05:37.

:05:37. > :05:43.everybody, wherever they live. Thank you very much indeed. The

:05:43. > :05:53.later we know what do you think about this one. -- let me know what

:05:53. > :06:05.

:06:05. > :06:08.do you think of this one. Contact In a moment:

:06:08. > :06:17.Just half the visitors of last year, but organisers say Hull's Freedom

:06:17. > :06:21.Festival is set to continue. An investigation is underway after

:06:21. > :06:28.a 19-month-old toddler drowned at a Lincolnshire caravan park. He

:06:28. > :06:30.disappeared while his parents were putting up a tent. The tragedy

:06:30. > :06:36.happened at the Skegness Water Leisure Park in Ingoldmells. Park

:06:36. > :06:42.staff there had tried in vain to revive him.

:06:42. > :06:46.Throughout the day, flowers have been left at the campsite, close to

:06:46. > :06:51.the lake where the little boy's body was found. His family had just

:06:51. > :06:56.arrived and were pitching their tent when he disappeared. I feel

:06:56. > :07:04.for the family. It was bad for us that were standing by, so why do

:07:04. > :07:10.not know how they must have felt. She was very upset. She had just

:07:10. > :07:20.bought a teddy bear and an outfit and he had gone. In a statement

:07:20. > :07:25.

:07:25. > :07:30.The owner of the port is now working closely with that the

:07:30. > :07:33.district council, who have had inspectors here over the weekend.

:07:33. > :07:37.They say they are completely happy with their health and safety

:07:37. > :07:42.precautions in place here. Because of that, it is believed no further

:07:42. > :07:46.action will be taken. I have two children under the age of 10 myself

:07:46. > :07:50.and I go camping with them. He know that when you are putting something

:07:50. > :07:56.up, it is difficult to keep your attention on the children. That is

:07:56. > :08:00.why all my sympathies go to the this family, because I am in the

:08:00. > :08:06.same position. The events have been described as a tragic accident, a

:08:06. > :08:12.simple family all the that have ended -- that has ended in

:08:12. > :08:15.unimaginable circumstances. Some of the day's other news now.

:08:15. > :08:17.Police have named the pilot who died when his plane crashed near

:08:18. > :08:21.Stamford. Clive Greenaway was 52 and from Stratford-Upon-Avon. He

:08:21. > :08:25.died when his light aircraft hit a power line over the A1 on Friday.

:08:25. > :08:27.The road was closed for 24 hours as the cable was in danger of falling

:08:27. > :08:30.onto the carriageway. People living on the Humberston

:08:30. > :08:33.Fitties near Cleethorpes have been told they might be able to stay

:08:34. > :08:36.there for 12 months a year. The caravan park currently only allows

:08:37. > :08:44.people to stay for ten months. Now councillors say they will consider

:08:44. > :08:47.the request from residents, and hold a vote on the issue.

:08:47. > :08:51.Around 1,000 jobs have been protected after plans for a multi

:08:51. > :08:54.million pound gas turbine plant have been approved in Lincolnshire.

:08:54. > :08:57.Siemens will open its site at Teal Park in North Hykeham, near Lincoln

:08:57. > :09:01.next year. More than 300,000 has been spent

:09:01. > :09:04.this year alone in Lincolnshire on fixing vandalised speed cameras.

:09:04. > :09:08.The Road Safety Partnership has released the figures after the

:09:08. > :09:11.latest incident, which took place over the weekend. Since the start

:09:11. > :09:19.of the year, 16 sites have been targeted in the county, including

:09:19. > :09:23.in Lincoln, Grantham, Louth and Spalding. Our reporter Vanessa

:09:23. > :09:32.Clarke is at a site near Spalding. Vanessa, tell us what happened

:09:32. > :09:37.there. The latest camera to be attacked.

:09:37. > :09:42.In the early hours of yesterday morning, someone came along and set

:09:42. > :09:46.fire to this whole hedge and the camera. Thousands of pounds of

:09:46. > :09:51.damage has been done. This road here is a particularly dangerous

:09:51. > :09:54.one. I was speaking to a garage owner up of the road and he said

:09:54. > :09:58.that before the speed camera was here, a number of accidents were

:09:58. > :10:03.taking place. It is said that the damage done here could cost

:10:03. > :10:08.people's lives. The people that are attacking these cameras are not

:10:08. > :10:16.looking at the bigger picture. The bigger picture is that the cameras

:10:16. > :10:20.are there to speed -- save lives. The artist's old people down at

:10:20. > :10:25.significant danger areas. For them to burn these cameras, they are

:10:25. > :10:31.diverting money that we can better spent in other places.

:10:31. > :10:37.seriously are these incidents being treated?

