:00:03. > :00:07.Good evening and welcome to BBC Look North. The headlines tonight:

:00:07. > :00:14.A skills gap - the challenge for Hull because it doesn't have the

:00:14. > :00:19.right type of workers. I am aiming to move down to London

:00:19. > :00:22.where I can get a better eight -- better wage. There's not many jobs

:00:22. > :00:29.here. Lincolnshire gets a fleet on new

:00:29. > :00:34.ambulances designed for obese patients.

:00:34. > :00:37.You are breaking the law? What law is that? You are not allowed to do

:00:37. > :00:39.that by law. The row over a photograph that's

:00:39. > :00:41.had thousands of views on the internet.

:00:42. > :00:51.And why paintings inspired by the East Yorkshire countryside are

:00:52. > :01:01.

:01:01. > :01:05.The latest in a where they're coming up shortly.

:01:05. > :01:08.There are warnings that Hull will face major challenges this year

:01:08. > :01:12.because the work force doesn't have the right skills. The report says

:01:12. > :01:18.there is a shortage of accountants, surgeons and other professional

:01:18. > :01:24.workers who bring money into the city. It says Hull relies on lower-

:01:24. > :01:29.paid jobs instead. In a moment, I will be talking to the man in

:01:29. > :01:34.charge of the city's regeneration. It is a city with more brawn than

:01:34. > :01:38.brains. Today's report highlights Hull as having people with manual

:01:38. > :01:44.skills but when it comes to knowledgeable jobs for graduates,

:01:44. > :01:49.obesity is failing badly. Something that concerns centre for cities, an

:01:49. > :01:55.organisation which monitors economic performance.

:01:56. > :02:00.Trying to increase the skill levels of the people in her Hull is a

:02:00. > :02:05.massive priority. In terms of taking people with fewer

:02:05. > :02:12.qualifications and improving them. It places Hull a second on the

:02:12. > :02:17.brain ladder. 70% of the city's people employed in knowledgeable

:02:17. > :02:26.jobs. It compares poorly with cities like Cambridge where the

:02:26. > :02:31.figure is 30%. It is a problem that has developed since having a very

:02:31. > :02:35.good university. After three years here, the appeal seems to diminish

:02:35. > :02:40.with most graduates choosing to start their careers in other parts

:02:40. > :02:45.of the country. I am aiming to move down to London or a bigger city

:02:45. > :02:51.where I can get a better wage or job. I will probably leave Hull and

:02:51. > :02:56.head was the capital. This Hull Training Centre says the findings

:02:56. > :03:01.dismiss thousands of manual workers who can play just as big a role in

:03:01. > :03:05.boosting the economy. Not everybody is going to be an accountant or

:03:05. > :03:10.solicitor but they can be the business people of the future.

:03:11. > :03:16.Let's get rid of that snobbery. This year the new fibre optic Brut

:03:16. > :03:21.and might do that. It is being extended to more than 15,000 homes

:03:21. > :03:25.in Hull and East Yorkshire. One local company which depends on it

:03:25. > :03:34.says the investment could provide the kind of knowledge boost that

:03:34. > :03:39.Hull has sown -- so far been missing. If you were offers super-

:03:39. > :03:44.fast broadband, it will be more appealing for businesses to set up

:03:44. > :03:48.in the city. -- offered. They say it could be the cause of slower

:03:48. > :03:56.growth and prosperity. The city they say has been left in a

:03:56. > :03:58.vulnerable position. Steven Bayes is in charge of

:03:58. > :04:06.regeneration and employment at Hull City Council and his here. Would

:04:06. > :04:10.you welcome more powers? There is a report on how to look at

:04:10. > :04:15.how these powers could be utilised by the council and we're hoping to

:04:15. > :04:21.achieve that. What would you do to bring more professionals into the

:04:21. > :04:26.city? That is a strange questions because they are professionals that

:04:26. > :04:36.commute into Hull and they are not included in this document. 50% of

:04:36. > :04:38.

:04:38. > :04:47.those that Cnut of those high knowledge, I paid professionals.

