:05:58. > :06:03.Street, that is the fear of many traders in Scunthorpe who joined
:06:03. > :06:07.the fight against a proposed retail park on the outskirts of the town.
:06:07. > :06:10.The proposals include and Marks & Spencer store, but the Keep
:06:10. > :06:15.Scunthorpe Alive group claims it will damage high-street trade. Over
:06:15. > :06:20.the last year, high streets have seen a drop in customers of over
:06:20. > :06:26.2.6 %. Out-of-town retail parks have fared better with a drop of
:06:26. > :06:30.just 1%. Like so many high streets up and
:06:30. > :06:34.down the land, Sculthorpe has been struggling in recent months.
:06:34. > :06:40.Traders feel that a new out-of-town retail park could make matters even
:06:40. > :06:45.worse. The jewellers in this town has been here for three generations,
:06:45. > :06:49.but they are now worried about the future. We have four or five units
:06:49. > :06:54.and that could pull some of the other retailers out of the town
:06:54. > :06:59.centre. We have lost quite a few retailers in the past years and
:06:59. > :07:04.where does it end? And this is what developers want to build. A multi-
:07:04. > :07:09.million pound investment creating more than 200 jobs. Marks & Spencer
:07:09. > :07:13.will be the anchor store. There are 300 jobs that will be created by
:07:14. > :07:18.this development. It represents a 20 million investment in
:07:18. > :07:23.Scunthorpe at a time when towns up and down the country would give
:07:23. > :07:27.their eye teeth for that kind of investment. One of the irony is not
:07:27. > :07:31.lost on the traders here is that for months they campaigned to keep
:07:31. > :07:36.an MMS in Scunthorpe. This crucial difference with this talk is that
:07:36. > :07:39.it was in the heart of the High Street. -- Marks & Spencer. Marks
:07:39. > :07:44.has better left the High Street in January of this year at the same
:07:44. > :07:49.time it also pulled out of central locations in Skegness and Grantham.
:07:49. > :07:54.All three units remain vacant. In Scunthorpe, the out-of-town
:07:54. > :07:58.development is receiving political support. It is really positive that
:07:58. > :08:02.Marks and Spencer's, having left the Scunthorpe, are looking to come
:08:02. > :08:06.back into the town. That is a really positive thumbs-up for
:08:06. > :08:11.Scunthorpe and the local community. Plans for the new retail Park will
:08:11. > :08:18.be submitted in the coming weeks. If approved, the centre could
:08:18. > :08:24.opened by a late 2013. Our correspondent is on the High
:08:24. > :08:27.Street right now. How big a decision does the council have this
:08:27. > :08:34.with a dagger with this planning application? You can see the
:08:34. > :08:39.dilemma. It is issued investment and a big vote of confidence in the
:08:39. > :08:49.area, but there is evidence from other parts of the country that
:08:49. > :08:52.
:08:52. > :08:56.these sort of out of town centres can harm of the High Street. Here
:08:56. > :09:00.in Scunthorpe, the traders will face an uphill struggle because
:09:00. > :09:03.this proposal has already got the support of the leader of the
:09:03. > :09:07.council and their local MP. Thank you.
:09:07. > :09:11.Richard Dodd is from the British Retail Consortium and I asked him
:09:11. > :09:16.this afternoon if the traders are right to be so worried about this
:09:16. > :09:20.out-of-town development. People in the area should be pleased that
:09:20. > :09:25.they are getting a big new retail investment because it actually
:09:25. > :09:28.shows real confidence in the long- term future of the locality. It is
:09:28. > :09:34.certainly true that many of our high streets are in trouble, but
:09:34. > :09:39.that is not about competition from other sorts of retail locations. It
:09:39. > :09:45.is about the cost of doing business in town centres, party -- parking
:09:45. > :09:50.and access and often a failure over years of investing in the town
:09:50. > :09:54.centre. That is what we should be tried to tackle. We should not do
:09:54. > :09:57.down or restrict other sorts of retelling. You reckon the traders
:09:57. > :10:01.are wrong and they should be celebrating the development out of
:10:01. > :10:05.town? They should certainly be pleased that this vote of
:10:05. > :10:09.confidence in the area. Of course, they will be having difficulties
:10:09. > :10:14.and they need addressing, but those difficulties are not about
:10:14. > :10:16.competition from somewhere else. Saying that somehow we should be
:10:16. > :10:21.restricting the so-called out-of- town retail parks is a bit like
:10:21. > :10:25.saying let's curtail the growth of internet retailing. We just cannot
:10:25. > :10:28.do it. Customers need to be given a choice and they will make their
:10:28. > :10:37.indecisions about where they chop. Certainly retailers everywhere are
:10:37. > :10:44.under pressure at the moment. They do need supporting across the board.
:10:44. > :10:48.A It is interesting that Marks and Spencer's closed in the town and
:10:48. > :10:56.then open a new store and out of the town. You need to be constantly
:10:56. > :11:02.reassessing what you're doing as a retailer. If you can only do that
:11:02. > :11:05.in and out of town or suburban location, that is what you will do.
:11:05. > :11:08.If we make it easier for customers to get a town centres and for
:11:08. > :11:13.retailers to invest in town centres in a way that works for both of
:11:13. > :11:19.those groups, then those town centres will revive. That is what
:11:19. > :11:24.we should be doing. But customers have to have the best choice of the

:11:29. > :11:34.I would like to know what you think about this one. Should traders in