:10:38. > :10:47.This is the 17th camera to be attacked. People are quite worried

:10:48. > :10:48.

:10:48. > :10:56.about. A new camera was put in place recently near by because two

:10:56. > :10:59.weeks ago, at 10,000 worth of damage was done. The Road Safety

:10:59. > :11:05.Partnership said they are on the case and will try to bring people

:11:05. > :11:11.to justice. At 10,000 reward is being made available to anyone that

:11:11. > :11:17.can help with the investigation. And I'm sure this is another you

:11:17. > :11:20.will have a view on. Should these camera sites be fixed, costing the

:11:20. > :11:25.taxpayer thousands of pounds? There's the email and text details

:11:25. > :11:27.for you on screen now. And if you want to hear more on the

:11:28. > :11:32.story, you can do on BBC Lincolnshire's breakfast show

:11:32. > :11:38.tomorrow morning from 6am. In the last five years, the amount

:11:38. > :11:41.of waste being recycled in Hull has more than doubled. Pushing the city

:11:41. > :11:44.towards the top of the green league tables. The council claims new

:11:44. > :11:47.recycling and better waste schemes are behind the rise, which has also

:11:47. > :11:53.cut the amount of rubbish being sent to landfill. Phillip Norton

:11:53. > :11:58.reports. Household items being recycled in

:11:58. > :12:02.Hull. A few years ago, most of this was going to landfill. Now, it is

:12:02. > :12:08.helping the city to become one of the best in the country for cutting

:12:08. > :12:14.down on waste. We were in the bottom quarter in terms of er

:12:14. > :12:21.recycling performance. Now we are potentially the best in the country.

:12:21. > :12:27.We're certainly in the top ten to 20% told all local authorities.

:12:27. > :12:33.They have a 51.4% to recite Tingley rate. The amount being recycled has

:12:33. > :12:41.doubled to almost 66,000 tonnes. Over the same period, thus the

:12:41. > :12:46.amount being sent to landfill has been cut by almost one third.

:12:46. > :12:53.credit to them. I am a great believer in recycling, I think it

:12:53. > :12:58.is very important. I am all for it. A you cannot keep the putting it in

:12:58. > :13:01.a landfill, because it will run out. This has got to be better. It is

:13:01. > :13:03.not just homeowners who are helping. Don Wilson has set up a business

:13:03. > :13:09.that collects and refurbishes broken and unwanted office

:13:09. > :13:16.furniture that would otherwise be sent to landfill. Beagle and click

:13:16. > :13:22.the furniture, bring it back here, strip it down, refurbish it, clean

:13:22. > :13:28.it checked for safety. -- will be cool. We then offer it to the

:13:28. > :13:31.client or it to charity. We really wanted to go to start up businesses.

:13:31. > :13:33.The council is among those backing recycling and reuse projects. And

:13:33. > :13:43.with Government targets for 2020 already met, they will further

:13:43. > :13:48.

:13:48. > :13:53.Thank you for watching. Still ahead, Hull Kingston Rovers arrest get

:13:53. > :13:56.closer to joining Hull FC in the closer to joining Hull FC in the

:13:56. > :14:06.play-offs after a favour from their city rivals. The seaside town

:14:32. > :14:38.Tonight's picture. Thank you very much for that, John. Good evening,

:14:38. > :14:46.young man. How are you? I am very well, thank you. Happy birthday,

:14:46. > :14:56.Peter. Someone has just treated, happy birthday, Peter. 1 year

:14:56. > :15:05.

:15:06. > :15:12.It is an autumnal headline. This is a tumble looking chart. -- chart

:15:12. > :15:20.that looks very autumnal. There have been some sharp showers around

:15:20. > :15:23.this afternoon. Some sunshine you can see from the West. There should

:15:23. > :15:31.be some fine weather in the next couple of hours but it will not be

:15:31. > :15:41.long before we see some patchy rain developing. The lowest temperatures

:15:41. > :15:44.

:15:44. > :15:49.will be around 12 Celsius. The sun will rise in the morning at 6:19am.

:15:49. > :15:56.Watch out for the commute in the morning. There will be a lot of

:15:56. > :16:04.spray on the surface. This weather front is moving quickly so I reckon

:16:04. > :16:10.that by late morning, it will have moved on. A lot of fine weather

:16:10. > :16:20.with some sunshine. Still a risk of one or two showers. The rain will

:16:20. > :16:24.

:16:24. > :16:31.be the main feature tomorrow. Temperatures will not be too bad.

:16:32. > :16:41.It remains unsettled, a scattering of showers on Wednesday and

:16:42. > :16:45.

