:01:07. > :01:11.allegations that a Humberside police officer slapped a teenage

:01:11. > :01:15.boy in the face. The incident took place on Hallowe'en, as the 15 year

:01:15. > :01:18.old was arriving at a community centre on the Nunsthorpe Estate in

:01:18. > :01:21.Grimsby. He claims the PCSO hit him, before then walking off. An officer

:01:21. > :01:31.has been suspended from frontline duties while an investigation takes

:01:31. > :01:32.

:01:32. > :01:36.place. Our correspondent Paul Murphy has the story.

:01:36. > :01:41.Court on-camera, at the moment an officer from Humberside Police is

:01:41. > :01:46.seen allegedly slapping the teenager across the face. The

:01:46. > :01:54.teenager claims the bloke marked his skin. The incident was recorded

:01:54. > :01:58.in the grounds of this House on the Nunsthorpe Estate, a project which

:01:58. > :02:03.promotes community cohesion. I was shocked, and couldn't sleep the

:02:03. > :02:10.same night. I went to school, couldn't sleep, so I took the day

:02:10. > :02:13.off school to get over it. I am still shocked and disgusted. Liam

:02:13. > :02:17.has been coming to this community centre since he was nine. He was

:02:17. > :02:27.described to us as a role model for younger children on this sometimes

:02:27. > :02:29.

:02:29. > :02:34.troubled estate. My view of it is, just absolute disgust. I am so mad.

:02:34. > :02:38.We do not hit our kids, why should anybody else, especially an

:02:38. > :02:42.officer? The founder of this community project believes the

:02:42. > :02:47.incident will place a strain on the relationship local people have with

:02:47. > :02:52.their police force. If you turn the tables and on about kids did that

:02:52. > :02:59.to a PCSO, I know what would happen. We have kids on the estate showing

:02:59. > :03:05.no respect for the police. I can't blame them. Eight years I have been

:03:05. > :03:09.doing this seven days a week. All of that work has gone to waste.

:03:09. > :03:13.Humberside police have launched an internal investigation into this

:03:13. > :03:16.incident and have confirmed tonight that the officer against whom these

:03:16. > :03:21.allegations have been made has been withdrawn from any duties which

:03:21. > :03:31.would involve personal contact with the public. The force declined to

:03:31. > :03:33.

:03:33. > :03:41.The incident is being reported to the independent Police Complaints

:03:42. > :03:51.Commission. It is a Halloween Liam is unlikely to forget.

:04:17. > :04:21.22, has been jailed for three years. He'd admitted encouraging an

:04:21. > :04:24.offence and publishing racially inflammatory material.

:04:24. > :04:29.Controversial new charges for garden waste collections in North

:04:29. > :04:33.East Lincolnshire have been put on hold. The council had wanted to

:04:33. > :04:37.charge �25 a year for brown bin collections. But it's been told it

:04:37. > :04:41.needs to look at different money- saving options.

:04:41. > :04:44.More than 40 extra trains will be re-routed through the centre of

:04:44. > :04:47.Lincoln again this weekend. It's because of work being carried out

:04:47. > :04:50.elsewhere on the rail network. Businesses say the time the level

:04:50. > :04:58.crossing barriers are down is putting off shoppers and having a

:04:58. > :05:01.big impact on their trade. If you lie, you will be caught out.

:05:01. > :05:04.So say Humberside Police, after a Cleethorpes man who faked a

:05:04. > :05:07.burglary at his own home, was given 200 hours community service. Andrew

:05:07. > :05:10.Leadbetter tried to claim more than �16,000 from his insurers, saying

:05:10. > :05:12.he'd had several electrical items stolen. Last year, insurers

:05:12. > :05:16.uncovered 133,000 fraudulent claims, with home insurance being the most

:05:16. > :05:26.common. The estimated cost is �2 billion a year, and it adds an

:05:26. > :05:35.

:05:35. > :05:39.average of �44 to all of our bills. Tarah Welsh has the story.