:04:47. > :04:55.commute. Hull is the city council area. Cambridge and eight -- Adam

:04:55. > :05:05.Brown are at the top of the list. Hull is second bottom. -- Edinburgh.

:05:05. > :05:05.

:05:05. > :05:10.The announcement today by Casey will help that. They are trying to

:05:10. > :05:15.bring those highly-skilled jobs into the city. What do you think of

:05:15. > :05:21.these league tables which also puts the average salary in Hull as the

:05:21. > :05:25.lowest in all of the places? information, you can't challenge.

:05:25. > :05:30.It is how the information is put together and it doesn't tell us

:05:30. > :05:34.anything we don't know. They talked about the need of places like Hull

:05:35. > :05:39.to establish new industries. That is what we are trying to do. When

:05:39. > :05:45.one of these things comes out, the league tables come out, when his

:05:45. > :05:51.Hull not going to be second bottom? Hopefully soon. What is the one

:05:51. > :05:58.thing that would change the city's fortunes? Extend his boundaries,

:05:58. > :06:02.that would do it but it is not... Draw the match but wider and call

:06:02. > :06:07.it hall and you have sorted it? would solve the problem that

:06:07. > :06:11.doesn't sort out the root cause. What we are trying to do is

:06:11. > :06:15.although it talks about manual jobs, if they are in manufacturing, we

:06:15. > :06:18.are trying to get more people into manufacturing. It is about

:06:18. > :06:23.increasing the skills of those people and getting them into a

:06:23. > :06:28.higher-paid job. I would like to hear your views on

:06:28. > :06:38.this. What needs to be done to attract a higher salary earners to

:06:38. > :06:51.

:06:51. > :06:54.I look forward to hearing from you. In a moment, why a half-a-million

:06:54. > :07:00.pound investment in Lincoln City could have secured the club's

:07:00. > :07:04.future. They will be able to carry people

:07:04. > :07:07.who weigh up to 50 stones and from this week, a fleet of new

:07:07. > :07:12.ambulances will arrive in Lincolnshire. East Midlands

:07:12. > :07:19.Ambulance Service will have 37 of the new vehicles in response to an

:07:19. > :07:23.increase in obesity across the area. Transporting super heavy patients

:07:23. > :07:27.once made headlines its news with specialist teams have and to be

:07:27. > :07:35.drafted in. Now, with rising obesity levels, it is becoming much

:07:35. > :07:44.more common. This is a barrier trick kapok ball ramp. This is the

:07:44. > :07:52.chair that assists in taking the patient downstairs. -- this is a

:07:52. > :07:56.barrier at trick ramp. It will take a patient up to 50 stones. It

:07:56. > :08:05.raises and lowers electricity -- electrically so it is my there for

:08:05. > :08:08.the patient. They are investing in 80 of these vehicles, the third --

:08:08. > :08:14.first 37 will be at deployed to Lincolnshire. They can carry

:08:14. > :08:16.patients weighing up to 50 stone. Clare Greg has been slim for eight

:08:16. > :08:21.years but the memories of being bundled into an ambulance that

:08:21. > :08:31.wasn't equipped to carry her 25 stone frame are still dramatically

:08:31. > :08:35.vivid. The trolley I was on, I was bulging over the sides. It was very

:08:35. > :08:40.uncomfortable and degrading for me. I felt sorry for the staff that had

:08:40. > :08:44.to deal with me as well. While the arrival of the vehicles is being

:08:45. > :08:54.welcomed, unions are all bombing crews will still face problems with

:08:55. > :09:00.

:09:00. > :09:04.obese problems. This often requires 45 ambulance personnel and a

:09:04. > :09:09.significant period of time to get them down from their house. This

:09:09. > :09:13.can cause so many problems. Patient transport has now become a big

:09:13. > :09:18.issue but it is hoped the whole of the East Midlands ambulance fleet

:09:18. > :09:22.would be capable of moving everyone, whatever their weight.

:09:23. > :09:26.An agreement has been reached for a new tourism bodies to be formed in

:09:26. > :09:30.Lincolnshire. The organisation will promote and develop Skegness and

:09:30. > :09:34.the rest of the Lincolnshire coast and will be funded by local

:09:34. > :09:38.businesses, groups and the East Lindsey District Council.

