:01:07. > :01:10.the future of our region. -- Good evening. The engineering giant

:01:10. > :01:13.Siemens has confirmed it wants to build a multi-million pound factory

:01:13. > :01:19.in Hull which will bring thousands of jobs to the Humber region. The

:01:19. > :01:22.factory, which will be at the Alexandra Dock, will create up to

:01:22. > :01:26.1002 construction and engineering jobs, with many more are expected

:01:26. > :01:30.as other businesses relocate to the area. Building the factory will

:01:30. > :01:34.create 300 jobs. Once operational, the plant will need around 700

:01:34. > :01:41.staff. Longer term, there are predictions of thousands more jobs

:01:41. > :01:48.in related industries. Paul Murphy is at the docks this evening. One

:01:48. > :01:52.is this going to happen? There is a pal of planning documents nearly

:01:52. > :01:57.the size of the crane behind me which will be submitted to Hull

:01:57. > :02:06.City Council tomorrow. Decisions are hoping to be made by spring

:02:06. > :02:12.next year, and the site developed into 2014, and the first turbines

:02:12. > :02:16.produced in late 2014. Here's the focus of the �200 million

:02:16. > :02:20.investment, Hull's Alexandra Dock, and here is the vision. A state-of-

:02:20. > :02:24.the-art factory which will build and supplied thousands of offshore

:02:24. > :02:31.wind turbines to the North Sea. The formal application for planning

:02:31. > :02:35.consent brings the proposals much closer to reality. This is a very

:02:35. > :02:40.significant step for the project. A lot of work has been going on over

:02:40. > :02:47.the last 12 months, a lot of consultation and preparing the

:02:47. > :02:52.plans. This is a watershed moment for the project. In the coming

:02:52. > :02:59.years, thousands of wind turbines will be sited in the North Sea.

:02:59. > :03:04.Siemens believes Hull is the place to build them. Hull is very well

:03:04. > :03:09.located. It is a great location for it. It is a great prospect for jobs

:03:09. > :03:15.and growth for the area. region's hunger for jobs and growth

:03:15. > :03:18.has rarely been more evident. In the community around the docks, the

:03:18. > :03:26.announcement dominates conversation today. There are I have a teenage

:03:26. > :03:31.son who is trying to find work. There is nothing for him. I believe

:03:31. > :03:37.something like this could create jobs. I can see it will create jobs,

:03:37. > :03:42.but is it going to be for the local people, or will it attract people

:03:42. > :03:45.from outside Hull and give them the benefits of working? At Hull City

:03:45. > :03:50.Council revealed this morning it has already started talks with

:03:50. > :03:56.Siemens about training a work force fit for the factory. It is a

:03:56. > :04:00.massive, massive project. When you think of them the numbers -- when

:04:00. > :04:08.you think of the numbers, even if it is only 1,000 people, that is

:04:08. > :04:13.massive. We have to expand capacity. The first turbines could be running

:04:13. > :04:15.of the production line by the end of 2014. It is an investment which

:04:15. > :04:22.many believe will capitalise green energy growth throughout the Humber

:04:22. > :04:25.region. A to give an idea of the significance of the proposal, the

:04:25. > :04:32.Prime Minister has issued a statement welcoming -- welcoming

:04:32. > :04:37.the move, saying it is a good move not only for Hull but for the

:04:37. > :04:43.country. Joining me now from London is the

:04:43. > :04:49.Hull West and Hessle MP Alan Johnson. You must be very relieved.

:04:49. > :04:54.The champagne is bought, but not quite on ice! That's right. We

:04:55. > :04:59.still have to get through the planning process. The most

:04:59. > :05:03.difficult period was in the summer, when there was a need for a lot of

:05:03. > :05:08.political pressure to make sure government got a grip of this and

:05:08. > :05:13.we got through the negotiations that meant that Hull remained the

:05:13. > :05:18.preferred location when cities in Germany and Denmark put in a late

:05:18. > :05:26.bid, and there was some confusion and concern that Siemens were not

:05:26. > :05:31.getting the deal that was promised. We are over that. I think this is

:05:31. > :05:34.good news. We should be able to get to the winning post, given that

:05:34. > :05:38.everything between he and the winning post is fair to be within

:05:38. > :05:46.our control. If it is a planning application, it cannot take that

:05:46. > :05:51.long, and all the good will is there. But it has to be done

:05:51. > :05:55.properly. If there is one disgruntled person and they go to a

:05:55. > :05:59.judicial review, the whole thing is slowed up. It is quite right it is

:05:59. > :06:09.done properly. Karl Turner has worked very hard with people in

:06:09. > :06:09.

:06:09. > :06:13.Victoria Dock. There were some concerns about noise from local

:06:13. > :06:18.residents. I think that has been dealt with. If we do not do this

:06:18. > :06:24.properly, it could come back to biters, so it has to go through the

:06:24. > :06:32.proper procedure. A 1,000 jobs, possibly 10 times that in the wider

:06:32. > :06:42.economy. Great news. Not soon enough for theirs at BAe. Well, or

:06:42. > :06:43.

:06:43. > :06:51.tomorrow -- well, tomorrow is the BAe day. We are meeting people

:06:51. > :06:56.tomorrow. We hope to try to ensure that we keep aerospace

:06:56. > :07:04.manufacturing on the Humber, where it has been for 100 years. That is

:07:04. > :07:14.crucially important. The bit about Siemens is really important. If we

:07:14. > :07:15.

:07:15. > :07:20.do lose jobs at BAe, if we time- based so that the workers with the

:07:20. > :07:30.skills that Siemens need can move into their jobs, that is great, as

:07:30. > :07:31.