:16:45. > :16:52.Why is it that all turned up as a festival of culture looking like a

:16:52. > :17:02.lumberjack had been to a car-boot Sale? Wonderful! That was one of my

:17:02. > :17:07.

:17:07. > :17:11.75,000 people normally visit the Freedom Festival. That was just

:17:11. > :17:17.half the people that came last year. Organisers claim it is still

:17:17. > :17:21.taxpayers' money well spent. Without the big-name pop acts of

:17:21. > :17:26.previous years, the focus was on the part. It seems to have gone

:17:26. > :17:30.down well. There are less people on the streets but there is still a

:17:30. > :17:39.good buzz. Just because you have not heard of the talent does not

:17:39. > :17:47.mean to say it is not good. streets are buzzing, it is cool.

:17:47. > :17:53.prefer it this way. Businesses have always -- have also benefited. This

:17:53. > :18:01.cafe, which normally only opens at the weekend. The have had way too

:18:01. > :18:09.many people in to cope. A weekend like this is important to generate

:18:09. > :18:19.business. It get surname out there. Replenishing stock begins. It is a

:18:19. > :18:22.

:18:22. > :18:28.constant flow of the family's. In terms of success, it was as begged.

:18:28. > :18:34.For others, it has not been the success they hoped for. This

:18:34. > :18:40.delicatessen ran out of food last year, this year, it was not as busy.

:18:40. > :18:45.After 4 o'clock, it was not very busy. I did not have to stay behind.

:18:45. > :18:52.I am not very happy about this year. Tourism bosses say that this year

:18:52. > :18:56.has been a learning curve. For us, it is like the first year almost.

:18:56. > :19:01.It is very important that you get the balance. It is good to have

:19:01. > :19:07.poor packed. But the balance is more important. We want it to grow

:19:07. > :19:12.and feel like a festival. Organisers have plenty to build on

:19:12. > :19:16.as funding has been secured for the next three years.

:19:16. > :19:18.A response on a story about fears that more than half a million

:19:18. > :19:23.households in Yorkshire and Lincolnshire could struggle to pay

:19:23. > :19:30.their bills this winter. Some people are taking action to keep

:19:30. > :19:40.their homes but rising prices mean that many are facing fuel poverty.

:19:40. > :19:40.

:20:11. > :20:19.about it on the radio yesterday. Sport, now. A great weekend for

:20:20. > :20:25.both of our rugby league teams. roads lead to Hull this weekend.

:20:25. > :20:30.Can Hull Kingston Rovers make the top rate? More than 1000 fans went

:20:30. > :20:37.to the south of France to see Hull FC pull off their best win of the

:20:37. > :20:46.season against Catalan Dragons. It set up a final-day play-off decider.

:20:46. > :20:51.They travel far and wide to see their team. It is nice, the weather

:20:51. > :20:56.is great and the atmosphere is great. It is great to experience a

:20:56. > :21:00.different culture, at different way of watching rugby. You're having a

:21:00. > :21:05.holiday and watching your team play rugby. That is why we're here.

:21:05. > :21:11.must have been worth every penny. Rover has got off to a storming

:21:11. > :21:18.start. After adding to their score, along came the expected fight back

:21:18. > :21:22.from the Catalan Dragons. But not for long. The Robins went ahead.

:21:22. > :21:32.More Catalan pressure brought them back and told us try sealed a

:21:40. > :21:49.Over in Castleford, wave after wave of Hull FC pressure saw them score

:21:55. > :22:00.for reflection. Especially from these fans facing a 17 hour rail

:22:00. > :22:06.journey from France to Hull. Very good, nice people and we have had a

:22:06. > :22:11.great time. To watch Hull Kingston Rovers as well, it tops the whole

:22:11. > :22:14.weekend off. During that game, they're your mortal enemies and

:22:14. > :22:18.after the game, there shaking your hands.

:22:18. > :22:24.Once again, a British set of fans have embraced the Catalan

:22:24. > :22:29.experiences. They have had a great welcome from local people and

:22:29. > :22:33.businesses. That is just as well, because in two weeks' time, one of

:22:33. > :22:38.the sides from Hull could be back here for a play-off game.

:22:38. > :22:40.What are the chances of one of the club's going back to France? Quite

:22:40. > :22:49.club's going back to France? Quite high, actually. Let us have a look

:22:49. > :22:57.at the league table. That yellow line is like the VIP area of a

:22:58. > :23:03.nightclub! Clint Newton and Ben Fisher leaving Hull Kingston Rovers

:23:03. > :23:10.at the end of the year. Football, and Scunthorpe United could have to

:24:21. > :24:31.very exciting. I can pretend that I am relaxed, but deep down, it meant

:24:31. > :24:36.a lot so that was huge. Yorkshire's cricketers face a must-win game. On
