:01:07. > :01:10.Residents fighting plans to build a new mosque in Lincoln insist they

:01:10. > :01:13.are not racists. More than 500 people have signed a petition

:01:13. > :01:19.calling for the local council to reject the proposals, which also

:01:19. > :01:22.include a car park and supermarket. It's the second time that the local

:01:22. > :01:32.Islamic Association has tried to build a new mosque in the Boultham

:01:32. > :01:35.

:01:35. > :01:40.area of the city in recent years. At a small community centre,

:01:40. > :01:45.Lincoln's Muslims gathered to pray. On Fridays they can be more than

:01:45. > :01:54.150 worshippers. We urgently need her place of worship that is bigger.

:01:54. > :01:59.The needs -- we need a space for women as well. We need to make sure

:01:59. > :02:04.there is a space for them. For more than three years the Islamic

:02:05. > :02:11.Association has been trying to build and the Boultham area. In

:02:11. > :02:20.August 2008 there but given approval to turn a disused

:02:20. > :02:25.warehouse into a mosque. In October 2009, plans for a two-storey mosque

:02:25. > :02:33.were turned down. An appeal was launched, but in 20th August 10,

:02:33. > :02:38.the government rejected it on traffic grounds. Now the Islamic

:02:38. > :02:41.Association is pinning its hopes on this site. They will share it with

:02:41. > :02:47.a supermarket. But the same residents opposed the new scheme as

:02:47. > :02:51.well. We are not objecting because it is a mosque. We are objecting

:02:51. > :02:59.because it is a large public building that will bring a great

:02:59. > :03:04.deal of traffic into the area. It is not racism in any way. We are

:03:04. > :03:13.open to any religion, but we do not think it is the right place. There

:03:13. > :03:20.is too much traffic here. Lincolnshire co-operative that owns

:03:20. > :03:24.the land has submitted plans. there is a commercial development

:03:24. > :03:29.on this site, that for increase the traffic that is already there now,

:03:29. > :03:33.but the advice we have had from Highway consultancies is that that

:03:33. > :03:38.junction can cope with extra traffic. The planning committee

:03:38. > :03:47.will consider the application next month when it will face the

:03:47. > :03:51.difficult task of balancing the needs of the growing Muslim

:03:51. > :03:58.community 80 and Boultham residents. Joining us now is Dr Chris Allen,

:03:58. > :04:01.who has written a book about the spread of Islamophobia. Good

:04:01. > :04:09.evening. Residents say they are against these plans because of

:04:09. > :04:19.traffic and parking. How often do local communities dispute the

:04:19. > :04:19.

:04:19. > :04:23.building of mosques? It is happening across the country. We

:04:23. > :04:31.need to disentangle the legitimate concerns that residents had with

:04:31. > :04:37.the illegitimate. There are groups like the BNP and EDL but tried to

:04:37. > :04:41.drive wedges between communities, so up that beat mosque and becomes

:04:41. > :04:45.the big issue that people are divided against. Do people use

:04:45. > :04:50.traffic and parking as an excuse because they don't want a mosque in

:04:50. > :04:54.there then? Absolutely. Sometimes there is a concern about traffic

:04:54. > :04:59.and congestion, but there is no real evidence to suggest that will

:04:59. > :05:05.be the case. If you look at the British Social attitudes survey

:05:05. > :05:08.that was published last year, 55 % of people said they were opposed a

:05:08. > :05:14.mosque been built in their community. If you look at that

:05:14. > :05:18.compared to a church, only 50 % would oppose that. It highlights

:05:18. > :05:25.the issues we have a round Muslims and Islam. In is it an open feeling,

:05:26. > :05:30.or is it lying beneath what they actually say? Sometimes there are

:05:30. > :05:38.legitimate concerns, but a lot of the time, it is a smokescreen and

:05:38. > :05:43.people do not want a directly say they do not want a mosque. What

:05:43. > :05:52.people do is use this as an excuse at times. So how do we get over

:05:52. > :05:56.this, if it exists and break down the stereotypes and prejudice?

:05:56. > :06:00.local authorities need to take a lead in this. They can be very

:06:00. > :06:03.influential. We live in a country where it is everybody's eye to have

:06:03. > :06:13.a religion, or have no revision whatsoever. We need good leadership

:06:13. > :06:16.

:06:16. > :06:25.from local authorities. They can find areas before places of worship

:06:25. > :06:34.to be built. Thank you. Do you think that Lincoln should have a

:06:34. > :06:44.dedicated mosque? Or do you agree with the residents? Here is how you

:07:01. > :07:05.Jersey Lou Perry suffered serious injuries to her face following the

:07:05. > :07:15.attack by Kallan Richardson in April. Her mother says Jersey Lou

:07:22. > :07:26.Five months on and victor macro has made a full recovery. Back in April

:07:26. > :07:30.vote these were the pictures that shocked us all - a little girl left

:07:30. > :07:35.with horrendous injuries through the reckless actions of a teenage

:07:35. > :07:45.boy. Kallan Richardson, who is now 18, through the brick following an

:07:53. > :08:00.was heartbreaking. She went from one extreme to another. She is

:08:00. > :08:03.usually quite loud, but she was just lying there. At Grimsby

:08:03. > :08:08.Magistrates Court, Kallan Richardson apologised to the family

:08:08. > :08:13.and said he was ashamed of what he had done. He was sentenced to a

:08:13. > :08:20.year in prison, six months of which will be set on licence. She knows

:08:20. > :08:24.what pain is now. She did not know that before. It should not have

:08:24. > :08:32.happened to her. It should not have happened to any child. No-one

:08:32. > :08:37.should throw a brick. The court heard how the incident on this

:08:37. > :08:41.street in Grimsby had not been a spur of the moment events.