:07:31. > :07:34.well as keeping BAe open. Very good news. Thank you.

:07:34. > :07:42.Well today's announcement by Siemens is good for the future of

:07:42. > :07:45.jobs, how are people coping now? We have found that wages in parts of

:07:45. > :07:52.Lincolnshire and East Yorkshire are falling at a much faster rate than

:07:52. > :07:56.other areas of the country. Lincoln, West Linsey and Hull have seen a

:07:56. > :08:01.big drop in take-home pay. At the same time, the cost of living

:08:01. > :08:06.continues to rise. Here's Tim Iredale. Whether we are shopping at

:08:06. > :08:11.the supermarket, paying energy bills or filling up our cars, it

:08:11. > :08:16.seems household budgets are being stretched to the limit. Just as

:08:16. > :08:24.Committee, a mother and part-time worker from Hull. -- just ask any

:08:24. > :08:29.key. We are going to more discount stores, so cutting out luxuries and

:08:29. > :08:36.buying own brand. Inflation is running at just under 5%. In Hull,

:08:36. > :08:40.average salaries have gone down by 4.5 %. In West Linsey, which is

:08:40. > :08:46.have dropped more than 6%, and in Lincoln, the average salary has

:08:46. > :08:51.fallen by more than 13 %. It is clear many people in Lincoln are

:08:52. > :08:58.feeling the pinch. Wages are not keeping in pace with inflation, we

:08:58. > :09:02.all know that. We would all like more. The I still have to tighten

:09:02. > :09:10.my pockets. I used to go out regularly, and I do not do that

:09:10. > :09:15.half as much. We have to make cuts with food and going out so that we

:09:15. > :09:23.can pay the bills as normal. think that this is a man going down

:09:23. > :09:29.10 in the economy -- I think that this is a ongoing downturn in the

:09:29. > :09:34.economy. One of the consequences of rising inflation is increased

:09:34. > :09:38.borrowing, especially now in the run-up to Christmas. Credit unions

:09:38. > :09:44.like this one in Bridlington have seen a steady rise in customers.

:09:44. > :09:50.This year, in our credit union, we have paid out �320,000 in Christmas

:09:50. > :09:55.savings that people say up with us. Many of those people put up �1 or

:09:55. > :10:01.two a week to save up for Christmas, may be the extra they would have

:10:01. > :10:07.paid to a doorstep lender. Average wages have not fallen everywhere,

:10:08. > :10:11.but in the whole of our area, so only North Kesteven and East Linsey

:10:11. > :10:18.have seen salaries increase by more than the rate of inflation.

:10:18. > :10:22.Tim is joining me now. Why are we struggling? You only have to look

:10:22. > :10:26.at the areas where wages have been falling. Hull, Gainsborough,

:10:26. > :10:30.Lincoln. These are places which have traditionally relied on

:10:30. > :10:35.manufacturing jobs and jobs in the public sector. Both areas which

:10:35. > :10:40.have been squeezed recently. What saves wrath happened is that as

:10:40. > :10:44.unemployment has risen, it is creating an ever more competitive

:10:44. > :10:54.jobs market, and driven wages down. The government still believes that

:10:54. > :10:57.

:10:57. > :11:03.public sector can come to the rescue. That is why David Cameron

:11:03. > :11:08.saw today's announcement as such a positive thing. Thank you very much.

:12:41. > :12:44.the BBC. The process of handing over patients should take 50

:12:44. > :12:49.minutes, but across the East Midlands, this time it is being

:12:49. > :12:52.missed in a third of cases. United Lincolnshire Hospitals NHS Trust

:13:31. > :13:37.determined not to forget the good times. He was a fun person to be

:13:38. > :13:43.with. He was always playing out with us. Really happy and never a

:13:43. > :13:47.sad moment with him. In June of this year, football fanatic Josh

:13:47. > :13:52.Fell suddenly stopped breathing while playing football. Josh just

:13:52. > :13:59.sat down and laid down. We turned him over and he was blown. It was a

:13:59. > :14:07.big shock. -- he was blue. I checked his pulse. There was not a

:14:07. > :14:12.pulse. We called an ambulance after performing CPR. After the ambulance

:14:12. > :14:18.came, I Tom James what to do and the ambulance came. A I was

:14:18. > :14:23.freaking out. I was panicking. I was trying to keep calm for Josh's

:14:23. > :14:27.sake, and doing everything we could to try to keep him going. We would

:14:27. > :14:32.do anything for him. Josh later died to the hospital, but his

:14:32. > :14:37.father wanted the two boys to be recognised from actions. They have

:14:37. > :14:43.successfully been honoured with an award from the Royal Humane Society.

:14:43. > :14:49.Very brave. I would not been able to do it at 14. We cannot believe

:14:49. > :14:54.what they tried to do. The family later discovered that just died

:14:54. > :15:00.from a rare condition which carries no symptoms, called sudden death

:15:00. > :15:05.syndrome. It kills 12 people a week. The family are now raising money

:15:05. > :15:09.for cardiac screenings to take place in schools. They are going to

:15:09. > :15:14.use five rooms at our local secondary school. They will bring

:15:14. > :15:20.specialists with them and have an ECG. If it pick something up, it

:15:20. > :15:25.will do some good. If we can make a difference just for one person,

:15:25. > :15:35.they will not have the heartache we had. Almost �20,000 has now been

:15:35. > :15:38.

:15:38. > :15:43.raised in the hope that others will And dreadfully tragic story for the

:15:43. > :15:51.family but a well deserved award for the boys. I am sure they will