:09:38. > :09:43.Thank you for getting in touch about our story on pylons in

:09:43. > :09:47.Lincolnshire. A group who have been fighting plans against 30 miles of

:09:48. > :09:53.power cables across the countryside are claiming victory. The energy

:09:53. > :10:03.company was told it will have to dig cables underground to transport

:10:03. > :10:29.

:10:29. > :10:33.power from a planned wind farm. Thank you for watching this Monday

:10:33. > :10:37.night. Still ahead: Why a row whether these photographs has been

:10:37. > :10:41.viewed by thousands of people on the internet.

:10:41. > :10:51.And the paintings of East Yorkshire drawing crowds as they go on

:10:51. > :10:52.

:10:52. > :10:57.Tonight's photograph was taken by Clive Dennison who took this of

:10:57. > :11:04.Brandesburton ponds in East Yorkshire. Thank you very much

:11:05. > :11:08.indeed. If you have any more, please send their men. Good evening,

:11:08. > :11:12.your man. A dicky bird tells me you are

:11:12. > :11:17.excited tonight. I was wondering whether to take my

:11:17. > :11:20.lens cap off to see the Northern Lights tonight. That makes me sound

:11:20. > :11:24.very sad. You might stand out there for 12

:11:25. > :11:32.hours and not see it. That is up to you.

:11:32. > :11:42.Is that a Yes, all I know? It is a know. There is a fantastic

:11:42. > :11:46.

:11:46. > :11:52.picture on the block. -- it is a The skies will be clear tonight. Of

:11:52. > :11:56.more importance, there is a warning out for snow. It doesn't look as if

:11:56. > :12:06.it will be all that bad. For a short time in the morning, there

:12:06. > :12:07.

:12:07. > :12:12.could be rain which could be It is courtesy of this warm front.

:12:12. > :12:17.There could be a bit of that white stuff for a time in the morning. It

:12:17. > :12:21.has not been that bad and afternoon over our part of the world but it

:12:21. > :12:27.means with clear skies and as the wind eases, tonight, it is going to

:12:27. > :12:36.be frosty. The cloud it tends to increase and it stays dry.

:12:36. > :12:46.Temperatures down to minus two Celsius. The sun will rise in the

:12:46. > :12:49.

:12:49. > :12:57.A cold start but cloud will thicken through the morning and we will see

:12:57. > :13:01.rain preceded by a short spell of sleet and snow. It will quickly

:13:01. > :13:07.turn back to rain and it will peter out over the course of the

:13:07. > :13:12.afternoon. For much of the time, it will feel cold with a moderate

:13:12. > :13:19.south to south-westerly wind. Temperatures up to it six Celsius

:13:19. > :13:29.in Grimsby. We arm back to the milder weather on Thursday and

:13:29. > :13:29.

:13:30. > :13:35.One viewer says he should be a politician as he can't give a

:13:35. > :13:38.straight answer to any question. Photographers are calling for a

:13:38. > :13:42.better understanding of the law after a Scunthorpe man was stopped

:13:42. > :13:45.from taking pictures in the town. Security guards at the Golden

:13:45. > :13:55.Wonder factory told him he was breaking the law. The confrontation

:13:55. > :14:04.

:14:04. > :14:07.was posted on YouTube and has been Taking pictures of all well known

:14:07. > :14:15.Scunthorpe landmark for his local website but it is clear this

:14:15. > :14:19.amateur photographer is not welcome at the Golden wonder factory.

:14:24. > :14:34.more than 65,000 hits a new sued. These are the pictures caused in

:14:34. > :14:35.