:05:39. > :05:44.In July, Andrew Leadbetter said burglars had broken in to his house

:05:44. > :05:49.through a cat flap. He was lying. Today, he was sentenced to 200

:05:49. > :05:59.hours of unpaid work for committing fraud. A penalty his insurers say

:05:59. > :05:59.

:05:59. > :06:02.should be harsher. It is a deliberate deception, where people

:06:02. > :06:07.are deceiving to that extent clearly we would like a custodial

:06:07. > :06:09.sentence. When Andrew Leadbetter said he's been burgled, he alerted

:06:09. > :06:12.his insurance company, who grew suspicious. Among the items Mr

:06:12. > :06:16.Leadbetter claimed for were three TVs, including one 50 inch screen.

:06:16. > :06:19.Five different types of games consoles, and two guitars. In total,

:06:19. > :06:22.his claim came to more than �16,000. The defendant was caught through a

:06:22. > :06:29.joint operation between his insurers and Humberside police, who

:06:29. > :06:34.insist they are cracking down on this type of crime.

:06:34. > :06:39.In simple terms, we check all the facts. You cannot get a 50 inch

:06:39. > :06:42.screen through a 30 inch window. The court heard that despite

:06:42. > :06:45.earning �26,000 a year, Mr Leadbetter staged a burglary at his

:06:45. > :06:54.home to "get something" back from his premiums. But insurers say this

:06:54. > :07:00.type of crime is far from victimless. Given the extent of the

:07:00. > :07:04.problem, that money adds up, cumulatively they think �44 per a

:07:04. > :07:09.premium. The judge said the offence was so serious he could have

:07:09. > :07:13.sentenced him to up to five years. He said, if you had thought about

:07:13. > :07:19.it you knew you would not get away with it. He said, you have been

:07:19. > :07:22.lucky this time but do this again and you will go to prison.

:07:22. > :07:26.The number of young people - who are not in work, education or

:07:26. > :07:30.training is higher in parts of our area than anywhere else in the

:07:30. > :07:34.country. That's according to a new study which has named Grimsby as

:07:34. > :07:38.having some of the highest rates of youth unemployment - with Hull not

:07:39. > :07:43.far behind. The report's been published on the same day the UK

:07:43. > :07:52.Youth Parliament debates the issue. More now from our political editor

:07:52. > :07:57.Tim Iredale. 20-year-old Craig spends much of his time helping out

:07:57. > :08:01.at a charity shop in his home town of Bridlington. He says he is not

:08:01. > :08:04.optimistic about finding a permanent job, and believes

:08:05. > :08:11.politicians do not understand the scale of the problem facing many

:08:11. > :08:17.young people. I think more could be done to help young people get work.

:08:17. > :08:22.David Cameron is promising but there's nothing to show. East

:08:22. > :08:26.Yorkshire has some of the highest rates of young people not in

:08:26. > :08:33.education, employment or training. In howl macro, the percentage of

:08:33. > :08:39.these is put at 18%, almost one in five. In the Grimsby, that number

:08:39. > :08:44.is almost 25%, almost one in four young people not in a job or some

:08:44. > :08:46.kind of training. Councillors in north east Lincolnshire have

:08:46. > :08:52.questioned the report, and described the findings as

:08:52. > :08:56.misleading. But the new chairman of the Humber Local Enterprise

:08:56. > :09:00.Partnership believes there is no quick fix. We can lobby on behalf

:09:00. > :09:04.of more training, and press government locally and nationally

:09:04. > :09:10.to do more. Those on long-term projects, they will not solve the

:09:10. > :09:14.short term problem we have. Youth unemployment has been a big talking

:09:14. > :09:18.point at Westminster today where the famous green benches have been

:09:18. > :09:22.filled with some unfamiliar faces. The UK Youth Parliament has held

:09:22. > :09:31.its annual debate in the Chamber of the House of Commons. Members

:09:31. > :09:38.include this 18-year-old. I know some young people who have filed a

:09:38. > :09:41.180 job applications. Some people feel they cannot achieve. You can

:09:41. > :09:47.be what you want to be but we need to support young people to help

:09:47. > :09:54.them have a future. I apologise... The man who utters those words on a