:08:41. > :08:45.Richardson had dislodged the brick from a nearby wall, chasing the car

:08:45. > :08:49.down here and Derek it through the window as it stopped at this

:08:49. > :08:59.junction. A I just think he is a cupboard. He tried to get away with

:09:23. > :09:25.Sleaford Road yesterday morning. Detectives are urging any witnesses

:09:28. > :09:31.in 30 years, new figures obtained by BBC Look North show that most

:09:31. > :09:36.councils aren't planning to spend any more this year on keeping the

:09:36. > :09:39.roads safe and clear. Lincolnshire County Council has frozen its

:09:39. > :09:47.budget of �4.4 million and in North Lincolnshire they have done the

:09:47. > :09:52.same, with �500,000 set aside. It's the same picture in the East Riding

:09:52. > :09:58.with spending set at �1.7 million. But in Hull the budget has been cut

:09:58. > :10:03.by almost �8,000 to just over �194,000. North East Lincolnshire

:10:03. > :10:06.Council was unable to provide any figures. Siobhan Robbins has been

:10:06. > :10:12.to find out if the money available will be enough to deal with another

:10:12. > :10:15.harsh winter. This salt arriving at Immingham

:10:15. > :10:18.Docks will be spread on Lincolnshire's roads this winter.

:10:18. > :10:27.And although like the majority, the county council isn't spending any

:10:27. > :10:33.more on protecting the roads. It says it's better prepared than ever.

:10:33. > :10:39.We shall have 42,000 tonnes of salt, which is in excess of what we have

:10:39. > :10:43.had before. It is ready to go as and when it is required.

:10:43. > :10:46.But not everyone's convinced. Last year smaller rural villages were

:10:46. > :10:49.hard hit. Like thousands of others, Middle Rasen school was forced to

:10:49. > :10:55.close. And in nearby Binbrook villagers villagers were cut off by

:10:55. > :10:59.snow - their roads missing out on grit to heavier snow. Last year in

:10:59. > :11:03.particular, the roads were clear. They could have cleared a route

:11:03. > :11:13.into the village. I just hope that somebody in the council is thinking,

:11:13. > :11:15.we need to make a clear way for the school. I was getting to be

:11:15. > :11:25.wholesalers and getting the necessary things. As quick as I was

:11:27. > :11:31.buying it, it was selling out too fast, so I had to ration it.

:11:31. > :11:36.snow may be gone, but for much of the year council budgets had been

:11:36. > :11:40.on ice. When the bad weather returns, at Maine Road will be the

:11:40. > :11:43.priority and there will be more pressure on smaller communities

:11:43. > :11:46.like this one to protect themselves. Villagers in Gilberdyke in East

:11:46. > :11:49.Yorkshire are used to working together. Last year they used a JCB

:11:49. > :11:59.to clear the roads, but beofre this becomes a permanent move they say

:16:26. > :16:29.up serving in Afghanistan. But with more than 330 servicemen and women

:16:29. > :16:34.killed in action there, his mum's concerned. I did not want him

:16:34. > :16:41.joining, to be honest. I am proud of them now. It is what he wants.

:16:41. > :16:45.But it is frightening, the thought of him being out there. Joining the

:16:45. > :16:49.Royal Air Force is a lot more than just starting a new job.

:16:49. > :16:51.These new RAF recruits in Hull are the latest to join up. In the last

:16:51. > :17:00.year, nearly 14,000 people have entered the armed forces. But

:17:00. > :17:03.compared to the previous 12 months, that's a 25% drop. Our recruit

:17:03. > :17:08.their numbers are slightly down this year. But we are still looking

:17:08. > :17:10.to recruit 2000 people this year for the Royal Air Force alone.

:17:10. > :17:15.Life is about to change dramatically for Rachael who has

:17:16. > :17:21.been working in a bar in Kirk Ella. My it can be demanding here, but in

:17:21. > :17:28.air force, there can be no mistakes. James has also handed in his notice

:18:19. > :18:23.services. As you have rightly said, the Armed Forces have been cut

:18:23. > :18:28.fairly severely. But it is splendid to hear that young people still

:18:28. > :18:31.want to join the Armed Forces. I am delighted to hear that. A idea

:18:31. > :18:40.surprise that people are still very keen to sign up and joined the be

:18:45. > :18:51.not surprised. I think young people traditionally want excitement, what