:14:35. > :14:42.the controversy. -- 65,000 hits on the internet. A spokesperson for

:14:42. > :14:50.the website says that security guards need to no-ball. -- to know

:14:50. > :14:58.what the law. The responsibility lies with training the security

:14:58. > :15:08.guards. You can take photographs in any public place, according to the

:15:08. > :15:11.law, unless it is a terrorist threat. The guards seemed to take

:15:11. > :15:15.bid factory for some sort of secret military installation in terms of

:15:15. > :15:19.the attitude they have adopted. The photographer was standing on

:15:19. > :15:25.what looked like a public street, where he is perfectly entitled to

:15:25. > :15:27.take photographs. The firm who employ guards on behalf of the

:15:27. > :15:36.factory say they have launched a full investigation into what

:15:36. > :15:39.happened. Today, management said sorry for the guards behaviour. We

:15:39. > :15:47.would like to offer the photographer our apology and invite

:15:47. > :15:50.him to meet with us and see the factory. The factory said that the

:15:50. > :15:58.guards have no resigned and the welcome anyone taking pictures of

:15:58. > :16:00.their factory. The MP for Grimsby, Austin Mitchell, has been

:16:00. > :16:04.challenged whilst taking photographs including one instant

:16:04. > :16:09.on Cleethorpes beach. He is joining us now. Good evening.

:16:09. > :16:16.Why are people so sensitive? I do not know. I thought it was very

:16:16. > :16:22.funny. They do not have the power to stop anyone taking photographs

:16:22. > :16:26.and a public place of a public building or of anyone in that space.

:16:26. > :16:31.He could be that the factories producing exploding bags of crisps

:16:38. > :16:42.secret weapon! Only with security implications can people be stopped

:16:42. > :16:52.from taking photographs. He tried to clarify this with parliament,

:16:52. > :16:54.

:16:54. > :16:57.the new? There was new instructions issued. We also got confirmation

:16:57. > :17:02.from government and from the department that people were able to

:17:02. > :17:05.take any photographs they wanted and a public place at any time and

:17:05. > :17:11.that stop and search, which was being used against photographers,

:17:11. > :17:15.should not be used in that kind of scenario. This did not cover... You

:17:15. > :17:21.notice on the film, there were no police involved. This did not cover

:17:21. > :17:27.police. It was security guards who were poorly trained and did not

:17:27. > :17:34.know what the law was. Do they need more training and what you can

:17:34. > :17:39.cannot do? I think they do, yes. People have a right to take

:17:39. > :17:43.photographs and the need to be told this. All it takes is a bit of

:17:43. > :17:50.common sense, unfortunately. They lost their temper and I became very

:17:50. > :17:59.funny. -- and they became very funny. The whole business was very

:17:59. > :18:03.comic. It was not dangerous. Thank you. Exploding crisps!

:18:03. > :18:12.Do you have any views, if you're a photographer? Have you had any

:18:12. > :18:15.similar experiences? There is the number. Small arts and

:18:15. > :18:19.entertainment venues in Easter Yorkshire are thriving despite the

:18:19. > :18:25.economic downturn. The Arts Council has announced that

:18:25. > :18:29.it will support this arts centre for the next three years.

:18:29. > :18:37.Pocklington Arts Centre has some poor reported its most successful

:18:37. > :18:42.season ever. -- has reported. Lincoln City football club has

:18:42. > :18:44.received amp cash injection of 500,000 which could prove crucial

:18:44. > :18:52.to the survival of the football club.

:18:52. > :18:55.There has this money come from? It is coming from a local businessman

:18:55. > :19:01.and the Lincoln Court. They're talking about moving to a new

:19:01. > :19:07.ground. That has raised its head again today. First, this financial

:19:07. > :19:11.injection which is staving off an imminent crisis. Behind the scenes

:19:11. > :19:15.at Lincoln City, they scoured the world for much needed investment.

:19:15. > :19:19.Relegation from the leak and son were reduced annual income by about

:19:19. > :19:24.1 million. Without this injection, players may not have been paid last

:19:24. > :19:31.month. It would have started to get sticky financially around about

:19:31. > :19:37.February are March. In October of last year, we put his plan together

:19:37. > :19:45.in the event that no other investment would come in. They drew

:19:45. > :19:49.3-3 with Gateshead on Saturday. Lincoln City are just five points

:19:49. > :19:53.above the relegation zone and supporters have welcomed a

:19:53. > :19:57.stability that comes with new investment. It has come from local

:19:58. > :20:01.companies were well respected, the chairman, who is a local person as

:20:01. > :20:05.well and it is appropriate and proper investment into the football

