:01:01. > :01:04.A third of people in Lincolnshire will struggle to heat their homes

:01:04. > :01:07.this winter, according to the latest figures. Now, the leader of

:01:07. > :01:10.South Holland Council is trying to use the financial clout of the

:01:10. > :01:17.authority to get all 34,000 households in the district a

:01:17. > :01:21.significant discount on their gas and electricity bills. It's one of

:01:21. > :01:24.the first local councils to try the idea. Tarah Welsh has been to one

:01:24. > :01:29.village near Bourne where residents have already got together to lower

:01:29. > :01:32.their bills. Heating the manor house was never

:01:32. > :01:38.going to be cheap. Especially in Rippingale. There's no piped gas,

:01:38. > :01:46.so most homes use heating oil. When residents got sick of of the

:01:46. > :01:51.high prices, they grouped together to buy energy in bulk. It is an

:01:51. > :02:00.attempt to keep the local suppliers on their toes, and try to get the

:02:00. > :02:04.best price. There are roughly 80 members of this consortium. They

:02:04. > :02:10.will get a reduced rate for filling their times. This type of group

:02:10. > :02:16.buying has saved each person two or three pence a litre.

:02:16. > :02:19.So people here say their buying power has worked. The contractor is

:02:19. > :02:22.a very good deal. Well, now the leader of South

:02:22. > :02:25.Holland District Council wants to do this on a much larger scale. He

:02:25. > :02:33.wants to negotiate a competitive tariff for residents that want a

:02:33. > :02:38.deal. We are proposing to use the council's buying power to stand to

:02:38. > :02:43.negotiate. They are making far too much money on the back of a

:02:43. > :02:46.commodity whose core price is going down. The price of gas has come

:02:46. > :02:50.down for wholesalers, and the price of oil, but for the consumers, the

:02:50. > :02:56.price has gone up. While he doesn't know how much will be saved, he

:02:56. > :03:00.hopes it would cut the average �1,300 bill by 10%. I think it is

:03:00. > :03:03.an excellent idea, definitely. think anything on them lines will

:03:03. > :03:06.be beneficial. The proposal still needs clearance

:03:06. > :03:16.from the government regulator, and it's still unclear how many of

:03:16. > :03:17.

:03:17. > :03:21.South Holland's 34,000 households will buy in. Dedicated to do

:03:48. > :03:52.things. We have done some price comparisons on our electric, and

:03:52. > :03:58.just changed our supplier. In our village, we have a very proactive

:03:58. > :04:04.parish council. Some time ago, as part of the parish plan, oil was an

:04:04. > :04:13.issue because we were a no gas village. We set upon all syndicate.

:04:13. > :04:19.One man in the village who, as part of his job, was procurement, he

:04:19. > :04:26.runs it and you get a regular reminder about your request for oil.

:04:26. > :04:29.What they do then... What do you think about this idea of 34,000

:04:29. > :04:34.households getting together, grouping together for cheaper

:04:34. > :04:40.bills? His is a non-starter? think it is a good idea. It

:04:40. > :04:45.supports the work that we are doing, in terms of looking at some

:04:45. > :04:48.initiatives which help older people with price comparisons, access to

:04:48. > :04:53.alternative fuels and getting a better deal, bearing in mind that

:04:53. > :04:58.their incomes are under pressure at present. The savings at best are

:04:58. > :05:06.only 5-10%. That will not mean that much, when bills go up at the rate

:05:07. > :05:11.they are. If you are spending �1,000 a year, on fuel, that is

:05:12. > :05:15.quite considerable. For everybody else, they will be slightly jealous

:05:15. > :05:19.if this goes ahead in the South Holland area. We would want that to

:05:19. > :05:29.be shared across Lincolnshire. There are seven district councils,

:05:29. > :05:29.

:05:29. > :05:33.as you know. We would want that expanding. Very good to talk to you.

:05:37. > :05:47.electricity off your local council if it meant lower bills? Will

:06:01. > :06:08.Fishermen on the East Coast are urged to work together to make the

:06:08. > :06:11.most of European quotas. They've waited more than four years

:06:11. > :06:13.for their homes to be protected from flooding, and today, a

:06:13. > :06:20.government minister officially opened new defences in Burstwick in

:06:20. > :06:23.East Yorkshire. 120 homes were damaged there in 2007. It's hoped

:06:23. > :06:26.these new measures, operated by the residents rather than the

:06:26. > :06:35.authorities, will stop that ever happening again. Anne-Marie Tasker

:06:35. > :06:40.reports. At Stephen's home in Burstwick, the

:06:40. > :06:47.flood damage still shows. Like many on Trinity close, his home was

:06:47. > :06:51.flooded, causing �90,000 of damage. It is something he hoped he will

:06:51. > :06:57.never face again. The it is peace of mind. We can go to bed and no

:16:55. > :17:05.are being damaged so the parish council are asking villagers to

:18:27. > :18:34.people were killed on rural roads last year. That is over double that