:09:54. > :09:58.daily basis says he has some sympathy. You have only to look at

:09:58. > :10:03.how few young people by comparison with the population as a whole vote

:10:03. > :10:07.in elections, to realise there is a problem. With youth unemployment at

:10:07. > :10:10.a 17 year high, some are already talking about a lost generation of

:10:10. > :10:13.young people. Joining me now is John Butterick

:10:13. > :10:20.from the organisation The Childrens University, which works closely

:10:20. > :10:24.with youngsters, encouraging them to learn. You work directly with

:10:24. > :10:31.young people. Do you agree with this report that we are dealing

:10:31. > :10:35.with a "lost generation"? These figures are demoralising. I work

:10:35. > :10:43.with young people and I am surrounded by inspiration, hard

:10:43. > :10:48.work, towards their studies, and added it is rather sad when they

:10:48. > :10:53.work so very hard, that the job market is how it is. And yet there

:10:53. > :10:59.are so many who are desperate, not in work, training or education?

:10:59. > :11:03.is awful. We have to keep those dreams and hopes alive.

:11:03. > :11:08.Educationalists have to rely on politicians and economists to bring

:11:08. > :11:14.back the economy into stability. Whose responsibility is it for

:11:14. > :11:23.these young people? I do believe that the government has a huge part

:11:23. > :11:31.to play. It needs to be more vocational lies, -- vocationalised,

:11:31. > :11:41.training. Some children do not know what jobs are. They can see a vast

:11:41. > :11:42.

:11:42. > :11:46.array of opportunities out there, to give them hope to get training.

:11:46. > :11:56.Grimsby is at the top of this list. But it will have longer term

:11:56. > :11:57.

:11:57. > :12:01.effects on the town. There is not an instant fix. We want to keep the

:12:01. > :12:06.adrenalin flows of these young people, keep them interested in

:12:06. > :12:10.learning, so when hopefully the economic climate is more viable,

:12:10. > :12:14.they will be prepared for that world of work. And met a lot of

:12:14. > :12:22.young unemployed people, they are desperate. They don't even have the

:12:22. > :12:32.money to get to interviews. I have young people sending out 50 CDs,

:12:32. > :12:33.

:12:33. > :12:37.young people walking from company to company -- CVs. Young people who

:12:37. > :12:41.are over-qualified. It is day-case of desperation. I support them

:12:41. > :12:45.wholeheartedly. I'd like to hear from you on this one. Whose job is

:12:45. > :12:49.it to get young people into work? Is enough being done to help them.

:12:49. > :12:59.If not, what more could or should be done? Maybe you're young and out

:12:59. > :13:08.

:18:05. > :18:11.an impressive homecoming for Matthew Wellington. It is always

:18:11. > :18:16.nice to come back to your home town. It is a proud moment. Being from

:18:16. > :18:22.the city and it's being the city's ship. His it an unusual way to come

:18:22. > :18:27.back? Yes. My whole family will be turning up. We are looking forward

:18:27. > :18:30.to it. Just four months ago, the ship was in action off Libya

:18:30. > :18:36.fighting alongside international troops and the inside the ship,

:20:34. > :20:40.for everyone. And he was exciting on the field. He was loved by rugby

:20:41. > :20:44.fans in Hull, until his untimely death at the age of 42 in 1985.

:20:44. > :20:49.Here he is talking to Look North about the resurgence of those clubs

:20:49. > :20:53.in the late 1970s. Nobody can put their finger on what has happened,

:20:53. > :20:57.it has just taken off and we are having a good time. He had a wide

:20:57. > :21:03.range of friends inside and outside the game. But no one was closer

:21:03. > :21:10.than his team-mate. You could not read at better person. Everybody

:21:10. > :21:18.loved him, everybody. He was just a down-to-earth person. He had a good

:21:18. > :21:22.sense of humour, he was brilliant. The only lasting memorial to his

:21:22. > :21:30.this stretch of road named in his honour in Hull. How appropriate we

:21:30. > :21:34.did before or the last English footballer to raise the World Cup