:20:05. > :20:09.club and we believe it is proper and right that we accepted. They

:20:09. > :20:13.have been playing in the shadow of the cathedral for 117 years but

:20:13. > :20:18.they cannot provide the extra income they need to generate. It is

:20:18. > :20:22.once again seriously considering moving from its spiritual home. It

:20:22. > :20:27.is not fit for purpose. I would hope that, within four years, we

:20:27. > :20:31.are perhaps on our way to getting a new football ground. Or only a

:20:31. > :20:35.small amount of cash is available to strengthen the team and a

:20:35. > :20:42.transfer window. It is hoped the financial injection will help

:20:42. > :20:47.secure a brighter future. Is it realistic to suggest that they will

:20:47. > :20:51.move away from their current form? It might seem a bit far-fetched,

:20:51. > :20:57.when they have just had a new rescue plan instigated, but it is

:20:57. > :21:00.on the agenda again. The time frame is around four or five years,

:21:00. > :21:04.according to be chairman. The fans are very attached to the ground but

:21:04. > :21:09.a move is on the agenda and it could be a bright future for

:21:09. > :21:14.Lincoln City of C. Hull City are up to 5th in the Championship after a

:21:14. > :21:18.narrow win over their promotion rivals.

:21:18. > :21:25.With news of that and how could Hull Kingston Rovers are counting

:21:25. > :21:32.the cost of their victory over Hull FC, here we are. The clash at

:21:32. > :21:41.Reading represented at challenge for Hull City. The match was

:21:41. > :21:47.decided by a single goal. I felt it was a legitimate goal, a good run

:21:47. > :21:53.from Robbie Brady. He had the foresight to leave the ball. I

:21:53. > :21:57.would have been agreed it had been given offside. -- if it had been

:21:57. > :22:04.given offside. Taking the lead with another one of those excellent

:22:04. > :22:12.rides. Scunthorpe been Scunthorpe could not hold on. This is the 13th

:22:13. > :22:18.try of the season. -- 13th draw. In rugby league, this incident in the

:22:18. > :22:23.second half saw a player carried off with a broken leg.

:22:23. > :22:29.Earlier, the captain had limped out of the game as Hull Kingston Rovers

:22:29. > :22:33.ran in seven tries to beat Hull City. They're doing well, yes. It

:22:33. > :22:43.is only the first game, you cannot read much into that. It is only a

:22:43. > :22:48.

:22:48. > :22:52.friendly. We paid 15 and it was Grimsby Town are on course for the

:22:52. > :23:01.Blue Square Premier play-offs after another huge win. They beat bottom-

:23:01. > :23:04.placed Bath City 6-0. If you missed Our Special Olympic Dreams

:23:04. > :23:13.programme, following five athletes on the road to the London Games,

:23:13. > :23:23.you can watch that online. It is hoped that thousands will take to

:23:23. > :23:28.the streets of Hull for the Jane Tomlinson runner. The race was

:23:28. > :23:34.organised this morning. -- announce this morning. Organisers hope it

:23:34. > :23:39.will be bigger this summer. It is the 10th year of the appeal, which

:23:39. > :23:46.is a milestone for us. It is the Olympic year and the event takes

:23:47. > :23:56.place on the Jubilee weekend. We will have a bit of a party around.

:23:57. > :24:00.

:24:00. > :24:03.It will be a special event. An exhibition by David Hockney has

:24:03. > :24:08.drawn huge crowds on his opening weekend in London.

:24:08. > :24:12.Be sure, which includes a large number of East Yorkshire landscapes

:24:17. > :24:26.and the Royal Academy says it is likely to be in the all-time top 10

:24:26. > :24:30.exhibitions there. The Tourism Board says it hopes it will bring

:24:30. > :24:34.more visitors to the Yorkshire Wolds. Capturing the beauty of East

:24:34. > :24:37.Riding is one thing but David Hockney is amazing the crowds with

:24:37. > :24:41.East Yorkshire landscapes at his new exhibition in London. Advance

:24:41. > :24:50.tickets are sold out until March and they have been selling four

:24:50. > :24:56.times faster than last year's exhibition about Van Gogh. About
